Odontológica Dominicana (Dominican University of Dentistry) 5 LAND USE PLAN – NATIONAL DISTRICT (POT-CAPITAL) 1 Summary The Land Use Plan of National District (POT-Capital) is the basic instrument to organizing the territory within the political-administrative limits of the National District considering the potential and limitations of its entire territory and guiding land use and occupation during a period of twelve (12) years. The formulation of this proposal was based on the analysis of the context of the metropolitan area of Santo Domingo, as well as the immediate context, characterizing the environmental, spatial and socio-economic component of the territory and analyzing climate vulnerability as an essential step to identify present and future factors threatening the municipality development due to climate change. Through the participation of the key actors in the territory, the vision for ordering the territory was defined, along with a series of guidelines that led the design of the proposals contained in this document. The proposals have been classified in a zoning map, which establishes the preferred uses for the municipal territory, together with a compendium of policies which are part of the municipal ordinance, binding for all actors in the territory. These proposals are linked to a series of plans, programs and projects defined to guide the appropriate implementation of identified land uses. 6 LAND USE PLAN – NATIONAL DISTRICT (POT-CAPITAL) 2 Introduction The Land Use Plan (POT-Capital) is a local planning instrument that serves to organize land use so that activities carried out in the territory result from a collective vision that seeks to satisfy the basic needs of the population, to reduce the identified deficiencies and to lead the development by taking the territory as a catalyst. The Land Use Plan of the National District (POT-Capital) was formulated by following the guidelines of the Methodological Guide for the Formulation of the Municipal Land Use Plan, published by MEPYD/DGODT in 2016, which integrates a climate change adaptation approach, in compliance with the constitutional mandate. This document summarizes the main findings and conclusions from the territorial integrated diagnosis process, from the territorial perspective and from the programming, which result in a proposal for the preferred land use for the territory of the National District. 2.1 Legal framework The Constitution of the Dominican Republic in its Art. 193 establishes

En esta investigación, conceptualizamos el derecho a la vivienda como lo plantea Enrique Ortiz (2011), no solo como un derecho social legalmente regulado y que, por lo tanto, comparte con los demás derechos sus características de universalidad, integralidad, inalienabilidad, indivisibilidad e interdependencia; sino también como un bien de uso, es decir, se privilegia su valor de uso sobre su valor de cambio, como un proceso, lo que significa que no es un producto terminado sino que se produce de acuerdo a los recursos, posibilidades, necesidades y anhelos, y como acto de habitar, por ser un resultado cultural vinculado no solo al lugar sino a su historia, lo que implica una relación afec- tiva con el lugar, (Ortiz Flores, 2011).

De manera que el modelo instaurado en el país, como resultado de una política orientada a la centralización administrativa y la expansión de la ciudad fuera de los límites actuales ha incidido en la dinámica territorial presente en la Capital. El presente documento resume el diagnóstico territorial, compuesto por una serie de factores que inciden en el uso y ocupación del territorio, partiendo de la caracterización del componente ambiental, espacial y socio-económico. El levantamiento de la información indicada permite describir los elementos más característicos del territorio estudiado, los cuales son sintetizados en siete (7) categorías de estudio, las cuales se describen a continuación: a. Potencialidad del suelo: es la relación entre la vocación del suelo, el uso del mismo y la disponibilidad de recursos. b. Sostenibilidad ambiental: es la relación entre la disponibilidad de los recursos naturales y el uso adecuado que se hace de los mismos. c. Vulnerabilidad social: es la relación entre las condiciones de vida de los habitantes y las oportunidades en el territorio. d. Vulnerabilidad territorial: es la relación entre las condiciones de habitabilidad de la población, el nivel de riesgo y su capacidad de adaptación. e.     Dear Latin American History Workshop Participants, Here are excerpts of an early draft of a chapter of my dissertation, introduced by a blueprint for the revisions I am planning in the near future. I hope that this less formal presentation to the workshop can generate fruitful discussion of the ideas in the chapter and the direction it will take. And I am happy to spare you all the labor of reading the entirety of the original draft. My dissertation, titled “Nueba Yol: Migration, Politics, and Popular Culture in Santo Domingo and New York, 1965-1990,” deals with the evolution of a relationship -- material, cultural, and political -- between Dominican settlers in New York and the increasingly urban, impoverished society they left behind. It asks how the process of incorporation into New York City was conditioned by intellectual, political, and social events in the fast growing capital of Santo Domingo. And it asks how the Dominican experience in New York reverberated in Santo Domingo, both in the world of ideas and images and in the practice of everyday life. The dissertation is a tale of two cities, and this chapter, chapter one, is an initial portrait of the city of Santo Domingo. I start with Santo Domingo in order to frame the story of international migration in the context of Latin American history rather than begin, as much of United States ethnic history does, with the arrival of new immigrants at the customs house. The chapter also provides some setting for audiences unfamiliar with urban life in Latin America, so that later discussions of returning migrants will not leave anyone imagining New Yorkers flying back to timeless communal villages or to deep jungle.
