GOVERNMENT OF MANIPUR DIRECTORATE OF TRADE, COMMERCE & INDUSTRIES _____ ACHIEVEMENT DURING THE YEAR, 2017-18 I. Micro, Small and Medium Enterprises (MSME) Sector: (i) Setting up of Industrial Estates: The Department of Trade, Commerce & Industries, Manipur is committed to set up industrial estates in each of the 16 (sixteen) districts of Manipur with the financial assistance of the Ministry of Micro, Small & Medium Enterprises and the NEC. The Ministry of Micro, Small and Medium Enterprises, Government of India provides fund for development of infrastructure such as land development, power supply, roads, fencing etc. whereas NEC provides funds for construction of work sheds. Prior to 2017-18, only the Industrial Estate at Takyelpat in Imphal West District was functional. With the guidance of the new Government, more efforts were made and construction of two Industrial Estates of Bishnupur District at Tera Urak and that of Thoubal District at Kuraopokpi have been completed and commissioned during September 2017 and January 2018 respectively. There are 27 Nos. of Worksheds in each of the Industrial Estates. In addition, construction of Industrial Estates at Chandel, Ukhrul and Churachandpur districts have been started while the required lands have been acquired in the districts of Imphal East, Senapati and Tamenglong. Funding pattern in respect of MSME and that of State Government is 80:20 while that of NEC is 90:10. (a) Industrial Estate at Khopibung in Churachandpur District: Construction of Industrial Estate of Churachandpur District at Khopibung has been started with the assistance from MSME since the year 2016 and it is under rapid progress. So far fund amounting to Rs. 400.00 lakh has been received from MSME and a total of fund amounting to Rs. 589.84 lakh including State’s share of Rs. 189.84 has been released to MANIDCO for execution of work. (b) Industrial Estate at T. M. Kasom in Ukhrul District: Construction of Industrial Estate of Ukhrul District at T. M. Kasom has been started with the assistance from MSME since the year 2016 and is under progress. An amount of Rs. 500.00 lakh has been received from MSME and State share of Rs. 189.84 lakh has been released to MANIDCO for construction. (c) Industrial Estate at Salemthar in Chandel District: For construction of industrial estate of Chandel district at Salemthar, Central fund from MSME, amounting to Rs.500.00 lakh and state’s share of Rs. 181.31 lakh has been released to MANIDCO for construction. A target of 1793 Nos. for the year 2017-18 has been received from the Ministry of MSME for effective implementation jointly by DICs, KVIB,KVIC and banks. Banks had accorded sanction to 593 projects with margin money of Rs.1381.45 lakh. District-wise target and achievement are shown overleaf : Objective: (a) To create employment opportunities through self-employment ventures; (b) To help arrest migration of rural youth to urban or other places by giving them self-employment opportunities; and (c) To increase wage earning capacities of artisans and contribute to increase in growth rate. Under this initiative, banks have sanctioned loans for promotion of cultivation of aromatic and medicinal plants, spice crop in all the districts of Manipur. The project is being implemented by Manipur Food Industries Corporation Ltd.(MFICL) in collaboration with the General Manager of DICs. Under this initiative, two Gene banks have been established at Bishnupur District for Lemon Grass and Stevia. These two gene banks will supply Lemon Grass Slips for cultivation in 800 acres and Stevia in 200 acres . Under the Scheme of Fund For Regeneration of Traditional Industries (SFURTI),KVIC has sanctioned three cluster units of Thoubal, Chandel and Imphal for a total amount of Rs. 250.54 lakh to take up three projects one for carpentry, cane and bamboo and kauna craft respectively. The three cluster projects will yield employment to about 1005 persons. (iv) Establishment of 9 Livelihood Business Incubators Under ASPIRE (A Scheme for Promotion Innovation, Rural Industries and Entrepreneurship) of Ministry of MSME, Livelihood Business Incubators have been set up to lend active support to entrepreneurship and also to promote start-ups for innovation and entrepreneurship in rural, agriculture based industry and products from forest, horticulture, fisheries and animal husbandry. Livelihood Business Incubators were established in 9 district of Manipur under the ASPIRE scheme of Ministry of MSME. The common equipment/machineries installed in the LBIs are Lemon Grass Distillation Units, Honey processing Units, Dehydration Units for Spices, Stevia Drier, Spawn production Units while the Non-common items are the wooden carpentry units, embroidery, noodle making, tissue culture laboratory for multiplication and propagation of the lemon grass and stevia, computer-DTP, pineapple processing, mushroom processing etc. Training were conducted under LBI and total number of persons trained in all the training was 5823. (v) UNCTAD(United Nations Conference on Trade and Development) Training on Emprectec Primer Workshop for Installation of the Pride of Manipur : Two Emprectec Primer Workshops were sponsored by the Department in collaboration with the Emprectec India Foundation under UNCTAD for high impact entrepreneurs to create the Pride of Manipur Mission. A total of 40 persons including high impact entrepreneurs and Govt. officers were trained jointly nominated by the Deptt. of Trade, Commerce & Industry, State bank of India, and All Manipur Entrepreneurs Association. (vi) Udyag Aadhaar Memorandum (UAM): As part of ‘ ease of doing business’, Ministry of Micro, Small and Medium Enterprises, Government of India New Delhi launched ‘Udyag Aadhaar Memorandum (UAM) in September 2015. UAM is one page online form and allows ease of registration of MSME units i.e. either “Manufacturing” or “Service”. UAM now replaces the need of filing Entrepreneurs Memorandum.
