3.14.01 Definitions:

Driver/Operator: any active employee of the who will be driving any motor vehicle that is insured by the Town of Menasha.

Authorized Driver/Operators: any active employee of the Fire Department authorized by the Division Chief of Training based on successful completion of an in-house training and testing program shall be considered an authorized driver/operator.

Certified Driver/Operator: any active employee of the Fire Department who has received and maintains a state certification for the State of Wisconsin shall be considered a certified driver/operator for vehicles indicated on the certificate. Upon completion of the certification process the employee must also pass an in-house testing process and cleared to drive by a qualified officer.

3.14.02 Minimum Training and Experience recognized as being authorized or certified to drive and operate emergency vehicles shall comply with the following:

1) Meet all requirements for pumper and/or aerial operators as outlined by SPS 330. This shall include:

a) Authorized - completion of an in-house training program equivalent to or more restrictive than course requirements as outlined by the Wisconsin Board of Vocational, Technical and Adult Education.

b) Certified - completion of a formal course sponsored by the Wisconsin Board of Vocational, Technical and Adult Education and successful achievement of state certification. Successful completion of an in-house testing process.

2) Written approval by the Division Chief of Training or a Fire Department Officer.

3) Possession of a valid Wisconsin Vehicle Operators License (CDL preferred).

All certified or authorized driver/operators shall maintain their state certification or in-house authorization. Driver/operators may be periodically tested by their assigned officer or the Division Chief of Training.

Certified driver/operators will be given preference over authorized driver when both parties are available for duty assignment.

3.14.03 Training – New /Driver: If a new fire fighter has completed six months of employment or has the State of Wisconsin driver/operator certification and meets the requirements as listed in the driver-operator policy, he/she may begin driving or pumping during non-emergency training drills. A fire department officer or officer-approved certified or qualified driver (with 1 year of driving experience) must accompany the trainee at all times. A minimum of three personnel should be on the vehicle and if an alarm is assigned to the vehicle, the trainee shall be immediately replaced with an authorized or certified driver. Before official authorization or certification the firefighter must meet the requirements as listed in the driver-operator policy.

3.14.04 Squads or Other Town Vehicles: Driver/operators may operate vehicles such as squads or utility vehicle if the driver possesses a valid Wisconsin Driver's license. These vehicles shall not be driven in the emergency mode unless driven by an authorized or certified driver/operator.

3.14.05 Position Summary: The driving of fire apparatus to and from the scene of and other emergencies, operating pumps, aerial devices, mechanical and power equipment as required.

This position involves the responsibilities of a firefighter plus general duties related to the care and use of department equipment and property.

3.14.06 Characteristic Work of the Position:

A. Definition: This work is performed at a professional level in the fields of fire apparatus operation, fire prevention, suppression, rescue and training.

B. Nature: Under the direct supervision of a Company Officer, perform such duties and activities as may be required in the codes and ordinances, State statutes, and the rules and regulations of the Department.

3.14.07 Fundamental Duties and Ancillary Responsibilities:

Fundamental Job Duties:

A. Safely drive apparatus to and from fires or other emergencies following laws and regulations, operating pumps, aerial devices, power and other mechanical equipment as required, keep inventory of tools, and equipment on apparatus.

B. Clean and service assigned apparatus, maintaining it in a condition of readiness, report mechanical failures or difficulties and missing or damaged equipment to the proper authority.

C. Operate, without direct supervision, various Fire Department aerial apparatus and/or pumping apparatus with multiple water intake and discharge situations at an emergency scene.

D. Perform required apparatus maintenance, cleaning duties, inventory checks and weekly inspections. Additionally, after every emergency response or training drill, inventories must be checked before leaving the emergency scene or training location.

E. Participate in Department training sessions and company drills.

Ancillary Job Responsibilities:

A. Perform general firefighting duties as assigned.

B. As part of in-service training, inspect public buildings, industry, business hospitals and nursing homes, schools and places of assembly for fire hazards or conditions dangerous to life and property.

3.14.08 Qualifications:

Essential Knowledge, Skills and Abilities:

1. Ability to establish and maintain effective working relationships with other members of the Department, community officials, and the general public.

2. Extensive knowledge of the geography of the Town of Menasha, the location of streets, the nature and location of hazardous premises, principal buildings, fire alarm reporting equipment and hydrant or other water source locations.

3. Thorough knowledge of the mechanical principles involved in the operation of fire apparatus and associated equipment.

4. Considerable knowledge of fire service hydraulics and the operation of water distribution systems.

5. Ability to understand and follow oral and written instructions, to react quickly and calmly under emergency conditions and to use judgment in making work decisions.

6. Oral and written communication skills necessary for accurate documentation of various required reports; communicating with the Department, the community officials, and the general public.

7. Considerable skill in the use and operation of mechanical and automotive fire equipment with the ability to demonstrate its use and operation to others.

8. Considerable skill in the driving of fire apparatus or other emergency vehicles.

9. Knowledge of modern fire prevention and suppression practices.

10. Knowledge and appropriate application of Department Standard Operating Guidelines.

A. Special Requirements:

1. Meets the requirements as listed in the driver-operator policy

2. Successful completion of employment trial and training requirements, based on required percentage responses (50% drills, 30% alarms), training hours, other department activity hours, and a written recommendation from assigned supervision.

3. Possession of a valid Wisconsin Motor Vehicle Operators License.

4. Maintain active fire department status as outlined in Employee Requirement Section 1.09.

5. Firefighters hired after Jan. 1, 1997 must maintain valid CPR card.

6. Firefighters hired after Jan. 1, 2007 must maintain valid First Responder Certification.

7. Aerial devices or other specialized motorized fire equipment require additional authorization or certification relevant to the vehicle's unique function.

B. Annual Training Requirements: 50 hours of training annually (calendar year) including attending a minimum of 50% of the department training drills along with approved training outside of the regular department training program. Annual refresher training and/or testing may be required.

C.
