Santana Mondal, a dalit woman supporter of the Communist Party of India (Marxist), was attacked by Trinamool Congress men for defying their diktat and exercising her franchise. This incident illustrates the nature of the large-scale violence which has marred the 2014 Lok Sabha elections in West Bengal. Serious allegations of booth capturing and voter intimidation have been levelled against the ruling TMC. Santana Mondal, a 35 year old woman, belongs to the Arambagh Lok Sabha parliamentary constituency in Hooghly district, West Bengal. She lives in Naskarpur with her two daughters and her sister Laxmima. The sisters work as agricultural labourers. Mondal and Laxmima are supporters of the Communist Party of India-Marxist [CPI(M)], whose candidate Sakti Mohan Malik is a sitting Member of Parliament (MP). Before voting took place in the Arambagh constituency on 30 April, political activists from the ruling Trinamool Congress (TMC) had reportedly threatened everyone in the area against voting for the Left Front, of which the CPI(M) is an integral part. Mondal ignored the threats. Her nephew Pradip also disregarded the intimidation and became a polling agent for the CPI(M) at one of the booths. After voting had taken place, three political activists of the TMC visited Mondal’s home. They wanted her nephew Pradip but could not find him there. On 6 May, two days later, the men returned.

To motivate States to devolve powers and responsibilities to Panchayats and put in place an accountability frame- work, the Ministry of Panchayati Raj, Government of India, ranks States and provides incentives under the Panchayat Empowerment and Accountability Scheme (PEAIS) in accordance with their performance as measured on a Devo- lution Index computed by an independent institution. The Indian Institute of Public Administration (IIPA) has been conducting the study and constructing the index while continuously refining the same for the last four years. In addition to indices on the cumulative performance of States with respect to the devolution of powers and resources to Panchayats, an index on their incremental performance,i.e. initiatives taken during the year, was introduced in the year 2010-11.     Indian military procurements: a scandalous affair Dr Zia Ul Haque Shamsi India, the world’s largest democracy and a non-NPT nuclear weapons’ state, is plagued with scandals for military procurements. Despite stringent and painstaking bureaucratic processes for the approvals of defence procurements, India has perhaps the most numbers of scandals of corruptions when it comes to buying arms and equipment. The most famous corruption scandal in Indian military procurements remains that of Swedish Bofors guns during the 1980s. As the narrative goes, Indian military acquired some 410 field howitzer guns of 155 mm calibre from a Swedish firm Bofors AB for USD 1.4 billion. While the selection of the equipment was not questioned, nor the contract package, but it was revealed much later that millions of dollars were paid by the Swedish company to Indian politicians to secure the contract. This bombshell news was actually broken by the Swedish radio on April 16, 1987. The news was immediately reported in Indian media and had an extremely adverse impact on Prime Minister Rajiv Gandhi, who in fact lost the general elections held in November 1989. Interestingly, Janta Dal leader VP Singh who was Gandhi’s Defence Minister when the Bofors scandal broke the ground and had resigned, became India’s Prime Minister in the aftermath of disastrous results for Indian National Congress (INC). Another Indian military acquisition deal which came to light due to allegations of bribery by the international vendor relates to Thales’ Scorpene-class submarines. The alleged amount was USD 175 million in a total contract deal of USD 3.0 billion, which was made through a middleman.

There may be one reason or the other that causes fallacies. Whenever one attempts to clear the illusion to get the logical end and is unable to, one may slip into the domain of paradoxes. A paradox seemingly may appear absurd or self contradictory that may have in fact a high sense of thought. Here a wide meaning of it including its shades is taken. There is a group of similar sensing words each of which challenges the wit of an onlooker. A paradox sometimes surfaces as and when one is in deep immersion of thought. Unprinted or oral thoughts including paradoxes can rarely survive. Some paradoxes always stay folded to gaily mock on.     INDIA-PAKISTAN DIALOGUE: BRINGING THE SOCIETY IN The Regional Centre for Strategic Studies (RCSS) is an independent, non-profit and non-governmental organization for collaborative research, networking and interaction on strategic and international issues pertaining to South Asia. Set up in 1992, the RCSS is based in Colombo, Sri Lanka. The RCSS is a South Asian forum for studies, training and multi-track dialogue and deliberation on issues of regional interest. All activities of RCSS are designed with a South Asia focus and are usually participated by experts from all South Asian countries. The Centre is envisaged as a forum for advancing the cause of cooperation, security, conflict resolution, confidence building, peace and development in the countries of the South Asian region. The RCSS serves its South Asian and international constituency by: (a) networking programmes that promote interaction, communication and exchange between institutions and individuals within and outside the region engaged in South Asian strategic studies; (b) organizing regional workshops and seminars and sponsoring and coordinating collaborative research; and (c) disseminating output of the research through publications which include books, monographs and a quarterly newsletter.
