On March 16, 1988, Iraqi aircraft attacked the city of Halabja with. chemical · weapons. Children were lost in the chaos that followed, families were decimated as 5,000 people died and thousands more were injured with poison gas.

This genocide was one of many atrocitie.s committed against the people ofKurdistan by the dictator Saddam Hussein. During his rule, I 8:2,000 Kurds were killed in the Anfal genocide campaign; 8,000 Barzani men and boys were murdered in 1983; thousands of Faylee Ku~ds

disappeared, and thousands more were oppressed, abused, and killed by the Ba'athist regime.

On March 16, 1988, Iraqi aircraft attacked the city of Halabja with chemical weapons. Children were lost in the chaos that followed, families were decimated as 5,000 people died and thousands more were injured with poison gas,

This genocide was one of many atrocities committed against the people of Kurdistan by the dictator Saddam Hussein. During his rule, 182,000 Kurds were killed in the Anfal genocide campaign; 8,000 Barzani men and boys were murdered in 1983; thousands of F aylee Kurds

disappeared, and thousands more were oppressed, abused, and killed by the Ba'athist regime.

The genocide also saw the destruction of 4,500 villages and the razing of cities such as Qala Diza, tearing at the fabric of Kurdish society and economy.

The suffering of the people of Halabja has come to symbolize all of the atrocities committed against the people of Kurdistan. In Iraq, violence and genocide is cyclical, and in 2014 we again witnessed a genocide against the Yezidis, Christians and others in Nineveh. How can communities in Iraq prevent mass atr;ocities?

This year we will commemorate the 30th anniversary of the Halabja genocide. We invite you

to join us for a conference to discuss this atrocity, the cycle of genocide, how this impacts politics in Kurdistan and Iraq today, and the imperative for justice and reconciliation.

On a different note, Minister Karim Sinjari, KRG's Minister of Interior and Acting Minister of Peshmerga Affairs will visit the U,S on the week of 22nd. His trip will include visits to different states focusing on humanitarian and security issues. We will send another email sharing his bio and requesting meetings at DoD once we have more information.

Th.e Kurdistan_ Region has two international airports: Erbil International Airport (EIA) and Slemani International Airport (SIA). EIA was established following the collapse of the former Iraqi regime in 2003 as the KRG saw international airports as the Kurdistan """" Region's gateway to the world. The first i' --~ - aircraft landed at the EIA on December 15, -].' '& _ 2003 and launched arr traffic between the Ii Kurdistan Region and the neighboring countries and, in 2005, direct flights started between the Region and Europe. Construction of SIA began in December 2003 and the airport became operational on July 20, 2005. Iraqi Airways operated 56,903 flights in Iraq in 2016 of which 18,978 (or 33%) were from/to Erbil and Slemani airports.

On September 29, 2017, the federal government of Iraq imposed a blockade on i_nternaticmal flights to and from the Kurdistan Region. The aim of this blockade is to close international air traffic and isolate the Kurdistan Region in response to the September 25 Kurdistan referendum vote for independence.

The event in Washington was an opportunity to raise awareness not only of the chemical bombing of Halabja, but of the cycle of genocides iri Kurdistan and Iraq over the last several decades.

KRG Representative Bayan Sarni Abdul Rahman. opened the conference with a speech honoring the victims of Halabja and all genocides, and calling for greater international action to prevent mc1ss atrocities, i.n particular those that use chemical weapons.

Representative Abdul Rahman added, 'It is incumbent on all of us to speak out against sectarian disputes spilling over into mass atrocities. The KRG was first to declare atrocities against Yezidis as genocide.' An estimated 200 people attended the I event, with hundreds more watching live on YouTube and live feeds from Kurdistan24, :~, . -1,.,, r-. Rudaw, and Al Hurra. ,0~·r~7., .. ·.

Two survivors of the attack shared their experiences of how the Halabja genocide had changed their lives: Zmnako M_uhammad Ahmed, via Skype from Kurdistan, and Mohammad Aziz, who currently lives in Tennessee and traveled to Washington to speak.

Senator Chris Van Hollen (pictured above) reflected on his personal experience interviewing survivors of the chemicals attacks while he was a Congressional staffer in 1988. He said, 'As we remember the 30th anniversary of the Halabja attack, we must dedicate ourselves to ensure that these crimes never happen again, and we must not forget our friends in Kurdistan.'

