BACKGROUND INFORMATION: Request is to amend the 2020 Budget to include $10,000 from the Fund for Lake Michigan Grant, "Promoting Soil Health In Ozaukee County With Cover Crop Seed" and $15,629 of additional funds received through the Wisconsin Multi-Discharger Variance for Phosphorus Program. ANALYSIS: The $10,000 from the Fund for Lake Michigan will be used to cost-share 100 % of a cover crop single seed species or up to $5.00/ acre with a maximum of 50 acres, and 50% of a multi-species cover crop mix up to $10.00/acre with a maximum of 50 acres. The additional $15, 629 received through the Wisconsin Multi-Discharger Variance for Phosphorus Program are funds received from Milk Specialties; Foremost Farms USA, Chilton; Yorkville Sewer Utility; and Onion River Wastewater Commission, Hingham. These funds will be utilized to reduce phosphorus from agriculture in the Sheboygan River Basin watersheds in Ozaukee County.

Agenda Summary Increase of Revenue Budget Amendment for a Subaward / Contract from Milwaukee County for Aquatic Habitat Inventories, Assessments, and Engineering and Design for Aquatic Habitat Restoration Activities on the Little Menomonee River

BACKGROUND INFORMATION: The Ozaukee County - Planning and Parks Department (Department) was awarded a subaward contract from a Milwaukee County - US Environmental Protection Agency grant to assist with aquatic habitat inventories, assessments, and engineering and design for aquatic habitat restoration activities on the Little Menomonee River (LMR) as part of the Wisconsin Department of Natural Resources (WDNR) Estuary Area of Concern Program (AOC). The Department has been participating in the WDNR AOC program since 2008, including representation on the Fish and Wildlife Technical Advisory Committee (TAC) since its inception and has been an active member providing technical review, analysis, research, data, and project implementation throughout the last 11+ years. The Department has also been represented as an official member of both the AOC Citizen Advisory Committee (CAC) and the CAC Leadership Team since their inception (2008). In 2017, the Department completed the “Milwaukee Estuary Area of Concern Fisheries and Aquatic Habitat Study” project, supported by a WDNR AOC Office of Great Waters (OGW) grant, to inventory aquatic and riparian habitat on several AOC tributaries in the Milwaukee River Watershed, including the LMR, as well as develop a GIS database layer for these inventories and conduct some targeted monitoring activities. These inventories and GIS database habitat layer have supported WDNR efforts to prioritize and implement future aquatic connectivity and habitat restoration and additional inventory projects for maximum ecological benefit in conjunction with the Department’s GIS-based Fish and Wildlife Decision Support Tool (Tool). In April 2019, Ozaukee County signed a Memorandum of Understanding (MOU) with the WDNR, City of

Milwaukee, Milwaukee Metropolitan Sewerage District, and Milwaukee County to support and Attachment: Planning & Parks (RES.20-27 : INC REV) participate in a Management Action Implementation Team (MAIT). The purpose of the MAIT is to implement projects on the management action list to improve conditions in the AOC to a level where they have met the Beneficial Use Impairments (BUI’s) removal target and the BUI’s can be removed. The MAIT has included six publicly owned reaches on the LMR between County Line Road and its confluence with the Menomonee River as priority areas for comprehensive habitat restoration as part of the management action list, which is supported by data and recommendations from the Department’s 2017 AOC Habitat Assessment project. Milwaukee County has received grant funding from the USEPA and WDNR to begin the first implementation phase of the Ecological Restoration and Management Plan (ERMP) for the LMR, which was approved by the WDNR and the AOC TAC. The ERMP includes baseline assessment work for both terrestrial and aquatic habitat. Under the secured grant funding, Milwaukee County will be completing the terrestrial assessment work, and WDNR and Milwaukee County have requested that Ozaukee County assist with aquatic habitat inventories,

Packet Pg. 15 assessments, and engineering and design for aquatic habitat restoration work on the six project 10.b reaches (see attached map), as a function of being a participant and signatory of the MAIT (implementing agency), continuation of the 2017 AOC Habitat Assessment project, and the Department’s ongoing restoration work at the Little Menomonee Fish and Wildlife Restoration Area, under a subaward contract from Milwaukee County.

