MINUTES OF BUSINESS MEETING OF MARCH 15, 2012

The monthly Business Meeting of the Piscataway Township Board of Education was held on Thursday, March 15, 2012 at the Administration Building. The meeting was called to order at 6:30 PM by the Board President, Ms. Maas.

LOOK WHO’S COOKIN’ AT THE IRON CHEF STUDENT COMPETITION Instead of a state championship football game, watch Head Football Coach and SRO officer Dan Higgins compete in the Iron Chef Culinary Competition on Tuesday, March 20th from 5 – 7 pm at Piscataway High School. Also vying for culinary honors will be Bill Gonzalez, High School Dean, and Coach of Swim, Freshman Football and Softball Teams; Jon Bizzell, Dean and Assistant Coach for Football and Track; Assistant Principal Class of 2013 Ralph Pennacchio, and Board of Education member and Pway Super Fan Margaret King. Proceeds will benefit the Piscataway Education Foundation. With the purchase of a $5.00 ticket, attendees can sample a variety of foods from the buffet while cheering on their favorite team in the Commons. Tickets are available at the door and at the Community Education Office or by calling 732-572-4688.

QUIBBLETOWN RANKS 1ST IN MATH CONTEST Use a video auto race to calculate fractions. Build a multiplication table pyramid. Those are some of the online activities that students at Quibbletown, Conackamack, Arbor and King Schools completed to receive top rankings in an online mathematics contest, hosted on the Sumdog interactive math website. After a weeklong competition, Quibbletown ranked 1st, Arbor finished in 2nd place, and King took 3rd place honors. Conackamack students finished in 21st place out of over fifty schools that participated. Quibbletown students Ryan Liang, grade 6, finished 1st place overall and Nikita Koura, also grade 6, finished in 8th place with over 600 students competing statewide.

TAKING THE STAGE THROUGHOUT THE DISTRICT Sit back with your theater glasses and enjoy Quibbletown students performing Pirates of Penzance, Jr. tonight and tomorrow at 7 pm, and Saturday at 1 pm. Get your dancing shoes ready for the Randolphville production of Rock and Roll Forever, featuring the music of Elvis, Little Richard, The Beach Boys, and the Beatles on Tuesday – Thursday, March 20 - 22 at 6:30 pm. The Schor Drama Club presents High School Musical, Jr. on Thursday and Friday, March 22 & 23 at 7 pm, and Saturday, March 24 at noon. They will take their show on the road to entertain Piscataway senior citizens on Tuesday, March 20. Grandview students in grades 1 – 3 will perform The Bear Went Over The Mountain on Tuesday – Thursday, March 27 - 29 at 7 pm in the auditorium at Schor Middle School. Lions and tigers and bears, oh my!, will follow the yellow brick road to Conackamack School in their production of The Wizard of Oz on Thursday and Friday, March 29 - 30 at 7 pm, and Saturday, March 31 at 2 pm.

SHEDDING LIGHT ON SOLAR ENERGY AND LITERACY Students at King School used scientific information uncovered while studying about solar energy, combined with literacy skills, to participate in the Powered by the Sun writing contest sponsored by “Celebrate NJ,” an organization that recognizes the “best of the best” in New Jersey. Fabio Gunderson and Brian Odiase, both grade 5, won awards for their written submissions detailing how the sun benefits life in our homes, schools, neighborhoods and the world. Both students and their parents, along with classroom teacher Leslie Russell, are invited to attend the awards event at the Garden State Green Fest to be held at Kean University on Friday, March 23rd.

MORE MILK MONEY FOR QUIBBLETOWN Quibbletown Middle School has received a $500 grant from the American Dairy Council through Fuel Up to Play 60, an interactive program that encourages students and staff to eat healthy and get active by committing to 60 minutes of physical activity every day. Challenges are posted on the program’s website and students choose activities in which they will participate. A “school wellness report” will document progress at the end of the school year. This award supplements a $10,000 NFL PLAY 60 Super School Award for health and wellness programming or equipment, which was received by the school last fall.