Todd Buchwald, a decorated State Department official who served as the Ambassador for Global Criminal Justice until recently, spoke about the need to remember the crimes of the past. He said, 'The events of Halabja are searing. It is important to honor the memory of those who were lost, and ensure that those atrocities are never forgotten.'

The filmmaker Gwynne Roberts, who has worked to document genocide as well as life and culture in Kurdistan since the 1970s, launched the website of the Kurdistan Memory Programme. Visitors to the website can watch interviews and stories recorded over several decades of Kurdistan's history.

Mr. Roberts spoke briefly and screened several short clips. He said, 'Unearthing historiqil truth has never been so vitally important... It is never easy to accept uncomfortable truths.'

Kaplan and Smithsonian's Distinguished Scholar and Ambassador-at-Large Richard Kurin about the role of art in commemorating suffering and genocide. Speaking about his design for a museym in Kurdistan to house collections about Kurdistan's rich history, Mr. Libeskind said, 'I do believe that architecture is one of the most powerful arts; to reconcile, to.heal, and to remember.'

Si.man Adams, the Executive Director of the ,;y:-.· ~ Global Centre for the Responsibility to ·· · Protect, delivered a speech at the conference, highlighting the international community's responsibility under the UN Charter to ensure that genocide and similar crimes are prevented from happening. He said, 'Th.e failure to find justice for genocide and atrocities perpetuates a culture of impunity.'

Other expert panel discussions explored the topics of the sea.rch for justice for perpetrators of genocide and mass atrocities ('Missing in Action: Justice and Accountability') and the normalization of chemical weapons in today's conflicts and beyond ('Use of Chemical Weapons in Iraq and Syria - Where Next?').

Welcome to our April 2018 newsletter

The month of April· saw the Yetidis and Assyrians welcome the new year with ancient rituals and celebrations.The communities are still reeling from the trauma of the genocide perpetrated by ISIS, the displacement, loss of life and livelihoods, and the missing Yetidi women · and · children. With these wounds still fresh in all our minds and hearts, marking the new year and · continuing the faiths a_nd cultures that ISIS wanted to destroy is all the more poignant.

This was also the month when in Kurdistan we marked the Antal genocide operations under Saddam Hussein. On April 14, Anfal Day, Kurds across -Iraq remembered and honored the 182,000 men, women and children who were killed or disappeared in the 1988 operation of death.

The elections will be held on May 12 and the results will set the course for Kurdistan and Iraq after the defeat of the Islamic State. ·

The continuing partnership with the United States was underscored during a ground-breaking ceremony this month to. announce the start of construction of a new· US consulate building in Erbil. It was also reiterated during a visit to Washington a.nd. New Yo.rk by senior K.RG officials Dr Fuad Hussein and Fal.ah Mustafa Bakir.

As Iraq and Kurdistan enter a new phase, we look forward to continuing the partnership with the United. States.

Senior KRG delegation meets with White House, US Administration and Congressional officials

Senior officials from the Kurdistan Regional r:73c:7c Government (KRG) are in the United States to meet with American Ad.ministration officials, : members of Congress, the think tank community, and diplomats in Washington, DC and New York.

Dr. Fu.ad Hussein, Chief of Staff tq the K.u.rdistan Regfon Presidency, and Falah Mustafa Bakir, Head of the Department of Foreign Relations, are joined by KRG Representative to the US Bayan Sarni Abdul Rahman for a two-week visit.

On April 25 they met Michael Bell, Special Assistant to President Trump on National Security Affairs, to discuss the diverse political and security challenges facing Kurdistan, Iraq, and the Middle East

KRG delegatic;>n underscores significant role of UN assistance to Kurdistan and Iraq

Dr. Fuad Hussein, Chief of Staff to the Kurdistan Region Presidency, Falah Mustafa Bakir, Head 6/the Qepartment of Foreign Relations, and Bayan Sami Abdul Rahman, KRG Representative to the United States, traveled to New York this week for meetings with diplomats based at the United Nations.

In every meeting, the KRG delegation updated the diplomats on political, humanitarian, and security developments in Iraq and Kurdistan, the upcoming Iraqi elections and highlighted the importance of continued UN engagement in Iraq and the role of UN Mission In Iraq (UNAMI). They thanked the members of the counter-lSIS coalition for their role in supporting the Peshmerga and Iraqi forces in the fight against lsl.am.ic State a.nd reiterated I.he need for sta.bil~ation, humanitarian assistance and justice and accountability in order to bring stability and reconciliation to the country.

