ANNUAL ACTIVITIES REPORT HEALTH FOR ALL ORGANISATION (HFAO) Arong Khunou, District . FOR THE PERIOD – (01-04-2020 to 31-03-2021).

INTRODUCTION: As to enable to address the increasing trend of drug abuse in the state and to meet the challenges & issues with having full dedication in related activities to provide maximum possible services related with HIV/AIDS & drug used the Health For All Organisation (HFAO) come exist as a non-political and non-profitable voluntary organization and become a registered body under the Manipur Society’s Registration Act 1989 (Manipur Act I of 1990) vide state Government’s notification No. 46 of 1992 dated 24th Oct. 1992. The Health For All Organization (HFAO) was established in the year 1992 and has completed 29 years of voluntary service dealing with different issues on different fields. The organization has fully strengthened with having PAN CARD bearing no. AAAAH4946F and registered of Income Tax bearing Regd. No. OC- 447/12A/CIT/JRT/2010-2011 also having 80G bearing Regd. No. ITBA/EXM/S/80G/2019- 20/1016424916(1). The organization have been implementing the Targeted Intervention (TI) project under Manipur State AIDS Control Society since May 2002 at & Sekmaijin and completed 19 yrs. working in the field of HIV/AIDS and drug used with an expansion of a Sub DIC at in the year July 2017 with a target of 200 followed by a satellite OST treatment center at Wabagai DIC w.e.f Dec. 2020.

As an initiative to extend philanthropy support and showing gratitude towards the section of older person in the society by addressing them with love and care, Health for All Organisation (HFAO) have been implementing a Senior Citizen Home, at Arong Khunou, Kakching Dist. from 2018-19 with an approval of Ministry of Social Justice & Empowerment, Govt. of India and supported by Department of Social Welfare, Govt. of Manipur to 25 women beneficiaries of above 60 yrs. of aged also, provided a regular health check-up of three times in a week and Yoga class of 2 days in a week has carried out. During the leisure time the inmates were have engaged in making of scent stick, fishing net, bamboo basket etc. as a part of income generation activities also performed different cultural activities.

Further HFAO have also running a 50 bedded children home for girls namely “Thambal Children Home” with regard to the ICPS Program under the Ministry of Women & Child development, Govt. of India/Department of Social Welfare, Govt. of Manipur form 2019-20 at Arong Khunou, Kakching Dist by prioritizing the most needed children which have poor economic condition, school dropout children, conflict of parent, deprived children etc.

The organization is mainly focused aiming to undertake various health & family welfare program and implement other development programs with having a view to supplement government’s action in rural and remote areas in Manipur. The organization is formed by a group of young professional working in the field of HIV/AIDS, social workers and people from IDU background. The organization has a properly constituted managing body with clear defined of its power, duties & responsibilities followed by well define and clear mission, vision & goal. The organization is extensively working for the welfare of marginalized and poor people considering their health, economic and livelihood especially in the rural areas of Kakching District. The main activity focused by the organization is in rural area where health care facilities are not adequately available and make improvement of knowledge in the issue and empower them through awareness and capacity building. HFAO has well defined and clear mission & vision with committed to improvement and upliftment of the society especially in rural areas of Kakching district in Health, Economy, environment & livelihood etc.

Mission : “ HFAO is committed to work with likeminded groups, individuals and societal excluded people for reinforcing their capacities and enabling to enjoy their health, economic, social and gender rights through democratic process in the remote areas of MANIPUR”.

Goal : People having equal access to existing services and opportunities with dignity.

To make more progress & enhance the capacity of the organization & to cultivate a good working atmosphere HFAO have been developing a well organize and active members of Managing Committee with dedication and mutual support in each & every issues to achieve the goal. The Managing Committee of HFAO constituted by 7members.The members of managing committee took charge w.e.f. February 2020 to February 2023. The members of Managing Committee took overall responsible the management of the organization and whatever decision of any relevant issues of the organization took by the Managing Committee is final. Staff appraisal and monitor of project activities is also carried out for time to time to avoid any hindrance of service delivery and to preserve the smooth functioning of the organization. The meeting of the Managing Committee is convey/conducted regularly for time to time to review the activities undertaken by the organization and to implement the project/programme successfully.

