As in many other postcolonial countries, the government also aspired to create a clear and coherent narrative of the nation’s past in order to justify its existence as an independent entity. But the notions of nationality and ethnicity of the Kazakhs started forming only at the beginning of the 20th century, before which they identified themselves based on their tribal divisions, zhuzes (Dave 31). The Soviet government reinforced this nascent sense of belonging to a Kazakh nation by taking “nationality as the basis for the administrative and political division of Central Asia in the 1920s, together with the subsequent policy of korenizatsiia or ‘nativization,’ which promoted local languages and cultures, as well as members of the titular nation into the administrative positions of the local government” (Abashin 150). In addition to that, however, the Soviet government created a Soviet supranational identity. The latter manifested itself mainly through the Russian language, which was the lingua franca for all nations of the Soviet Union and served as a means to introduce and maintain the “friendship of the peoples” thesis (Slezkine 430). Consequently, independent Kazakhstan inherited a society with strong lingua-cultural ties with Russia. This, together with the fact that the Kazakhs were a minority in their own territory at the time of independence, complicates the construction of Kazakh national identity for the government today (Smagulova 306). That is why it is a project which still resides in national programs and is failing to become the reality. The challenge of having a clear sense of identity is manifested in modern-day Kazakhstani literature, including contemporary poetry. The latter category can be represented by such poets as Ardak Nurgazy and Anuar Duisenbinov, a considerable portion of whose poetry is devoted to the question of national identity. Both poets are “insiders” and “outsiders” in relation to the Kazakh community in their own way, which

Unemployment is at a record low, putting pressure on wages (RUMEREAL) and helping keep inflation near the fastest since 2011. The poor demographics are shaving 0.5 percentage point off economic growth a year, according to the Higher School of Economics in Moscow, which estimates the working-age population will shrink by as many as 15 million people, or more than the size of the Russian capital, by 2030. Aging populations are unsettling central bankers from Tokyo to Frankfurt in their struggle to prevent deflation as older workers tend to defer consumption in favor of savings. Russia faces the opposite threat: entrenched inflation that risks shackling monetary policy already lurching from one crisis to another since Crimea was annexed in March. “Taking into account low unemployment and tight supply on the labor market, wages will remain at a high level, affecting inflation,” said Natalia Orlova, chief economist at Alfa Bank in Moscow. With the central bank increasingly drawing attention to poor demographics, it’s “in effect saying it can do nothing for the economy, whose problems are structural in character.” Demographic Factor Russia is caught in a vise of elevated inflation and stalling economic growth.

Between 1933 and 1969, the Green Sheet was offered as a service to civic, educational, and religious centers informing patrons which motion pictures contained potentially offensive and prurient content for younger viewers and families. When the Motion Picture Association of America began underwriting its costs of publication, the Green Sheet was used as a bartering device by the film industry to root out municipal censorship boards and legislative bills mandating state classification measures. The Green Sheet underscored tensions between film industry executives such as Eric Johnston and Jack Valenti, movie theater owners, politicians, and patrons demanding more integrity in monitoring changing film content in the rapidly progressive era of the 1960s. Using a system of symbolic advisory ratings, the Green Sheet set an early precedent for the age-based types of ratings the motion picture industry would adopt in its own rating system of 1968.

    Pick's Theorem Lesson Plan Cube Fellow: DJ Wells Teacher Mentor: Beth McNabb Goal: Students will draw lattice polygons with a given number of interior lattice points, compute the area of those polygons, and count the number of boundary lattice points. The students will record this data in multiple forms, and draw conclusions regarding the relationship between the area and the num- ber of interior and boundary lattice points. KY Standards: MA-08-2.1.1; MA-08-3.3.1; MA-08-4.1.1; MA-08-5.1.1; MA-08-5.1.2 Objectives: The students will be able to collect data and represent that data in tables and graphs. The students will draw conclusions from examples. The students will be able to quickly find the area of lattice polygons by applying Pick's Theorem. Resources and Materials needed: Guided Investigation Packet (included below), dot paper, straight-edge (optional), and writing utensils. Description of Plan: Motivate students by asking them to find the area of a complicated, non-convex lattice polygon. The students should approach this task by breaking the region into rectangles and triangles. They may also find the area of a larger rectangle and subtract regions outside the polygon. Then ask them to count the number of dots (or gird points) in the interior and on the boundary. Ask which task was easier. (For instance, which task would they rather have on their next test or quiz?) Define the term \Lattice Polygon" as a polygon all of whose vertices lie at lattice points. If the students are familiar with working with lattices (dot paper, geoboards, etc) emphasize that \lattice points" are just the dots in the lattice (grid).