US Ambassador announces construction of the largest US consulate complex in the world in Erbil

. US Ambassador to Iraq Douglas Silliman announced the start of construction of the largest US consulate complex in the world in Erbil. Prime Minister Nechirvan Barzani joined the ambassador at the ground-breaking ceremony to give the KRG's blessing for the project.

'The lies between the people of I.he Region and the United States of America have endured for decades. The new consulate building demonstrates that the United States will stan·d with the people of the Iraqi Kurdistan Region, as they build a future that. will be brighter than the past,' said Ambassador SiUimcin.

Prime Minister Barzani said, 'This shows the United States' trust in the promising future of the Kurdistan Region and ii is a sign of the United States' will for strengthening its relations with the Kurdistan Region on the basis of the diplomatic relations that it has with federal Iraq.'

JCC statement on the alarming situation of Syrian refugees in the Kurdistan Region

The KRG Ministry of lnterio~s Joint Crisis Coordination f.,· Centre, JCC, issued a statement to the United Nations and · international agencies asking for assistance in helping Syrian refugees and other displaced people who reside in the Kurdistan Region.

Highlighting the 1.4 mimon displaced people that have found shelter in Kurdistan, the statement underscored the effects that have resulted from funding shortfalls.

The statement said, 'For 2018, the partners have appealed for 226.8 million USD for the Syrian refugees in Iraq. As of the date of this statement, only 11.3% (25.7m) of the appealed amount has been provided by the international community. This amounts to USb 17 per refugee yearly.

Lack of funding is increasingly forcing the humanitarian partners to reduce the scale and quality of their programs and they are today coinpelled to suspend many important projects that were planned for 2018. This will have di.re consequences for the refugees and host communities who have shouldered the bulk of the burden of the displaced.'

Iraqi diaspora communities can vote in May 12 elections

Iraqi citizens who can prove their eligibility to vote in the upcoming Iraqi parliamentary elections will be able to do so May 10-11, from 7:00 AM to 6:00 PM at designated polling stations. Each voter m.ust be 18 years of age a.nd an Iraqi citizen, arid must present two formal doctJrnents, wit.h one of the documents an Iraqi Official Document, that shows the vote~s eligibility and one showing which candidate and province they are eligible to vote for.

Lewis and Clark College hosts Representative Abdul Rahman at symposium on soverdgnty

k.RG Representative Bayan Sarni Abdul Rahman spoke at the headline debate at Lewis and Clark College's 56th International Affairs sy·mposium, "The Scramble for Sovereignty: Modern Challenges to an Age-old Construct".

The annual event in Portland, Oregon is the oldest student-run symposium in the US and highly acclaimed by the The Wall Street Journal, The New Yo.ck Times, and The Chronicle of Higher -Education.

In addition to killing about 182 thousand innocent civilians, in a mass-extermination campaign, thousands of villages were destroyed, turning Kurdistan into a scorched land_.

Wh_ile honoring the memory of the victims of the Antal campaign is a tribute to the sacrifices that these people have made over the history of their liberation movement, it also draws lessons, urging us to constantly act to prevent any similar campaigns, and help to eliminate the psychological, economic, political and social devastating implications of this campaign.

These tasks have long been t_he main concern of the Kurdistan Regional Government. Its constant efforts, in which it was succeeded to a great extent, to bring back the remains of the fallen Anfal victims, to reconstruct the destroyed villages and environment, and to improve the living conditions of the survivec;I victims of the Anfal cam·paign, have always been the government's top priority. The KRG has done all it can to achieve them, and there is no doubt that much remains to be done.'

Iraqi Prime Minister Haider al-Abadi offered his condolences in a telephone can. Vice President of the Republic of Iraq Osama AI-Nujaifi, and head of the Iraqi National Wisdom Movement Ammar al­ Hakim also expressed their condolences.

Representative Bayan Sarni Abdul Rahman participated in two key Kurdish and Chaldean community events in Michigan and Nashville, Tennessee, last week, underscoring the Kurdistan Regional Government's commitment to the diaspora.

