ACHIEVEMENT DURING THE YEAR, 2017-18

I. Micro, Small and Medium Enterprises (MSME) Sector:

(i) Setting up of Industrial Estates: The Department of Trade, Commerce & Industries, Manipur is committed to set up industrial estates in each of the 16 (sixteen) districts of Manipur with the financial assistance of the Ministry of Micro, Small & Medium Enterprises and the NEC. The Ministry of Micro, Small and Medium Enterprises, Government of provides fund for development of infrastructure such as land development, power supply, roads, fencing etc. whereas NEC provides funds for construction of work sheds. Prior to 2017-18, only the Industrial Estate at Takyelpat in West District was functional. With the guidance of the new Government, more efforts were made and construction of two Industrial Estates of at Tera Urak and that of District at Kuraopokpi have been completed and commissioned during September 2017 and January 2018 respectively. There are 27 Nos. of Worksheds in each of the Industrial Estates. In addition, construction of Industrial Estates at Chandel, and districts have been started while the required lands have been acquired in the districts of Imphal East, and . Funding pattern in respect of MSME and that of State Government is 80:20 while that of NEC is 90:10.

(a) Industrial Estate at Khopibung in : Construction of Industrial Estate of Churachandpur District at Khopibung has been started with the assistance from MSME since the year 2016 and it is under rapid progress. So far fund amounting to Rs. 400.00 lakh has been received from MSME and a total of fund amounting to Rs. 589.84 lakh including State’s share of Rs. 189.84 has been released to MANIDCO for execution of work. (b) Industrial Estate at T. M. Kasom in : Construction of Industrial Estate of Ukhrul District at T. M. Kasom has been started with the assistance from MSME since the year 2016 and is under progress. An amount of Rs. 500.00 lakh has been received from MSME and State share of Rs. 189.84 lakh has been released to MANIDCO for construction. (c) Industrial Estate at Salemthar in : For construction of industrial estate of Chandel district at Salemthar, Central fund from MSME, amounting to Rs.500.00 lakh and state’s share of Rs. 181.31 lakh has been released to MANIDCO for construction.

(ii) PMEGP:

Prime Minister’s Employment Generation Programme (PMEGP) was announced on 15th August 2008 but in Manipur it was launched since the year 2009-10. A target of 1793 Nos. for the year 2017-18 has been received from the Ministry of MSME for effective implementation jointly by DICs, KVIB,KVIC and banks. Banks had accorded sanction to 593 projects with margin money of Rs.1381.45 lakh. District-wise target and achievement are shown overleaf :

Objective:

(a) To create employment opportunities through self-employment ventures; (b) To help arrest migration of rural youth to urban or other places by giving them self-employment opportunities; and (c) To increase wage earning capacities of artisans and contribute to increase in growth rate.

(iii) Make in Manipur Following Make in India initiative of , the State Government has launched Make in Manipur to promote entrepreneurship in manufacturing and agro based activities. Under this initiative, banks have sanctioned loans for promotion of cultivation of aromatic and medicinal plants, spice crop in all the districts of Manipur. The project is being

implemented by Manipur Food Industries Corporation Ltd.(MFICL) in collaboration with the General Manager of DICs. Under this initiative, two Gene banks have been established at Bishnupur District for Lemon Grass and Stevia. These two gene banks will supply Lemon Grass Slips for cultivation in 800 acres and Stevia in 200 acres . Under the Scheme of Fund For Regeneration of Traditional Industries (SFURTI),KVIC has sanctioned three cluster units of Thoubal, Chandel and Imphal for a total amount of Rs. 250.54 lakh to take up three projects one for carpentry, cane and bamboo and kauna craft respectively. The three cluster projects will yield employment to about 1005 persons.

(iv) Establishment of 9 Livelihood Business Incubators

Under ASPIRE (A Scheme for Promotion Innovation, Rural Industries and Entrepreneurship) of Ministry of MSME, Livelihood Business Incubators have been set up to lend active support to entrepreneurship and also to promote start-ups for innovation and entrepreneurship in rural, agriculture based industry and products from forest, horticulture, fisheries and animal husbandry.

Livelihood Business Incubators were established in 9 district of Manipur under the ASPIRE scheme of Ministry of MSME. The common equipment/machineries installed in the LBIs are Lemon Grass Distillation Units, Honey processing Units, Dehydration Units for Spices, Stevia Drier, Spawn production Units while the Non-common items are the wooden carpentry units, embroidery, noodle making, tissue culture laboratory for multiplication and propagation of the lemon grass and stevia, computer-DTP, pineapple processing, mushroom processing etc. Training were conducted under LBI and total number of persons trained in all the training was 5823.

(v) UNCTAD(United Nations Conference on Trade and Development) Training on Emprectec Primer Workshop for Installation of the Pride of Manipur :

Two Emprectec Primer Workshops were sponsored by the Department in collaboration with the Emprectec India Foundation under UNCTAD for high impact entrepreneurs to create the Pride of Manipur Mission. A total of 40 persons including high impact entrepreneurs and Govt. officers were trained jointly nominated by the Deptt. of Trade, Commerce & Industry, State bank of India, and All Manipur Entrepreneurs Association.

(vi) Udyag Aadhaar Memorandum (UAM):

As part of ‘ ease of doing business’, Ministry of Micro, Small and Medium Enterprises, Government of India New launched ‘Udyag Aadhaar Memorandum (UAM) in September 2015. UAM is one page online form and allows ease of registration of MSME units i.e. either “Manufacturing” or “Service”. UAM now replaces the need of filing Entrepreneurs Memorandum.

(vii) Departmental Training Centre: The main objective of the scheme is to impart trainings to the aspirants to enable them to take up self-employment ventures or make them self employed in industrial units. There are 9 (nine) Training Centre. 8(eight) Cluster Type Training Centres (CTTC) at Thoubal, Jiribam, Moirang, Churachandpur, Chandel, , Ukhrul and Tamenglong and one ACTC at Porompat.

