The Chairperson informed attendees that the meeting would be timed to ensure it be conducted in an efficient manner. Each Member would be allowed to speak for two minutes each time. - 3 - Action 3. The Chairperson reported that the Co-opted Member, Ms LAU Pui-shan had informed the Secretariat prior to the meeting that she was unable to attend the meeting because of other engagements. According to Section 51(1) of the Standing Orders of WCDC, the Council should only give consent to notifications of absence filed on the grounds of sickness or attendance of an activity on behalf of the Council. Therefore, the Co-opted Member, Ms LAU Pui-shan was regarded as being absent from the meeting. Besides, Ms Grace LAM, Liaison Officer i/c (South) stood in for Ms Daphne CHAN, Senior Liaison Officer (Community Affairs), Wan Chai District Office of the Home Affairs Department, who could not attend the meeting either because of other engagements. 4. The Chairperson said that since she could not preside at the meeting due to sickness, the Vice-chairperson would take the chair. 5. The Vice-chairperson said that the Secretariat had been notified by Ms Yolanda NG’s ward office prior to the meeting that Ms Yolanda NG would like to propose an amendment to the draft minutes of the 8th meeting. He suggested reshuffling the priority of the agenda, such that the Secretariat could consolidate the above proposed amendment before the Committee voted to decide whether to pass the motion of confirmation of the minutes of the 8th meeting. 6. Mr Joey LEE hoped that the Secretary could provide supplementary information on the arrangement of agenda items. th 7. The Secretary said that according to the Standing Orders of the 5 WCDC, the Secretary shall prepare the agenda for approval by the Chairman. Subject to the consent of more than half of the members of the Council present at the meeting, the Chairman may at the commencement and in the course of the meeting approve the inclusion of an item in the agenda or adjustment of the order of business on the agenda. 8. Miss Amy WONG of the Home Affairs Department said that since the Secretariat had received the proposed amendment just before the meeting, it would take some time to consolidate the above proposal. The consolidated document would be submitted to the Committee for Members to consider whether to confirm the revised minutes of the 8th meeting. 9. After discussion, Members agreed to the Vice-chairperson’s suggestion. - 4 - Action Information Papers Item 2: Summary of Major Temporary Traffic Arrangements in Wan Chai District - Transport Department (DPTC Paper No. 23/2017) 10. Mr Steven CHAN of the Transport Department (TD) briefly introduced the paper. 11. The Committee noted the above paper. Item 3: Summary of Works in Wan Chai District – Civil Engineering and Development Department (DPTC Paper No. 24/2017) 12. The Chairperson welcomed the following representatives to the meeting: Water Supplies Department (WSD) Engineer/Construction Division Mr TO Chi-hung Engineer/Consultants Management Division Ms WONG Sin-yan AECOM Asia Company Ltd Resident Engineer Mr CHOW Man-chung 13. Mr Evan HO of the Civil Engineering and Development Department (CEDD) briefly introduced the paper. 14. Mr TO Chi-hung of WSD said that since co-ordination would be required between its Public Works Programme (PWP) No. 043WS: Fenwick Street Water Mains Work and the retrofitting of barrier-free facilities at the footbridge at Gloucester Road undertaken by the Highways Department (HyD), the expected completion date of the works at Fenwick Street would be deferred from the third quarter to the fourth quarter of 2017. 15. Members raised the following enquiries: i. The reason for the delay in the completion date of PWP No. 579TH: Central - Wan Chai Bypass and Island Eastern Corridor Link (CWB) construction project; and ii. They enquired whether the Slip Road 8 section of the tunnel beneath Victoria Park would be commissioned on schedule. 16. The Chairperson enquired about the expected completion date of the PWP No. 043WS: Fenwick Street Water Mains Work undertaken by WSD, and whether WSD had convened a meeting with HyD to deliberate about the solutions to the works delay at Fenwick Street. - 5 - Action 17. Mr TO Chi-hung of WSD said that WSD had already convened a meeting with HyD to work out solutions to the problems at the above site. Nevertheless, so far no consensus was reached between the two parties as to the retrofitting of barrier-free facilities and the mainlaying works. It was therefore anticipated that the works would be postponed for three to four months. 18. The Vice-chairperson thanked the representatives of WSD for attending the meeting.