ANALYSIS: The Natural Resources Committee approved the WDNR OGW grant acceptance and budget amendment for the 2017 AOC Habitat Assessment project at its November 3, 2016 meeting (Ayes: Dohrwardt, Stumpf, Bauzenberger, Grabow; Excused: Rothstein) meeting, and approved signing the MAIT MOU at its April 4, 2019 meeting (Ayes: Jobs, Gall, Holyoke, Ross; Excused: Rothstein). Total subaward contract funding from Milwaukee County is $392,121. No formal match from Ozaukee County is proposed or required for the subaward contract.

BACKGROUND INFORMATION: The Ozaukee County - Planning and Parks Department (Department) has received a US Fish and Wildlife Service (USFWS) Joint Venture Program (JV) grant for the acquisition of the Clay Bluffs Cedar Gorge Nature Preserve as part of the Ozaukee County Park System.

ANALYSIS: The total grant award is $260,000. The County Board Administrator and County Board Chairperson approved the submittal of the grant application and this grant submittal was reflected in multiple presentations and handouts to County Board including the July County Board meeting with the overall vote on the project. On July 21, 2020, USFWS staff announced that the Planning and Parks Department was awarded a grant of $260,000 for the acquisition of the Clay Bluffs Cedar Gorge Nature Preserve as part of the Ozaukee County Park System. On July 1, 2020, the Ozaukee County Board of Supervisors passed Resolution 20-15 (ayes 20, nays 3) authorizing the acquisition of the 135 +/- acre Clay Bluff Cedar Gorge area in the Town of Grafton for inclusion in the Ozaukee County Park System. The USFWS grant requires a $200,000 match, which will be provided by a pending Wisconsin Department of Natural Resources (WDNR) Knowles-Nelson Stewardship (Stewardship) Program grant. The original USFWS grant request amount was $300,000.

BACKGROUND INFORMATION: The Ozaukee County Sheriff’s Office in June of 2017 entered into a new contract for boarding Wisconsin Department of Corrections (WI-DOC) inmates. The Jail Boarding program with the WI-DOC is a successful program that has helped reduce county tax levy.

ANALYSIS: The boarding revenue is utilized to fund Sheriff’s Office capital/special project needs and $180,000 in general revenue. The jail boarding revenue was used in 2018/2019 to fund the Jail/Justice Center Door Control Project for $706,008 and this year for the Justice Center Video Server Expansion Project for $ 70,718.

The WI-DOC jail-boarding program is not a guaranteed source of revenue and can be ceased by the WI-DOC within 30-day notice. It would be reasonable and prudent to establish a Jail Boarding Committed Fund Balance up to $500,000 to accurately predict anticipated revenue and provide a funding source for Sheriff’s Office capital/special project needs. This fund shall be created through the preservation of jail boarding revenue in excess of the amounts approved in the Ozaukee County Budget and the overall positive performance of the Sheriff’s Office yearly budget. Since 2017, the excess boarding funds have been accumulating in the Ozaukee County General Fund Unassigned Fund Balance. After review by Jay McMahon, Finance Director, $285,687 in funds, meet the criteria to be allocated from the General Fund Unassigned Fund Balance to the Jail Boarding Committed Fund Balance.