Courses Offered : (a) One year Advance course in Tailoring & Cutting, Carpentry, Weaving at Porompat, Thoubal, Churachandpur. Only One year Advance course in weaving is at Ukhrul. (b) One year Elementary Courses in the trade of Tailoring & Cutting, Carpentry, weaving are at Porompat, Thoubal, Churachandpur, Chandel, Ukhrul, Tadubi and Tamenglong. Cane and Bamboo is at Porompat, Thoubal, Churachandpur and Moirang. The course of weaving is at Jiribam. Carpet weaving and Foundry are at Porompat and Thoubal. Doll & Toys and Blacksmithy are at Porompat. (c ) Six month Short Term Course in Wool Knitting is at Porompat, Churachandpur & Ukhrul. Embroidery is at Porompat only. A total of 255 trainees passed out in Advance course, Elementary course and Short term courses training in the trade of Tailoring & Cutting, Carpentry, Weaving, Cane & Bamboo, Carpet Weaving, Foundry, Doll & Toys, Blacksmithy,Wool- knitting and Embroidery for the year 2017-18.

(d) In Service Training : To familiarise basic computer application in office working, 48- officials of the Department of Trade, Commerce & Industry participated in the computer literacy programme for two weeks organised at SAT under the sponsorship(EDP) of this Directorate.

(e) EDP Training : 190 youths of the State were given training in different trades of Embroidery, Readymade garments, Food & vegetable processing, Agarbati &

Dhupbati making for one-month Entrepreneurs and Skill Development Programme through selected NGOs under the sponsorship of this Directorate of Trade, Commerce & Industries.

(viii) SC/ST Hub Scheme: The National Scheduled Caste Scheduled Tribe Hub(NSSH) was launched by the Hon’ble Prime Minister on 18 October,2016 with the objective to provide professional support to Scheduled Caste and Scheduled Tribal Entrepreneurs to fulfill the obligations to fulfill the obligations under the Central Government Public Procurement Policy Order 2012, adopt applicable business practices and leverage the Stand Up India initiative. Accordingly under this scheme an amount of Rs.100.00 lakhs has been received from Ministry of MSME in respect of the state of Manipur.

II. Industrial and Investment Policy of Manipur, 2017:

The Industrial and Investment Policy of Manipur, 2017 was notified on 17th November, 2017 replacing the earlier Policy which expired in March, 2017. The Policy is formulated to strengthen the State’s mission to act as facilitator to accelerate industrial development and allied sectors through development of infrastructure, enhancement of human resources, provision of incentives, garnering of more investments and establishing a strong and committed administrative support network.

Some of the objectives of the Industrial and Investment Policy of Manipur, 2017 are :- (i) To create infrastructure facilities, provide incentives as well as marketing and technical support to industries; (ii) To enhance the availability of raw materials; (iii) To facilitate optimal utilization of the State’s natural and human resources; (iv) To attract investment; (v) To reduce procedural formalities and undue delay in setting up of industrial units in the State; (vi) To promote planned industrial development in the State and reduce sectoral and regional imbalance; (vii) To provide skill development and entrepreneurial skills and encourage gainful employment; (viii) To accelerate economic growth in the State through proper linkages of infrastructure, human resources and administrative support mechanism. The State Government will facilitate setting up of micro, small and medium industrial units as well as expedite grant of licenses, permits and mandatory provision requirements through a single agency for providing Single Window Clearance.

III. FOOD PROCESSING INDUSTRIES :

Food Processing Industry Sector is a fast growing Industry. It plays a vital role in the development of industries and creates large employment generation in the State.

(a) EDP on Food Processing: 310 No. of entrepreneurs in respect of and 74 No. of entrepreneurs in respect of and 30 No. of

entrepreneurs of were given training on one-week Mobile Entrepreneurs Development Programme (EDP) on Food Processing.

(b) Food Park at Nilakuthi : It was established by the Department of Trade, Commerce & Industries, under the scheme of Ministry of Food Processing Industries, Government of India and managed by Manipur Food Industries Corporation Ltd. The Park covers an area of 31 acres (approx) at Nilakuthi, Imphal East. There are 49 plots having 600 sq.m each. 21-number of plots were allotted to entrepreneurs of Food Processing Units. 2- FPI units are commercially functioning and 7 industrial units are under construction. (c ) Honey Processing Plant: A common Infrastructure Facility for Honey Processing has been established at Toupokpi of Bishnupur District under the scheme of Agricultural and Processed Food Products Export Development Authority (APEDA), Ministry of Commerce & Industry, Govt. of India. Approved Project Cost is Rs. 694.31 lakh of which APEDA’s Grant- in- aid is Rs. 409.23 lakh and State share is Rs. 285.08 lakh. APEDA released Rs. 163.69 lakh as 1st installment and State Government sanctioned Rs. 5.00 lakh as state share.

(d ) World Food India, 2017 : As many as eight number of Food processing Industries of this State participated in the above food festival held at New Delhi from 3rd to 5th November 2017. M/s Luwang Food Industries and M/s Circa Group were the two food industries among others getting bulk orders for supply of aromatic black rice(chakhao), turmeric dry slice, organic ginger dry flake , organic ginger fresh, bay leaf, king chilly (dried), Oranges.

IV. TRADE & COMMERCE:

Government of India and State Government of Manipur have taken up various actions to promote Trade under Act East Policy. The Integrated Check Post (ICP) has been constructed at Moreh. The ICP will have all the facilities for immigration, customs, local police including women constable, narcotic and drug control, postal, Banks, telecom, animal quarantine, plant quarantine, quality certification and inspection, export promotion council, trade facilitation counter and trade related public bodies, Food testing lab, truck parking facilities, staff quarters etc.

