In Europe the prevailing idea is that the Russians, who in many respects are themselves still semi- Asiatic, are better fitted to undertake the civilisation of Asia, and will be more likely to bring about the transition from one sphere of action to another, than the English, the accomplished representatives of Western culture, who lack the necessary pliability, and whose stiff, proud bearing is supposed to be detrimental to the work of transformation. To prove the erroneousness of this view, and also to defend myself against the accusation of an unjustifiable partiality, these pages have been written. The comparative survey of the various innovations and reforms introduced by Russia and by England respectively, which I have endeavoured to give, will convince the reader that, in forming my conclusions, I have not been guided by personal motives, but that they are the outcome of a close investigation of what has actually been done by our two Culture-bearers. -

Washington Blvd., Truland Building, 5th Floor, Arlington, VA 22201, United States Available online 19 February 2008 Abstract This paper discusses the results of the survey conducted in co-operation with the European Research Center for Migration and Ethnic Relations, concerning identity in the Autonomous Republics of Russia and Ukraine. The survey queried 6522 residents of such republics as Bash- kortostan, Karelia, Komi, Sakha (Yakutia), and Tatarstan in Russia, and Crimea in Ukraine. It examined the construction of social identities, common narratives regarding threats and deprivations, confidence in public institutions, the prevalence of views toward national minor- ities as ‘fifth columns’, ethnic stereotypes, ethnocentrism, and other conflict indicators. An early warning model, built on the basis of the results, measured the potential for conflict based on these factors, and found that it was most pronounced in Bashkortostan and Crimea, and to a lesser extent in Tatarstan. Conflict was less likely in Sakha, Karelia, and Komi, although there were still certain indicators that suggested potential problems, including moderate support for independence in these republics. Date of publication (dd/mm/yyyy): 05/05/2020 Abstract – Extensive research has shown great interest in the origins and evolution of Turkic cultures and languages underlying the importance of history, language and religion in building the ethnicity of different nations in Eastern Europe. However, less attention was paid to semantic convergences, divergences and evolutions of lexical items in the conceptual metaphors and phrases recovered in Romanian culture through Turkish and other south slavic intermediaries. Accidentally encountered in etymological dictionaries and studies, the Turkic elements have not benefited yet from a multidisciplinary research meant to point out the lines of continuity between old Turkic (Pechenges, Cuman and Tatar), those of Ottoman Turkish and their reverberations in Romanian language. In fact, words almost exclusively labelled as Turkish or those with unknown and multiple etymology, preserved in Romanian as relics found in various stylistically registers (academic, archaic, colloquial, popular, regional) as well as in anthroponomy and toponymy, have been recovered in the folklore and literature of the 19th to the 21st centuries. These have been found disguised in metaphorical expressions and symbols considered relevant for the spirituality of this multicultural space. Integrated into an evolution perspective, the concepts and metaphors analysed and interpreted within this article belong to extended cultural areas, and use symbols common to extremely various linguistic groups. -

SELECTED WORKS OF CHOKAN VALIKHANOV CHOKAN OF WORKS SELECTED SELECTED WORKS OF CHOKAN VALIKHANOV Pioneering Ethnographer and Historian of the Great Steppe When Chokan Valikhanov died of tuberculosis in 1865, aged only 29, the Russian academician Nikolai Veselovsky described his short life as ‘a meteor flashing across the field of oriental studies’. Set against his remarkable output of official reports, articles and research into the history, culture and ethnology of Central Asia, and more important, his Kazakh people, it remains an entirely appropriate accolade. Born in 1835 into a wealthy and powerful Kazakh clan, he was one of the first ‘people of the steppe’ to receive a Russian education and military training. Soon after graduating from Siberian Cadet Corps at Omsk, he was taking part in reconnaissance missions deep into regions of Central Asia that had seldom been visited by outsiders. His famous mission to Kashgar in Chinese Turkestan, which began in June 1858 and lasted for more than a year, saw him in disguise as a Tashkent mer- chant, risking his life to gather vital information not just on current events, but also on the ethnic make-up, geography, flora and fauna of this unknown region. Journeys to Kuldzha, to Issyk-Kol and to other remote and unmapped places quickly established his reputation, even though he al- ways remained inorodets – an outsider to the Russian establishment. Nonetheless, he was elected to membership of the Imperial Russian Geographical Society and spent time in St Petersburg, where he was given a private audience by the Tsar. Wherever he went he made his mark, striking up strong and lasting friendships with the likes of the great Russian explorer and geographer Pyotr Petrovich Semyonov-Tian-Shansky and the writer Fyodor Dostoyevsky. -

