Russia’s Many Foreign Policies MICHAEL MCFAUL hat are Russian foreign policy objectives? It depends on whom you ask. W In making assessments of Russia’s behavior in the world, it is absolutely critical that we recognize that Russia today is not a totalitarian state ruled by a Communist Party with a single and clearly articulated foreign policy of expand- ing world socialism and destroying world capitalism and democracy. That state disappeared in 1991. Rather, Russia is a democratizing state—a weakly institu- tionalized democracy with several deficiencies, but a democratizing state nonetheless. Russia’s foreign policy, in turn, is a product of domestic politics in a pluralistic system. In democracies, “states” do not have foreign policy objectives. Rather, indi- vidual political leaders, parties, and interest groups have foreign policy objec- tives. Under certain conditions, these various forces come together to support a united purpose in foreign affairs. At other times, these disparate groups can have conflicting views about foreign policy objectives. They can even support the same foreign policy objective for different reasons.1 Russia today is no different. Although Russian leaders share in supporting a few common, general foreign policy objectives, they disagree on many others. They also disagree on the means that should be deployed to achieve the same for- eign policy objective. The foreign policy that eventually results is a product of debate, political struggle, electoral politics, and lobbying by key interest groups. Because Russia is undergoing revolutionary change internally, the foreign policy that results from Russian domestic politics can change quickly. This article makes the case for the centrality of domestic politics in the artic- ulation and implementation of Russian foreign policy. -

The Russian hip hop scene is extremely racist. It’s being led by racists like @sdthaking and i1official (@Talib Kweli 2020)1 The above tweet was posted at the end of February 2020 in the middle of a heated Twitter controversy between famous us rapper Talib Kweli and the Russian hip-hop community, in which he described the en- tire Russian rap scene as racist, Nazi and state sponsored.2 Thе scandal quickly spread to other social media platforms and got extensive cover- age online and even on the official Russian tv channels. Henry is co-founder and Chief Financial Officer of Boston-based Bach Pharma. An accountant by training, he has worked as a CPA for Peat, Marwick, Mitchell & Co., a vice president at State Street Bank in Boston, and in numerous business ventures. Much of his career in the pharmaceutical industry has been aimed at establishing a market in the United States for Russian therapeutics. Most prominent in his work is a monosodium luminol product marketed as Galavit in Russia and as GVT in the United States. In this interview, Mr. Henry discusses his experiences working with the Russian and American medical communities beginning in the late 1990s and which remain ongoing. This transcript is lightly edited for clarity. Audio for this interview is not available. Redacted portions are marked as such. Interviewer questions and remarks are presented in bold. Interview Transcript I wanted to start with asking a bit about yourself—where you're from, some of the highlights of your very varied and rich career in accounting and business, up to the point where you started working in Russia. I graduated with a bachelor of science degree in accounting, became a CPA for KPMG. One of my first assignments that I ever had was in South America, specifically in Columbia, South America. I was helping United Fruit Company at the time sell bananas to Russia, which was prohibited from the United States because of the 1947 ban on trade with Russia that the Congress of the United States had passed. -

Abstract When Netflix launched in April 1998, Internet video was in its infancy. Eighteen years later, Netflix has developed into the first truly global Internet TV network. Many books have been written about the five broadcast networks – NBC, CBS, ABC, Fox, and the CW – and many about the major cable networks – HBO, CNN, MTV, Nickelodeon, just to name a few – and this is the fitting time to undertake a detailed analysis of how Netflix, as the preeminent Internet TV networks, has come to be. This book, then, combines historical, industrial, and textual analysis to investigate, contextualize, and historicize Netflix's development as an Internet TV network. The book is split into four chapters. The first explores the ways in which Netflix's development during its early years a DVD-by-mail company – 1998-2007, a period I am calling "Netflix as Rental Company" – lay the foundations for the company's future iterations and successes. During this period, Netflix adapted DVD distribution to the Internet, revolutionizing the way viewers receive, watch, and choose content, and built a brand reputation on consumer-centric innovation. -

He joined the Stanford faculty in 1995. Dr. McFaul also is as an International Affairs Analyst for NBC News and a columnist for The Washington Post. He served for five years in the Obama administration, first as Special Assistant to the President and Senior Director for Russian and Eurasian Affairs at the National Security Council at the White House (2009-2012), and then as U.S. Ambassador to the Russian Federation (2012-2014). He has authored several books, most recently the New York Times bestseller From Cold War to Hot Peace: An American Ambassador in Putin’s Russia. Earlier books include Advancing Democracy Abroad: Why We Should, How We Can; Transitions To Democracy: A Comparative Perspective (eds. with Kathryn Stoner); Power and Purpose: American Policy toward Russia after the Cold War (with James Goldgeier); and Russia’s Unfinished Revolution: Political Change from Gorbachev to Putin. Television in Russia Is the Concept of PSB Relevant? Elena Vartanova & Yassen N. Zassoursky In the traditional Western discourse on commercial and public service broad- casting, little attention was given to the state TV model which was present in many countries of the ‘Socialist’ block, and in many Asian states as well. Strictly speaking, public service broadcasting [PSB] is not a common con- cept shared and implemented by different countries in a similar way, but rather a continuum that implies different modes of interaction between the society, audience, state, and social institutions. In many European countries – France, Germany, Netherlands, Finland, Spain, – PSB practices indicate varying degrees of control and interference from political forces, governments and state agencies (Weymouth and Lamizet, 1996, Euromedia Research Group, 1997). The model of Western European PSB provides clear evidence that the state as a social agent is not an entirely antagonistic force to public service. On the contrary, “some forms of accountability to (political representatives of) the public, other than through market forces”, was traditionally considered a key public service element (McQuail & Siune, 1998: 24). This has led to the acceptance of some forms of content regulation embodying positive and negative criteria which, in turn, were shaped by the need to serve the pub- lic interest more than commercial, political or consumerist interests of soci- ety and audience. In Western Europe, there were fierce tensions between the goals set by ‘society’ in relation to the public interest and demands of the audience as consumers (McQuail, 2000:157). Dissimilar to this, post-Socialist societies experienced another tension paradigm. -

Anastasia Afonina ‘The Popular Culture of Criminality’ VAV3, Gerrit Rietveld Academie As fashion evolved throughout times, we moved from long gowns into mini skirts in less than a century. At the beginning of 2000s we were hypnotized by the Paris Hilton’s glamor- ous pink and disgusted by the unsatisfactory living conditions of people labeled as a ‘lower class’. From what I see we can develop even faster. We can be even more radical. My research is about a modern popular culture and, in particular, the active exploitation of criminal aesthetics in the different forms of art, such as music, fashion, cinema, etc. My curi- osity is built around an observation that just recently people that we would call ‘upper-middle class’ were often trying to ignore the presence of some particular urban areas known as ‘ghetto’ and its unsatisfactory social conditions that meanwhile developed in its individual culture. This lifestyle, fashion, music, slang, etc, was not highly appreciated by the other so- cial classes. Yet now, what was considered as ‘bad taste’ ten years ago has a huge impact on contemporary art and media. Therefore, I am curious about the reason of a rapidly growing interest and the frequent use of the ghetto culture that became the new popular culture nowadays. Estonian rapper Tommy Cash In addition to it, I would also like to get to know more about its connection with political and social propaganda. I find it interesting, how those two different things - propaganda and a popular culture - can be so interconnected the way they affect each other. -
