    Berlin, January 2013 INVITATION The Alfred von Oppenheim-Centre for European Policy Studies of the DGAP cordially invites you to a Brussels Briefing on Monday, February 11, 2013, 12:00 to 2:00 pm Avoiding a Divorce: A Virtual EU Membership for Turkey Turkey’s prospects of becoming a member of the European Union are more uncertain than ever. Having been forced to spend their residual political capital on combating the Eurozone crisis, European leaders have little enthusiasm for championing the unpopular EU-enlargement project. At the same time, the EU is no longer a central topic of discussion in Turkish policy cycles, nor is it at the top of the Turkish foreign policy agenda. This has proved detrimental to Ankara’s democratic progress – a situation that is unsatisfactory for Brussels, too. As it loses credibility in membership negotiations, the EU is losing the ability to engage Ankara constructively and Turkey’s interest in the Union is waning. In the context of the Brussels Briefings the cooling off of EU-Turkey relations as well as proposals for breaking this stalemate will be discussed and critically reflected. Can Ankara and Brussels develop a framework for reinvigorating the relationship, or is it time for the two to go their separate ways? How can the engagement on both sides be sustained despite the unlikelihood of reaching consensus about Turkish accession in the foreseeable future? In which areas can common interests be identified and cooperation deepened, outside of the blocked enlargement negotiations in order to inject new life into the membership process? And, finally, what kind of Union are we talking about anyway as a result of the crisis?     Eine fröhliche Kämpferin Werben für das westliche Modell: Zum Tod von Sylke Tempel Dass ausgerechnet ein Sturm sie das Leben kostete – darin liegt eine beson- ders tragische Pointe. Denn Sylke Tempel war eine Persönlichkeit, von der man glauben musste, dass sie allen Stürmen standhalten würde, dass nichts sie umwerfen kann. Am 5. Oktober wurde sie – als der Sturm Xavier über Norddeutschland fegte – in Berlin von einem umfallenden Baum erschlagen, nur 54 Jahre alt. So überzeugend wie wenige andere hat sie für das Modell der westlichen Demokratien geworben. Gerade auch angesichts der Erfolge von Populisten und Autokraten blieb sie bei der festen Überzeugung, dass Rechts- staat und offene Gesellschaft am Ende stärker und attraktiver sind. Man müs- se freilich etwas dafür tun. Geboren 1963 in Bayreuth, studierte sie Politische Wissenschaften und Ju- daistik in München. Früh verband sich das mit einem Interesse an und Sym- pathie für Israel, sie sprach gut Hebräisch. Ein von dem Historiker Michael Wolffsohn initiiertes Forschungsprojekt, an dem sie teilnahm, prägte fortan ihre wissenschaftlichen und politischen Interessen. Es ging um das „Dreieck“ Israel, Deutschland, USA. Zwei Jahre forschte Sylke Tempel in den USA, sie 4 IP • November / Dezember 2017 promovierte 1993 mit einer Arbeit über die Beziehungen der amerikanisch- jüdischen Organisationen zur Bundesrepublik Deutschland. Ab und an schrieb sie in New York für den Aufbau, eine Zeitschrift jüdischer Emigranten aus Deutschland, die im Laufe der Jahrzehnte immer mehr Leser verloren hat. Sylke Tempel erzählte gerne von der tieftraurigen Skurrilität, die das Aufbau- Milieu auszeichnete. Im Jahr ihrer Promotion ging Sylke Tempel als Nahost-Korrespondentin zur Woche, schrieb später als freie Autorin für zahlreiche Zeitungen und Zeit- schriften.

Engelen the surprises, shocks, and upheavals are coming faster than ever. For years, she has played a key role in crisis manage- ment at the helm of the largest and strongest member coun- try of the European Union. What is causing unease in some quarters is the ques- tion of whether she can and will hold on to power after Germany’s 2017 national Lelection. Following the vote by the majority of UK citizens to leave the European Union, a major challenge for the bloc’s leaders will be to keep the remaining twenty-seven-member European Union together. At this juncture of the historic European integration process, another Merkel “We can do this” could help. But she would need to widen her political base in Germany considerably and end the divisive quarreling among EU member states whose leaders she offended last year by not consulting with them before opening the German borders. But she also would need a lot of luck to prevent the smoldering economic and banking crisis in the euro area from blowing up again. The failure to tackle structural reforms and overcome the lack of competitiveness in most EU states makes it harder to reduce high unemployment levels. Parts of Europe have been sliding into a stagnation trap.

Geneive Abdo is the director of the Iran Program at The Century Foundation, a Washington and New York-based think tank. Her current research focuses on contemporary Iran and political Islam. She is the creator and editor of the newly launched website: www.insideIRAN.org She was formerly the Liaison Officer for the Alliance of Civilizations, a U.N. initiative under Secretary-General Kofi Annan. Before joining the United Nations, Abdo was a foreign correspondent. Her 20-year career focused on coverage of the Middle East and the Muslim world. From 1998- 2001, Abdo was the Iran correspondent for the British newspaper the Guardian and a regular contributor to The Economist and the International Herald Tribune . Abdo is the author of No God But God: Egypt and the Triumph of Islam (Oxford University Press, 2000), a work that documents the social and political transformation of Egypt into an Islamic society. The book is the first to detail the leading figures and events responsible for giving moderate Islamists in Egypt enormous social and political power. Abdo is the co-author of Answering Only to God: Faith and Freedom in Twenty-First Century Iran (Henry Holt, 2003), a work that explains the theological struggle in Iran among the Shiite clerics and how this struggle has caused political stagnation.
