The readers would surely be enriched in knowledge through the information that this book endeavours to provide about the leaders of Punjab who have represented their people in the past as well as in the present. Therefore, I must record my sincere gratitude and appreciation for the concerted efforts of the Punjab Vidhan Sabha Secretariat for this publication. It is hoped that this volume would be found useful and informative by the men of learning and lay readers alike who have interest in acknowledging the services rendered by the leaders to the people of Punjab. Rana K. P. Singh Speaker Punjab Legislative Assembly (xvi) (xii) kY. AmirMdr isMG mu`K mMqrI, pMjwb Capt. Amarinder Singh Chief Minister, Punjab Foreword I am pleased and delighted to learn that the Punjab Vidhan Sabha is coming out with the third edition of the Compendium of Who’s Who of its Members giving their brief profile and background. I am sure this compilation will be of immense interest to everyone, including the Members who will learn and know about their colleagues, more than that they may already be knowing about them. The volume will literally be historical. Having myself an immense interest in history, I will look forward to its publication as a well researched historical document not only for ourselves as Members, but also for the future generations to come as well. This book will definitely help in providing an insight into the life and work of those Members, chosen by the people from across the State representing different political parties. And there is no doubt a lot of interest about such leaders among the public. I hope the book will also provide extra details, about our Hon’ble Members, which are not already known to the people. This will require a lot of research, commitment and hardwork and it will be worth it as we will be bequeathing to our future generation a treasure of knowledge about the leaders representing their people. For me, it is not just a handbook of information, but an epilogue of acknowledgment of the service that the leaders of Punjab have rendered to their people. (Amarinder Singh) (xvii) (xiv) Preface There is a persistent need to examine the lives and works of our leaders in the context of changing socio-political scenario of contemporary world. With this end in mind, the Sabha Secretariat has the privilege to bring out the third edition of the Compendium of Who’s Who of Members of Punjab Legislative Assembly. Earlier in 2003 and 2016, we have had the opportunity to bring out the first and second editions respectively, which I hope, must have benefited the desirous readers. The information compiled herein right from 1937 to 2017 (updated till 25-10-2019) attempts to recapitulate and place on record the life-sketches of all the Hon’ble Members based on the details furnished by the Hon’ble Members themselves, and the data relating to the elections has been sourced from the office of Election Commission, Punjab. Prior to reaching this stage, I must mention the hard work previously done to source the profiles of all the Hon’ble Members prior to 1957, the record of which was not readily available in the Sabha Secretariat. The PEPSU State was merged in Punjab on 31st of October, 1956 and the number of the Hon’ble Members of the Punjab Legislative Assembly increased from 126 to 177. The Biographical Sketches (Who’s Who of MLA’s) from 1957 onwards (Except for the period 1967-68 when the Assembly was dissolved earlier) is available in the Punjab Vidhan Sabha Secretariat. The gigantic task was successfully accomplished by a very devoted team of Officers and Staff of Sabha Secretariat, by virtue of which the second edition of this publication was brought-forth, and I am glad it turned out to be one of the most treasured possessions of the Sabha Secretariat. The present edition is also a fruit of another concerted effort of the Officers and Officials of Sabha Secretariat who have contributed their best in analytical updation through this volume. This publication is an in-depth historical as well as contemporary account of representative Leadership of Punjab. I hope it will keep serving as an important source of information for all the keen readers. Shashi Lakhanpal Mishra Secretary (xix) (xx) CONTENTS 1. Governors of Punjab (iii) 2.
