TRANSPORT DEPARTMENT NOTICE Special Traffic and Transport TRANSPORT DEPARTMENT NOTICE Special Traffic and Transport Arrangements in Central District Notice is hereby given that, to facilitate the celebration of Halloween in Lan Kwai Fong, the following special traffic and transport arrangements will be implemented from 27 October 2017 to 1 November 2017 in Central District: (A) Traffic Arrangements I. Road Closure Stage I (a) The following road sections may be closed to all vehicular traffic from 6.00 pm to 6.00 am of the following day daily from 27 to 28 October 2017 when necessary: (i) the section of D’Aguilar Street between Wyndham Street and Wellington Street; (ii) Lan Kwai Fong; (iii) Wing Wah Lane; (iv) Wo On Lane; (v) the section of Wellington Street between Wyndham Street and D’Aguilar Street; and (vi) On Lan Street. (b) Depending on crowd situation, the following road sections may be closed to all vehicular traffic from 7.00 pm to 6.00 am of the following day daily from 27 to 28 October 2017: (i) Stanley Street between D’Aguilar Street and Cochrane Street; (ii) Wyndham Street between Glenealy and Queen’s Road Central; (iii) D’Aguilar Street between Queen’s Road Central and Wellington Street; and (iv) Wellington Street between D’Aguilar Street and Cochrane Street. Stage II (a) The following road sections will be closed to all vehicular traffic from 6.00 pm on 31 October 2017 to 6.00 am of the following day: (i) the section of D’Aguilar Street between Wyndham Street and Wellington Street; (ii) Lan Kwai Fong; (iii) Wing Wah Lane; (iv) Wo On Lane; (v) the section of Wellington Street between Wyndham Street and D’Aguilar Street; and (vi) On Lan Street. (b) Depending on crowd situation, the following road sections may be closed to all vehicular traffic from 7.00 pm on 31 October 2017 to 6.00 am of the following day: (i) Stanley Street between D’Aguilar Street and Cochrane Street; (ii) Wyndham Street between Glenealy and Queen’s Road Central; (iii) D’Aguilar Street between Queen’s Road Central and Wellington Street; (iv) Wellington Street between D’Aguilar Street and Cochrane Street; and (v) Queen’s Road Central between Pedder Street and Pottinger Street. II. Suspension of On-street Parking Spaces All parking spaces, motorcycle parking spaces and metered parking spaces at the following road sections will be suspended from 6.00 pm to 6.00 am of the following day daily from 27 October 2017, 28 October and 31 October 2017: (a) the section of Stanley Street near D’Aguilar Street; (b) On Lan Street; and (c) the section of Wyndham Street between Arbuthnot Road and D’Aguilar Street. III. Suspension of Taxi Stand The taxi stand at Wellington Street between Wyndham Street and D’Aguilar Street will be suspended from 6.30 pm to 6.00 am of the following day daily on 27 October 2017 and 31 October 2017; and from 6.00 pm to 6.00 am of the following day daily on 28 October 2017. IV. Suspension of Public Light Bus Stands The public light bus stands at Stanley Street between D’Aguilar Street and Cochrane Street will be suspended from 6.30 pm to 6.00 am of the following day daily on 27 October 2017 and 31 October 2017; and from 6.00 pm to 6.00 am of the following day daily on 28 October 2017. (B) Arrangements for Public Transport Services The following bus route diversions and bus stops arrangements will be implemented from 6.30 pm to 6.00 am of the following day daily on 27 October 2017 and 31 October 2017; and from 6.00 pm to 6.00 am of the following day daily on 28 October 2017. Garden Road (C) Removal of Illegally Parked Vehicles Any vehicles found illegally parked within the precinct of the special traffic arrangements specified above will be towed away without prior warning and/or may be subject to multiple ticketing. (D) Enforcement and Appeal (a) Appropriate traffic signs will be provided on-site to guide motorists. (b) Bus companies will display notices to advise passengers of the above public transport arrangements. (c) Actual implementation of the above road closures, traffic and bus diversions will be made by the Police at the time depending on conditions in the area. (d) Motorists should exercise tolerance and patience in case of traffic congestion, and take heed of instruction of the Police.     