WHEREAS, Ozaukee County recognizes that the Milwaukee River and its tributaries are critically important and economically beneficial to Ozaukee County; and WHEREAS, Ozaukee County recognizes that a healthy Milwaukee River Watershed is beneficial to the health, water quality and ecology of Ozaukee County; and WHEREAS, the Cedar, Pigeon, Ulao, and Mole Creeks Watershed Restoration Plan was developed to meet the requirements of a “Watershed-Based Plan” as defined by the United States Environmental Protection Agency (USEPA) with the intent to help the six contiguous HUC-12 sub-watersheds within the Milwaukee River basin achieve/meet water quality standards and criteria; and WHEREAS, undergoing a planning process that meets the USEPA’s watershed plan guidelines and 9 key elements allows the Cedar, Pigeon, Ulao, and Mole Creeks watershed stakeholders, including Ozaukee County, to access Section 319 grant funding and other (grant) funding for watershed and water quality improvement projects recommended in the plan; and WHEREAS, the Watershed Plan was developed by the Southeastern Wisconsin Watershed Trust, Inc. (Sweet Water) alongside stakeholders, including Ozaukee County, with funding from the Wisconsin Department of Natural Resources (WDNR) and the Milwaukee Metropolitan Sewerage District (MMSD); and WHEREAS, Sweet Water submitted the Cedar, Pigeon, Ulao, and Mole Creeks Watershed Restoration Plan to the WDNR and received plan approval in June 2020; and WHEREAS the Cedar, Pigeon, Ulao, and Mole Creeks Watershed Restoration Plan specifically outlines restoration needs on farmland properties and stream, wetland and floodplain corridors in the HUC-12 watersheds; and WHEREAS, implementation of the Cedar, Pigeon, Ulao, and Mole Creeks Watershed- based restoration Best Management Practices (BMPs) will reduce the potential for soil erosion, water quality degradation, habitat degradation, and their resulting harm to people and property; and WHEREAS, intergovernmental cooperation for purposes of Cedar, Pigeon, Ulao, and Mole Creeks Watershed-based Restoration is encouraged, and Ozaukee County jointly participated in the planning process with other local governments, and Sweet Water to prepare this Cedar, Pigeon, Ulao, and Mole Creeks Watershed Restoration Plan; and WHEREAS, the adoption of this Cedar, Pigeon, Ulao, and Mole Creeks Watershed Restoration Plan makes Ozaukee County and its relevant municipalities eligible for Section 319 grant funding for watershed implementation and identifies priorities when competing for grant and other funding to address water quality and watershed improvements. The Watershed Plan was developed by the Southeastern Wisconsin Watershed Trust, Inc. with funding from the Wisconsin Department of Natural Resources (WDNR) and the Milwaukee Metropolitan Sewerage District. Stakeholders, including Ozaukee County, also played an important role in identifying and proposing solutions to local watershed issues. The final plan, outside of meeting USEPA requirements of a Watershed-Based Plan, can be used as a tool for elected officials, municipal staff, agricultural producers and producer-led groups, and the general public to identify and take action on the outlined watershed issues and opportunities. ANALYSIS: The plan specifically identifies the Ozaukee County Mole Creek Habitat Restoration Project Area and the Ozaukee County Ulao and Kaul Creek Habitat Restoration Project Area as a strategic portion of the planning area (page 101, 112), and is further supported by the Comprehensive Plan for Ozaukee County: 2035 to encourage integrated water resource management (page 276) and preserve and enhance Ozaukee County’s natural resources (page 271), the Ozaukee County Farmland Preservation Plan to encourage integrated water resource management of surface water, ground water, and water dependent natural resources (page 193) and reduce sedimentation, pollution, and eutrophication of lakes, rivers, and streams in Ozaukee County (page 193), and the County Park and Open Space Plan for protection of critical species habitat and natural areas, and standards for open space preservation (pages 70, 77, 80, 86, 87). SUBMITTAL AND ACCEPTANCE OF A WISCONSIN DEPARTMENT OF NATURAL RESOURCES REGULAR URBAN FORESTRY GRANT FOR TREE PLANTING, EMERALD ASH BORER MANAGEMENT AND EDUCATION/OUTREACH ACTIVITIES IN THE HAWTHORNE HILLS COUNTY PARK PROJECT AREA