Ms Abdul Rahman attended the Chaldean American Chamber of Commerce's annual awards dinner on April 13. The following day, she attended the Kurdish Professionals conference in Nashville, known as 'Little Kurdistan' due to the significant Kurdish population there.

We were frustrated by the news yesterday that the c,0·;}/i federal government in Baghdad has decided to extend · the ban on international commercial _- flights to and from Kurdistan.

Despite repeated good-faith efforts by the KRG a;,d our negotiators to meet Prime J\.fi:nister Abadi's demands regarding the airports, this unjust an_d harmful practice of closing us off from the world coulcl continue until June. \Ve are deeply disappointed, not ·only in this step which prolongs the collective punishment of our people as part of a wider range of sanctions by Baghdad, but also by the lack of practical support by the international community. Tea and sympathy is not enough to move Baghdad to action.

\Ve are honored this month with a visit to \Vashington by Kurdistan Region Security Council Chancellor Masrour Barzani, pictured above with US National Security Advisor H.R. McMaster, Mr Barzani, in a wide-ranging interview, said that the Kurdish people should not be punished for saying how they want to live in a referendum.

He said the KRG expects the Iraqi Government to t_ake practical measures to build trust and advance a broader dialogue. While discussing these issues, both officials agreed on the importance of addressing the conditions that led to the rise of ISIL and explored ways to strengthen the shared fight against terrorist organizations.

If we are going to provide refugees and TDPs a chance to return home, we need to work hard to rebuild their communities and livelihoods.

But, perhaps even more ,importantly, we need to ensure that there are private sector opportunities for young people in areas that have been liberated and throughout Iraq. Economic disenfranchisement wa_s one of the major factors that led to the success of ISIS in Iraq. Providing productive opportunities for young people to work is a key element of the overall campaign to reduce the pull of extremist groups like ISIS.

UNHCR Special Envoy Angelina Jolie thanks KRG for support to Syrian refugees

UNHCR Special Envoy Angelina Jolie, along with UNCHR's senior team in Iraq, visited Erbil and was received by Safin Dizayee, the KRG's Spokesperson and the chief of staff of Prime Minister Barzani.

Safin Dizayee welcomed the delegation and thanked Ms. Jolie for her continued attention to the plight of displaced people hosted in Kurdista_n Region. He said that the KRG appreciates her continued visits to Kurdistan to closely see the_ s~uation of the internally displaced people (IDPs) and Syrian refugees in Kurdistan Regio_n.

Prime Minister Barzani: We are committed to reforms

Prime Minister Nechirvan Barzani said the Kurd_istan Regional Government, KRG, is "firmly , committed to implementing administrative , - reforms". 1· . !~-::i\~ '. •"• These remarks were part of a speech he made at ~: ·f <' _ the ceremony of presentation of the ISO Iii:!_ '- j - certificate to the KRG Ministry of Interior. Prime Minister Nech_irvan Barzani attended the swearing-in ceremony of new Attorney General · Judge Azad Hassan Ahmed. The ceremony was also attended by Acting Head of the Judicial Council Judge Bangin and Minister of Justice Sinan Chalabi.

Representative Abdul Rahman opened the conference with ~ speech honoring the victi_ms of Ha_labja ang "II genocides, a_nd calling for greater international action to prevent mass atrocities, in particular those that use chemical weapons.

She said, 'Thirty years after the Halabja bombing, the effects of the trauma of people who experienced this atrocity cannot be understated ... For the survivors, recognition of genocide is part of bearing witness to their suffering.'

International commercial flights return to Erbil and Slemani airports

The Iraqi C_ivi_l Aviation Authority has lifted the ban on international flights arriving at the Erbil and Slemani international airports.

The KRG visa regime that existed prior to September 2017 remains in place; US, Canadian, and European travelers will be given a visa on arrival at the airport.

Please note that some airlines do not have updated information about KRG's visa authority. If you "re traveling to Kurdistan, we recommend contacting Director of Consular Affairs Barzan Ardalan ([email protected]) to obtain a Visa Clearance Letter.

The_ ban, w~ich was instituted in September 2017 as punishment for Kurdis.tan's independence referendum, caused significant hardship for the people of Kurdistan. KRG Ministrycof.the_ Jnterior estimated that the ban has cost 12,000 jobs.

