This booklet gives information on our secondary schools in Norfolk. Schools are listed in alphabetical order. For each school you will find the address, contact details and the name of the headteacher.

Please refer to “Parent guide to admission to schools in Norfolk 2020 “booklet for full information about the admissions process. The booklet can be found on the website at www/norfolk.gov.uk/admissions.

Education Health and Care Plans (EHCP)/Statements of Special Educational Needs

Where a child's EHCP/Statement of Special Educational Needs names a specific school the school must admit the child regardless of whether the school has a place available. The over subscription rules for most schools include children with EHCPs/statements as the first priority to help parents understand that children with Plans have the highest priority legally. For these schools the remaining list of rules are used to prioritise applications if the school is over subscribed.

Children in Public Care and Looked After Children

In oversubscription rules "children in public care" and "looked after children" are defined as looked after children and previously looked after children. Previously looked after children are children who were looked after and ceased to be so because they were adopted or became subject to a Residence Order or Special Guardianship Order. Some schools may give priority to children adopted from abroad but please check the individual rules for the school(s) you are applying for.

Distance

Distance will be measured on a straight line 'crow flies' basis using Ordnance Survey data. The measurement will be taken from the Post Office postcode address point on the child's home to the Post Office postcode address point on the school.

Siblings

In the oversubscription rules ‘brother’ or ‘sister’ means: brothers or sisters living at the same address including adopted children, step-brothers, step-sisters and children in foster care within a family unit. Some admission authority schools may have a different definition. See the individual school admission policy for details.

Only siblings attending school at the time of your child's proposed admission will be given a higher priority in the oversubscription rules.

Children of Staff at the School

Admission authorities may give priority in their oversubscription criteria to children of staff at the school in either or both of the following circumstances:

a) where the member of staff has been employed at the school for two or more years at the time at which the application for admission to the school is made, and/or

b) the member of staff is recruited to fill a vacant post for which there is a demonstrable skill shortage

Feeder school.

Feeder school priority will only apply in the first year of entry to the school and does not apply to in year admissions.

Random Allocation

Where random allocation is used to determine the allocation of school, applicants will have their names drawn by lots to see who should be offered the place(s). There will be an independent scrutiny of the random allocation process.

Children due to transfer

Pupils transfer to secondary education from primary schools or junior schools at 11+. Secondary schools are for 11 to 16 year olds or 11-18 year olds if the school has a .

Any parent seeking a place for their child out of their chronological age group will need to apply in writing to the Local Authority. The admission authority for the school must consider the circumstances of each case. Where the application is accepted the child will be considered alongside all other applicants. Where the application is refused the parent will be offered the right of appeal unless a place can be offered in another year group.

1. Looked after children, or a child who was previously looked after but immediately after being looked after became subject to an adoption order, residence, or special guardianship order. A looked after child is a child who is (a) in the care of a local authority, or (b) being provided with accommodation by a local authority in the exercise of their social services functions.

2 A fair banding system will be adopted for the remaining places. Each applicant will be required to take an online non-verbal reasoning test which would place them in a rank order. The applicants will then be placed in one of 5 ability bands based on their performance in the test. As far as are possible, each band will contain the same number of applicants so that each represents 20% of the applicants. The remaining places will be allocated so that an equivalent number of applicants are admitted from each band. Applicants will then be admitted according to the criteria listed below.

3 Siblings of pupils in attendance at the Academy in Year 7 to Year 11. These include brothers and sisters, half brothers and sisters and step brothers and sisters who share the same home. These also include adopted and foster brothers and sisters who share the same home.

4 Children for whom Caister Academy is the only school that is appropriate for the child to attend because of the child’s medical needs, or because of a serious and ongoing medical condition of one or both of their parents which would prevent the parents being able to make arrangements to take their child to and from any other school, will be allocated places under this priority. Applications under this priority must be accompanied by a supplementary information form (i.e. Priority 2 Form), Part A of which must be completed by the parents before being provided to the child or parent’s G.P. or hospital consultant who must then complete Part B, sign, stamp and date the form.

The GP or hospital consultant must expressly confirm not only the nature of the medical condition of the child or parent, but also the reason why it is appropriate for the child to attend the academy, why no other school is suitable, and the medical reasons why this is the case.

The completed, signed and stamped Priority 2 Form must be provided with the common application form. An application under this priority will not be considered in cases where the completed, signed and stamped Priority 2 Form is received after the common application form has been submitted.

A decision on whether to admit a child under this priority will be made by the Admissions Panel of Caister Academy, who will take care to apply a consistent approach to all such applications received.

