Jayalalithaa is called the iron lady of Tamil Nadu. Right from July 2, the first day of the stir, there was a crackdown on leaders of the striking employees’ unions. In three days, the atten- dance in government offices went up from 10 per cent to 25 per cent. Thousands of employees were arrested from their houses at night under the Essential Services Maintenance Act and tens of thousands of them dis- missed. Meanwhile, the Government recruited 1,000 people on contract to fill the vacancies. On July 5, the striking unions appeared to have got a face-saver when Justice P.D. Dinakaran of the Madras High Court passed interim orders, saying the Government had to release the arrested employees who in turn had to report to work. However, the very next day the first bench of the high court comprising Chief Justice B. Subhashan Reddy and Justice N. Dinakar quashed the order. Whatever the outcome of the ongoing hearings in the court, the strike seems to have been quelled even before it really happened.
