As we go to press, Masters, Mates & Pilots is using the funds we have available for that purpose to assist members who are in distress because of Hurricane Harvey. Many members have been displaced from their homes, our hiring hall is not accessible due to flooding and our long-time dispatcher had to be evacuated from her home by boat. We are reaching out to those affected by the storm and pledge to do everything we can to assist in the rebuilding. More information on what you can do to help is on page 2. Taking a step back from the situation on the Gulf Coast, a North Korean missile flying over the Japanese Island of Hokkaido brings home the sobering reality of the wartime role of the U.S Merchant Marine, while events closer to home provide distressing insight into how far we have to go as a nation. MM&P- and IBU-Crewed Tug Gretchen Dunlap Helps Save Maersk Containership in Alaska

The Gretchen Dunlap, operated by Dunlap Towing, helped tow a disabled Maersk containership to safety on July 15 after it lost power and risked running aground in Alaska. The mariners aboard theGretchen Dunlap are members of the MM&P United Inland Group-Pacific Maritime Region and the Inland Boatmen’s Union of the Pacific (IBU). The 872-foot Danish-flag Laura Maersk lost power on July 14 at around 1700 local time while underway north of Akutan Island in Alaska’s Aleutian island chain. The vessel was carrying an unconfirmed number of containers and an estimated 51,500 gallons of fURL oil. Victory for MM&P in Long-Running Battle To Defend Mates’ Right to Join Union

Mates who work aboard Brusco Tug & Barge vessels in Washington State will finally be able to join the MM&P Pacific Maritime Region—almost 20 years after they voted in favor of becoming part of Masters, Mates & Pilots. Mates, engineers and deckhands working for Brusco in the ports of Cathlamet and Longview, Wash., voted to join the union in 1999. But the company refused to bargain, arguing that the mates were actually supervisors and thus not eligible for union representation. In August, the U.S. Court of Appeals for the District of Columbia Circuit issued the definitive ruling in the case, reaffirming the finding of the National Labor Relations Board (NLRB) that Brusco violated the law by refusing to bargain with MM&P over the unit, including mates. Representatives of the MM&P Pacific Maritime Region (PMR) met with Washington State Governor Jay Inslee this summer to sign the three contracts that cover MM&P members who sail for Washington State Ferries (WSF). The contracts cover WSF masters, WSF mates and WSF Watch Center Supervisors, a bargaining unit that now includes WSF Fleet/ Facility Security Officers. IMO’s Highest Award for Bravery at Sea Goes to Houston Pilots McGee and Phillips

Trump Administration Drops Plan to Increase Cargo Preference Requirement for Food Aid

The Trump administration has decided not to issue an executive order requiring that a much higher percentage of all U.S. food aid shipments be transported on American ships. According to a Reuters news report, the President was considering issuing an executive order that would have increased— to a level as high as 100 percent–the current requirement that 50 percent of such aid be transported on U.S.-flagged vessels. The administration is said to have viewed the plan as a component of Trump’s promised “America First” campaign. He reportedly dropped the idea after Sen. Bob Corker (R-Tenn.) and a number of other members of Congress voiced their opposition. The White House has not issued official statements either on the proposed executive order or on the decision to withdraw it. USNS Lewis B. Puller Converted to USS

Maersk Seletar Flag-In

Aboard the newly flagged-in Maersk Seletar in the port of Newark: Chief Mate Dan Robinson and Captain Greg Oelkers boarded Maersk Master Greg Oelkers, Second Mate Scott Ford, Chief Mate Dan Seletar from the sea 15 miles off San Juan, Puerto Rico. The vessel then sailed Robinson and Third Mate Paul Camirand. to the Bahamas, where the rest of the U.S. crew joined and the ship was flagged in to the American fleet.

The MM&P-crewed Maersk Denver was positively glowing after a month-long stay in the shipyard in Bahrain that included a new coat of paint. Members of the Maritime Labor Alliance (MLA) met in June at the Washington, D.C., headquarters of the Marine Engineers’ Beneficial Association (MEBA). Leaders of the six unions that make up the MLA met for the second time this year to discuss a variety of topics including contract issues and negotiations, jurisdictional issues, organizing, the Panama Canal and pending legislation. The MLA member unions are the American Radio Association, the Inland Boatmen’s Union, the International Longshoremen’s Association, the International Longshore and Warehouse Union, MEBA and MM&P. The MLA was formed to protect MLA member jurisdictions, working conditions and labor rights.

Pilots and Navy Senior Leaders Meet at MM&P

MM&P and CNO reps engaged in productive discussions to finally address the significant pay disparity between commercial and Navy Pilots/Chief Pilots. The pay disparity caused recruitment and retention challenges that if left unaddressed could adversely impact Navy’s safe mission accomplishment. The parties await Navy and DOD approval of a lawful policy to resolve these serious, ongoing concerns. Great Lakes Towing Welcomes New Tug Cleveland

Cleveland-based Great Lakes Towing has added a new harbor tug to its fleet: Cleveland was built in the company’s own shipyard. It performed its first harbor assist on July 17, along with a fleet mate, Tug Illinois. Cleveland’s crew included Captain Brad Sheppard; Captain Scott Baker was in the wheelhouse of Tug Illinois. The Towing Company’s network of tugs are stationed in 11 ports, and serve more than 40 ports and harbors across all eight Great Lakes states. Members of the MM&P Great Lakes & Gulf Region operate the tugs in the Great Lakes Towing fleet.

Military Sealift Command Pursers Vote to Join MM&P
