Ketua Program Studi FISIP UIN Jakarta Dr. Iding Rasyidin, M.Si NIP. 197010132005011003 iv ABSTRAK MOHAMMAD NAUFAL EPRILLIAN SALSABIL SISTEM PRESIDENSIAL DAN DINAMIKA HUBUNGAN EKSEKUTIF- LEGISLATIF Studi Perbandingan Sistem Pemerintahan Indonesia di Era Reformasi dan Turki Pasca Referendum 2017 Skripsi ini membahas mengenai perbandingan politik: sistem presidensial antara Indonesia dengan Turki. Indonesia dan Turki memiliki sejarah yang panjang mengenai bentuk pemerintahan. Indonesia yang pada masa lalu berada di bawah pemerintahan kolonial beberapa negara Eropa mulai dari Portugal, Belanda, Inggris dan yang terakhir adalah Jepang. Setelah Indonesia merdeka pada 17 Agustus 1945, Indonesia menerapkan pemerintahan sistem presidensial hingga pada 17 Agustus 1950 Indonesia merubah sistem pemerintahan menjadi parlementer dan kembali lagi menjadi sistem presidensial setelah Dekrit Presiden 5 Juli 1959 hingga saat ini. Turki juga memiliki sejarah panjang mengenai bentuk pemerintahan mulai dari berdiri pada 1923 yang menggunakan sistem pemerintahan parlementer lalu berganti menjadi sistem parlementer pada 2017. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana proses sistem presidensial di Indonesia pada era Reformasi dan Turki pasca Referendum Konstitusi 2017. Penelitian ini menggunakan teori sistem presidensial, perbandingan politik, kekuasaan dan hubungan eksekutif dengan legislatif, dan partai politik dalam sistem presidensial. Penelitian ini menggunakan metode pendekatan kualitatif untuk dapat meneliti lebih dalam dan lebih terarah mengenai perbandingan sistem presidensial di Indonesia dan Turki. Hasil dari penelitian ini menunjukkan bahwa praktik sistem presidensial di Indonesia dan Turki berbeda. Praktik sistem presidensial di Indonesia masih dipengaruhi oleh kekuatan partai politik dalam dua kasus. Sedangkan di Turki, praktik sistem presidensial dipengaruhi oleh kekuatan eksekutif dan kesolidan partai koalisi. His works emphasize that economic history can guide future economic policy. Current problems in Indonesia were resulted from past policy failures. Indonesia needs to consistently embark on open economic policies, free itself from "colonial period mentality". Investment should be made in rebuilding crumbling infrastructure, improving the quality of health and education services, and addressing poor law enforcement. If current corruption persists, Indone- sia could not hope to become a dynamic and prosperous country. Keywords: Economic History; Colonial Period; Industrialization; Thee Kian Wie Abstrak Tulisan ini menelaah beberapakarya besar Thee Kian Wie, salah satu sejarawan ekonomi paling terhormat di Indonesia, mulai dari periode penjajahan hingga periode pasca-Orde Baru. Karya Beliau menekankan bahwa sejarah ekonomi dapat memberikan arahan dalam perumusan kebijakan ekonomi mendatang. Permasalahan yang dihadapi Indonesia dewasa ini merupakan akibat kegagalan kebijakan masa lalu. In- donesia perlu secara konsisten menerapkan kebijakan ekonomi terbuka, membebaskan diri dari "mentalitas periode penjajahan". Investasi perlu ditingkatkan untuk pembangunan kembali infrastruktur, peningkatan kualitas layanan kesehatan dan pendidikan, serta pembenahan penegakan hukum. Jika korupsi saat ini berlanjut, Indonesia tidak dapat berharap untuk menjadi negara yang dinamis dan sejahtera.

Significant amendments to the 1945 Constitution have transformed it into a more democratic framework with extensive separation of powers and checks and balances. Despite the introduction of the “difficult combination” of pure presidentialism and multipartism to Indonesia, consensual patterns of elite behavior should contribute to the further consolidation of democracy. This study examines the impact of the first four amendments on executive- legislative relations and presidential power. The use of the 1945 Constitution by two authoritarian regimes for four decades gave rise to the perception that it inevitably created a dominant presidency. Thus Indonesian political elites set out in 1999 to curtail presidential power. Paradoxically, by the end of the process three years later they created a comparatively very powerful president, primarily due to the introduction of direct election and the narrowing of the grounds for impeachment. In addition, although the president’s residual powers have been restricted, only slight reductions were made in her specific powers. This study utilizes concepts from political economy and political psychology to analyze the struggle between two broad camps in the constituent assembly (MPR): conservatives, led by Megawati Soekarnoputri and her Indonesian Democracy ii Party-Struggle (PDI-P) and progressives from most of the other major political parties.

There are, first of all and certainly most obvious, the large number of people occupying official positions in the various ministries located in the captital city of Djakarta, ranging in each ministry from the authoritative Secretary General to the nearly powerless floor sweepers. There are the territorial administrative authorities, all under the Minister of Interna! Affairs, from provincial Governors down to the village chiefs who are electecl by their fellow villagers but who after their election receive their official appointments from the Govern- ment through their superiors in the administrative hierarchy. These territorial administrative authorities constitute the civil service who are frequently idenitified as memibers of the government bureaucracy par excellence.     chapter 3 Expertise and National Planning Abstract This chapter looks into the development of Indonesia’s postcolonial higher education system and the international technical assistance protocol in developing Indonesia’s new managerial class. It looks into the rapid expansion of higher education and the effort of the Indonesian society to decolonize its education system away from the Dutch model. Because of the swiftness of this process, Indonesianization looked a lot like Americanization. International aid through technical assistance was the primary means through which Western ideas on development planning and expert production through international higher education became cemented. Aid money helped create personal and institutional relationships between Indonesian and American govern- ment institutions and universities. In particular, the relationship between experts like the economist Sumitro Djojohadikusumo, Indonesia’s state planning institution, the faculty of economics of the University of Indonesia and UN and usaid technical experts and Western social scientists from American within mit’s Indonesia Project and others. These forms of transnational relationships legitimized the position of In- donesian planning experts within planning institutions that had strong institution- al relationship with the West. This pattern would continue throughout much of the twentieth century. Luqman Nul Hakim i Abstract In post-authoritarian Indonesia, but particularly following the 9/11 terrorist attacks, Islamism has become a contentious matter of scholarly debate. The prominent accounts emerging from security and democratisation studies place much analytical weight on ideology and culture by often portraying the relationship between Islam and politics in essentialist fashion, associating the dynamics of Islamism with interpretations of Islamic doctrine or the contest between moderate and radical Muslims. The institutionalist literature, on the contrary, explains the rise of Islamism as the result of the weak capacity of the state following the fall of the centralised New Order authoritarian regime. Another variant draws attention to the moderation of Islamic politics as the result of participation in democratic processes, especially electoral politics. Yet, such linear and teleological explanations obscure the complex circumstances that establish the different trajectories of Islamism. They also fail to comprehend how the prevalence of Islamist discourse on power struggles in the current democracy can produce a more conservative and illiberal form of Islamism. In contrast, this thesis utilises the politics of hegemony approach as developed in the traditions of political discourse theory.