KRG and Pearl sign gas agreement to boost electricity generation

' The KRG and Pearl Petroleum have signed an agreement to _inc_rease production of gas from the Khor Mor field later this year, to boost much. needed electricity generation for the people of the

Kurdistan Region and Iraq as a whole. "'"''·' ,..,,.,, ,,~n ,c·., '"'"-' ·).•"'.!> i ,:,i,p,,..,,, ,.,,.:"'·' "· "''· '""'"'-~' ~~1--•~!...~,,.:..,,;.,: .fi.:-___{.,...,, .... "_.,__ _,;_. The 10-year gas sales agreement was signed on 30th January 2018. It will enable gas production from Khor Mor field to increase by 25% later this year, from 320 million cubic feet per day currently to 400 million cubic feet per day.

Dr Ashli Hawrami, KRG Minister of Natural Resources, said, "We are pleased to see the further commitment of expansion and investment by the companies and the anticipated growth in gas supplies will make a positive contribution to the growing domestic needs for more electricity."

KRG Representative visits Houston and Dallas

Representative Abdul Rahman completed a four-day speaking tour in Houston and Dallas, TX this month. Among the engagements, the Representative spoke at the World Affairs Council of Houston, World Affairs Council of Dallas-Fort Worth, and the Te_xas A&.M Elush School of Government and Public Service.

During the week, she also met with members of the Kurdish community in Houston and Dallas, the editorial board of the Dallas Morning News, and American companies that operate in the Kurdistan Region.

KRG Council of Ministers approves revised salary distribution system

In its regular meeting on Wednesday, the ;,- _ Kurdistan Region Council of Ministers discussed _· -, · · ' and adopted proposed revisions to the salary I~' distribution system, based on funds currently fr : available and projected.

In a press conference after the meeting, Prime -­ Minister Nechirvan Barzani briefed the media on the revised salary d_istri_bution system_ He said the KRG fully understands the hardship being faced by those 011 government payroll and the related negative impact on the economy that has adversely affected many others. He thanked the people of Kurdistan for enduring such financial difficulties,

Minister of Finance and Economy Rebaz Hamlan explained the revised salary distribution system that significantly reduces amounts withheld (s,ived) from most staff members, pensioners, soc_i_a_l welfare beneficiaries, martyrs' families, and Anfal victims families.

The revision includes monthly salaries of: • Up to 400,000 Iraqi d_ina_rs - no amount will be withheld • 400,000 to 5,000,000 Iraqi dinars - 1Oto 30 percent to be withheld • Above 5,000,000 Iraqi dinars - 75 percent to be withheld

Welcome to our May 2018 newsletter

This month Iraqis around the world voted in the federal parliamentary election. After a m,mth of intense campaigning, by May 12 the diaspora, security forces, and civilians had cast their last ballots. ·

I was fortunate enough to observ~ sci me of the campaigning and was able to cas r my vote in Kurdistan. The campaigning was boisterous, colorful and n1ore focused than in previous elections.

Governorates in J{.urdistafl had a higher percentages of vore·r turnout and, in addition to the long-standing traditional Kurdish parties, some new partie_s ga_i_ned seats. There have been allegations from various quarters of fraud and tampering s,,-ith the ballot. liltimately, it is up to Iraq's Independent High Electoral Commission to investigate the claims and_ address the complaints. ·

Now the conversation is mm-ing beyond campaigning, to coalition-building and government formation. If Iraq is to succeed, the Constitution and the concept of power-sharing ha\'e to be our guiding lights. The next government will have to be one that reflects Iraq's diversity and allows all of the country's components access to the halls of power and a say in their prosperity and their future.

Iraqi diaspora vote in federal parliamentary elections

Iraqi diaspora in the US, Canada, a.nd arouncl the world · turned out on May 10 and · 11 to vote in the federal parliamentary elections that were held in Iraq on May 12.

The Independent High Electoral Cornrnission hosted Iraqi diaspora voting at 18 stations through the Cnited States. Voters also visited polling stations in Europe, Australia, and elsewhere.

Represcn~ative Abdµl Rahman was in Kµrdistan tO cast her ballot, while eligible KRG-US staff voted at the polling station in Virginia.

Prime Minister Barzani on Iraqi parliamentary elections

In a press conference, Prime Minister Nechirvan Barzani commended the recent Iraqi parliamentary elections and called on the Independent High Electoral Commission (IHEC) to address concerns about allegations of discrepancies.

