A large number of residents, organized by family and specialty, make their livings this way. ochimilco is a town with character and X pride in itself. This lake region was populated in pre-Hispanic times by warriors from mythical Aztlán, amidst plentiful water, good fishing and generous harvests. Here, towns were founded that exist to this day, complete with their indigenous tra- ditions and customs. One of these is Acalpixca, known today for its multi-co- lored sweets, a delight to the palate. ORIGINS Seven tribes of Nahuatlacas (“people who speak clearly” in Náhuatl) left Aztlán on a pilgrimage to the Anáhuac Valley. The ones known as Xochimilcas were the first to leave, in the “year of the Lord 820” (the tenth century A.D.), and settled on the Cuahilama Hill in the old Xochimilco Lake area. They built their ceremonial center atop the hill, from where they could survey the movement of canoes, fend off attacks and care for their crops. Figures carved in stone represent- ing their gods in the form of animals and other symbols remain there, tracing the path to the top called the Great Boulevard. The cere- monial esplanade still shows vestiges of the Nahuatl conception of the universe: stones carved with the glyph of Nahui Ollin, who repre- sented the so-called fifth sun,1 and an ocelotl (jaguar) playing with flowers and butterflies.

The construction of a New International Airport and the redevelopment of the existing International Airport will be one of the largest public infrastructure projects in Mexico City in recent history. The potential impacts on the price of nearby land warrants consideration of a land value capture program. Regardless of the form this program takes, the city needs an accurate and well-justified baseline measure of the value of land and property proximate to the two airport sites. This report contains three parts. The first is a review of relevant academic literature on property appraisals, the impacts of airports and mega-projects on land and property values, the role of value capture in infrastructure investment, and the methods and tools through which land value impacts can be estimated. This latter component of the literature review is especially important. Much of the data on land and property values in Mexico City are from appraisals and estimates rather than actual transaction records, and the methodology governments use to assess land values plays an important role in the credibility and political feasibility of efforts to recapture value increases.

    31 COMMENTARY "Comments on the Historicity of Topiltzin Quetzalcoatl, Tollan, and the Toltecs" by Michael E. Smith University at Albany, State University of New York Can we believe Aztec historical accounts about Topiltzin Quetzalcoatl, Tollan, and other Toltec phenomena? The fascinating and important recent exchange in the Nahua Newsletter between H. B. Nicholson and Michel Graulich focused on this question. Stimulated partly by this debate and partly by a recent invitation to contribute an essay to an edited volume on Tula and Chichén Itzá (Smith n.d.), I have taken a new look at Aztec and Maya native historical traditions within the context of comparative oral histories from around the world. This exercise suggests that conquest-period native historical accounts are unlikely to preserve reliable information about events from the Early Postclassic period. Surviving accounts of the Toltecs, the Itzas (prior to Mayapan), Topiltzin Quetzalcoatl, Tula, and Chichén Itzá all belong more to the realm of myth than history. In the spirit of encouraging discussion and debate, I offer a summary here of my views on early Aztec native history; a more complete version of which, including discussion of the Maya Chilam Balam accounts, will be published in Smith (n.d.). I have long thought that Mesoamericanists have been far too credulous in their acceptance of native historical sources; this is an example of what historian David Fischer (1970:58-61) calls "the fallacy of misplaced literalism." Aztec native history was an oral genre that employed painted books as mnemonic devices to aid the historian or scribe in their recitation (Calnek 1978; Nicholson 1971).

The present article proposes that our modern Western concept of borders and political boundaries was foreign to ancient Mexican societies and to Aztec-era polities in general. Consequently, the article aims to add a novel angle to our understanding of the notions of space, territoriality, and limits in the indigenous worldview in central Mexico during preconquest times, and their repercussions for the internal social and political relations that evolved within the Nahua-Acolhua ethnic states (altepetl). Furthermore, taking its cue from the Corpus Xolotl, the article reconsiders the validity of ethnic entities and polities in ancient Mexico and claims that many of these polities were ethnic and territorial amalgams, in which components of ethnic outsiders formed internal enclaves and powerbases. I argue that in ancient Mexico one is able to observe yet another kind of conceptualization of borders/ frontiers: “enclosures with inclusion,” which served as the indigenous concept of porous and inclusive boundaries, well up to the era of the formation of the so-called Triple Alliance, and beyond.

El recorrido ha sido a través de los años y anidó en varias universidades. El tema central es el desarrollo institucional del espíritu y práctica de la ciencia en México, particularmente en matemáticas, física y biología, en las primeras instituciones nacionales como la Facultad de Ciencias de la UNAM y sus precursoras; de ahí la validez del estudio en varios ámbitos. Para el caso de las universidades de provincia, que en ocasiones tienen insuficiente cultura de investigación científica, las raíces sociales y trayectoria de las instituciones nacionales con una añeja tradición y alto nivel académico, son un prototipo que se debe conocer y aprovechar como guía para los esfuerzos cotidianos en la construcción de sus propios ámbitos de docencia e investigación científica. Cuando se dice que el Prometeo sigue ganando adeptos, nos referimos en especial a las universidades que buscan crear y consolidar la actividad académica alrededor de la racionalidad científica. Incluso el estudio fue presentado en el Departamento de Historia de la Universidad Iberoamericana, para obtener el Grado de Maestría en Historia de México en el Programa de posgrado de dicha Universidad. Por eso, es pertinente la publicación de un libro como este que expone las raíces, las causas sociales que influyeron en la creación de las primeras instituciones en donde se ofrecieron carreras de las áreas de ciencias naturales y exactas; así como sus etapas de desarrollo.
