Per the reference, the Naval Academy Preparatory School (NAPS) requests permission to participate in the Master Training Specialist (MTS) program. NAPS is currently billeted with eight Instructors (9502) and three Recruit/Assistant Recruit Company Commander/Recruit Instructors (9508). Our mission is to provide formal training and administration to develop Midshipman Candidates morally, mentally and physically, instilling them with the highest ideals of duty, honor and loyalty in order to graduate and prepare them for the United States Naval Academy (USNA) and a future career of Navy or Marine Corps service. 2. NAPS currently has 46 instructors assigned, two MTS qualified instructors on board, and 44 instructors assigned to NAPS who are eligible for participation in this program, have met the requirement outlined in reference (a) or hold NEC 9502 or NEC 9508. 3. NAPS expects to qualify five MTS graduates annually. 4. Enclosure (1) is our current MTS program directive. 5. All aspects of implementing an onsite MTS program were discussed and endorsed by Mr. Frank Topf via email conversation on 11SEP15. 6. Purpo e. To issue requirements for certification as Master Training Specialist (MTS) and establish Naval Academy Preparatory School MTS nomination board procedures, per the references. 2. Discussion. The MTS program was established to recognize Naval Education and Training Command (NETC) personnel who excel in demanding education and training environment assignments. NETC has endorsed this recognition program for its instructors and personnel assigned to duties in curriculum management. The primary objective of this recognition is to maintain a team of experts capable of supporting the command's instructional mission with the highest quality standards. This expertise will enable the delivery of quality training and evaluation of new instructors. 3. E ligibility. The MTS program is an 18 month program and is open to all military and civilian personnel meeting the eligibility requirements outlined in reference (a). MTS candidates shall complete all requirements within 18 months and be designated no later than six months prior to the members Projected Rotation Date (PRD). a. Complete formal instructor training through one of the Navy's formal training path instructor schools. The Command can waive this for civilian instructors if deemed that the candidates possess a sufficient or equivalent educational background. b. Complete Non Resident Training Course (NRTC) 14300A Navy Instructional Theory. c. Military personnel must receive performance evaluations/fitness reports/appraisals with no grade below a 3 .0 or equivalent during the previous 12 month period prior to enrollment. d. Civilian personnel must receive, at a minimum, an acceptable in all score categories within their annual assessment. e. Military personnel shall pass the Physical Fitness Assessment (PF A). Personnel with medical waivers must have passed their most recent PF A prior to waiver. f. Successfully pass the computer based test with a score of 80 percent or higher. NAPSINST 1500.2 14 Oct 15 h. Must successfully pass the oral board within 3 months after completion of computer based test. g. Must obtain two instructor evaluations with MTS recommendation annotated within 60 days of oral board. 4. Tasks. The following procedures and responsibilities are established. a. Commanding Officer (CO): Serves as the MTS certifying authority for the command. Reviews and upon concurrence, certifies MTS nominations forwarded by the MTS Program Coordinator. (I) Designate in writing a command MTS Program Coordinator. (2) Chair MTS Qualifications Boards, or designate an MTS qualified member (E-7 or above) to do so. (3) May remove MTS certification for failure to maintain the qualifications as prescribed by reference (a). (4) For military MTS certified personnel, ensure relevant comments are incorporated in the individual's performance evaluation or fitness report. b. MTS Program Coordinator: ( 1) Interview all newly reporting personnel to provide indoctrination and enrollment to qualified, interested personnel. In the event newly reporting personnel have MTS certification from previous instructor duty, obtain certification information. (2) Issue MTS Core Curriculum Qualification Requirements (CCQR) as per reference (b) and (c). (3) Schedule MTS training classes for enrolled members. (4) Strictly monitor adherence to the MTS criteria and requirements stated in references (a) through (c). (5) Review nominations to ensure eligibility requirements have been met. (6) Schedule and convene MTS Boards a needed. (7) Submit MTS recommendations packages to the CO for certification upon approval of the MTS Board. (8) Review this instruction in its entirety on an annual basis and forward all updates/changes to the Commanding Officer for review and approval. (9) Ensure that a Page D entry is created to reflect the date of certification and forwarded with a copy of the MTS Certificate to Navy Personnel Command (PERS-313) for entry into the Member's record. 2 NAPSINST 1500.2 14 Oct 15 c. MTS Board: (1) Will convene when scheduled and will be composed of the following personnel: (a) MTS coordinator - Chair. (b) Two MTS qualified members. (c) Additional MTS members as determined by the MTS Coordinator. (2) Interview nominees on any portion of the MTS JQR which the board deems appropriate. Forward favorable recommendations to MTS Program Coordinator. d. If a member fails the written test or board, they shall successfully complete that area within three months.
