In addition to these direct interactions between children and AI, children’s lives and well-being are also indirectly im- pacted by automated decision-making systems that determine issues as var- ied as welfare subsidies, quality of health care and education access, and their families’ housing applications. This impact has implications for all children, in- cluding those from developing countries who may be equally impacted by lost opportunities as a result of not being able to enjoy the benefits of AI systems. As the world’s leading organization for children, UNICEF recognizes the po- tential that AI systems have for supporting every child’s development. We are leveraging AI systems to improve our programming, including mapping the digital connectivity of schools, predicting the spread of diseases and improv- ing poverty estimation. While AI is a force for innovation and can support the achievement of the Sustainable Development Goals (SDGs), it also poses risks for children, such as to their privacy, safety and security. Since AI systems can work unnoticed and at great scale, the risk of widespread exclusion and dis- crimination is real. As more and more decisions are delegated to intelligent sys- tems, we are also forced, in the words of a UN High Level Panel, to “rethink our understandings of human dignity and agency, as algorithms are increasingly sophisticated at manipulating our choices.”¹ For children’s agency, this rethink- ing is critical. Due to the extensive social, economic and ethical implications of AI technologies, governments and many organizations are setting guidelines for its development and implementation. However, even though the rights of children need acute attention in the digital age,² this is not being reflected in the global policy and implementation efforts to make AI systems serve society better. Simply put: children interact with or are impacted by AI systems that are not designed for them, and current policies do not address this. Furthermore, whatever is known about how children interact with and are impacted by AI is just the start. The disruptive effects of AI will transform children’s lives in ways we cannot yet understand, for better or for worse. This set the bar very high for Lynne’s successor. Roly Keating took up the post in September 2012. Born in 1961, he graduated from Balliol College, Oxford, in 1983 with a first class degree in Classics, before joining the BBC as a general trainee the same year. He later became Controller of BBC Two (during which time he oversaw the launch of a number of popular series, including Dragons’ Den, Coast, Springwatch and The Apprentice), eventually becoming Director of Archive Content, a role which made him overall editorial leader for the BBC’s online services, including BBC iPlayer. To mark his first year in post at the British Library, Insights took the opportunity to catch up with Roly and see how things are progressing. Your Editor began by asking a little about his career before arriving at the British Library, having come from a broadcasting background. “I began my career as a programme maker at the BBC, specializing in arts documentaries for strands such as Arena and Omnibus… “, he said.

This is a contribution to the debate over Charter renewal, not the last word. I look to a vigorous and informed public debate to produce the consensus about the future size, shape and mission of the BBC. This document is itself a consensus, arrived at after a vigorous debate inside the BBC, and represents the considered views of Governors and management. Part II – our proposals on governance – is, of course, entirely the responsibility of the Governors. At the heart of Building public value is a vision of a BBC that maintains the ideals of its founders, but a BBC renewed to deliver those ideals in a digital world. That world contains the potential for limitless individual consumer choice. But it also contains the possibility of broadcasting reduced to just another commodity, with profitability the sole measure of worth. A renewed BBC, placing the public interest before all else, will counterbalance that market-driven drift towards programme-making as a commodity.
