INTRODUCTION 1.1 John Finnie MSP commissioned Deltix Transport Consulting to produce a report which sets out an inspiring, credible and costed vision for the expansion and upgrade of the railway network in Scotland during the 2020-30 period, in response to the Climate Emergency – informing the discussion on the ongoing Strategic Transport Projects Review 2, and catalysing a modal shift from road to rail. 1.2 This is not an exhaustive study, and in the case of, for example, recommended station and route re-openings, detailed analysis will be needed on a case-by-case basis to establish feasibility and definitive costs. However the study argues strongly (see Section 3.4) that the Climate Emergency demands a significant move away from road-based transport to rail-based, to reduce both emissions and energy needs – so a streamlining of the currently complex and time-consuming appraisal process for rail projects is required.