WHEREAS, the Ozaukee County Planning and Parks Department is interested in obtaining a cost-share grant from the Wisconsin Department of Natural Resources for the purpose of funding urban and community forestry projects specified in s. 23.097(1g) and (1r), Wis. Stats.; and WHEREAS, this project will improve the local ecology, aesthetics and native vegetation in the Hawthorne Hills County Park Project Area in the Towns of Saukville and Fredonia and Village of Fredonia, which includes Hawthorne Hills County Park and Golf Course, the Milwaukee River Mesic Woods, Waubedonia County Park and Tendick Nature County Park by removing ash trees impacted by Emerald Ash Borer , planting native trees, and conducting education and outreach efforts to Ozaukee County residents to encourage native tree planting on private property; and WHEREAS, this funding will support employment of conservation corps (e.g., AmeriCorps NCCC, Milwaukee Community Service Corps, Great Lakes Community Conservation Corps, Wisconsin Youth Conservation Corps) for assistance and will support education, training and outreach to adjacent neighbors, neighboring communities and conservation corps members; and WHEREAS, this project will continue the Department's goal to maintain the high quality County Parks System reflective of the local ecology by preserving, protecting and restoring the natural resources inclusive of the native plant communities, particularly through tree planting activities; and WHEREAS, this effort will assist in taking steps to manage the County Parks for Emerald Ash Borer and provide related ecological education to adjacent landowners through volunteer workdays; and WHEREAS, continuation of the Department's management of forestry resources will benefit Ozaukee County residents, visitors and local ecosystems, as well as restore habitat for fish and wildlife, provide for stormwater management, and enhance natural resources and recreational opportunities for County residents and visitors; and WHEREAS, the required matching funds (50% local match) would be provided by an ATC Community Tree Planting grant, in-kind County staff time, supplies, and equipment (e.g. GC Enterprise Fund), and volunteer time; and WHEREAS, this grant is for the 2021 calendar year and is consistent with the Multi- jurisdictional Comprehensive Plan for Ozaukee County: 2035 and Park and Open Space Plan for Ozaukee County. WHEREAS, the Ozaukee County Planning and Parks Department was invited to apply for Wisconsin Department of Natural Resources County Conservation Aids grant funding under a competitive request for proposals; and WHEREAS, the Wisconsin Department of Natural Resources has grant funding available through the County Conservation Aids program specifically for the installation of fish and game projects under s. 23.09(12), Wis. BACKGROUND INFORMATION: The Ozaukee County - Planning and Parks Department (Department) proposes to submit a grant application to the Wisconsin Department of Natural Resources (WDNR) County Conservation Aids (CCA) grant program to support County- sponsored fish and wildlife habitat restoration projects. Specifically, this grant will support County activities to plant native tree stock and restore native prairie in the Little Menomonee River Fish and Wildlife Area County Park in the City of Mequon. The property was recently acquired by Ozaukee County for inclusion in the County Park System. The Department is in the process of restoring wetlands and a section of the Little Menomonee River on the property as well as managing for invasive species, restoring woodlands with native vegetation and planting a variety of prairie types (e.g. mesic warm-season prairie, wet/sedge meadow and savannah). The WDNR CCA grant will support Department activities to purchase seed and restore the old fields to native prairie as well as plant trees within the prairie areas to create a prairie/savannah ecosystem and around the restored stream corridor to increase habitat, tree diversity and canopy. Department staff, corps members and volunteers will complete project activities. This project is supported by the County Park and Open Space Plan within the standards set for the preservation and management of open spaces including natural areas, critical species habitats, primary and secondary environmental corridors and isolated natural resource areas to maintain their natural value (pages 77 - 92, 111) and the Comprehensive Plan for Ozaukee County: 2035 “Agricultural, Natural, and Cultural Resources Issue” with the objective of preserving and enhancing the park and open space system within Ozaukee County (pages 318 - 326). ANALYSIS: Proposals for the WDNR CCA grant program are due October 1, 2020. The CCA grant program revenue comes from sale of hunting and fishing licenses and state sales tax on hunting and fishing equipment. Program Guidance: County Conservation Aids Grant Program

Introduction

County Conservation Aids grant program is authorized under s. 23.09(12), Wis. Stats., and provides financial assistance to counties to enhance county fish and wildlife programs. The Department of Natural Resources (DNR) administers this grant program with the assistance of s. NR 50.14, Wis. Adm. Code.

The program was established by the Wisconsin Legislature in 1965 as an alternative to bounty payments on coyote, foxes, and bobcats. Every year since the bounty program ended, the Legislature has appropriated funding for the Program equal to the average annual bounty payment.

These funds are provided as cost-share to counties for fish and wildlife habitat projects. On an annual basis using moneys appropriated in the current Biennial Budget, funds are offered to each county in proportion to the ratio of the area of each county to the total area of the state.

Application Process & Annual Deadline

Counties have the option to accept their award, accept their award and request additional funds or decline their award. To accept the award amount or accept/request additional funds, the county authorized representatives must sign, date, and return the application/grant agreement form 8700-045A to the DNR grant manager via email no later than October 1. Failure to formally accept the award amount by the October 1 deadline is equivalent to the county declining their grant award.

