Rosenberg Office of Technology pplication 1 I PREFACE '/ During the FIRST CONFERENCE ON REMOTELY MANNED SYSTEMS (RMS). - Explora­ tim' .J,nd Operation in Space, many valid questions arose concerning technology availability ahd broad potential applications in areas other than space. For example: What kinds of RMS should be developed, and what are their optimum character­ istics to satisfy the requirements? What is the trend of manipulator sys­ tems technology? What.is the sensor and display technology? What are the =an-machine interface implications and requirements? How can modern control developments be utilized in Remotely Manned Systems? What are the commonalities of RMS for space systems and for earth-based systems? What areas other than space are in need of RMS applications and what are the benefits? ..... .t' .. These questions are as valid today as they have been in 1972. The SECOND CONFERENCE ON REMOTEL Y MANNED SYSTEMS has therefore the subtitle "Technology and Applicationsll with the intent to cover as much as possible recent tech­ nological developments and associated applica­ tions in major areas of need. The first two Ses­ sions are devoted to generally applicable tech­ niques and developments, while the following four sessions treat applications and associated develop­ rn.ents (fr-equently also generally applicable) related to space, undersea, industry and produc­ tivity, and rehabilitation. Information products and services have become a major and still rapidly growing component of our economy. A strong U.S. research and development effort has, in the past, been the source of much of this new technology. However, recent events, such as the restructur- ing of the U.S. telecommunications industry and the emergence of strong foreign competition for some technologies, have changed the environment for R&D. The purpose of the conference was to explore related topics in artificial intelligence, operations research, and control theory and, in particular, to assess existing techniques, determine trends of development, and identify potential for appl_cation in automation technology programs at NASA. The first two days consisted of formal presentations by experts in the three disciplines. The third day was a workshop in which the invited speakers and NASA personnel discussed current technology in automation and how NASA can and should interface with the academic community to advance this technology. The conference proceedings are published in two volumes. Volume I gives a readable and coherent overview of the subject area of automated decision making and problem solving. This required interpretation, synthesizing, and summarizing, and in some cases expansion of the material presented at the conference. Volume II contains the vugraphs with various annotations extracted from videotape records and also written papers submitted by several authors. In addition, a summary of the issues discussed on the third day has been published separately in NASA Technical Memorandum 81846.

A number of short term transitional issues, including problems of potential displacement, are discussed. The ways in which robots may impact the economics of batch production are described. A framework for analyzing the impacts of robotics on ecnomywide economic growth and employment is presented. Human resource policy issues are discussed. A chronology of robotics technology is also given.