Where the application is successful under this priority, places under this priority will be allocated according to proximity of the child’s main home address to the academy, with those living closest to the academy receiving higher priority.

Where an application is not successful under this priority, the application will be placed into the next highest priority into which it falls below and will be considered along with all of the other applications falling within that priority.

If priorities have to be decided within any of these categories, children will be placed in order of priority using distance from their home to the main entrance of the academy as measured by straight line. Any reasons put forward by parents in support of their preference will also be considered. These reasons should be supported with evidence wherever possible. If the reasons concern the child’s health or social wellbeing, the evidence should be provided by a medical practitioner or other social care professional. If it is considered that the reasons are sufficiently strong, the child will be placed on the school list above those whose position is based upon the distance criterion. Whenever two applicants have the same priority, then the child who lives closest to the academy, as defined in 2.1 above, will be given the higher priority.

Should the academy still be unable to distinguish between applicants using the published criteria, places will be offered via a random draw which will be supervised by an individual independent of the organisation. Introduction 1.1 This document sets out the admission arrangements for (the academy) for the academic year 2018/19 and beyond. 1.2 is the admissions authority for the academy.

2. Admission numbers 2.1 The academy has an agreed published admission number (PAN) of 144 pupils in year 7.

3. Consideration of applications 3.1 Arrangements for application for places at the academy will be made in accordance with the Local Authority’s (LA) co-ordinated admission arrangements and will be made on the common application form provided and administered by the LA. The timetable for applications is in line with that of the LA. 3.2 The academy will consider all applications for places that meet the criteria set by the LA’s co- ordinated admission arrangements. Where fewer applications for places than the PAN for the relevant age group are received, the academy will offer places to all those who have applied. 3.3 Late applications received after the closing date will be included only if the reason for the delay is considered exceptional and appropriate evidence has been provided. Other late applications will not be considered until after applications received by the closing date have been dealt with. 4. Parents will submit any evidence in support of their case with the application, for instance from a medical practitioner, headteacher etc. Some of the evidence a parent might submit could include: information about the child’s academic, social and emotional development where relevant, their medical history and the views of a medical professional whether they have previously been educated out of their normal age group and whether they may naturally have fallen into a lower age group if it were not for being born prematurely 5.3 The school will consider each case on its merits, taking into account the individual circumstances of the request and the child’s best interests. We will also ensure the parent is aware of whether the request for admission out of age group has been agreed before final offers are made, and the reason for any refusal. 5.4 Requests for admission out of the normal year group will be considered alongside other applications made at the same time. Introduction 1.1 This document sets out the admission arrangements for The Hewett Academy (the academy) for the academic year 2018/19 and beyond. 1.2 Inspiration Trust is the admissions authority for the academy.

2. Admission numbers 2.1 The academy has an agreed published admission number (PAN) of 150 pupils in year 7 and 100 in year 12.

3. Consideration of applications 3.1 Arrangements for application for places at the academy will be made in accordance with the Local Authoritys (LA) co-ordinated admission arrangements and will be made on the common application form provided and administered by the LA. The timetable for applications is in line with that of the LA. 3.2 The academy will consider all applications for places that meet the criteria set by the LAs co-ordinated admission arrangements. Where fewer applications for places than the PAN for the relevant age group are received, the academy will offer places to all those who have applied. 3.3 Late applications received after the closing date will be included only if the reason for the delay is considered exceptional and appropriate evidence has been provided. Other late applications will not be considered until after applications received by the closing date have been dealt with.

4. Procedures where the academy is oversubscribed 4.1 After the admission of pupils with an education, health and care plan naming the school, if there are more applications for places than there are places available, we will give preference to children living nearest to the school, according to the following rules in this order of priority: Children in the care of a Local Authority (looked after children) or previously looked after children Children who have a sibling2 on roll at the academy at the time of the proposed admission Children of staff working for the school Children living nearest the academy, by straight line distance from the main entrance to the academy to the main entrance of the child’s home 4.2 Where the admission of children from multiple births would lead to exceeding the PAN, those siblings will be admitted over PAN as permitted by infant class size rules. 4.3 Where a child lives with parents with shared responsibility, each for part of a week, the address where the child lives is determined using a joint declaration from the parents stating the pattern of residence. If a child’s residence is split equally between both parents, then parents will be asked to determine which is the residential address for the purpose of admission to the academy. If the residence is not split equally between both parents then the address used will be the address where the child spends the majority of the academy week. 4.4 If the academy is unable to distinguish between applicants using the published criteria, places will be offered via a random draw which will be supervised by an individual who is independent of the academy.