By affixing a signature on the grant agreement, the county’s authorized representative has entered the county into a binding legal agreement with the DNR. The county may begin its project any time after the signed grant agreement has been returned to the DNR grant manager.

Any grant amount not claimed by a county will become available for the DNR to award to any county that requests more funds than its prescribed share under Wis. Stats.

Counties have two years from the date they sign their grant agreement to complete their project and request reimbursement from the DNR.

Project costs incurred by a county or tribe prior to the date that a county or tribe signed the grant agreement are not eligible for reimbursement by the DNR.

Calculating Sponsors Share (also called Sponsor Match)

This program is administered as a cost-sharing program. This means the grant only covers up to 50% of total project costs. The remaining portion of project costs must be paid by the county. Eligible sources of sponsor match include cash and non-cash donations.

Program Guidance: County Conservation Aids Grant Program

There are three categories of non-cash donations: 1. Donated general volunteer labor – The maximum value of donated, non-professional labor shall be equal to the Wisconsin minimum wage. Currently, the Wisconsin minimum wage is $7.25 per hour. All donated hours must be documented, showing name of donor, hours worked, and date of donation. 2. Donated materials, supplies, and professional labor – This value is established by current market rates and must be established on an invoice provided by the donor. 3. Donated equipment use – Per s. NR 51.09(1)(c)4, Wis. Admin. Code, value is determined using Wisconsin Department of Transportation (WisDOT) highway rates for equipment. How to Apply for County Conservation Aids Grant and Request Additional Grant Funding

Complete the form on-line and contact your local DNR Fisheries, Wildlife, or Forestry Specialist to discuss your project and obtain project approval.

Submit the form by clicking the Submit by Email button at the top of the form on page 1. Your application will be received and reviewed for funding.

Submit a copy of the Authorizing Resolution with any attachments to DNR Grant Program Manager via email at [email protected] or postmarked no later than October 1.

The deadline for the CCA grants is October 1st.

A letter of final award notification will be sent out to all applicants by October 31st.

Process for Re-allocating Grant Funds not Claimed by a County

If a county fails to formally apply for its grant award amount by the October 1 deadline, then the DNR Attachment: P&P_Dept_WDNR CCA Program Guidance (RES.20-31 : considers this to be the equivalent to the county declining this grant award. Under this program, the DNR may award funds not claimed by one county to another county. Process for re-allocation appears below.

1- Each county is located in one of 5 DNR regions. 3- If the amount of a regional balance is greater than the amount of additional project funds requested by counties in that region, then any residual funds will be re-allocated to counties in other DNR regions that have unmet project needs. All county requests for additional funding will be weighted equally. Residual funds will be re-allocated to counties in other DNR regions until funds are exhausted.

EXAMPLE #2 – DNR Region 5 has 10 counties. Five counties accept only their awarded amount. Five counties do not reply by the October 1 deadline, resulting in an $8000 balance. There are no requests for additional project funds from Region 5 counties. After all other regional re-allocations are complete; there are still counties with unmet project funding needs. The $8000 balance from Region 5 will be allocated statewide as follows:

4- If all regional reallocations and the statewide reallocation is completed and program funds still remain, those funds will carry forward into the next grant funding cycle and will be added to the next year’s appropriation and be incorporated into the initial award notice that is sent to all 72 counties.

5- If a county accepts its grant award amount by the October 1 deadline, but later learns that it does not have the needed county match, then the county is encouraged to immediately notify the DNR that they wish to decline the offer of financial assistance. There is no penalty to the county for declining their share of CCA grant funds. Any grant amount declined by a county will be distributed

The DNR administers this program on a reimbursement basis. This means all costs must be paid by the county or tribe, then the county or tribe may request reimbursement from the DNR. To request reimbursement, the county or tribe is required to submit completed DNR grant payment request form 8700-001 and detailed documentation (e.g., proof of purchase, proof of payment, force account details if local government staff are involved, volunteer labor worksheets showing hours worked, dates worked, and volunteer signatures, etc.).