(a) Construction of Manipur Trade and Expo Centre :Under ASIDE Scheme of Ministry of Commerce, GOI, Manipur Trade and Expo Centre has been established at Lamboikhongnagkhong, in an area of 20 acres. The Manipur Trade Exhibition Centre has multipurpose facilities for organising Exhibitions, Trade Fairs, Craft Bazar and can be also a venue of International events. Expenditure incurred on the construction is Rs.49.03 Cr. of which Rs.28.66 Cr. is funded by Ministry of Commerce, GOI and remaining Rs.20.37 Cr. was borne by the State Govt. It was inaugurated on 21st November, 2017 by Hon’ble of Manipur.

MANIPUR TRADE & EXPO CENTRE

(b) Participation in the India International Trade Fair, 2017 : To promote exposure and to extend assistance to entrepreneurs of the State, to attract buyers and sellers, 20 (twenty ) number of selected persons took part in the IITF, 2017 held at Pragati Maidan, New Delhi from 14th November to 27th November 2017 under the sponsorship of the Department of Trade, Commerce & Industries, Manipur. On the 2nd day of the fair, Manipur State Day was celebrated presenting 5 items of cultural dance.

V. Factory Sector:

As many as 964 Factories were registered under the Factories Act, 1948 as on 31-03- 2018. A sum of Rs 7.88 lakh was collected as revenue and Rs. 39,000/- as professional tax for the year 2017-18.

VI. Partnership Registration:

A total number of 1965 Partnership firms were registered under Indian Partnership Act, 1932 since the year 1952 as on 31-03-2018 and an amount of Rs 62,400/- was collected as Revenue for the year 2017-18 by the Department .

VII. INDUSTRIES OTHER THAN VILLAGE AND SMALL ENTERPRISE

Special Type of Pottery and Stone Chip Allied Products production Nungbi, Ukhrul district:

The black rock and yellowish clay which are the raw material for production of special type of pottery are readily available at Nungbi, Ukhrul District. In view of the availability of the said material the project was taken up in the year 2014 under NEC funding. Cost of the project was estimated at Rs. 341.75 lakhs. State Government has so far received fund amounting to Rs. 259.36 lakh from NEC and State matching share of Rs. 27.29 lakh was also released to the implementing Agency, MANIDCO. Fund for an amount of Rs. 48.20 lakh is yet to be received from NEC. The project will be able to commission when due fund is received.

VIII. MINERAL DEVELOPMENT:

1. Function and Duties: The main function of the Geology & Mining are (a ) Mineral Exploration, and (b) Mineral Administration.

2. Financial aspects: (a) Plan Budget Provision and expenditure, 2017-18: The Annual Plan Budget 2017- 18 ( R.E.) for the Mineral Development Sector is Rs. 15.00 Lakh. (b) The expenditure/Committed: 12.77 Lakhs. (c) Revenue Receipt during 2017-18 from April to June, 2017: Rs. 28,89,435/- 3. Holding of State Geological Programming Board: The State Geological Programming Board ( SGPB), Manipur was held on 21/8/2017 at Hotel Imphal. The Board approved Annual Geological Programme 2017-18 and 2018-19 for Geology & Mining Division. 6 (six) agenda items were proposed to be taken up by Geological Survey of India ( GSI).

4. Establishment of District Mineral Foundation ( DMF): The Manipur State District Mineral Foundation ( MSDMF) was established as a non- profit body with a State Level Governing Council with jurisdiction over all the districts of Manipur and District Level Managing Committees on 18/11/2017 to implement the Pradhan Mantri Khanij Kshetra Kalyan Yojana ( PMKKKY).

5. Framing of DMF rules, 2017: Draft Manipur District Mineral Foundation (Trust) Rules, 2017 had been submitted to the Government for notification.

6. Notification of Manipur Mineral Policy, 2017: Draft Manipur Mineral Policy, 2018 has been framed and has been submitted to Govt. for consideration.

7. Formation of State Level Committee: A State Level Committee to scrutinized the Mineral Concession ( Prospecting Licence, Mining Lease) Proposal of the Private Companies for obtaining Central Govt.’s approval in respect of minerals listed in the First Schedule of the Mines and Minerals ( Development & Regulation) Act, 2015 has been constituted comprising of Deputy Director General, GSI, Dimapur, Regional Controller of Mines, Guwahati and Director of Trade, Commerce & Industries.

8. Formulation of Action Plan 2032: An action plan of mineral exploration w.e.f. 2017-18 to 2031-32 period had been submitted to the Govt. The main objective is to complete mineral exploration phase- wise for bringing sustainable mining in the State to generate revenue, employment, factories and plants.

9. MINERAL ADMINISTRATION: 7 (seven) quarrying lease applications were received for quarrying of minor minerals (earth materials). The necessary formalities are being done to grant the lease.

10. Work Programme of Geology & Mining Division for 2017-18: One mineral exploration project entitled “ Exploration of chromite and associated minerals in the ophiolite of Kwatha village, Tengnoupal District, Manipur” was approved by the State Geological Programming Board on 21/8/2017 for the Field Season 2017-18. The field work had been completed with the following achievement:

to 18.31%, SiO2-0.45 to 6.56%.

Analytical data of copper:

Cu (ppm)-8400 ppm to 60,800 ppm. One serpentinite sample contains 37.33 % Cr2O3.

Reserve Estimation of hard & lumpy chromite: 9.75 lakh tonnes

I. Micro, Small and Medium Enterprises (MSME) Sector:

(i) Setting up of Industrial Estates: (a) Industrial Estate at T. M. Kasom in Ukhrul District: Construction of Industrial Estate of Ukhrul District at T. M. Kasom was started with the assistance from MSME from the year 2016. An amount of Rs. 500.00 lakh from MSME and NEC share for construction of work shed of Rs.453.33 lakh as first installment has been received. Status on fund receipt: (Rs. in lakh) Sl. (b) Industrial Estate at Khopibung in Churachandpur District: Construction of Industrial Estate of Churachandpur District at Khopibung was started with the assistance from MSME from the year 2016. (e) Setting up of Common Facility Centre under Micro & Small Enterprises- Cluster Development Programme:

Ministry of MSME, Government Of India approved three cluster development projects in Manipur namely, Spice and Food Processing Cluster Churachandpur, Wood Carpentry Cluster and Greater Imphal jewellery Cluster. Detailed financial implication of the projects is given against each of the projects. The project will be implemented by IIE Gauwahti. As of now fund amounting to Rs. 33.31 lakh for Spice and Food Processing Cluster Churachandpur was deposited to IIE Gauwahti as contribution of State Government.