5. Admission of children outside their normal age group 5.1 Parents may request that their child is admitted to a year group outside their normal age range, for instance where the child is gifted or talented or where a child has suffered from particular social or medical issues impacting his or her schooling. All such requests will be considered on their merits and either agreed or refused, on that basis. If a request is refused, the child will still be considered for admission to their normal age group. 5.2 The process for requesting such an admission is as follows: With the application, parents should request that the child is admitted to another year group (state which one), and the reasons for that request. Parents will submit any evidence in support of their case with the application, for instance from a medical practitioner, headteacher etc. Some of the evidence a parent might submit could include: information about the child’s academic, social and emotional development where relevant, their medical history and the views of a medical professional whether they have previously been educated out of their normal age group whether they may naturally have fallen into a lower age group if it were not for being born prematurely 5.3 The school will consider each case on its merits, taking into account the individual circumstances of the request and the child’s best interests. We will also ensure the parent is aware of whether the request for admission out of age group has been agreed before final offers are made, and the reason for any refusal. 5.4 Requests for admission out of the normal year group will be considered alongside other applications made at the same time. An application from a child who would normally be a year 1 child for a reception place will be considered alongside applications for reception.

6. Waiting lists 6.1 In line with the provisions regarding waiting lists in the LAs co-ordinated admission scheme, the academy will operate a waiting list managed by the LA until the end of the autumn term. 6.2 Where places become available they will be allocated to children on the waiting list in accordance with the oversubscription criteria.

7. 8. In year applications (applications for admission to the academy outside the normal admissions round) 8.1 Subject to any provisions in the LAs published and agreed guidance for in-year school transfers and for applications submitted for years other that the normal year of entry, the academy will consider all such applications and, if the year group applied for has a space available, admit the child unless one of the permitted reliefs apply. If more applications are received than there are places available the oversubscription criteria shall apply.

Other information If false or misleading information is used to gain entry to the academy, the offer of a place may be withdrawn. The child’s birth certificate or identity card will need to be seen and a copy will be retained by the academy.

If following the application of admission rules and distance two applicants cannot be separated for a final place at a school, the Trust will use random allocation to determine the priority for the remaining place.

Information on Oversubscription Rules

The following information and definitions apply to all schools in The Yare Education Trust.

Distance

Distance will be measured on a straight line crow-fly basis using Ordnance Survey data. The measurement will be taken from the post office postcode address point on the child’s home to the post office postcode address point on the school.

Looked After Children or Children in Public Care

In oversubscription rules children in public care and looked after children are defined as looked after children and previously looked after children. Previously looked after children are children who were looked after and ceased to be so because they were adopted or became subject to a Residence Order or Special Guardianship Order.

Siblings

When we use the oversubscription rules, siblings means; brothers or sisters living at the same address including adopted children, step-brothers, step-sisters and children in foster care within a family unit.

Only siblings attending school at the time of the child’s proposed admission will be given a higher priority in the oversubscription rules.

Schools that Feed into and Sixth Form

The Admissions Policy follows the previous Norfolk County Council policy of the identification of primary schools which feed into the school

Education Health and Care Plans (EHCP) / Statements of Special Educational Needs

Where a child’s EHCP or Statement of Special Educational Needs names a specific school, the school must admit the child regardless of whether the school has a place available.

Disability

Disability will be defined using the definition contained in the Equalities Act 2012.

Random Allocation

Where random allocation is used to determine the allocation of school places, applicants will have their names drawn by lots to see who should be offered the place(s). There will be an independent scrutiny of the random allocation.

a. Oversubscription Criteria for Year 7, Year 9 and other Main School Boarding Places

These criteria apply for Year 7 and Year 9 Boarding Places and if there is oversubscription for any boarding places that may become available in Years 8 and 10. The Governing Body does not routinely admit children into Year 11.

FIRST PRIORITY is given to candidates who are looked after by a Local Authority in England and Wales in accordance with section 22(1) of the Children Act 1989(b) at the time the application is made and those who were looked after but ceased to be so because they were adopted or became subject to a residence order or special guardianship order

Pursuant of their responsibilities under the Children Act 1989, the Governors will not admit candidates who cannot satisfy them that they are suitable for boarding whether or not they are looked after by a local authority or were previously looked after by a local authority.

SECOND PRIORITY is given to candidates who satisfy the Academy Trust that they have a significant degree of boarding need as defined in the Academy policy. Within this category, priority is given to the children of members of HM Forces who are entitled to a Ministry of Defence subsidy for boarding places. THIRD PRIORITY is given to candidates who are the sons or daughters of staff required to be resident on the College site for the better performance of their duties.