RESOLVED, by the Ozaukee County Board of Supervisors, that Section 4.10 (7) of the Ozaukee County Policy and Procedure Manual be created to read:

4.10. GENERAL POLICY AND PROCEDURES

(7) COVID-19 Hazard Pay Policy

(a) Effective March 15, 2020, through December 31, 2020.

(b) Sheriff’s Office, Public Health, Lasata, and Human Services employees who are required to have physical contact and close proximity interaction with the public, have been substantially dedicated to mitigating or responding to the COVID-19 health emergency, are required to enter occupied private residences to perform their jobs, or perform critical emergency-related functions in an environment where social distancing protocols cannot be observed for an extended period of time may be eligible for supplemental hazard pay compensation. 1. To be eligible for a one-time COVID-19 hazard compensation bonus, an employee must be performing these duties for at least six (6) full pay periods between March 15, 2020, and October 24, 2020. BACKGROUND INFORMATION: The Coronavirus Aid, Relief, and Economic Security (CARES) Act was passed by Congress and signed into law by President Trump on March 27th, 2020. The CARES Act established a $150 billion Coronavirus Relief Fund. The U.S. Department of the Treasury has made payments from the fund to States and eligible units of local government. The CARES Act requires that the payments from the Coronavirus Relief Fund only be used to cover expenses that- 1. are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19); 2. were not accounted for in the budget most recently approved as of March 27, 2020 (the date of enactment of the CARES Act) for the State or local government; and 3. were incurred during the period that begins on March 1, 2020, and ends on December 30, 2020. County staff has confirmed with the Wisconsin Counties Association and Von Briesen & Roper, s.c. attorneys that hazard pay is an authorized expense under the CARES Act. Several departments heads have requested bonuses for their staff due to work related to COVID-19.

ANALYSIS: This resolution that would authorize supplemental hazard compensation for employees who have a heightened risk of exposure to the COVID-19 virus and for other eligible purposes.

FISCAL IMPACT: Approximately 425 employees may be eligible to receive hazard pay, which would cost approximately $400,000 - $500,000. The county would seek reimbursement for these hazard bonuses through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act).

Agenda Summary Amending Section 2.05(1) of the Ozaukee County Policy and Procedure Manual - County Board of Supervisors - Defining Session

BACKGROUND INFORMATION: “Session” is not expressly defined in the Ozaukee County Board Rules. The resolution of certain parliamentary motions is contingent on the definition of “session.” Issues have arisen in the past when such parliamentary motions were made due to the lack of clarity regarding what “session” means.

ANALYSIS: Attached to this support document is a “call to order” from the WCA in which J. Michael Blaska explains the need for county boards to define the term “session.” Blaska refers to Robert’s Rules which states “that it is improper to Postpone something beyond the next regular session. It also states that a motion that was defeated, or Postponed Indefinitely cannot be brought up a second time during the same session.” Until we define session, confusion will continue to arise in the handling of these types of motions.

The Ozaukee County Board Rules currently state that “No subject matter shall be voted upon more than twice in the Board year, unless by permission of a two-thirds vote of the Supervisors elect of the Board.” Assuming a session was viewed as a year or two in duration, this rule may have been included in the Board Rules as an override to Robert’s Rules prohibition on revisiting business that has already been defeated prior to the expiration of the session. In contrast, this rule may have been included to prevent defeated business from being revisited repeatedly due to “meeting” and “session” being viewed as equivalent to each other.

Blaska references the Robert’s Rules provision that a “permanent society whose bylaws provide for regular weekly, monthly, or quarterly meetings that go through an established order of business in a single afternoon or evening, each meeting of this kind normally completes a separate session.” This description coincides with how a county board operates. However, Blaska recommends that a session be defined as one or two years. It appears that Blaska’s primary reason for making this recommendation is the need to keep motions from being renewed “at the next or subsequent meeting, which they could do if each meeting was a session.” (The Ozaukee County Board Rule referenced above would prevent this happenstance from occurring.)

Whether a “session” is defined as a meeting, a year, a two-year term of the County Board or in some other manner, it is simply important to define it so that parliamentary motions can be properly managed.