(e) Prime Minister’s Employment Generation Programme (PMEGP) :

Implementation of PMEGP Scheme, 2018-19

The Khadi and Village Industries Commission under PMEGP, for 2018-19 allocated a physical target of 1018 Nos. and financial target of Rs.25.44 crore, for the state of Manipur. There is backlog of 10,056 cases pending from 2016-17 and 2017-18.

In view of the pending applications under PMEGP, the State Govt. decided not to call fresh applications but to clear the pending cases for the programme year 2019-20.

In order to select the most deserving beneficiaries, the Department carried out re- verification of the applications. However, because of various complicacies, the SLBC Sub- Committee subsequently decided to recommend the applications to the concerned banks strictly as per the Serial Numbers of the applications received. Further, in view of large number of applicants (10,056 Nos.), it was decided to enhance the target of 1018 Nos. allocated by KVIC by 3 times to 3054 Nos.

Status on Implementation of PMEGP 2018-19(as on 31-03-2019)

The banks are the ultimate agencies to make the final selection of the beneficiaries under PMEGP. Overall, a total of 1270 Nos. of projects were finally selected by the respective banks with a total margin money of Rs. 2020.3434 lakh thus achieving a percentage utilisation of 79.41% against 38.53% achieved during 2017-18. It is expected to generate employment of about 10,160 persons from these projects. A target of 1018 for the year 2018-19 has been received from the Ministry of MSME for effective implementation jointly by DICs, KVIB, KVIC and banks. District-wise achievement are shown below:

(f) Make in Manipur Following the Make in India initiative of Government of India, the State Government has also launched Make in Manipur to promote entrepreneurship in manufacturing and agro

based activities. Under this initiative, banks have sanctioned loans for promotion of cultivation of aromatic and medicinal plants, spice crop in all the districts of Manipur. The project is being implemented by Manipur Food Industries Corporation Ltd.(MFICL) in collaboration with the General Manager of DICs. Under this initiative, more Gene banks will be established in the districts of Imphal West, Chandel, Churachandpur, Tamenglong. These Gene banks will supply Lemon Grass Slips for cultivation in 2000 acres and Stevia in 800 acres Fund amounting to Rs. 23.00 lakh is available in the State Budget for the year 2018- 19 to provide fund to all Gene banks.

(g) Scheme of Fund For Regeneration of Traditional Industries (SFURTI):

Salient Features

Scheme of Fund for Regeneration of Traditional Industries (SFURTI) is a cluster- based scheme through KVIC and Coir Board where Khadi, Village Industries and Coir Clusters have been taken up for development by providing them with improved equipments, common facility centres, business development services, training, capacity building and design and marketing support, etc.

Objective

(a) To organise traditional industries and artisans into clusters and provide support for long term sustainability and economy; (b) To provide employment for traditional industry artisans; (c) To equip traditional artisans with improved skills through training and exposures; (d) To make provision for common facilities and improved tools and equipments for artisans; (e) To build up innovated and traditional skills, improved technologies, etc.

Status of Implementation of SFURTI in Manipur

During 2018-19, the Khadi and Village Industries Commission, Mumbai has accorded sanctions in favour of (i) Mao Beekeeping Cluster, , and (ii) Traditional Embroidery Cluster, for a total amount of Rs. 263.40 lakh. These two cluster projects will generate a total employment of 700 persons. In addition, in principal approval has also been given to Cane & Bamboo, Embroidery, Wood Carving and Carpentry Cluster, Chandel District. However, necessary sanction is yet to be obtained.

(h) Establishment of nine (9) Livelihood Business Incubators

Under ASPIRE (A Scheme for Promotion Innovation, Rural Industries and Entrepreneurship) of Ministry of MSME, Livelihood Business Incubators have been set up to lend active support to entrepreneurship and also to promote start-ups for innovation and entrepreneurship in rural, agriculture based industry and products from forest, horticulture, fisheries and animal husbandry.

Livelihood Business Incubators were established in 9 district of Manipur under the ASPIRE scheme of Ministry of MSME. The common equipment/machineries installed in the LBIs are Lemon Grass Distillation Units, Honey processing Units, Dehydration Units for Spices, Stevia Drier, Spawn production Units while the Non-common items are the wooden carpentry units, embroidery, noodle making, tissue culture laboratory for multiplication and propagation of the lemon grass and stevia, computer-DTP, pineapple processing, mushroom processing etc. Training were conducted under LBI and total number of persons trained in all the training has exceeded 8000.

(i) Udyag Aadhaar Memorandum (UAM):

As part of ‘ Ease of Doing Business’, Ministry of Micro, Small and Medium Enterprises, Government of India New Delhi launched ‘Udyag Aadhaar Memorandum (UAM) in September 2015. UAM is one page online form and allows ease of registration of MSME units i.e. either “Manufacturing” or “Service”. UAM now replaces the need of filing Entrepreneurs Memorandum.

(j) Departmental Training Centre:

The main objective of the scheme is to impart trainings to aspiring entrepreneurs to enable them to take up self-employment ventures or make them self employed in industrial units. There are 9 (nine) Training Centre. 8(eight) Cluster Type Training Centres (CTTC) at Porompat, Jiribam, Moirang, Churachandpur, Chandel, Tadubi, Ukhrul and Tamenglong and one Arts & Crafts Training Centre (ACTC) at Thoubal.