RANDOLPHVILLE STUDENTS FOCUS ON INTERNATIONAL RELATIONS When Japan suffered the effects of an earthquake and tsunami last year, students and staff at Randolphville School filled an entire water cooler bottle with spare change and sent $500 to victims overseas. To mark the one year anniversary, Shigeyuki Hiroki, Ambassador and Consul General of Japan in New York, sent a “thank you” letter and package of traditional Japanese folk art dolls, coasters and doilies representing various periods of Japanese history. Randolphville second grade student Yuma Davis, who is of Japanese descent, explained the significance of each gift to his fellow students. The items are currently being displayed in a showcase at the school library.

PICTURE THIS! PISCATAWAY HIGH SCHOOL STUDENTS RECEIVE ART AWARDS Several works of art created by Piscataway High School students have been selected for prestigious honors recently. A photo representing diversity in education by Annalyn Bautista, grade 12, was chosen by the College Board and was displayed at the Middle States Regional Forum in Baltimore, MD. Photos by Daniela Guillen, grade 11, and Jennifer Grare, grade 12, were selected as finalists for the 32nd Annual College and High School Photograph Contest sponsored by Nikon and Photographer’s Forum Magazine. Their work was selected from over 17,700 submitted photographs and will be published in Best of College and High School Photography 2012. Works by Shiza Chaudhary and Stacey Tindaan, both grade 12, were chosen for the Fresh Perspectives Art Show at the Morris Museum. Work by Hanbin (Hailey) Yoo, grade 12, was selected for the State Youth Art Month Exhibit at the New Jersey State House in Trenton. Only six pieces were chosen out of 109 submissions.

MUSICIANS SELECTED FOR REGIONAL ENSEMBLES Seven students from Arbor School were chosen to participate in the Central Jersey Music Educators Association Elementary Honors Band. Selected were fifth grade students Brianna Zeitler, alto saxophone; Samuel Ezeonu, clarinet; Brandon Nicholson, clarinet; Ankita Jagdepp, clarinet; Gina Zandomenego, flute; Josh Bannon, trumpet; and Reuben Arguelles, trumpet. They will perform on Saturday, April 21 at Rahway Middle School. At Conackamack, sixth grade students Andrew Chang and Nikita John were chosen to perform with the American Choral Directors’ Association New Jersey All-State Choir. Piscataway High School juniors Marco Jaimes, bass trombone, was invited to perform with the New Jersey All-State Wind ensemble, while Christian Lopez, percussion, was chosen for the New Jersey All-State Orchestra. Percussionist Emmanuel Solano, grade 10, received an honorable mention for his eligibility to audition.

ATHLETES IN THE NEWS Piscataway High School runners are on the move again! The Distance Medley Relay Team, made up of Marcus Hatchett, Lance Weaver, Jamaal James and Tim Ball, placed 2nd in the National Scholastic Indoor Track Championships in New York earlier this month. The team was awarded All American status for their accomplishment. At the New Jersey All Group Meet of Champions Indoor Track and Field Championships, Tim Ball became the first Piscataway High School distance runner to win a New Jersey All Groups Indoor Track and Field Championship title, winning the 3200 meter run and setting a new Middlesex County Record.

X. PUBLIC COMMENTS FROM THE FLOOR

The Board of Education recognizes the value of public comment on educational issues and school matters of community interest. In support of this position, the law establishes a period of public comment at every Board meeting. Individuals wishing to speak must state their name and address. Comments are limited to three minutes’ duration, but an individual may speak a second time after all others who wish to speak on the topic have been heard. The Board may require that individuals register to speak prior to the beginning of the meeting. Participants may submit written material in support of their position.

All statements and/or questions shall be directed to the presiding officer and no participant may address or question Board members individually. All speakers are requested to express themselves in a civil manner, with due respect for the dignity and privacy rights of others whose legal rights may be affected.

Please note: While it is not the Board’s intention to stifle comment on matters of legitimate concern to the school community, the public should be aware that if their statements violate the rights of others under the law governing defamation or invasion of privacy, they may face personal liability to the injured party. WHEREAS, Speizle Architectural Group has provided a written recommendation to award the bid for the lighting projects related to energy conservation to Pat Maggio & Son Electric, and,

D. APPROVAL OF TRANSPORTATION ROUTES FOR 2011-2012 SCHOOL YEAR

Explanation:

In an effort to reduce transportation costs, the district utilizes transportation route agreements where appropriate.