New Head of UNAMI Human Rights Office Visits DFR

Head of KRG's Department of Foreign Relations Minister Falah Mustafa Bakir received the new Head of United· Nations Assistance Mission for Iraq (UNAMI) Human Rights Erbil Office, Ms. Yoshiko Hasumi, to explore ways of furthering cooperation between KRG a_nd UNAMI i_n the field of human rights.

the Minister expressed KRG's appreciation to UN agencies for their support and cooperation with Kurdistan Region's institutions and reiterated KRG's firm commitment to protecting _and promoting human rights in the region. Minister Bakir called upon the UN agencies to play a more aciive role in the Kurdistan Region.

On March 16, 1988, Iraqi aircraft attacked the city of Halabja with chemical weapons. Chi_ldren were lost in the chaos that followed, families were decimated as 5,000 people died and thousands more were injured with poison gas.

This genocide was one of many atrocities committed against the people of Kurdistan by the dictator Saddam Hussein. During his rule, 182,000 Kurds were killed in the Anfal genocide campaign; 8,000 Barzani men and boys were murdered in_ 1983; thousands of Faylee Kurds disappeared, and thousands more were oppressed, abused, and killed by the Ba'athist regime. The genocide also saw the destruction of 4,500 villages and the razing of cities such as Qala Diza, tearing at the fabric of Kurdish society and economy.

The suffering of the people of Halabja has come to symbolize all of the atrocities committed against the people of Kurdistan. In Iraq, violence and genocide is cyclical, and in 2014 we agai_n witnessed a genocide ~gainst the Yezidi_s, Christians and others in Nineveh_. Pope Francis receives Prime Minister Barzani in Vatican City

His Holiness Pope Francis received Prime Minister .. Nechirvan Barzani today in /,:' Vatican City and thanked -;/ ;. Kurdistan Region for sheltering :,~ those who fled ISIS terrorists. ' In a bilateral meeting, His Holiness the Pope_ thanked Prime Minister Barzani for his visit. He expressed his gratitude to the Kurdistan Regional Government (KRG) and the people of the Kurdistan Region for hosting people were displaced as a result of the fight against !SIS terrorists, highlighting the plight of Christians in particular.

Pope Francis called for the coexistence, peace and stability that exists in the Kurdistan Region to prevail a.nd hoped that ,ill problems would be solved through peaceful dialogue and mutua.l understanding. His Holiness told Prime Minister Barzani that he will pray for continued success, harmony, and coexistence.

The Prime Minister briefed His Holiness on the situation in the region, the economy and the political challenges that Kurdistan Region has been experiencing, including the war with ISIS, issues with Baghdad, and recent developments in the disputed territories that caused the displacement of large num.bers of people to Kurdistan again.

The KRG Joint Crisis Coordination Center estimates that the annual cost of hosting the 1.4 million displaced Iraqis and Syrians currently in Kurdistan is $1.9 billion. Approximately 350,000 Christians have found refuge in the Kurdista.n Region since 2003, 150,000 since 2014 alone.

The Prime Minister asked the Pontiff to play a role in resolving outstanding issues between Erbil and Baghdad. He explained that even though the Kurdistan Region is going through hardship, it remains open for displaced persons and has diligently worked to return Christians to their homes, and works with local churches to encourage Christians not to leave the country. Prime Minister Barzani stressed that the KRG will continue protecting the coexistence of its Christian component, as it constitutes an important patt of the Kurdistan Region's culture heritage and social fabric.

Nearly all Chaldean, Syriac, and Assyrian Christians in Iraq reside in the Kurdistan Region. In 2015 the Patriarch of the Assyrian Church of the East relocated its seat from Chicago to its historical homeland in Erbil.

In a meeting .with Pietro Parolin, Prime Minister of Vatican City, Prime Minister Barzani shed light on the political and economic situation in the 'Kurdistan Region, recent developments regarding Erbil-Baghdad relations, as well as the efforts to start dialogue between the KRG and the federal Iraqi government.

Prime Minister Parolin thanked Kurdistan's people and government for helping and supporting displaced people as a whole and Christians in particular. He wished that all outstanding issues between Erbil and Baghdad to be solved through dialogue and understanding.

Erbil, Kurdistan Region, Iraq (cabinet.gov.krd) - US Secretary of State Rex Tillerson and KRG Prime Minister Nechirvan Barzani spoke over the phone on Monday, January 15, 2018.