Courses Offered :

(a) One year Advance course in Tailoring & Cutting, Carpentry, Weaving at Porompat, Thoubal, Churachandpur. Only One year Advance course in weaving is at Ukhrul.

(b) One year Elementary Course in the trade of Tailoring & Cutting, Carpentry, weaving are at Porompat, Thoubal, Churachandpur, Chandel, Ukhrul, Tadubi and Tamenglong. Cane and Bamboo is at Porompat, Thoubal, Churachandpur and Moirang. Jiribam training centre is conducting one year Weaving course only. One year course on carpet weaving and Foundry are at CTTC Porompat and Thoubal. Doll & Toys and Blacksmithy are at CTTC Porompat.

(c ) Six month Short Term Course in Wool Knitting is running at CTTC Porompat, Churachandpur & Ukhrul. Embroidery is at Porompat only.

A total of 145 trainees passed out in Elementary course and Short term courses training in the trade of Tailoring & Cutting, Carpentry, Weaving, Cane & Bamboo, Carpet Weaving, Cane & Bamboo, Foundry, Doll & Toys, Blacksmithy, Wool-knitting and Embroidery for the year 2018-19.

(d) In Service Training : To familiarise basic computer application in office working, 37 officials of the Department of Trade, Commerce & Industry participated in the computer literacy programme, 20 officials were deputed to NIELIT, Akhampat for a duration of two weeks and 17 officials received training at SAT, Takyel for a duration of one week.

(e) EDP Training : EDP cum Skill development Training programme for a duration of one month is sponsored by Department of TCI, Manipur and 3- different NGOs are engaging to impart training to 30 youths of Bishnupur District, 30 youths belonging to and other 30 youths of .

(k) SC/ST Hub Scheme:

The National Scheduled Caste Scheduled Tribe Hub (NCST) was launched by the Hon’ble Prime Minister on 18 October,2016 with the objective to provide professional support to Scheduled Caste and Scheduled Tribe Entrepreneurs to fulfill the obligations under the Central Government Public Procurement Policy Order 2012, adopt applicable business practices and leverage the Stand Up India initiative. Accordingly under this scheme an amount of Rs.100.00 lakh has been received from Ministry of MSME in respect of the state of Manipur and released to the Implementing Agency, MANIDCO to take all possible training etc. Accordingly, MANIDCO imparted awareness programme. Various resource persons from Industry Association, Financial Institutions and DICs delivered lectures on different areas.

II. INDUSTRIAL AND INVESTMENT POLICY OF MANIPUR, 2017:

The Industrial and Investment Policy of Manipur, 2017 was notified on 17th November, 2017 replacing the earlier Policy which expired in March, 2017. The Policy has been formulated to strengthen the State’s mission to act as facilitator to accelerate industrial development and allied sectors through development of infrastructure, enhancement of human resources, provision of incentives, garnering of investments and establishing a strong and committed administrative support network.

Under this Policy, the incentives available under North East Industrial and Investment Promotion Policy, 2007 and North East Development Scheme, 2017 of the Ministry of Commerce & Industry, Govt. of India shall automatically apply. These incentives are (i) Central Capital Investment Incentive for assess to credit, (ii) Central Interest Incentive, (iii) Central Comprehensive insurance Incentive, (iv) GST Reimbursement, (v) IT Reimbursement, (vi) Transport Incentive, and (vii) Employment Incentive. In addition, sole proprietorship units belonging to ST, SC, Women Entrepreneurs and Persons with Disability will be eligible for additional subsidy of 2.5% on fixed capital subject to a ceiling of Rs.5 lakh, Rs. 15 lakh and Rs. 25 lakh for micro, small and medium enterprises respectively.

During 2018-19, the Department received applications from 13 industrial units for grant of subsidies under Central Capital Investment, Central Interest Subsidy, Central Comprehensive Subsidy and Central Transport Subsidy. The State Level Committee, after due examination, recommended to the Ministry of Commerce & Industry, Govt. of India for reimbursement of a total of Rs. 50.58 crore.

III. 3rd World Bamboo Workshop 2019 :

Having acknowledged the potentials in bamboo, its availability and for the advancement of the economy of the State and also to provide economically viable and gainful alternatives to the people of Manipur, the 3rd World Bamboo Workshop 2019 was hosted by the Government of Manipur at the City Convention Centre from 4th to 8th February 2019 in collaboration with the World Bamboo Organisation. Department of Textiles Commerce & Industry, Manipur took a lead role in organizing and hosting the event.

About 34 countries of the world participated in this event. Those countries were USA, Canada, Mexico, Colombia, Venezuela, Chili, Peru, Brazil, France, Portugal, Spain, Germany, Belgium, Netherland, Italy, Austria, , French Polynesia, Australia, Malaysia, Japan, Taiwan, Vietnam, Cambodia, Singapore, Bhutan, Philippines, Mauritius, Indonesia, Lebanon, Nepal, Bangladesh, China and Thailand. During the event photographic and painting competition was held. Competition of cooked bamboo shoot was also performed. Attractive prizes were distributed to the 3-best competitors in all the trades. Four permanent Pavilions made of bamboo were erected one at Hotel Imphal and other three pavilions at Hapta Kangjeibung.

The focus of the Workshop was to promote sustainable plantation of bamboo in a scientific manner, development and use of tremendous useful product of bamboo for the benefit of the communities.

Signing of MoUs:

For transfer of technology and to collaborate in marketing of bamboo based products, propagation of bamboo, bamboo cultivation etc. 3- MoUs were entered into by the State Government with other participating countries.

IV. FOOD PROCESSING INDUSTRIES:

Food Processing Industry Sector is a fast growing Industry. It plays a vital role in the development of industries and creates large employment generation in the State.

