    Federal Government of Germany Guidelines on Preventing Crises, Resolving Conflicts, Building Peace Federal Government of Germany Guidelines on Preventing Crises, Resolving Conflicts, Building Peace 2 Foreword Peace always has been and will always remain the key pre­ requisite for living a life in dignity. Peace is accordingly one of the central pillars of the 2030 Agenda, the centrepiece of the international community’s efforts under UN auspices to foster worldwide sustainable development. The various crises around the world give us cause for concern, but they should above all spur us to action. Approximately 1.5 billion people live in unstable political environments in countries torn by violence. It is a matter of common sense and of common humanity that we should not accept this as a normal state of affairs. Armed conflicts cause immeasurable suffering, set countries and entire regions back years economically and impede development. Our lives have become so interwoven that the effects of state fragility, of crises and bloodshed, can be felt even in Germany. It is thus in our own best interest to have a suitable tool kit at our disposal, so that we can work with interna­ tional partners to establish paths toward peace on the basis of shared values. The policy guidelines on preventing crises, resolving conflicts and building peace provide a strategic compass for the Federal Government’s engagement towards promoting peace. We are thereby pursuing the aim of achieving sus­ tainable peace, as enshrined in the 2030 Agenda. This means, on the one hand, helping to prevent crises from occurring, and helping to settle conflicts peacefully.

Juli 2020 meldete die Immobilieninvestmentgesellschaft German Pro- perty Group GmbH (GPG) Insolvenz an. Die Staatsanwaltschaft Hannover hat Ermittlungen im Umfeld des Immobilienunternehmens eingeleitet. Es geht um den Verdacht des Anlagebetrugs und der Untreue (vgl. https://www.manager-m agazin.de/finanzen/immobilien/immobilien-moeglicher-betrug-in-milliardenho ehe-bei-german-property-group-a-60b473bf-433c-4249-a6e6-92fae77a6f3e). Bei der GPG handelt es sich um eine auf historische Gebäude spezialisierte Unternehmensgruppe mit Sitz in Hannover. Mithilfe eines Netzes aus rund 200 deutschen und ausländischen Unternehmen erwarb die GPG nach eigenen Angaben vor allem denkmalgeschützte Gebäude in Deutschland, um sie zu sa- nieren und weiterzuverkaufen. Für den Ankauf sammelte die GPG – bzw. ihre Vorgängergesellschaften Dol- phin Capital GmbH (2008 bis 2014) und Dolphin Trust GmbH (2014 bis 2019) – mit Renditeversprechen von bis zu 15 Prozent bei ausländischen Anle- gerinnen und Anlegern Gelder in Milliardenhöhe ein. Sie stammen vorwiegend aus dem angelsächsischen und asiatischen Raum. Dabei wurden scheinbar auch aktiv Kleinanlegerinnen und Kleinanleger angesprochen, gegenüber denen of- fensiv mit der Stärke des deutschen Wirtschafts- und der Sicherheit des deut- schen Finanzstandortes geworben wurde (vgl. The German Bundestag remembers the atrocities perpetrated by the colonial troops of the German Empire in the former colony of German South-West Africa, and commemorates the victims of massacres, expulsions, expropriation, forced labour, rape, medical experiments, deportations and inhuman confinement in concentration camps. The war of extermination waged by German colonial troops in the years 1904 to 1908 resulted in the death of up to 80 percent of the Herero people, more than half of the Nama people, and a large part of the Damara and San ethnic groups. 2. The German Bundestag acknowledges the heavy burden of guilt that the German colonial troops incurred by carrying out these crimes against the Herero, Nama, Damara and San peoples. These war crimes, expulsions and massacres committed by the German Empire were genocide. The orders issued by Lieutenant General Lothar von Trotha on 2 October 1904 against the Herero and on 22 April 1905 against the Nama, along with the actual warfare that ensued, are clear evidence of the exterminatory intent towards these ethnic groups, which later also claimed the lives of Damara and San people.