Project Implemented by HFAO till date: 1. It has almost completed 19 years that HFAO have been implementing the NSEP-TI program under Manipur State AIDS Control Society (MSACS) from May 2002 till now. 2. It is almost 3 years completed that HFAO have been open a Sub DIC w.e.f. July 2017 at Sugnu & implementing OST treatment as link TI at CHC Sugnu, Kakching district& established a satellite OST Centre at Wabagai DIC w.e.f. Dec. 2020. 3. HFAO have running a Senior Citizen Home at Arong Khunou, Block-A, Kakching District, from financial year 2018-19. 4. HFAO have also established a Children Home under the Integrated Child Protection Scheme at Arong Khunou, Block-B, Kakching District from financial year 2019-20. HFAO’s Organizational Capacity :( Human Resource, Finance & Infrastructure)  HFAO has clear and specified Human Resource Policy, Financial Policy, M&E Policy and organogram of the organization is being followed by each members and staffs.  And for time to time they have performed monitoring of project activities, appraisal of staffs by active supervision of committee members like Secy., President besides form external auditors, evaluators and PM/Superintendent. Finance:  Maintained PFMS guidelines.  Account operates in Tally software  Daily update and closing of accounts  Procurement according to WHO-GMP & Ministry guidelines  Periodical check and assessment by Treasurer and Committee members.  Neat and clear maintenance of Ledgers, Cash Book, Vouchers & Bills etc.  Exercise of Bank account jointly. Human resources:  HFAO has qualified, dedicated, sincere, skillful and able staff to conduct deferent type of activities. Maximum staff are professional working in the related field and most of the staffs were capacitated by STRC, RRTC etc. followed by training organized by concerned ministry & NACO for time to time. Apart from this, periodical in-house training and supervision by PD, PM/Superintendent and others capacity program with concerned authority have conducted regularly. Infrastructure of the organization:  Two separate building for children & senior citizen having adequate space surrounded by fencing with CCTV Camera also good space to work and conduct programs available with 2 stories having 6 rooms plus separate toilet & washroom, administrative room, counseling room, STI Static clinic room, room for staff, Recreation hall with having waste disposal site and well-equipped assets Documentation &Reporting:  HFAO have been performing programs with a clear annual planning being followed by guideline with good results by maintaining all the prescribe formats in proper way. Area map and others surplus risk assessment format, micro planning, monthly, fortnightly, weekly performance report including indicators & chart are used to access the performance of the program. Also HFAO have developed a photo gallery which clearly reflects the program and activities followed by timely submission of weekly, monthly, quarterly report of each project. Commodities:  Enough good quality of commodities and goods of each requirement to run each project implemented by HFAO also, Needle and Syringe, Condom, Sypycheck, STI & OST medicine including naloxone for overdose management according to requirement besides the maintaining of buffer stock for 3 months made available.

MAINTAINANCE OF SENIOR CITIZEN HOME ARONG KHUNOU, KAKCHING DISTRICT, MANIPUR Run By : Health For All Organization (HFAO) Sponsored By : Ministry of Social Justice & Empowerment, Govt. of India Supported By : Social Welfare Department, Govt. of Manipur

Keeping in view to extend humanity support and showing gratitude towards the section of older person in the society by addressing them with love and care, Health for All Organisation (HFAO) have been implementing a Senior Citizen Home, at Arong Khunou, Kakching Dist. from 2018-19 with an approval of Ministry of Social Justice & Empowerment, Govt. of India and supported by Department of Social Welfare, Govt. of Manipur to 25 women beneficiaries of above 60 yrs. by following all the guideline of Concerned ministry. During the stay at home all the inmates have performed regular yoga session, regular health check-up, counselling etc. During the leisure time the inmates were have engaged in making of scent stick, fishing net, bamboo basket etc. as a part of income generation activities also performed different cultural activities. In order to deliver a collective encouragement towards the older person by considering the importance of needs of care & support and mutual attachment and addressed them with love and care also, to support to fulfill the desire and help to stay a good & secure life of old aged persons, HFAO have continuing to provide of Old Aged Pension to 60 older person age of above 60 yrs. @ Rs. 300/- month from the month of September 2019 as monthly pension scheme. Giving he importance of older person HFAO have continuously organizing the Observation of Older Person for every year on 1st October. As a continuous effort to fight against the present outbreak of Covid-19 in the state the Senior Citizen Home run by HFAO at Arong Khunou, Kakching District Manipur have taken up precaution measures followed the guidelines advised by the concerned authority to avoid health consequences and inconvenience during the pandemic. And a separate room have established with fulfill all the requirement to use whenever required. All the inmates have strictly followed of physical/social distancing among the inmates & washed hand and face at regular intervals with soap and water followed by regular monitor and provide health check-up for all the inmates including staffs as required. Regular disinfection have Conducting in and around the premise and regular cleaning of rooms, frequently touched surfaces and other shared equipment also, provided alcohol-based hand sanitizer in every resident room and in common areas.

