Fontannikud enamlaste võitlussalga lõhestajaina Aarne Ruben Selles artiklis on vaatluse all lõhe Eesti kommunistide vahel, mille tekke- aeg ulatub juba I maailmasõja eelsetesse sündmustesse. Lõhe halvendas liikumise juhtide omavahelisi suhteid, raskendas põrandaalust võitlust vabariigi vastu ja seega enamlaste kavatsetud maailmarevolutsiooni- ürituse läbiviimist ning viis lõppkokkuvõttes paradoksaalsel kombel peaaegu kõigi asjaosaliste hävitamiseni peamiselt 1937. aastal. Erinevalt varem kirjutanud autorite käsitlustest pole siinse kirjutise põhirõhk aga mitte kommunistide intriigidel Leningradis ja Moskvas, vaid konspira- tiivses elus, reaalses võitluses Eesti Vabariigi vastu. Põrandaaluste kommunistide heitlust Eesti kaitsepolitseiga iseloo- mustab palju saladusi. Pöördelised hetked, nagu tulevahetus kommu- nistidega Tallinnas Jaama tänaval, Viktor Kingissepa äraandmine ja kättesaamine, Saku Võisilma talu salatrükikoja tabamine 1920. aastal, tulevahetus Kreuksiga ja tema tapmine – kõik need on leidnud oma koha rahva ajaloolises mälus. 2010. aastal ilmunud Reigo Rosenthali ja Marko Tammingu „Sõda pärast rahu. Eesti eriteenistuste vastasseis Nõukogude luure ja põrandaaluste kommunistidega 1920–1924“ ja Olaf Kuuli „Fon- tanka ja Moika vahel. 10 FROM NATIONAL TERRITORIAL AUTONOMY TO INDEPENDENCE OF ESTONIA: THE WAR AND REVOLUTION 1 IN THE BALTIC REGION, 1914-1917 TIIT ROSENBERG INTRODUCTION Although the interactions between imperial management and nation-building, on which this part of the collection focuses, can be un- derstood from century-long perspectives, one should not ignore the fact that the Russian Empire fell apart not as a consequence of chronological contradictions between imperial and national principles, but rather in a peculiar conjuncture of events caused by World War I and the subse- quent revolutions.2 How were these long-term and conjuncture factors combined to affect Estonians’ quest for autonomy and independence? This chapter is devoted to this very question. From the beginning of the twentieth century, the three major politi- cal actors in the Baltic region, that is, the Baltic German elite, Estonian and Latvian nationals, and the Russian imperial authorities were involved in two serious problems of the region—the agrarian issue and regional self-government. Another story is when the pandemic substitutes ‘a major crisis’ – then there may be a dual problem of analysing the present and forecasting the future. In one of his main interviews (if not the main one), which was supposed to be wrapping the difficult year up, Estonian Prime Minister Jüri Ratas was into memorable metaphors when it would come to pure politics, but distinctly shy when a question was on economics1. During 2020, in political terms, the country was getting involved into discussing way more intra- political scandals than it would have been necessary to test the ‘health’ of a democracy. As for the process of running the economy, apart from borrowing more to survive the pandemic, the only major economic reform that the current governmental coalition managed to ‘squeeze’ through the ‘hurdles’ of the Riigikogu’s passing and the presidential approval was the so-called second pillar pension reform. The idea of the Government was to respond to a particular societal call that was, in a way, ‘inspired’ by Pro Patria and some other proponents of the prospective reform. -
Annual Report of the Chancello
Dear reader, In accordance with section 4 of the Chancellor of Justice Act, the Chancellor has to submit an annual report of his activities to the Riigikogu. The present overview of the conformity of legislation of general application with the Constitution and the laws covers the period from 1 June until 31 December 2004, and the outline of activities concerning the protection of fundamental rights and freedoms of persons, the period from 1 January until 31 December 2004. The overview contains summaries of the main cases that were settled as well as generalisations of the legal problems and difficulties, together with proposals on how to improve the protection of fundamental rights and freedoms and how to raise the quality of law making. The readers will also be able to familiarise themselves with the organisation of work in the Office of the Chancellor of Justice. According to the Constitution, the Chancellor of Justice is an independent constitutional institution. Such a status enables him to assess problems objectively and to protect people effectively from arbitrary measures of the state authority. One tool for fulfilling this task is the opportunity that the Chancellor of Justice has to submit to the Riigikogu his conclusions and considerations regarding shortcomings in legislation, in order to contribute to strengthening the principles of democracy and the rule of law. I am grateful to the members of the Riigikogu and its committees, in particular the Constitutional Committee, the Legal Affairs Committee and the Social Affairs Committee, for having been open to mutual, trustful and effective cooperation, which will hopefully continue just as fruitfully in the future. -