BE IT RESOLVED that the Piscataway Township Board of Education authorizes the School Business Administrator to approve participation in Coordinated Transportation with Piscataway as the “HOST” district and Dunellen Board of Education as the “JOINER” district for the 2011-2012 school year for the following route:

2. BE IT RESOLVED that the Piscataway Township Board of Education authorizes the School Business Administrator to approve participation in Coordinated Transportation with Piscataway as the “JOINER” district and Park Ridge Board of Education as the “HOST” district for the 2011-2012 school year for the following route:

E. APPROVAL TO ACCEPT OFAC AUDIT OF 2009-2010 NON-PUBLIC CHAPTER 192/193

Explanation:

The NJ Department of Education Office of Fiscal Accountability and Compliance (OFAC) has recently completed a fiscal audit of our non-public Chapter 192/193 services for the 2009-2010 school year provided by the MRESC for the district. This was a special audit which focused on the management and oversight activities of the MRESC related to the specific program.

WHEREAS, Middlesex Regional Educational Services Commission (MRESC), contracted by the Piscataway Township Board of Education to manage Chapters 192/193 non-public educational services, has received recommendations for corrective actions from the New Jersey Department of Education, Office of Fiscal Accountability and Compliance (OFAC) based on its findings from an audit of the 2009-2010 Chapters 192/193 services provided by the MRESC; and,

WHEREAS, the Piscataway Township Board of Education has reviewed the OFAC audit report and discussed it with the administration of the Board of Education, who has consulted with the MRESC about the OFAC audit report, its findings and recommendations; and

WHEREAS, the MRESC is requesting waivers and appealing certain findings on behalf of itself and the Piscataway Township Board of Education; and

WHEREAS, the MRESC, in addition to the request for waivers and appeal, has prepared a Corrective Action Plan for the Piscataway Township Board of Education which has been coordinated with the MRESC Corrective Action Plan to enact the OFAC recommendations additional best practices beyond the OFAC recommendations as identified by the MRESC;

NOW, THEREFORE, BE IT RESOLVED that the Piscataway Township Board of Education accepts the OFAC audit report and adopts as its own the attached Corrective Action Plan as prepared by the MRESC.

F. APPROVAL TO SUBMIT TRAINERS ROOM RENOVATION PROJECT TO NJDOE

Explanation:

Renovations to the trainer’s room at Piscataway High School were reviewed and approved at the February 1, 2012 Fiscal Planning and Operations Committee meeting.

BE IT RESOLVED that the Piscataway Township Board of Education approves the submission of the Trainer’s room renovation project at Piscataway High School (DOE Project # 23-4130-050-12-1000) to the New Jersey Department of Education for review and Department approval of an “other capital” project with no state funding and Amendment of the 2005-10 Long Range Facilities Plan to be consistent with this project.

BE IT FURTHER RESOLVED that the Board authorizes Spiezle Architectural Group Inc, to make this submission to the Department of Education on behalf of the district.

B. AUTHORIZATION TO ACCEPT NO CHILD LEFT BEHIND (NCLB) ENTITLEMENT APPLICATION (FY 2012) IN THE AMENDED AMOUNT OF $856,163

Explanation:

As required by the New Jersey State Department of Education, the original approved board resolution to accept the No Child Left Behind FY12 in the amount of $824,521 has been modified to reflect the reallocation of carryover funding in the amount of $856,163. This allows for the increase of $31,642 from Title’s IA, IIA, IID, III, and IV.

Explanation:

The Piscataway Township School District seeks to design, write, and apply for the Walmart Local Community Contribution Grant in an amount not to exceed the maximum grant allowance of $5,000. The funds will support a multi-purpose incentive program for middle school students at T. Schor and Quibbletown Schools.

Explanation:

Annually, Piscataway High School assesses its course offering needs for the upcoming school year. In collaboration with the Office of Curriculum and Instruction, additions, deletions, and/or modifications are submitted for review. The following course offering was reviewed by the High School Curriculum Review Committee and the Board of Education Curriculum Committee and is now being proposed for board approval.

