French publishing in World War Two: A habitus of submission? Jean-Yves Mollier The present article sets out to explore the situation of French publishing between June 1940 and August 1944. Before addressing the main argument, however, it is important to bear in mind that it is difficult to understand this key sector of French cultural life in the period immediately prior to the Nazi occupation without looking back at its development over the preceding decades and even centuries. Similarly, understanding the deeper meaning underlying the attitude of the leading publishers who occupied the higher echelons of the publishing union means bearing in mind their “centuries-old habitus of submission”1 to authority. Take for example the “voluntary delegation of notables representing Paris's industrial sector” led by the industrialists Emile Menier and Jean- François Cail and the printer Henri Plon to the Elysée Palace on December 19, 1851 to thank Louis- Napoléon Bonaparte for “guaranteeing the defence of order, family, and property” after seizing power in a coup seventeen days earlier.2 Though it is important not to overstate the importance of such an event in the contemporary context, it can be seen as symbolic of a craven attitude to power that remained largely unchanged in the summer of 1940. Napoleon I and his successors set up a system to police the book trade, with inspectors whose task it was to keep a close eye not only on ports and borders, but also printers, bookshops, pedlars, second-hand bookshops, and any other premises or itinerant points of sale where books could be acquired. -

You? I usually take the opportunity when writing this column every August to grumble about how distracted potential cinema-goers appear to be by the world’s largest arts festival that takes place in our glorious (a word which currently also describes the weather!) city every year, but this year I’m seeing it as nothing more than a challenge. A challenge, dear reader, which I feel we have risen to in impressive style with a stunning array of great cinema, much of which is, as it happens, of a ‘one-off’ nature and will likely not come around again any time soon… That sounds like I’m trying to dragoon you into coming to the cinema in August (instead of going to the Tattoo, perhaps?), and conceivably I am, but try not to see it that way… Rather, I simply wouldn’t want you to miss out on any of the must-see cinema experiences contained within these pages. In any case, cinema is surely the best of all the art forms wouldn’t you say, as well as being one of the cheaper days/nights out? Beyond the form itself, with cinema, you rarely have to worry about not liking a film and it being apparent to the people who made it, because they’re generally not there in the room. -

Chapter Three A Mode of Production and Distribution An Economic Concept: “The Small Budget Film,” Was it Myth or Reality? t has often been assumed that the New Wave provoked a sudden Ibreak in the production practices of French cinema, by favoring small budget films. In an industry characterized by an inflationary spiral of ever-increasing production costs, this phenomenon is sufficiently original to warrant investigation. Did most of the films considered to be part of this movement correspond to this notion of a small budget? We would first have to ask: what, in 1959, was a “small budget” movie? The average cost of a film increased from roughly $218,000 in 1955 to $300,000 in 1959. That year, at the moment of the emergence of the New Wave, 133 French films were produced; of these, 33 cost more than $400,000 and 74 cost more than $200,000. That leaves 26 films with a budget of less than $200,000, or “low budget productions;” however, that can hardly be used as an adequate criterion for movies to qualify as “New Wave.”1 Even so, this budgetary trait has often been employed to establish a genealogy for the movement. It involves, primarily, “marginal” films produced outside the dominant commercial system. Two Small Budget Films, “Outside the System” From the point of view of their mode of production, two titles are often imposed as reference points: Jean-Pierre Melville’s self-produced Silence of 49 A Mode of Production and Distribution the Sea, 1947, and Agnes Varda’s La Pointe courte (Short Point), made seven years later, in 1954. -

Bellac… la maison de Giraudoux est haute et droite, bordant une sorte de grande route où les camions ébranlent à leurs passages les cadres des tableaux, une maison désormais séparée violemment de son village, de sa nature. -