SISSEJUHATUS Lihula valla arengukava on terviklik üldine valla tegevusjuhis, mis määratleb vallavolikogu, -valitsuse ja - asutuste tegevuse eesmärgid, samuti seatud eesmärkide saavutamiseks vajalikud pika- ja lühemaajalised tegevused ning nende üldise pingerea. Kava ülesandeks ei ole valla igapäeva jooksvate ülesannete ja kohustuste üles loetlemine. Arengukava on dokument, mis kujutab endast ühiskondliku kokkulepet valla kui keerulise ja eripalgelise, oma elanikkonda esindava ja teenindava, organisatsiooni töö juhtimiseks ja ühtlustamiseks, jõupingutuste koondamiseks ja olemasolevate vahendite kasutamise tõhususe tõstmiseks. Arengukava annab kõigile asjast huvitatutele teavet valla eesmärkide, eelistuste, vallavõimu ning valla allasutuste poolt ettevõetavatest tegevustest ning võimaldades sellega neil paremini kavandada ja korraldada oma tegevust ning langetada otsuseid. Arengukava eesmärgiks on ka hinnata üldisemalt valla hetkeolukorda ja arenguvõimalusi, ühtlasi tuues välja peamised probleemid ja ohud ning esitada viimaste kõrvaldamise võimalused. Arengukava ei ole kunagi lõplik. Vastavalt inimühiskonnas, loodus-, ja majanduskeskkonnas toimuvatele muutustele tuleb teda pidevalt kohendada ja täiendada. 23. Baltic perspectives on the European Security and Defence Policy Elzbieta Tromer I. Introduction Given the choice between the North Atlantic Treaty Organization and the Euro- pean Security and Defence Policy as providers of their national security, the Baltic states—Estonia, Latvia and Lithuania—look to the USA. One reason is their perception of Russia as a source of instability. Another is their lack of con- fidence in the ability of the ESDP to deal with present-day threats. Although these three states are eager to be ‘normal’ members of the European Union and thus to join in its initiatives, their enthusiasm for the EU’s development of its own military muscle is lukewarm. An EU with some military capability but without the USA’s military strength and leadership holds little promise for them. Since the ESDP vehicle is already on the move, the Baltic states see their main function as ensuring coordination between the ESDP and NATO. Estonia, Latvia and Lithuania want to be ‘Atlanticists from within the ESDP’.1 The Baltic states see themselves as exposed to challenges similar to those confronting the Nordic countries: notably the challenge of the new transatlantic dynamic, which makes it almost impossible to avoid taking sides between the US and Europe on an increasing range of global and specific issues. Being torn in this way is bound to be especially painful for Scandinavian [and Baltic] societies which have strong ties of history, culture and values with both sides of the Atlantic, and which in strategic terms are relatively dependent both on American military and European economic strength.2 The Nordic countries are seen by the Baltic states as allies in this context. -

International Studies, 2011, Vol. 13, No. 1, 11-21, DOI: 10.2478/v10223-011-0005-1 RUSSIAN-ESTONIAN RELATIONS AFTER 2007: CUR- RENT STATUS AND DEVELOPMENT PROSPECTS Agata Włodarska ABSTRACT The article highlights the major points that have influenced relations between Russia and Estonia after 2007. These relations were rather poor during the post-Soviet period. The number of Russian people who lived in Estonia after gaining independence in 1991 exceeded 30%, which resulted in the very keen interest of Russia in Estonian politics. April 2007 created a new reality for rela- tions between the countries. The decision to move the statues of Second World War Soviet soldiers from main squares to cemeteries provoked negative reac- tions from Russians living in Estonia, but also infuriated leaders of the Russian government. As a consequence there were harsh verbal attacks from Moscow, the Estonian ambassador to Moscow was harassed, cyberspace attacks took place and traffic over the bridge in Narva, which is a key highway from Rus- sia, was blocked. The Estonian authorities know there is no point in maintain- ing conflict with Russia. The President of Estonia, Toomas Hendrik Ilves, has stressed that Estonia’s relationship with its biggest neighbour, Russia, can only get better. Russia plays an incredibly important role in the Estonian economy and tourist industry, according to Andrus Ansip, the Prime Minister of Estonia.
