File Ref.: THB(T)CR 17/1016/99 LEGISLATIVE COUNCIL BRIEF MASS TRANSIT RAILWAY SOUTH ISLAND LINE INTRODUCTION At the meeting of the Executive Council on 18 December 2007, the Council ADVISED and the Chief Executive ORDERED that – (a) the MTRCL should be asked to proceed with the preliminary planning and design of SIL (East); (b) negotiations with the MTRCL on the detailed scope, cost and implementation programme for SIL (East) should commence; (c) the Wong Chuk Hang Estate site should be reserved for the SIL depot with above-depot private property development, and the site to the north of the Ocean Park Station should be reserved for private property development with associated park and ride facilities, both subject to rezoning approval; and (d) Route 4 and the MTRCL’s proposed SIL (West) should continue to be kept under review. 2. The background on the SIL (East), SIL (West) and Route 4 is set out at Annex. JUSTIFICATIONS Transport and Economic Justifications Traffic Congestion along Aberdeen Tunnel 3. The residential and commercial nodes in the Southern District mainly stretch along two clusters with one on the west, namely the Cyberport, Pok Fu Lam, Wah Fu Estate and Aberdeen, and another lying to the east, namely South Horizons, Lei Tung Estate, Wong Chuk Hang and the Ocean Park. In going to the city areas, the former cluster relies more on Pokfulam Road and Victoria Road, and the latter on the Aberdeen Tunnel. The Southern District is the only remaining district Page 1 in Hong Kong with no rail service. 4. At present, traffic piles back from the Cross Harbour Tunnel and Causeway Bay daily in the peak hours and in turn causes congestion in the Aberdeen Tunnel. -

TRANSPORT DEPARTMENT NOTICE Special Traffic and Transport Arrangements on Hong Kong Island for the Public Processions on 1 January 2020 (Wednesday) Notice is hereby given that the following special traffic and transport arrangements will be implemented to facilitate the public processions on Hong Kong Island on 1 January 2020 (Wednesday): I. Special Traffic Arrangements A. Road Closure (i) The following roads will be temporarily closed to all vehicular traffic from about 1.30 pm onwards until the crowd is dispersed and the road closure is lifted: (a) The U-turn slip road leading from Gloucester Road southbound to Gloucester Road northbound underneath Tai Hang Road flyover; (b) Sugar Street; (c) Great George Street (if necessary); (d) The section of Paterson Street between Gloucester Road and Great George Street (if necessary); (e) Kingston Street (if necessary); (f) The section of Gloucester Road southbound between Victoria Park Roadflyover and Causeway Road (if necessary); (g) Cleveland Street (if necessary); (h) Cannon Street (if necessary); (i) The section of Lockhart Road east of Percival Street (if necessary); and (j) The section of Jaffe Road east of Percival Street (if necessary). VIA Email Dear Sir: I am writing on behalf of the Association of the Bar of the City of New York (the “Association”) to express our grave concern regarding the treatment of pro-democracy protesters in Hong Kong. I also write to urge the government of the Hong Kong Special Administrative Region, People’s Republic of China (“Hong Kong”), to take all necessary measures to protect the right to freedom of expression and assembly, and to ensure that Chief Executive electoral reforms for 2017 provide for meaningful universal suffrage in a manner consistent with the Basic Law, the Joint Declaration, the aspirations of the Hong Kong people, and international legal principles. The Association is an independent non-governmental organization with more than 24,000 members in over 50 countries. Founded in 1870, the Association has a long history of dedication to human rights, notably through its Committee on International Human Rights, which investigates and reports on human rights conditions around the world, and the Committee of Asian Affairs, which focuses on legal and policy issues and developments relating to Asia. The Association has a lengthy history of concern with developments in Hong Kong. Road Closure Stage I (a) The following road sections may be closed to all vehicular traffic from 6.00 pm to 6.00 am of the following day daily from 27 to 28 October 2017 when necessary: (i) the section of D’Aguilar Street between Wyndham Street and Wellington Street; (ii) Lan Kwai Fong; (iii) Wing Wah Lane; (iv) Wo On Lane; (v) the section of Wellington Street between Wyndham Street and D’Aguilar Street; and (vi) On Lan Street. (b) Depending on crowd situation, the following road sections may be closed to all vehicular traffic from 7.00 pm to 6.00 am of the following day daily from 27 to 28 October 2017: (i) Stanley Street between D’Aguilar Street and Cochrane Street; (ii) Wyndham Street between Glenealy and Queen’s Road Central; (iii) D’Aguilar Street between Queen’s Road Central and Wellington Street; and (iv) Wellington Street between D’Aguilar Street and Cochrane Street. CB(1)1823/08-09(01) For discussion on 11 June 2009 Legislative Council Panel on Development Subcommittee on Harbourfront Planning Harbourfront Enhancement Initiatives and Related Issues Purpose This paper provides information on the following as requested by Members: (a) the Administration’s views on issues discussed by District Councils; (b) existing arrangements for planning and implementation of harbourfront enhancement works and management of harbourfront facilities; (c) connectivity of pedestrian access to harbourfront areas; and (d) public cargo working areas. Issues Discussed by District Councils 2. The Administration’s response on harbourfront planning issues discussed by the following District Councils (DCs) and updated information on those issues are at Annex A: (a) Central and Western DC; (b) Wan Chai DC (c) Eastern DC; (d) Kwun Tong DC; (e) Kowloon City DC; (f) Yau Tsim Mong DC; and - 2 - (g) Tsuen Wan DC. Existing Arrangements for Planning and Implementation of Harbourfront Enhancement Works and Management of Harbourfront Facilities 3. On 1 April 2009, we established a new, dedicated Harbour Unit in the Planning and Lands Branch of Development Bureau. The main functions of the new Harbour Unit are, among other things - (a) to coordinate inter-departmental efforts on harbourfront planning; (b) to identify and implement short, medium and long term enhancement projects; and (c) to strengthen engagement of Harbour-front Enhancement Committee (HEC), DCs, harbour concern groups and the public in identifying and implement harbourfront enhancement projects. 4. Since the setting up of this new dedicated unit, we have been able to conduct more liaison and consultation with relevant parties and stakeholders, and speed up discussions and internal consultation process within the Government. -
