Transport Department Notice TRANSPORT DEPARTMENT NOTICE Special Traffic and Transport Arrangements on Hong Kong Island for the Public Processions on 1 January 2020 (Wednesday) Notice is hereby given that the following special traffic and transport arrangements will be implemented to facilitate the public processions on Hong Kong Island on 1 January 2020 (Wednesday): I. Special Traffic Arrangements A. Road Closure (i) The following roads will be temporarily closed to all vehicular traffic from about 1.30 pm onwards until the crowd is dispersed and the road closure is lifted: (a) The U-turn slip road leading from Gloucester Road southbound to Gloucester Road northbound underneath Tai Hang Road flyover; (b) Sugar Street; (c) Great George Street (if necessary); (d) The section of Paterson Street between Gloucester Road and Great George Street (if necessary); (e) Kingston Street (if necessary); (f) The section of Gloucester Road southbound between Victoria Park Roadflyover and Causeway Road (if necessary); (g) Cleveland Street (if necessary); (h) Cannon Street (if necessary); (i) The section of Lockhart Road east of Percival Street (if necessary); and (j) The section of Jaffe Road east of Percival Street (if necessary). (ii) The following roads will be temporarily closed to all vehicular traffic from about 1.45 pm onwards until the crowd is dispersed and the road closure is lifted: (a) Jardine’s Bazaar; (b) Tang Lung Street; (c) The section of Canal Road East between Russell Street and Hennessy Road; (d) The section of Canal Road West between Sharp Street West and Hennessy Road; (e) The section of Wan Chai Road between Canal Road West and Morrison Hill Road; and (f) The section of Bowrington Road between Sharp Street West and Hennessy Road. (iii) The following roads will be temporarily closed to all vehicular traffic from about 2.00 pm onwards until the crowd is dispersed and the road closure is lifted: (a) Causeway Road westbound; (b) Causeway Road eastbound (if necessary); (c) Moreton Terrace; (d) Shelter Street; 1 (e) The slip road leading from Yee Wo Street eastbound to Causeway Road westbound; (f) Irving Street; (g) The section of Pennington Street between Keswick Street and Yee Wo Street; (h) The slip road leading from Leighton Road westbound to Pennington Street (if necessary); (i) Yee Wo Street westbound; (j) Yee Wo Street eastbound (if necessary); (k) Hennessy Road westbound; (l) Hennessy Road eastbound (if necessary); (m) The section of Jaffe Road and the section of Lockhart Road between Percival Street and Arsenal Street (if necessary); (n) The section of Gloucester Road service road between Percival Street and Arsenal Street (if necessary); (o) The section of Canal Road West and the section of Canal Road East between Gloucester Road and Hennessy Road (if necessary); (p) The section of Lee Garden Road between Kai Chiu Road and Hennessy Road; (q) Kai Chiu Road; (r) The section of Yun Ping Road between Lan Fong Road and Kai Chiu Road; (s) The section of Percival Street between Hennessy Road and Russell Street; (t) The section of Percival Street between Lockhart Road and Hennessy Road (if necessary); (u) The section of Canal Road East southbound between Lockhart Road and Hennessy Road (if necessary); (v) The section of Tin Lok Lane between Hennessy Road and Wan Chai Road; (w) The section of Marsh Road between Gloucester Road and Hennessy Road (if necessary); (x) Marsh Road flyover (if necessary); (y) The section of Tonnochy Road and the section of Stewart Street between Gloucester Road and Hennessy Road (if necessary); (z) The section of Stewart Street southbound and Fleming Road southbound between Lockhart Road and Hennessy Road (if necessary); (aa) The slip road leading from Johnston Road eastbound towards Hennessy Road westbound; (bb) The section of Fleming Road between Gloucester Road and Hennessy Road (if necessary); (cc) Fleming Road flyover (if necessary); (dd) The section of Fleming Road northbound between Johnston Road and Hennessy Road; (ee) The section of Thomson Road between O’brien Road and Fleming Road (if necessary); (ff) The section of O’brien Road between Lockhart Road and Gloucester Road (if necessary); (gg) The section of Thomson Road between Johnston Road and Luard Road; (hh) The section of Luard Road between Johnston Road and Hennessy Road; (ii) The section of Luard Road between Gloucester Road and Hennessy Road (if necessary); (jj) The section of Fenwick Street between Hennessy Road and Johnston Road; (kk) The section of Fenwick Street between Lockhart Road and Hennessy Road (if necessary); (ll) The section of Fenwick Street between Gloucester Road and Johnston Road 2 (if necessary); (mm) The section of Johnston Road westbound between Ship Street and Landale Street; (nn) The section of Johnston Road eastbound between Fenwick Street and Hennessy Road; (oo) The section of Arsenal Street between Gloucester Road and Hennessy Road (if necessary); and (pp) Arsenal Street flyover (if necessary). (iv) The following roads will be temporarily closed to all vehicular