WCDC DWFMC Paper No. 11/2020 Written reply on 14 May 2020 Written Reply to the Issues related to Parks and Open Space in Wan Chai District Regarding a Member’s question on the commissioning dates and existing facilities of the parks and sitting-out-areas in Wan Chai District under the purview of the Leisure and Cultural Services Department (LCSD), please see Annex I. Under normal circumstances, the renovation plans and timetables for venue facilities under the purview of LCSD will be drawn up upon discussion with the works department concerned having regard to the degree of wear and tear of the venue facilities and the budget. In 2020-21, LCSD has planned to carry out renovation works for Southorn Playground and Morrison Hill Road Playground to upgrade the facilities. The department is following up with the works department on the works project and funding arrangements. The seven locations in the Wan Chai District mentioned in the written question are Li Chit Garden, Dominion Centre, Starcrest, 7 Malloy Street, the Leighton Hill, the Morrison and the Avenue. All these locations are not the leisure venues under the purview of LCSD. The department has not received any complaints or views about the aforesaid facilities. The Wan Chai District Leisure Services Office of LCSD mainly manages the leisure venues in the Wan Chai District under its purview. It does not have the information on the leisure venues in the Wan Chai District not under the management of LCSD. The sitting-out-areas currently under construction at Wan Chai North Promenade include the waterfront section between the Central and Western District Promenade (Central Section) and the Hong Kong Convention and Exhibition Centre and another waterfront section near Wan Chai Ferry Pier. The construction of the two sitting-out-areas are coordinated by the Development Bureau and the facilities mainly include waterfront promenade, seats, rain shelters, greening landscape and pet gardens. The sitting-out-areas will be handed over to LCSD for management upon completion. The pedestrian linkage to the waterfront section between the Central and Western District Promenade (Central Section) and the Hong Kong Convention and Exhibition Centre was first completed and opened for public use on 21 October 2019. The pedestrian linkage to the waterfront promenade is currently managed by LCSD.
