MINUTES OF BUSINESS MEETING OF AUGUST 23, 2012

The monthly Business Meeting of the Piscataway Township Board of Education was held on Thursday, August 23, 2012 at the Administration Building. The meeting was called to order at 7:00 PM by the Board President, Ms. Maas.

II. NOTIFICATION ANNOUNCEMENT

HEREBY BE IT KNOWN that the Piscataway Township Board of Education has complied with the notification requirements of the Open Public Meetings Act for the announcement of this meeting date and place on June 27, 2012, in the following manner: Posting of the public notice on the posting board for the Board of Education in the Administration Building Mail notification to the newspaper serving Piscataway, The Home News Tribune Notification filed with the Municipal Clerk at the Municipal Building on Hoes Lane

This meeting is being digitally recorded. This recording is not an official record or supplement to the minutes and is intended only as a source of information that the public might utilize at a later date to familiarize themselves with the Board's activities.

III. EXECUTIVE SESSION

BE IT RESOLVED that the Board adjourn to executive session for the purpose of review and discussion of a detailed personnel agenda for action this evening, HIB review of monthly reports and other matters involving individual staff members, as well as numerous outstanding matters in litigation. It is not known at this time when these matters can be disclosed to the public.

WHEREAS, Robert L. Copeland has served as Superintendent of the Piscataway Township School district since January 22. 2002, and

Explanation:

The District continues to expand the use of the iPad as an instructional device. This initiative will require Apple store “app” purchases to facilitate the instruction process. Each middle school, the Curriculum and Instruction and Special Education Departments will have a dedicated $1,000 petty cash fund for the procurement of apps for the middle school one-to-one iPad initiative.

BE IT RESOLVED that the Board of Education authorizes the School Business Administrator to establish a $1,000 petty cash app account for each of the three middle schools, the Curriculum and Instruction and Special Education Departments, in accordance with N.J.A.C. 6A:23A-16.8. The custodian of each fund will be the building principal/Assistant Superintendent for Curriculum/Director of Special Services and the maximum allowable expenditure is the available balance of the respective petty cash fund.

The Piscataway High School cheerleaders have been attending summer camp at Pine Forest Cheerleading Camp in Greeley, Pennsylvania for the past several summers. This year’s camp dates are August 24-27, 2012. Cheerleader attendance at this summer camp experience helps to benefit safety instruction and team building activities which provide an atmosphere of student growth and learning. Board approved coaches will chaperone this trip. The cost is $237 per student and $1,600 for group transportation, all of which the students will fundraise; therefore, there is no cost to the Board.

BE IT RESOLVED that the Piscataway Township Board of Education approves the attendance of the Piscataway High School Cheerleading team at the Pine Forest Cheerleading Camp in Greeley, Pennsylvania from August 24-27, 2012. This trip will be at no cost to the Board.

C. APPROVAL OF SCHOOL EXCHANGE VISIT FROM PISCATAWAY TO SPAIN (WORLD LANGUAGE DEPARTMENT) FEBRUARY 15-24, 2013

Explanation:

It is being requested that permission be granted to plan, organize and carry out the proposed exchange visit from Piscataway High School to Sagrada Familia School in Barcelona, Spain to take place from February 15-24, 2013. The students in the Spanish classes of Piscataway High School will benefit from the experience of corresponding with and being hosted by their sister school in Spain. Ms. Corrales and Ms. Herrera (Spanish Teachers), Mr. Ecklin (retired WL Teacher) and other World Language teachers will make all arrangements for this educational experience and chaperone the school field trip at no cost to the Board.

The school field trips within the United States will be chaperoned by Charles Ecklin, a PHS retired WL department staff member, and the chaperones from Spain at no cost to the Board.

BE IT RESOLVED that the Piscataway Board of Education approves the exchange visit of the students and their chaperones from Sagrada Familia School in Barcelona, Spain to Piscataway High School during the third marking period from March 13-23, 2013 at no cost to the Board.

E. AUTHORIZATION TO ACCEPT NO CHILD LEFT BEHIND (NCLB) ENTITLEMENT APPLICATION (FY 2012) IN THE AMENDED AMOUNT OF $856,158

Explanation:

As required by the New Jersey State Department of Education, the original approved board resolution to accept the No Child Left Behind FY12 in the amount of $824,521 has been modified to reflect the reallocation of carryover funding in the amount of $856,158. This allows for the increase of $31,637 from Title’s IA, IIA, IID, and III.