(a) EDP on Food Processing: 30 number of Entrepreneurs in respect of Kakching District, 30 number of Entrepreneurs in respect of Kangpokpi District, 30 number of Entrepreneurs in respect of Bishnupur District, 35 number of Entrepreneurs in respect of Ukhrul District, 30 number Entrepreneurs in respect of Thoubal District and 88 number of Entrepreneurs in respect of Imphal East District were given training on one-week Mobile Entrepreneurs Development Programme (EDP).

(b) Pradhan Mantri Kisan Sampada Yojana (PMKSY): Under the Scheme of Pradhan Mantri Kisan Sampada Yojana (PMKSY), the Department of Textiles, Commerce & Industry has initiated actions for implementation of the following scheme under PMKSY:

Mega Food Park: Considering the need to develop Agro-Food Processing sectors, projects on Mega Food Park is establishing at Yaithibi Khunou, Kakching District covering all the districts of Manipur. The Ministry of Food Processing, Govt. of India has approved in principal with a project cost of Rs. 8137.40 lakh.

The Park covers an area of 31 acres (approx) at Nilakuthi, Imphal East. There are 49 plots having 600 sq.m each. 6 number of plots allocated to MSME-Technology Centre and 43 plots were allotted to entrepreneurs of Food Processing Units.

V TRADE & COMMERCE:

(a) Integrated Check Post (ICP): To promote Trade, Integrated Check Post (ICP) has been constructed at Khonomphai and PalunVeng of Moreh Ward No. 1 at a project cost of Rs. 90.00 crore within an area of 38 acres. The ICP was inaugurated by Hon’ble Prime Minister of India Shri Narendra Modi on 4th January, 2019. It has Immigration office, local police station, Custom Station, Narcotic and Drug Control office, Forest Section, Postal services, Banking services, Telecom services, Animal Quarantine facility, Plant Quarantine facility, Quality Certification Inspection Agencies, Export promotion council, Trade Facilities Counter, Food Testing Laboratory, Truck parking facilities, etc.

(b) Construction of Manipur Trade and Expo Centre: The Department of Commerce, Ministry of Commerce & Industry, Government of India approved, a DPR at the cost of Rs. 15.86 crore for establishment of Main Exhibition Building (Phase II) at the

Manipur Trade and Expo Centre, Lamboikhongnangkhong, Manipur under the Scheme of Trade, Infrastructure for Export Scheme (TIES). Funding pattern of the project is given bellow:

During the year 2018-19 State Government accorded expenditure sanction for an amount of Rs. 500.00 lakh from the budget of TC&I, Manipur and amount was utilized for construction of Food court, Chawkidar quarter, public toilet, compound walling in the southern, northern and western side of the Manipur Trade and Expo Centre.

Renovation of Trade Centre, Moreh: Fund amounting to Rs. 95.00 lakh from the State budget 2018-19 was sanctioned and deposited to MANIDCO (Implementing Agency) for up gradation of 10 No. of ordinary rooms up to standard of VIP rooms of new building of Trade Centre Moreh.

The old building of Trade Centre Moreh, which was constructed about 10 years back was renovated. CGI roofing of the building was completely replaced by new GCI roofing with tumbler support and amounting to Rs.80.00 lakh was incurred for the above work.

(c) Participation in the India International Trade Fair, 2018 : To promote exposure and to extend assistance to entrepreneurs of the State, to attract buyers and sellers, 7 (seven)

number of selected persons took part in the IITF, 2018 held at Pragati Maidan, New Delhi from 14th November to 27th November 2018 under the sponsorship of the Department of Trade, Commerce & Industries, Manipur. On the 2nd day of the fair, Manipur State Day was celebrated presenting 5 items of cultural dance.

(d) Manipur Sangai Festival, 2018: Department of Trade, Commerce & Industries, Manipur took a major role in stall construction and arrangement for allotment of stalls to the participants at two venues viz : (1) Hapta Kangjeibung and (2) Manipur Trade and Expo Centre, Lamboikhongnangkhong. Ninety five stalls were occupied by Foreign Countries and seventy five stalls occupied by participants from outside the State.

VI. Factory Permit & Licence Sector:

The Director of Trade, Commerce & Industries, Manipur is the ex-officio Chief Inspector of Factories and Boilers.

A manufacturing unit is determined a Factory under the provisions contained in the Factories Act, 1948.

Fee for factories is based on the matrix of the number of employees and power requirement. In addition to the Chief Inspector of Factories & Boilers, all General Managers of DICs were re-designated as Superintendant of Taxes for the purpose of collecting tax.

As many as 61 numbers of permits and 26 numbers of licences for setting up of factories were granted by Department of Trade, Commerce & Industries to applicant units under the Factories Act, 1948. A sum of Rs 7.24 lakh was collected as revenue and Rs. 62,500/- as professional tax by the Department.

VII. Partnership Registration:

The Director of Trade, Commerce & Industries, Manipur is the ex-officio Registrar of Firms. In Manipur partnership is one of the most practiced form of business organization. Any dispute arising out of the partner venture is bound by the agreement deed signed under Indian partnership Act, 1932.

A total number of 85 Partnership firms were registered under Indian Partnership Act, 1932 and a total amount of Rs 27,558/- was collected as Revenue by the Department during the year 2018-19.

VIII. MINERAL DEVELOPMENT:

Main functions of the Geology & Mining Division are (a) Mineral Exploration and (b) Mineral Administration. Mineral exploration is taken up by Geology & Mining Division regularly under the State Plan fund. (a) MINERAL EXPLORATION: (i) Financial Aspects:  Budget Provision during 2018-19 : Rs. 18.00 lakhs  Expenditure : Rs. 15.845 lakhs

 Revenue collected during 2018-19 : Rs. 10.42 lakhs (ii) State Geological Programming Board Meeting: The 14th Meeting of the State Geological Programming Board, Manipur was held on 6/8/2018 for review of the works done during the Field Season 2017-18 and approval of the Annual Geological Programme for the Field Season 2018-19 of the Geology & Mining Division.

