Dannevirke Community Board

Minutes of a meeting of the Community Board held in the Council Chamber, 26 Gordon Street, Dannevirke on Monday 7 March 2011 commencing at 3.00pm.

1. Present

Board Members R P Teahan (Chairperson), C J Isaacson (Deputy Chairperson), R A Dresser, W R Macdonald and Cr J B Dodunski (Council appointed community board member).

2. Apologies

2.1 Nil

3. Personal Matters

3.1 The meeting observed a minutes silence as a mark of respect to the victims of the earthquake disaster.

4. Public Forum

4.1 Dannevirke Town Centre Security Camera Monitoring System Project

4.1.1 David Curtis representing the Dannevirke Community Patrol expressed support for the Dannevirke Town Centre security camera monitoring system project.

4.1.2 At the present time the Community Patrol has a membership of eight to ten people, and they must travel in pairs when they patrol the town by vehicle.

4.1.3 The establishment of a security camera monitoring system for the town would greatly assist the Community Patrol in their work, and it may encourage further residents to become involved.

4.1.4 It was suggested that members of the Community Patrol could monitor the security cameras if they were located in the Dannevirke Police Station, and this proposal is acceptable to the Officer in Charge of the Dannevirke Police.

4.1.5 An offer was made by David Curtis to provide assistance with the fund raising for the security camera monitoring system through the Community Patrol making applications for this purpose.

4.1.6 Thanks were conveyed to David Curtis for his offer of support for this project, and he was invited to attend the meeting in the Council Chamber at 5.30pm on Thursday 24 March 2011 to discuss the planning of the security camera monitoring system being established.

4.1.7 It was noted that the Board has committed $20,000 towards this expenditure, and that through the forthcoming meeting a group of representatives from interested parties will be formed to coordinate the project.

4.2 Adopt A Highway Project

4.2.1 Dave Pawson advised that more plants would shortly be purchased for the Adopt A Highway project.

4.2.2 A request was also made that the tree lupins planted along the fenceline in the vicinity of Mandrake Park and the Welcome to Dannevirke signs be removed as they are overgrown.

4.2.3 It was agreed that board members would meet on-site at 9.00am next Monday to inspect this area with Dave Pawson, and that the Community Assets Manager be invited to attend.

4.2.4 An offer of assistance for board members to work on the project was conveyed by the Chairperson, and GoBus could also provide some voluntary labour through their community support programme.

4.2.5 The time committed by Dave Pawson and David Mulinder to establishing the Adopt A Highway site was acknowledged, and they were commended on the many hours of voluntary work willingly dedicated to undertake this project.

5. Notification of Items Not On The Agenda

5.1 The following matters were notified as items of general business not on the agenda for discussion at today’s meeting:

 Primary Schools Music Festival  School zoning and proposed school bus route changes

6. Confirmation of Minutes

6.1 That the minutes of the Dannevirke Community Board meeting held on 7 February 2011 (as circulated) be confirmed as a true and accurate record of that meeting.

7. Matters Arising From The Minutes

7.1 Dannevirke Town Centre Security Camera Monitoring System Project (Item 6)

7.1.1 The Deputy Chairperson was thanked for arranging some media publicity about this project.

7.1.2 A notice will be placed in the next Council Bush Telegraph page inviting all interested parties to attend the meeting regarding this matter on Thursday 24 March 2011 at 5.30pm in the Council Chamber.

7.2 2011 Community Boards and Local Boards Conference (Item 9.3)

7.2.1 The Chairperson is arranging for a DVD to be made to present the Board’s Best Practice Awards entry to the conference.

7.3 Carols in the Park Community Event (Item 9.4)

7.3.1 The comments made at the Council meeting regarding the alternative venue arrangements for this event (as the weather was wet) were noted.

7.4 Dannevirke Christmas Parade (Item 9.1)

7.4.1 It was requested that the date of the annual Dannevirke Christmas Parade be advised to the Brass Band, Chamber of Commerce, Highland Pipe Band, Lions Club and Dannevirke News.

7.5 General Assistance Grants Scheme (Item 12)

7.5.1 Applications to the Board’s 2010/2011 General Assistance Grants Scheme close on Friday 11 March 2011 at 5.00pm.

7.6 Community Boards Training Workshop (Item 13.5)

7.6.1 The KnowHow Training Community Boards Workshop to be held in was postponed due to the Christchurch earthquake disaster.

8. Tararua District Council Report

8.1 That the minutes of the Council meeting held on 24 February 2011 (as circulated) be received.

8.2 Draft Annual Plan 2011/2012

8.2.1 Board members agreed that it was not necessary to hold a public meeting on the Draft Annual Plan 2011/2012 in conjunction with the Council’s community consultation roadshow forum.

8.2.2 It was noted that the Dannevirke roadshow forum will be held on Thursday 14 April 2011 from 4.00pm to 8.00pm in the Council Chamber.

9. Reports from Board Representatives Appointed to Local Community Groups and Assigned Responsibilities

9.1 Dannevirke Information Centre Management Committee

9.1.1 The Chairperson expressed his concerns regarding the weak financial position of the Dannevirke Information Centre Incorporated, and noted that their ongoing viability may not be sustainable.

9.1.2 Their statement of receipts and payments as at 18 February 2011 indicate an account closing balance of $233.03.

9.1.3 It was requested that a copy of the Information Centre’s financial statement be circulated with these minutes to board members and the Mayor and councillors for their information.

9.2 Dannevirke Chamber of Commerce

9.2.1 Cr Dodunski thanked Board Member Dresser for submitting on her behalf a written report to the recent meeting of the Chamber of Commerce.

10.1 That the correspondence as listed be received:

10.2 Dannevirke Host Lions Club

10.2.1 Board Member Dresser declared an interest in this item of business, and he abstained from the discussions and voting on the motion regarding this matter.

10.2.2 That the Board grant the Dannevirke Host Lions Club the sum of up to $275.00 from its discretionary funds as assistance towards the cost of hiring the Dannevirke Town Hall for their Annual Book Sale fund raising community event to be held at the end of August 2011.

10.3 Dannevirke and District Returned and Services Association Incorporated

10.3.1 That the Board grant the Dannevirke and District Returned and Services Association Incorporated the sum of up to $320.00 from its discretionary funds as assistance towards the cost of providing a bus to the Anzac Day Civic Ceremony at Pongaroa.

11. Chairman’s Remarks

11.1 April Board Meeting

11.1.1 The Chairperson reminded board members that he will be absent from the Board’s April meeting.

12. Items Not on the Agenda

12.1 Primary Schools Music Festival

12.1.1 Board Member Macdonald outlined the proposed arrangements for the Primary Schools Music Festival to be held at the Dannevirke Town Hall on 4 and 5 October 2011.

12.2 School Zoning and Proposed School Bus Route Changes

12.2.1 Board Member Macdonald expressed his concerns that thirteen children’s parents on the Maunga Road/Tataramoa school bus route have been informed their children will no longer be picked up, and they will be transferred from South School to Range School.

12.2.2 It was noted that a meeting of the parents involved is to be held, and the possibility of the Board advocating on their behalf could be considered.

12.2.3 Board Member Macdonald was requested to find out more information about this matter, and if appropriate to seek an invitation for board members to attend this meeting.

There being no further business the Chairperson thanked those present for their attendance and contributions, and declared the meeting closed at 4.26pm.