BE IT RESOLVED that the Piscataway Township Board of Education authorizes the Superintendent to accept the amended No Child Left Behind FY12 application reflecting carryover and reallocation of funds in the total amount of $856,158.

F. AUTHORIZATION TO APPLY FOR NO CHILD LEFT BEHIND (NCLB) ENTITLEMENT GRANT (FY 2013) IN THE AMOUNT OF $805,342

Explanation:

The Piscataway Township Board of Education received notification of its eligibility to apply for a No Child Left Behind (NCLB) entitlement grant. The NCLB legislation incorporates principles and strategies that include increased accountability for schools, greater choice for parents and students.

G. APPROVAL OF INTER-LOCAL SERVICES AGREEMENT FOR ESL CERTIFICATION

Explanation:

The Franklin Township School District is seeking to share services related to ESL certification.

BE IT RESOLVED that the Piscataway Township Board of Education and the Franklin Township Board of Education enter into an inter-local service agreement whereby employees from the Franklin Township Board of Education can enroll in and attend an Piscataway School District ESL certification program (administered by TCNJ). Franklin Township will be responsible for all of the costs associated with the program for their employees (approximately $900 per attendee).

H. APPROVAL OF CONTRACT AWARDED UNDER 18a:18a-4.1

Explanation:

N.J.S.A. 18A:18A-4.1 permits the District to purchase certain services in lieu of public bidding for the procurement of specialized goods and services the price of which exceeds the bid threshold. This contract will provide certified online streaming services for all ten (10) school buildings. Discovery Education is a powerful online resource for teachers and students as it offers a breadth and depth of digital media content that is aligned to state standards and supports classroom instruction while engaging students. Teachers throughout the district utilized this resource in their classrooms streaming thousands of video segments to students this past year.

BE IT RESOLVED, that the Board of Education authorizes the School Business Administrator to execute the contract with Discovery Education (NJBRC #0092153) in the amount of $16,225 for the Discovery Education streaming program in all 10 school locations.

B. APPROVAL OF CONTRACTED SERVICES

1. Explanation:

The following resolutions reflect the need for contracts with outside service providers on the part of the Office of Pupil Services. These contracts are necessary in order to ensure that the district may comply with Individual Education Program (IEP) requirements in the areas of evaluation, instruction, and related services.

BE IT RESOLVED that the Piscataway Township Board of Education approves the following resolution for contracted services:

Dr. Rajeswari Muthuswamy be contracted to conduct psychiatric evaluations to Piscataway students at a rate of $450 per evaluation performed at the provider’s office for the 2012 – 2013 school year.

2. Explanation:

Steve Yanick, consulting engineer and radio technician, will continue the growth of programming between students at Piscataway High School and . This sharing opportunity encourages mentoring with college students and enriches the high school students’ experience in the communications field. Half of the cost of this service will be paid through Account #11-190- 100-320-20-02 and the balance will be paid through Community Education funding.

BE IT RESOLVED that the Board of Education authorizes the Superintendent to contract with Steve Yanick, consulting engineer and radio technician for Piscataway High School, at the annual rate of $5,000 for the 2012-2013 school year.

C. BOARD POSITION ON PROPOSED HIGH DENSITY (422 UNIT) DEVELOPMENT APPLICATION

WHEREAS, Lackland Holding Company LLC has made application to the Piscataway Township Planning Board for various land use approvals for the development of a high-density 422-unit apartment complex at 47-55 Old New Brunswick Road; and

WHEREAS, the Piscataway Township Board of Education is responsible for providing a thorough and efficient education to all school-age children residing in the Township; and

WHEREAS, the proposed development is likely to generate a significant number of school-age children; and

WHEREAS, due to the budgetary constraints within which the Board of Education is required to operate, its personnel, facilities and other resources cannot adequately serve a large influx of additional students on the order of what is expected from the proposed development; and

WHEREAS, the significant number of additional students likely to reside at the proposed development will cause an increase in class sizes at all grade levels that will negatively affect the quality of education for all students, including those residing at the proposed development, and place an intolerable strain on the school district's budget; and

WHEREAS, the proposed development will unduly burden other municipal services, including police and fire protection, and generate significant traffic that cannot adequately be accommodated by existing roadways;

NOW, THEREFORE, BE IT RESOLVED that the Piscataway Township Board of Education opposes the approval of the proposed development application; and

BE IT FURTHER RESOLVED that this resolution be recorded in the minutes of the Piscataway Township Board of Education, and that a true copy be forwarded to the Secretary of the Piscataway Township Planning Board for inclusion in the record of the proposed application.