HFAO have been running a 50 bedded children home for girls namely “Thambal Children Home” with regard to the ICPS Program under the Ministry of Women & Child development, Govt. of India/Department of Social Welfare, Govt. of Manipur form 2019-20 at Arong Khunou, Kakching Dist by prioritizing the most needed children which have poor economic condition, school dropout children, conflict of parent, deprived children etc. Till the reporting month HFAO have been giving shelter to 40 girls child by providing free education, skill based training and other curricular activities etc. In consideration of Present Pandemic of Covid-19, all the inmates have strictly followed of physical/social distancing among the inmates & washed hand and face at regular intervals with soap and water. Regular heath monitor by the Dr. & Nurse are carried out with Necessary precaution measures followed by guidelines issued by the government & Health Department are still maintaining strictly. Regular health check-up and counselling is conducting on regular basis. Personal hygiene and social distancing among the inmates are strictly adhere followed by regular disinfection program. Regular disinfection has conducting in and around the premise and regular cleaning of rooms, frequently touched surfaces and other shared equipment also, provided alcohol-based hand sanitizer in every resident room and in common areas. Considering the increasing alarming trend of drug abuse in the state and to meet the challenges & issues with having full dedication in activities to provide maximum possible services related with HIV/AIDS and drug used the Health For All Organisation (HFAO) come exist as a non-political and non-profitable voluntary organization Looking forward the convenience of HRG and being a centric point of the vast area of the organisation, HFAO is smoothly running a full fledge DIC at Wabagai Lamkhai and a Sub DIC at Sugnu Bazar to render the avilable services. With passage of a long journey in the issue, HFAO have developed a good rapport and networking with many NGO’s, CBO’s GO’s to enhance the referrals and networking system. As a result of conducting numbers of meeting in different project area, stakeholder are very much involved in programs and activities of HFAO and they have a good rapport and knowledge of TI program. Members of local clubs and community leaders voluntarily participate during the deferent observation function of HIV/AIDS events such as. Candle Light Memorial, World AIDS Day etc. Also, they participated voluntarily in the community events and training program organized by our organizations.

Goals of the Project: 1. To controlled the epidemic of HIV/ and bringing out them in a positive life style in the 2. To halt and diverse the epidemic of HIV/AIDS through intervention, care and support and BCC, IPC, advocacy & awareness. 3. People participation in the HIV/AIDS prevention, intervention and care services and sustainability of their services in the community. 4. Stop new infection. 5. Test and Treat.

Main objectives of TI project: 1. Intensifying prevention services, with a focus on HRG,s and vulnerable population. 2. Increase access & promoting comprehensive care, support & treatment. 3. Expanding IEC services for general population & high-risk groups with a focus on behavior change demand generation. 4. Building capacities at national, state, district and facility level to address the issue 5. To Stop New HIV Infection, ensure ART treatment & increase the retention rate including &Test and Treat.

Project Components: 1. Risk reduction education including free supply of educational materials to the target groups. 2. Voluntary confidential HIV antibody testing accompanied with pre-test and post-test- counseling. 3. Counseling services and behavioral skill training. 4. Exchange of sterile needles, syringes for used ones. 5. Monitoring of change of risk behaviors. 6. Referral services to drug treatment and other supportive networks. 7. Free supply of NS and condoms. 8. Free Clinical investigation and nutrition and vitamin support to ART clients. 9. Home based care of IDUs, and spouses who developed opportunistic infections/AIDS.

Goal and objective: To provide maximum support & active involvement as proactively to the reduction of HIV/AIDS prevalence among the injecting drug users, their partners and families and reduce the pool of infection. This will in turn contribute to increase quality of life for IDU’s and ensure them for a healthy & prosperous living and to promote a drug free society.

Existing Committee of service provider of TI Project:- As to enhance the quality of the service delivery HFAO have also established 3 committees of service provider namely i) DIC Management Committee, ii) OD Management Committee and iii) Crisis Management Committee represented by Youth’s Leader, Social Worker, PWID and responsible staff of HFAO TI.

i) DIC Management Committee: DIC management committee is mainly for the welfare of DIC and to establish a user friendly atmosphere at DIC. The committee has functioned by setting up rules and regulation for effective management of the DIC including to look after the available infrastructure, recreational items, timing of DIC, responsible chart/routine, arranged for drinking water, making tea and maintain hygiene and cleanness etc. ii) OD Management Committee:-The main focused of the committee is to prevent the risk of overdose and timely addressed whenever overdose is occurred and provide maximum contribution to reduce the dead rate due to overdose. The main activity of the committee is to synthetize the causes, prevention, treatment etc. about the problems of overdose to HRGs, Local youth’s leader and local communities members. iii) Crisis Management Committee:- The main agenda of this committee is to address wherever there is an incident related with drug used in which a community/HRG suffers in terms of threatened, physical violence, verbal or emotional abuse, discrimination etc. from any other person or group of people and refused services by any institution.