FOURTH PRIORITY is given to candidates who are boarding students at Prep School

FIFTH PRIORITY is given to candidates transferring from a day place at Wymondham College (This priority is not applicable to the initial allocation of places for Year 7).

SIXTH PRIORITY is given to candidates who have a sibling who is a student at the College and will still be on the College roll at the time when the candidate, if successful, takes up his/her place. A sibling is defined as a brother or sister sharing at least one parent and who is normally resident at the same address. This includes adopted children and those living in the same home under a recognised fostering arrangement.

SEVENTH PRIORITY is given to candidates who demonstrate a particular aptitude in music as demonstrated in tests conducted by the College.

Remaining boarding places are allocated on the basis of a random lottery conducted by the College under the supervision of an independent person. b. Oversubscription Criteria for Y12 Boarding Places

FIRST PRIORITY is given to candidates who are looked after by a Local Authority in England and Wales in accordance with section 22(1) of the Children Act 1989(b) at the time the application is made and those who were looked after but ceased to be so because they were adopted or became subject to a residence order or special guardianship order

SEVENTH PRIORITY is given to candidates attending schools without Sixth Form provision until 50% (rounded up if necessary) of the remaining places have been allocated.

The other remaining places are allocated on the basis of a random lottery conducted by the College under the supervision of an independent person. c. Oversubscription Criteria for Y7 Day and other Main School Day Places

These criteria also apply if there is oversubscription for any day places that may become available from time to time in Years 8, 9 and 10. The Academy Trust does not routinely admit children into Year 11.

FIRST PRIORITY is given to candidates who are looked after by a Local Authority in England and Wales in accordance with section 22(1) of the Children Act 1989(b) at the time the application is made and those who were looked after but ceased to be so because they were adopted or became subject to a residence order or special guardianship order

SECOND PRIORITY is given to candidates who have a sibling who is on roll at the College or Wymondham College Prep School and who will still be a student at the College or Wymondham College Prep School at the time when the candidate, if successful, takes up his/her place. If the sibling is in Year 11 at the time of the candidate’s application and has been given a conditional offer of a place in the sixth form, this does not confer as sibling priority on the candidate as there is no guarantee that the sibling will meet the terms of their offer or take up their place at the College in Year 12. A sibling is defined as a brother or sister sharing at least one parent and who is normally resident at the same address. This includes adopted children and those living in the same home under a recognised fostering arrangement.

THIRD PRIORITY is given to students who are day students at Wymondham College Prep School.

FOURTH PRIORITY is given to candidates who demonstrate a particular aptitude in music as demonstrated in tests conducted by the College. There are up to eight places available for music.

Remaining Day places are allocated on the basis of proximity to the College. This is determined as the straight line distance between the address at which the child is resident on the closing date for applications and the main entrance of the College using Ordnance Survey data and calculated by the Local Authority School Admissions Department. d. Oversubscription Data for Y12 Day Places

FIRST PRIORITY is given to candidates who are looked after by a Local Authority in England and Wales in accordance with section 22(1) of the Children Act 1989(b) at the time the application is made and those who were looked after but ceased to be so because they were adopted or became subject to a residence order or special guardianship order

SECOND PRIORITY is given to candidates transferring from a boarding place in Year 11 at Wymondham College.

If all children within any of the above rules cannot be offered a place, the highest priority will be given to children living nearest to the school within that rule. To determine who lives nearest, distance will be measured on a straight line 'crow fly' basis, using Ordnance Survey data. If, following the application of admission rules and distance, two applicants cannot be separated for a final place at a school the academy will use random allocation to determine the priority for the remaining place.

This has now been widened to include children who are adopted and who prior to adoption were designated as Looked After Children.

Note 2: Siblings: Children will be deemed to be siblings if they are half, full or adoptive brother or sister or if they are children of the same household with the same parents. They must be on the roll of the Academy at the time of application and expected to still be on roll at the point of entry. (This does not apply to sixth form admissions).

Note 3: Multiple Births: Where an application is being submitted for a child who has a sibling (or siblings) in the same year group it will be the policy of the Governing Body not to offer place to one child without the sibling (s) of the same age group. In these circumstances Governors may determine to exceed the number of places temporarily on the understanding that this will not create a new admission number and as soon as children leave they will revert to the published number.

Note 4: Split residence: In determining the home residence, where children live part of the week with one parent and part with another, Governors will need to make a judgment about where the majority of the time is spent. In making this judgment they will have specific regard to where children live during the week rather than at weekends, any legal agreement concerning care and residence and which parent is in receipt of the child benefit.