In this regard, the paper analyzes the concepts on territory, borders and bound in the Turks` society, the indicator of the boundaries for Turkic tribes and the way of expression the world concept on nature and human being of above stated nations. The research findings show that Turks as their descendants Kazakhs had a distinctive vision on environment and the relationship between human being and nature. Human being and nature were conceived as a single organism. Relationship of Turkic mythic outlook with real historical tradition and a particular geographical location captures the scale of the era of the birth of new cultural schemes. It was reflected in the various historical monuments, which characterizes the Turkic civilization as a complex system. -

Andalip "Oğuzname"adlı eserinde Oğuz Han'ı medenî kahraman olarak tanıtarak onun "tagma alfabeyi yani bir dönem için hem damga hem de alfabe olarak hizmet eden işaretleri bulduğunu kıvançla ifade ediyor. Türkmen klâsik şairlerinin eski alfabemiz hakkında ne tür bilgilere sahip oldukları veya bu konuda nasıl fikir yürüttükleri henüz açık değil. Fakat halkının muhteşem geçmişiyle iftihar eden Andalip, değerli eserini yazmak için hem halk arasındaki, hem de resmi tarihlerdeki Oğuznameleri inceleyerek bunlardan neticeler çıkarmış ve Oğuzların tarihini yazmıştır. Klâsik şairlerimizin özellikle Andalip'in eserinde belirtilen ve diğer ilmi çalışmalarda yer alan bilgiler çerçevesinde bundan birkaç yıl önce damga alfabeyi tekrar gündeme getirmek konusunda girişimlerde bulunan âlimler oldu. Andalip ile Şakandî 24 harfli, Şeydaî ise 25 harfli alfabeden söz ediyor. Türkmen klâsik şairlerinin gündeme getirdikleri alfabe, aslında Kaşgarlı Mahmut'un zamanında Uygur yazısı adını almaya başlayan Türk alfabesidir. The researched issues also include the identification of factors provoked by humans and the state to launch these migrations. Surprisingly enough, opposite to the claims made by independent Kazakhstan leadership in the early 2000s, the number of Kazakhs in Kyrgyzstan wishing to become repatriates to their native country is still far from the desired. Thus the article is an attempt to find out what reasons and factors influence the Kazakh residents’ desire to stay in the neighboring country as a minority. To provide the answer, the authors analyzed the dynamics of statistical variations in the number of migrants and the reasons of these changes. The other key point in tracing what characteristic features separate Kazakhs in Kyrgyzstan and their kinsmen in Kazakhstan is the archival data, statistical, historical, and field sources, which provide a systematic overview of the largely unstudied pages of the history of the Kazakh diaspora. -
A New Classification of the Chuvash-Turkic Languages
A NEW CLASSİFICATİON OF THE CHUVASH-TURKIC LANGUAGES T A L Â T TEKİN * The Chuvash-Turkic languages are generally called “Turkic lan guages” (Germ. Türkische Sprachen, Russ. Tjurkskie jazyki ) in the Turkic studies circles of the world. This term is not very appropriate if it is in- tended that it cover also the Chuvash language, because while ali the Turkic languages with the exception of Chuvash go back to Proto-Turkic vvhich was a z/s language, Chuvash goes back to Proto-Chuvash (or Pro- to-Bulgarian) vvhich obviously was a r/l language. In other vvords Chu vash and the Turkic languages are not the so-called “sister languages”, but they are descendants of two sister languages. It is for this reason that we have to assume, for the Chuvash-Turkic languages, a proto-language vvhich is older than Proto-Turkic and Proto-Chuvash. Such a proto-lan- guage may be called Proto-Chuvash-Turkic or simply Pre-Turkic (Germ. Vortürkisch).