    chapter 3 Disillusionment and Years of Conflict, 1884– 1905 In 1885, growing tensions between Great Britain and Russia ended a decade of relative ease and no foreign threat to Sweden-Norway. The two great pow- ers ultimately clashed in Afghanistan in the so- called Panjdeh Incident on 30 March 1885. The Russian Empire had been advancing into central and south- ern Asia since 1839, and it pushed on to Afghanistan in the early 1880s. Great Britain considered the advance a threat to India, and quickly entered into dis- cussions about the Afghan border with the Russians in 1882. An agreement on a boundary commission was reached in the summer of 1884, but the Russians kept driving southwards. In March 1885, they crushed the Afghan forces and annexed the Panjdeh district before the commissioners had arrived. The Brit- ish prepared for war, but the issue was eventually settled following the inter- vention of the Amir of Afghanistan.1 Before this solution was reached, however, the strained relations between London and St. Petersburg had transferred to the European territories. With the Baltic Sea forming a natural arena for a war between Russia and Great Britain, Sweden- Norway found itself in the most precarious situation it had been in since the Berlin Congress of 1878. The Swedish-Norwegian government ordered military preparedness when it learned of the confrontation between the British and the Russians, and quickly decided on the rearmament of what was left of its navy and the reinforcement of Gotland’s defences. Under constant threat of censorship, and frequently engaging in critical opposition to Soviet-mandated Socialist Realism, these artists created works that defied classification, interweaving painting and installation, parody and performance, and images and texts in new types of conceptual art practices. Drawn from the Norton and Nancy Dodge Collection at the Zimmerli, the exhibition features masterworks by such renowned artists as Ilya Kabakov, Komar and Melamid, Eric Bulatov, Andrei Monastyrsky, and Irina Nakhova, and introduces important works by under-represented artists, including Yuri Albert, Nikita Alekseev, Ivan Chuikov, Elena Elagina, Igor Makarevich, Viktor Pivovarov, Oleg Vassiliev, and Vadim Zakharov. Many of the works in the exhibition have never been publicly shown in the U.S., and many others only in limited engagement. Together, these works, created in a wide-range of media, underscore the diversity and richness of the underground artistic currents that comprise ‘Moscow Conceptualism’, and provide a deeper and more global understanding of conceptual art, and its relationship to world events and circumstances.

From an institutional and comparative perspective, this study explores the constitutional systems of the Finno-Ugric republics and demonstrates that across the republics, the official status of the state languages was among the few references to ethnicity built into their constitutions. However, only in the case of language require- ments for the top officials, its inclusion could be interpreted as an attempt at instrumen- tally using ethnicity for political ends. Otherwise, constitutional recognition of the state languages should be rather understood as an element of institutionalized ethnicity that remains a potential resource for political mobilization. This latter circumstance might clarify why federal authorities could see an obstacle for their Russian nation-building agenda in the official status of languages. 1. Introduction The period of social transformations of the late 1980s and early 1990s in Eastern Europe was characterized by countries’ transition from the communist administra- tive−command systems towards the representative democracy and market economy. One important driving force of change in the Union of Soviet Socialist Republics (USSR) was the rise of popular movements out of national resentment and dissatis- faction with the state-of-the-art in the sphere of inter-ethnic relations.