(iii) Reservation of areas for Exploration and Mining in Joint Venture with private companies: 8 (eight) blocks of limestone over an area of 34.37 sq.km and 10 (ten) Blocks of chromite over an area of 38.96 sq.km have been notified for reservation for taking up exploration and mining with 9 (nine) private companies who have signed MoUs on 22/11/2017 as a part of North East Development Submit ( NEDS). The notified areas have been submitted to the Ministry of Mines for prior approval on 21/12/2018.

(iv) Framing of Illegal Mining Rules: The Government of Manipur has notified “The Manipur Minerals ( Prevention of Illegal Mining, Storage and Transportation) Rules, 2018 to dealt with illegal uses of minor minerals on 24/01/2019.

(v) Amendment of Manipur Minor Mineral Concession Rules, 2012: The Government of Manipur has notified “The Manipur Minor Mineral Concession ( Amendment) Rules, 2018 for regulation of minor minerals in the State.

(vi) Submission of draft Cabinet Memo for giving an area of 47 acre belonging to the erstwhile Hundung Cement Factory, on lease to M/s. Ramung Enterprises, Imphal for setting up of a 400 TPD Cement Plant on 18/11/2018. (vii) Cabinet Decision taken on 18/02/2019: Setting up of 2 (two) Cement Plants in Manipur of 500 TPD and 400 TPD respectively under Public Private Partnership was deferred and Ad was advised to re-submit proposal with more details.( The proposals were received from (i) M/s. Ramung Enterprises, Imphal and (ii) M/s. Sukhdev Mining & Industries Pvt. Ltd., Rewa, ).

(b) MINERAL ADMINISTRATION: (i) Grant of Mining Leases of Limestone: One mining lease of limestone over an area of 4.85 Hectares at Lambui, Ukhrul District, Manipur has been granted in favour of M/s. Rock and Earth Projects Pvt. Ltd., Ranchi, for mining of limestone.

(ii) Renewal of Prospecting Licence: One Prospecting licence of chromite over an area of 24.7 sq.km at Pinghang, Leision, and Kamjong has been renewed for 2 (two) years w.e.f.

7/4/2018 in favour of M/s. Manipur Mines and Minerals Pvt. Ltd. for completion of chromite prospecting.

(iii) Renewal of Prospecting Licence: One Prospecting Licence of chromite over an area of 8.75 sq.km at , Sihai khullen, Nungbi, Ukhrul District has been renewed for 2 (two) years w.e.f. 6/4/2018 in favour of M/s. Facor Alloys Limited, Shreeramnagar, Dist. Vizianagar, M. Garividi, Andhra Pradesh vide letter No. D(5)-96/IND/2008 dated 8/3/2018.

(iv) Submission of Mining Lease applications of chromite by M/s. Facor Alloys Ltd.: M/s. Facor Alloys Ltd., Bhubaneswar has submitted an application for grant of mining lease for chromite at Lunghar village, Ukhrul District on 14/12/2018 after completion of Prospecting Licence. The application shall be recommended to the Ministry of Mines, Govt. of India after scrutiny by the State Level Committee as required under the Mines and Minerals ( Development and Regulations) Act, 1957 and its amendments.

(v) Recommendation of Mining Lease applications of chromite to Ministry of Mines, Govt. of India. Two mining lease applications have been recommended to the Central Govt. for prior approval for the grant in favour of (i) M/s. Visa Steel Ltd., Bhubaneswar over an area of 2.87 sq.km. at Nungbi Khullen, and (ii) M/s. Balasore Alloys Ltd., Bhubaneswar over an area of 570.687 Hectarers at Makuchingjao, Ningthi of .

(vi) Grant of Quarrying Lease of Minor Minerals: 7 (seven) Quarrying leases of minor minerals have been granted to 6 (six) private companies/enterprises with a total area of 14.8 Hectares in the State for quarrying of road metal, stone and ordinary earth for use in construction of National Highways and Railway line in Manipur.

(vii) Signing of Mine Development and Production Agreement and Mining Lease Deed: The Directorate of Trade, Commerce & Industries have signed Mine Development and Production Agreement and Mining Lease Deed with two mining companies (i) M/s. Sarvesh Refractory Pvt. Ltd. at Lunghar village of Ukhrul District and (ii) M/s. Rourkela Mineral Company Pvt. Ltd. at -Gamnom of Kamjong District on 23/02/2019 to enable starting of chromite mining operations after obtaining approval of the Ministry of Mines, Govt. of India.

(viii) Implementation of Annual Geological Programme 2018-19: The Directorate of Trade, Commerce & Industries has taken up one mineral investigation project titled “Exploration of limestone deposits in Shingda and Singkap Blocks of Kamjong District during 2018-19 Field

Season. An area of 12 sq.km has been covered by Large Scale Mapping on 1:12,500 scale. 7 (seven) major limestone bodies were located in Shingda and Blocks. Detailed Mapping on 1:2000 scale were taken up in 3 (three) blocks covering 5 (five) limestone bodies. 29 (twenty nine) samples of limestone have been collected. Further, 24 (twenty four) limestone powder samples and 12 (twelve) chip samples have been submitted to the Geological Survey of India, North Eastern Region, Shillong for chemical analysis and petrographic studies. Probable reserve of 0.76 million tonnes and 1.49 million tonnes respectively were assessed on the basis of field studies from Shingda and Singkap villages. 5 (five) bore holes are recommended in 4 (four) limestone bodies for drilling during the Field Season 2019-20. The work is completed.

(ix) Construction of approach roads at Shingda and Singkap limestone deposits:- Two approach roads covering a total length of 3.5 km ( Shingda-2 km and Singkap-1.5 km) have been constructed for transportation of drilling machinery to the proposed drilling sites of Shingda and Singkap limestone deposits.