NWFB Route 26, 27, 15C & Citybus Route 12 Service Adjustment NWFB Route 23A Cancellation (8 July 2013, Hong Kong) With effect from 14 July (Sunday), service adjustment will be implemented on New World First Bus (“NWFB”) Route 26, 27, 15C and Citybus Route 12, while service of NWFB Route 23A will be cancelled. Details are so follows: NWFB Route 26 Service of NWFB Route 26 during morning and evening peak hours on Monday to Friday (except Public Holiday) will be strengthened to 8-10 minutes and 12 minutes headway respectively, while the frequency at remaining service period will be at 12-20 minutes headway. NWFB Route 27 Service hours of NWFB Route 27 from North Point Ferry Pier will be extended to 11:40pm daily. NWFB Route 15C There will be a new morning special service for NWFB Route 15C, traveling from Central (Star Ferry Piers) to Kennedy Road (Kennedy Heights) on Monday to Friday (except Public Holiday) 6:45am to 9:45am at 30 minutes headway. The route will travel via Man Kwong Street, Man Yiu Street, Connaught Place, Connaught Road Central, Cotton Tree Drive and Kennedy Road. Bus stops will be located at Central (Star Ferry Piers), Connaught Road Central City Hall as well as Kennedy Road Kennedy Heights. Current service between Central (Star Ferry Piers) and Garden Road (Peak Tram Station) will remain unchanged. NWFB Route 23A Service of NWFB Route 23A will be cancelled from the same day. Citybus Route 12 Routeing of Route 12 for Robinson bound will detour after Cotton Tree Drive flyover via slip road, Queensway, Queen’s Road Central, D’Aguilar Street, Wellington Street, Lyndhurst Terrace, Hollywood Road, Arbuthnot Road, Caine Road, then resume its original routeing towards Robinson Road.

Background 1.1 On 24.4.2019, the applicant, Partner Link Investments Limited represented by Kenneth To and Associates Ltd., sought planning permission under s.16 of the Town Planning Ordinance (the Ordinance) to redevelop the application site at 3-6 Glenealy, Central (the Site) for a 27-storey (150mPD at main roof) office development with shop/eating place and a public passage and public landscape area. At that time, the Site was zoned “Residential (Group A)” (“R(A)”) on the draft Sai Ying Pun & Sheung Wan Outline Zoning Plan (OZP) No. S/H3/32 and subject to a maximum building height (BH) of 150mPD. The zoning and development restrictions remain unchanged on the current OZP No. S/H3/33 (Plan R-1). According to the Notes of the OZP for “R(A)” zone, ‘Office’, ‘Shop and Services’ and ‘Eating Place’ uses not within the lowest three floors of a building require planning permission from the Town Planning Board (the Board). 1.2 On 17.1.2020, the Metro Planning Committee (MPC) of the Board decided to reject the application and the reasons were: (a) the planning intention of the “Residential (Group A)” (“R(A)”) zone is for high-density residential developments.

    G.N. 2709 Roads (Works, Use and Compensation) Ordinance (Chapter 370) (Notice under section 18) PROPOSED ROAD WORKS AT GAGE STREET, GUTZLAFF STREET, STAVELEY STREET, PEEL STREET, GRAHAM STREET AND COCHRANE STREET, CENTRAL TAKE NOTICE that under powers delegated by the Chief Executive, the Permanent Secretary for Transport and Housing (Transport) has ordered under section 17(1)(a) of the Roads (Works, Use and Compensation) Ordinance (Chapter 370) (‘the Ordinance’) to close temporarily sections of the existing carriageways and footpaths within the limit of works area as shown on Plan No. H18-RDWK-01 (‘the Plan’) and described in the scheme annexed thereto. The Plan and scheme were referred to in G.N. 6489 published on 14 November 2014 and 21 November 2014. The Permanent Secretary for Transport and Housing (Transport) has further declared under section 17(1)(c) of the Ordinance that from 6 June 2020 to 5 June 2021, all public or private rights in, upon, under or over the sections of the existing carriageways and footpaths to be temporarily closed, shall be extinguished, modified or restricted, as the case may be, during that period. The works to be carried out in association with this closure mainly involve the construction of a section of carriageway on Gage Street, a lay-by at the proposed Urban Renewal Authority (‘URA’) redevelopment project at a site at Peel Street/Gage Street (‘Site A’), a footbridge over Peel Street connecting Site A and the proposed URA redevelopment project at a site at Peel Street/ Graham Street/Gage Street (‘Site B’), a footbridge over Graham Street connecting the proposed URA redevelopment project at a site at Graham Street/Gage Street (‘Site C’) and Site B, as well as a footbridge along Cochrane Street connecting Site C and the Central to Mid–levels Escalator and Walkway System, and other ancillary works.