CREATING SECTION 2.03(8) AND AMENDING SECTION 2.05(2)(A)4 OF THE OZAUKEE COUNTY POLICY AND PROCEDURE MANUAL - VIRTUAL ATTENDANCE AT STANDING COMMITTEES

RESOLVED, by the Ozaukee County Board of Supervisors, that Section 2.03(8) of the Ozaukee County Policy and Procedure Manual be created to read: 2.03 STANDING COMMITTEES OF THE COUNTY BOARD (8) Virtual Attendance at Standing Committees. (a) The Committee Chairperson may allow County Board Supervisors to attend meetings by teleconference when necessary to obtain quorum. (b) Access to Meeting. 1. When permission to attend a meeting by teleconference is granted, a phone number and unique access code will be provided to the County Board Supervisors attending telephonically. 2. The information will be provided via email to County Board Supervisors through their County Board email address. 3. County Board Supervisors shall connect to teleconferences five minutes prior to the start time of meetings to ensure access. 4. County Board Supervisors shall enter meetings on mute and unmute when addressing the committee to lessen disruptions. FURTHER RESOLVED, by the Ozaukee County Board of Supervisors, that Section 2.05(2)(a)4 of the Ozaukee County Policy and Procedure Manual be amended to read: 2.05 COUNTY BOARD OF SUPERVISORS (2) Committee General Procedures (a) Parliamentary Procedure 4. Section 2.05(1)(d)11 of this manual shall apply to attendance of County Board Supervisors and citizen members at meetings of Standing Committees except when permission is granted to County Board Supervisors to attend by teleconference pursuant to the provision in Section 2.03(8)(a) of this manual. Background Information: Dear Committee Members, Thank you for the opportunity to serve on the Aging and Disability Resource Center Board. I feel called to serve my neighbor in helping them to find resources as they need help in the community, county and state. Secondly, with formal education and experience, I can share knowledge to the committee. I would also like to help people become aware of the services that the Aging and Disability Resource Center. As a nurse, I look at the whole person in mind, body and spirit. 1. In the last 4 years, I have helped a little girl who has apraxia and cognitive delays. I have learned about the needs and services that can help people with disabilities in Ozaukee County. 2. I have a parent who is in her 80s and want to learn more about resources for the aging. Her goal is to live as independently as possible. 3. I have served on a Concordia University committee that highlighted an awareness for disabilities. This wholistic and diverse approach to committee members involved nursing, occupational therapy, physical therapy, social work, theology, special education and others on campus. 5. Background Information: I was born and raised in Milwaukee, WI. I have lived in Mequon for 33 years. I am retired from Milwaukee Area Technical College. I believe the work of agencies and committees devoted to special needs and aged individuals is very important. I feel both are over-looked segments of our society. With the large and increasing number of seniors in our county, the work of this Commission is important now and will become more important in the future. I also think it is important for people to contribute their time and talents to the community in which their live. I believe I would be an asset to the Aging and Disability Commission. My undergraduate degree is in Education, Social Work, and Psychology. My Masters Degree is in Counseling and College Student Personnel. While on the Milwaukee Campus of Milwaukee Area Technical College, I was Scholarship Clearinghouse Specialist and the Financial Aid Manager; while on the Mequon Campus, I was the Student Services Manager. As such, I oversaw the Special Needs Department. I served on the Ozaukee Country Transition Advisory Committee. High Schools, MATC, local agencies, (DVR, Portal, etc) and parents worked together

My mother died of cancer and had Alzheimers Disease. As my sibling lives in Arizona, I was responsible for the monitoring of my mother's physical condition. I helped her transition from the family home to an Alzheimers facility. As I had previously met the home's director through an Alzheimers support group, I was able to act as a sounding board for her. Through my experiences and being well-read on issues facing the elderly, I was able to often offer suggestions and opinions, when asked. As I am a senior with many senior friends, I am always reading and looking for information and news of activities to pass on to them. I have attended the Ozaukee Senior Conference for several years and have recently attended the Mequon-Thiensville Senior Holiday Party. I have participated in many senior activities though the Mequon-Thiensville Recreation Department and attended the AARP/YMCA Adult Day Camp. I enjoy researching things and this might of use to the Commission. I have served on the Interfaith of Ozaukee County Board since

2007. I am currently on the Executive Committee, serving as the Past President. As part of the Board, I have attended state meetings, met with grant providers, helped prepare grants, met with donors, and served in other ways as requested.