traffic from about 3.30 pm onwards until the crowd is dispersed and the road closure is lifted: (a) Queensway (eastbound) (if necessary); (b) Queensway westbound; (c) The section of Harcourt Road westbound between the exit of Harcourt Garden carpark and Cotton Tree Drive (if necessary); (d) Rodney Street (southbound and northbound) (if necessary); (e) Drake Street (if necessary); (f) Tamar Street (if necessary); (g) The slip road leading from Cotton Tree Drive to Queensway eastbound (if necessary); (h) The section of Cotton Tree Drive between Harcourt Road westbound and Queensway (if necessary); (i) The slip road leading from Garden Road northbound to Cotton Tree Drive northbound (if necessary); (j) The section of Murray Road between Harcourt Road and Queensway (if necessary); (k) The section of Des Voeux Road Central between Pedder Street and Queensway; (l) The section of Ice House Street northbound between Des Voeux Road Central and Queen’s Road Central; (m) Harcourt Service Road westbound U-turn Slip Road (if necessary); (n) Lambeth Walk (if necessary); (o) Club Street (if necessary); (p) Jackson Road (if necessary); and (q) Chater Road between Jackson Road and Murray Road. (v) If necessary, the following roads may be temporarily closed to all vehicular traffic at any time until the crowd is dispersed and the road closure is lifted: (a) Yacht Street; (b) Ngan Mok Street; (c) The section of Lau Li Street between King’s Road and Hing Fat Street; (d) The section of Electric Road between Lau Li Street and Wing Hing Street; (e) Wing Hing Street west of King’s Road; (f) The section of Hing Fat Street between Causeway Road and Lau Sin Street; (g) Tai Hang Road flyover northbound; and (h) The section of Percival Street between Gloucester Road and Lockhart Road. B. Traffic Diversion 3 (i) The following traffic diversion will be implemented from about 1.30 pm onwards until the crowd is dispersed and the road closure is lifted: (a) Traffic along Gloucester Road southbound will be prohibited from turning right onto Gloucester Road northbound underneath Tai Hang Road flyover; (b) Traffic along Yee Wo Street eastbound will be prohibited from turning left onto Sugar Street; (c) Traffic along Tai Hang Road flyover northbound will be prohibited from turning left onto Kingston Street westbound (if necessary); (d) Traffic along Paterson Street southbound must turn left onto Kingston Street eastbound (if necessary); (e) Traffic along Cleveland Street will be prohibited from turning right onto Kingston Street westbound (if necessary); (f) Traffic along Gloucester Road service road westbound will be prohibited from turning left onto Cleveland Street (if necessary); (g) Traffic along Gloucester Road service road westbound will be prohibited from turning left onto Paterson Street (if necessary); (h) Traffic along the slip road leading from Victoria Park Road westbound will be prohibited from entering Cleveland Street (if necessary); (i) Traffic along Victoria Park Road flyover southbound must turn right onto Gloucester Road service road westbound; (j) Traffic along Lockhart Road eastbound must turn left onto Canal Road West (if necessary); (k) Traffic along Cannon Street will be prohibited from turning left onto Jaffe Road westbound (if necessary); and (l) Traffic along Canal Road East southbound must turn left onto Jaffe Road (if necessary). (ii) The following traffic diversion will be implemented from about 1.45 pm onwards until the crowd is dispersed and the road closure is lifted: (a) Traffic along Pennington Street will be prohibited from turning left onto Jardine’s Bazaar; (b) Traffic along Hennessy Road westbound will be prohibited from turning left onto Canal Road East southbound; (c) Traffic along Russell Street must turn left onto Canal Road East southbound; (d) Traffic along Canal Road West northbound near Sharp Street West will be diverted to the up-ramp leading to Canal Road flyover northbound; (e) Traffic along Sharp Street West will be diverted to the up-ramp leading to Canal Road flyover northbound; (f) Traffic along Sharp Street West will be prohibited from turning left onto Bowrington Road; (g) Traffic along Bowrington Road must turn right onto Sharp Street West eastbound; and (h) Traffic along Wan Chai Road eastbound must turn right onto Morrison Hill Road southbound. (iii) The following traffic diversion will be implemented from about 2.00 pm onwards until the crowd is dispersed and the road closure is lifted: (a) Traffic from King’s Road westbound must turn left onto Tung Lo Wan Road southbound or turn right onto Hing Fat Street; 4 (b) Traffic along Tung Lo Wan Road westbound will be prohibited from entering Moreton Terrace; (c) The section of Tung Lo Wan Road between St. Paul’s Hospital and Moreton Terrace will be converted from eastbound traffic to westbound traffic. Traffic along Tung Lo Wan Road westbound will be allowed to enter the above road section; (d) Traffic along Tung Lo Wan Road southbound will be prohibited from turning left onto the section of Tung Lo Wan Road between St.