Secretary Tillerson expressed his satisfaction with the recent constructive meetings between delegations from the Kurdistan Region and the Iraqi federal government, as steps towards resolving the outstanding issues between the two sides, based on the Iraqi federal Constitution. · ·

He expressed his country's support for the talks, and asserted that the United States attaches great importance to its relations with the Kurdistan Region.

The US Secretary of State stres_sed the import_ance of greater coordination and cooperation between the Kurdistan Region, the Iraqi federal government and the United States in confronting any threat and violence that may reemerge in the post-lSIS ere!.

Secretary Tillerson expressed his support for the democratic process and the upcoming elections in Iraq and the Kurdistan Region, and hoped that the Kurdistan Regional Govern_ment will overcome the current challenges in the Region, for which he expressed his country's support.

Prime Minister Barzani stressed his government's stance of favoring dialogue and negotiations to resolve all outstanding issues with Baghdad. He described the talks of the past days between the Kurdistan Region and the federal government as positive, stressing that all sides' support is needed to make further progress in the talks.

Prime Minister Barzani emphasized that the Kurdista.n Region considers Washington as its ally, and it needs the support of its friends to overcome the current challenges.

Both sides also discussed the political process in the Kurdist1:rn Region and I.he upcoming elections.

On March 16, 1988, Iraqi aircraft attacked the city of Halabja wit.h chemical weapons. Children were lost in the chaos that followed, families were decimated as 5,000 people died and thousands more were injured with poison gas.

This genocide was one of many atrocities committed ag:,inst the people of Kurdistan by the dictator Saddam Hussein. During his rule, 182,000 Kurds were killed in the Anfal genocide campaign; 8,000 Barzani men and boys were murdered in 1983; thousands of Faily Kurds disappeared, and thousands more were oppressed, abused, and killed by the Ba'athist regime. The genocide also saw the destruction of 4,500 villages anc! the rn,ing of cities suc.h as Qala Diza, tearing at the fabric of Kurdish society and economy.

The suffering of the people of Halabja has come to symbolize all of the atrocities committed against the people of Kurdistan. In Iraq, violence and genocide is cyclical, and in 2014 we again witnessed a genocide against the Yezidis, Christians and others in Nineveh.

This year we will commemorate the 30th anniversary of the Halabja genocide. We invite you to join us for a conference to di,scuss this atrocity~ the cyde of genocide in Iraq, ho\V this impacts politics in Kurdistan and Iraq today, and the imperative for justice and reconciliation.

Thirty years ago today, on March 16, 1988, Iraqi aircraft attacked the city of Halabja with chemical weapons. Children were lost in the chaos that followed, families were decimated · as 5,000 people died and thousands more. were inju_red with poison gas.

This genocide was one of many atrocities committed against the people of Kurdistan by the dictator Saddam Hussein. To memorialize the suffering of the people of Kurdistan, and to raise awareness of the effects of genocide and the importance of justice, the KRG Representation in the United States has published 'Echoes of Genocide,' a book with statements from officials, articles by international experts, and stories of survivors from different genocides in Kurdistan. On March 16, 1988, Iraqi aircraft attacked the city of Halabja with chemical weapons. Children were lost in the chaos that followed, families were decimated as 5,000 people died and thousands more were injured with poison gas.

This genocide was one of many atrocities committed against the people of Kurdistan by the dictator S~ddain Hussein. During his rule, 182,000 Kurds were killed in the Anfal genocide campaign; 8,000 Barzani men and boys were murdered in 1983; thousands of Faylee Kurds disappeared, and thousands more were oppressed, abused, and killed by the .Ba'athist regime. The genocide also saw the destruction of 4,500 villages and the razing of cities such as Qala Diza, tearing at the fabric of Kurdish society and economy.

The suffering of the people of Halabja has come to symbolize all of the atrocities committed against the people of Kurdistan. In Iraq, violence and genocide is c'yclical, and in 2014 we again witnessed a_genocide,against the Yezidis, Christians and others in Nineveh. How can

communities in Iraq prevent mass atrocities?

This year we will commemorate the 30th anniversary of the Halabja genocide. We invite you to join us for a conference to discuss this atrocity, the cycle of genocide, how this impacts politics in Kurdistan and Iraq tociay, and the imperative for justice and reconciliation.