I. Micro, Small and Medium Enterprises (MSME) Sector:

(i) Setting up of Industrial Estates: (a) Industrial Estate at T. M. Kasom in Ukhrul District: Construction of Industrial Estate of Ukhrul District at T. M. Kasom was started with the assistance from MSME from the year 2016. An amount of Rs. 759.35 lakh from MSME and NEC share for construction of work shed of Rs.647.90 lakh has been received. (d) Upgradation of Takyelpat Industrial Estate, Imphal West

The Takyelpat Industrial Estate was establish in the early 1970s and it is the only established industrial estate in Manipur. There are 38 industrial units within the estate and many of the units have gained prominence wining national level and state level awards. In June 2013 the Ministry of MSME, GoI has approved for upgardation of Takyelpat Industrial Estate and its completed on 2019 with total 58 worksheds are functioning till date. (f) Departmental Training Centre: The main objective of the scheme is to impart trainings to aspiring entrepreneurs to enable them to take up self-employment ventures or make them self employed in industrial units. There are 9 (nine) Training Centre. 8(eight) Cluster Type Training Centres (CTTC) at Porompat, Jiribam, Moirang, Churachandpur, Chandel, Tadubi, Ukhrul and Tamenglong and one Arts & Crafts Training Centre (ACTC) at Thoubal.

Courses Offered :

(a) One year Advance course in Tailoring & Cutting, Carpentry, Weaving at Porompat, Thoubal, Churachandpur. Only One year Advance course in weaving is at Ukhrul.

(b) One year Elementary Course in the trade of Tailoring & Cutting, Carpentry, weaving are at Porompat, Thoubal, Churachandpur, Chandel, Ukhrul, Tadubi and Tamenglong. Cane and Bamboo is at Porompat, Thoubal, Churachandpur and Moirang. Jiribam training centre is conducting one year Weaving course only. One year course on carpet weaving and Foundry are at CTTC Porompat and Thoubal. Doll & Toys and Blacksmithy are at CTTC Porompat.

(c) Six month Short Term Course in Wool Knitting is running at CTTC Porompat, Churachandpur & Ukhrul. Embroidery is at Porompat only.

A total of 64 trainees passed out in Advance course and Short term courses training in the trade of Tailoring & Cutting, Carpentry, Weaving, , Wool-knitting and Embroidery for the year 2019-20.

MINERAL ADMINISTRATIOn:

(a) State Level Committee Meeting.

A meeting of the State Level Committee comprising of Deputy Director General, GSI, Dimapur, Regional Controller of Mines, Guwahati and Director of Trade, Commerce & Industries was held on 27/4/2019 to scrutiny the application of Mining Lease submitted by M/s. Facor Alloys Ltd. for an area of 8.75 sq.km at Lunghar, Sihai Khullen and Nungbi areas, Ukhrul District and advised the Company to re-submit the proposal after completion of the basic requirement as per Act and Rules.

(b) Grant of Quarrying Lease of Minor Minerals:

42 (Forty two) Quarrying leases of minor minerals have been granted to private individual/Enterprises with a total area of 204.19 Hectares in the State for quarrying of road metal/sandstone, Sand & stone , murum , shaly soil, ordinary/brick earth for use in construction works in Manipur.

(c) Execution of Quarrying Lease Deed:

The Directorate of Trade, Commerce & Industries has executed 5 (five) quarrying Lease Deeds with five individuals namely Shri M. Kanta Singh & Haobam Ibungo Singh of Serou village, and Smt. Leena Sinam, Khurai Lamlong Bazar on 11/12/2019 and M. Mangoljao Singh, Awang Sekmai 13/12/2019 for quarrying of minor minerals.

(d) Implementation of Annual Geological Programme 2019-20: The Directorate of Trade, Commerce & Industries will take up exploration of limestone at Shingda by drilling during the Field Season 2019-20.

In the previous Field Season, 2018-19 a Probable reserve of 0.76 million tonnes and 1.49 million tonnes respectively were assessed on the basis of field studies from Shingda and Singkap villages. 5 (five) bore holes are recommended in 4 (four) limestone bodies for drilling during the Field Season 2019-20.

VI. ESTABLISHMENT OF COMMON INFRASTRUCTURE FACILITY FOR HONEY PROCESSING AT TOUPOKPI, BISHNUPUR DISTRICT, MANIPUR.

The Project has been taken up under Agricultural & Processed Food Products Export Development Authority (APEDA), Ministry of Commerce & Industry, Govt. of India under Common Infrastructure Development schemes.

Means of finance: 1. State share : Rs. 285.08 lakh 2. Central Grant-in-aid (APEDA) : Rs. 409.23 lakh Total : Rs. 694.31 lakh

PRESENT STATUS: A Tripartite MoU has signed between APEDA and Directorate of Commerce & Industries, Manipur (implementing Agency) and Manipur Industrial Development Corporation Ltd. (Executing Agency) on 01/03/2016 for implementation of the project.

Fund released by APEDA: 1st instalment 40% of approved grant-in-aid of Rs. 409.23 lakh i.e. 40% of approved grant-in-aid i.e. Rs. 163.69 lakh. Received Rs. 1,54,31,875/- only by the Directorate from APEDA released through RTGS. APEDA deducted Rs. 9,37,125.00 as processing fee and same amount has been deposited to MANIDCO.

MANIDCO bear the Bank Guarantee of Rs. 1,63,69,000.00 i.e. the equivalent amount 40% of approved of Rs. 409.23 lakh.

APEDA forfeited the Bank Guarantee of Rs. 1,63,69,000.00 due to non-release of State share of 285.08 lakh in time. Further, out of State Share of Rs.285.08 lakh, State Govt. sanctioned Rs. 5.00 lakh only vide order No. 51/22/2015-C&I dated 15/3/2016 and the same was deposited to MANIDCO.

This Directorate had submitted proposal to the Administrative Department for providing the state vide letter No.S-105/IND/CFC/HP/Bishnupur/2014-15 dated 25/04/2018, 27/04/2018 (reminder) and 17/11/2018. However, till date no fund as requested has been provided.