Explanation:

The Piscataway Township School District seeks to apply for the Active Schools Acceleration Project (ASAP) Innovation Competition in an amount not to exceed the maximum award allowance of $100,000. This nationwide competition is designed to identify and reward innovative and impactful physical activity programs and technologies with excellent promise to motivate quality physical activity at school and beyond. It consists of two categories: School Programs and Technology Innovation. The aim of this project is to reverse the trend of childhood obesity within one generation’s time.

B. APPROVAL OF CONTRACTED SERVICES

1. Explanation:

The following resolution reflects the need for contracts with outside service providers on the part of the Office of Pupil Services. These contracts are necessary in order to ensure that the district may comply with Individual Education Program (IEP) requirements in the areas of evaluation, instruction, and related services.

BE IT RESOLVED THAT the Piscataway Township Board of Education approves the following resolutions for contracted services:

a. Bata Associates be contracted to provide occupational therapy service (OT) to Piscataway students at a revised hourly rate of $74.99 and occupational therapy assistant service (COTA) at a revised hourly rate of $53.99 for the remainder of the 2011-2012 school year.

b. Clarity Service group be contracted to provide occupational therapy service (OT) to Piscataway students at the hourly rate of $74.99 three days a week for the remainder of the 2011–2012 school year.

2. Explanation:

Fragile readers receive daily research based interventions with a support specialist in addition to their classroom literacy block. Most students are making adequate progress, however, a few students at each elementary school need further diagnostic testing and a prescription for further intervention. Dr. Susan Nash-Ditzel, Ed.D. received her reading specialist degree from and is presently an Assistant Professor of Education, teaching courses in the teaching of reading, at Georgian Court University. Dr. Nash-Ditzel will assess our most fragile readers with diagnostic tools, provide her findings and a written prescribed plan with progress monitoring measures, and provide support for teachers and specialists in implementation of these individual intervention plans. The cost per pupil is $100. (Account #11-000-221-320-00-22)

BE IT RESOLVED that the Piscataway Township Board of Education approves the following resolution for contracted services for Dr. Susan Nash-Ditzel, Reading Specialist, who will provide consultation to elementary staff during the 2011-2012 school year in the amount of $4,800.

C. AUTHORIZATION TO ACCEPT DONATIONS

1. Explanation:

The Middlesex County Retired Educators Association would like to donate $200 to the Piscataway High School Choir. This donation will be used to support the Choral Music Scholarship Program.

BE IT RESOLVED that the Piscataway Township Board of Education authorizes the Superintendent to accept a donation of $200 from the Middlesex County Retired Educators Association to the Piscataway High School Choral Music Program to support their annual scholarships.

2. Explanation:

Mr. Andrew Silber of Edison, a friend of SGA Advisor Josh Longo, would like to donate $500 to the Piscataway High School Student Government Association. The SGA will use these funds to help support expenses for Homecoming, class activities and donations to various charities such as The American Heart Association and The March of Dimes.

BE IT RESOLVED that the Piscataway Township Board of Education authorizes the Superintendent to accept a donation of $500 from Mr. Andrew Silber of Edison to the Piscataway High School Student Government Association to support various SGA activities.

3. Explanation:

The Merck Adopt-A-Class sponsorship has named Mr. Medvecky’s Grade 5 class at Martin Luther King Intermediate School as a recipient of their program for the 2011-2012 school year. This sponsorship will entitle them to 35 student admissions and 5 chaperones to Liberty Science Center compliments of the Merck Institute for Science Education. Total value of this donation is approximately $400.

BE IT RESOLVED that the Piscataway Township Board of Education authorizes the Superintendent to accept a donation from The Merck Institute for Science Education to Mr. Medvecky’s Grade 5 class at Martin Luther King Intermediate School for admission costs at the Liberty Science Center. The approximate value of this donation is $400.

D. APPROVAL OF CHANGE TO SCHOOL CALENDAR

Explanation:

Due to the unusually warm winter weather this year, the District did not need to utilize the two snow days built into the approved school calendar.

BE IT RESOLVED that the Board of Education authorizes the Superintendent of Schools to adjust the 2011-2012 school calendar to close schools on Thursday, May 24, 2012 to give back an unused snow day.
