Las consecuencias del retraso histórico de la inte- gración política se están notando con especial virulencia. Los ataques de los especuladores contra el Euro se han centrado inicialmente en Grecia y posteriormente en España. La crisis griega tenía su origen en una situación económica especialmente problemática y una actitud política de encubri- miento inaceptable. Por el contrario, respecto de las presiones sobre Espa- ña cabe preguntarse si hubieran sido las mismas de no haberle correspon- dido en ese período la Presidencia de la Unión, lo que seguramente ha re- sultado ser un aliciente adicional para los especuladores. Estos problemas externos se han visto agravados por el desacuerdo in- terno entre los Estados miembros acerca del modo en que se debía afrontar la crisis así como por la actuación desleal de algunos agentes económicos europeos. La imagen que queda después de estos acontecimientos es la de la dificultad para establecer una solidaridad capaz de reforzar la identidad europea y de favorecer el proceso de integración. De ese modo, la crisis económica ha terminado siendo, más que en ningún otro lugar del mundo, una crisis europea, evidenciando así que todo el tiempo perdido en los úl- timos años en abordar reformas más audaces de las que incorpora el Trata- do de Lisboa seguirán pasando factura en el inmediato futuro. Una factura que al final terminará pagando la ciudadanía europea en todos y cada uno de los Estados miembros, ya que —más allá de las venta- jas coyunturales que las políticas nacionales puedan aportar a uno u otro país— el debilitamiento del euro y la incapacidad para articular una políti- ca económica coherente a nivel europeo terminarán perjudicando al con- junto de la Unión. 10 Revista de Derecho Constitucional Europeo Por lo demás, la incapacidad de cada uno de los Estados miembros para hacer frente al poder económico de los especuladores ha resultado eviden- te en esta crisis. Ni siquiera la integración en la zona euro ha impedido que las políticas económicas tengan que rendirse a la lógica de los merca- dos bursátiles, que nada tiene que ver con la lógica democrática ni con los principios que inspiran las constituciones nacionales y el proceso de inte- gración. Un Estado Federal europeo habría podido hacer frente a estas ten- siones sin capitular ante los grandes intereses económicos. Un Estado Fe- deral europeo no habría tenido que recortar derechos sociales ni se hubie- ra visto forzado a someterse a la voraz ansia de beneficio de los especuladores. Si el proceso de integración debe de servir al reforzamiento del poder político frente a los intereses económicos, a estas alturas de su evolución no parece que haya otras fórmulas para ello que la de impulsar el federalismo europeo. En el plano constitucional en el que se centra el esfuerzo de esta revis- ta, seguimos intentando contribuir al debate europeo desde la pluralidad de perspectivas y enfoques con los que hoy se aborda doctrinalmente el proceso de integración. Los dos primeros números dedicados al Profesor Häberle son una buena muestra de ello, como también lo es este último número en su honor. De nuevo, hemos intentado combinar una muestra representativa del pensamiento häberliano junto con las aportaciones de un conjunto de autores significativos en el ámbito europeo. Por lo que a la primera vertiente se refiere, la revista incorpora de nue- vo un trabajo del Profesor Häberle en el apartado de textos clásicos, cuyo título es ya buena muestra de su alcance: «Métodos y principios de inter- pretación constitucional. Un catálogo de problemas». Igualmente, en el apar- tado de Perfiles se incluye una entrevista con Peter
