MEMORANDUM CIRCULAR NO.2021-_ jol_

SUBJECT AI}DITIONAL ROUTES ALLOWED FOR THE OPERATION OT'PROYINCIAL BUSES ENTERING METRO MANILA DURING THE PERIOD OF GCQ/]VIGCQ

WHEREAS, pursuant to the guidelines ol the Department of Transportation (DOTr) for a calibrated and gradual opening of public transportation in Metro Manila and those in nearby provinces, the Board has since then made the necessary monitoring on the daily operations of the initial routes allowed to operate;

WHEREAS, on 25 September 2020, the Board issued Memorandum Circular No. 202A- 05lwhich allowed the resumption of operations of select Provincial Bus routes entering Metro Manila;

WHEREAS, under ltem II of MC 2020-051, the Board may issue additional routes to resume operations upon approval and coordination with the concemed Local Government Unit (LGt!;

WHEREAS, the IATF issued its Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines, with subsequent amendments and related issuances" which guidelines provided that public land transportation shall operate on a limited capacity subject to the guidelines set forth by the DOTr, as well as IATF Resolutions No. 88 dated 14 December 2O2l directing LTFRB to open provincial bus routes;

WHEREAS, IATF issued Resolution No. 101 dated26 February 2021 which specifically states on ItenrE.I that terminals must have suficient quarantine/isolation facilities and ltem e.3 that for the National Capital Region, all buses for the provinces shall use the Integrated Terminal Exchange as the central hub for transportation;

WHEREAS, based on the monitoring and coordination *'ith local government units across the eountry, the concerned LGUs of Agno, Alaminos City, Anda, Bolinao, Dagupan City, Lingayen, San Carlos City, San Fabian, San Manuel, Tayug and Urbiztondo in the province of Pangasinan together with the LGUs of Sagada (Mountain Province), Arayat (Pampanga), Macabebe (Pampanga), Mariveles (Bataan), General Tinio (Nueva Ecija), San Isidro (Nueva Ecija), Batangas City (Batangas), San Juan (Batangas), Calauag (Quezon), Guinayangan (Quezon), San Francisco (Quezon), Legazpi City (Albay), Pioduran (Albay), Tabaco (Albay), Daet (Camarines) have allowed the resumption of operations of PUBs travelling to and from Metro Manila;

NOW THEREFORE, for and in consideration of the foregoing, the Board hereby allows the additional routes (attached as ANNEX ooA") for Provincial Buses to operate to and from Metro Manila starting 04 lVlarch 2021 or as may be allowed by the Inter-Agenoy Task Force on Emerging Infectious Diseases (IATF-EIF).

1. Clear photocopies of the current LTO Official Receipt (OR) and Certificate of Registration (cR) corresponding to the number of allowed units. 2. Sworr Undertaking to utilize the Terminal as endpoint in Metro Manila as provided in MC 2a20-051 and signed by the operators or Authorized representative and indorsed by Terminal Manager. (attached as ANNEX,,B,)

The requirements shall be submitted or emailed to the Technical Division *PROWNCIAL at [email protected] with the subject: BUS_QR_OPERATOR NAME CASE NAMBER'.

The provisions of MC 2020-051 and the LGU guidelines shall be applicable herein specially on the CONTACT TRACING and the PRE-BOOKING requiremenis. Said eR Coie *ust be printed by the operator (size: 8.5"x 11" short bond paper) and displayed conspicuously by the operator in the front windshield of authorized unit (without affecting-view ofthe driver). No PUB shall be allowed to operate without the corresponding QR Code on display as herein speci{ied.

A11 concemed operators shall strictly comply with IATF Health Protocols, as well as those implemented by LGUs within their r-outes.

Applicant/operator shall abide by the results of the Route Rationalization Study or LpTRp of the PUVMP once completed.

All issuances inconsistent herewith are hereby superseded and amended accordingly.

Failure to comply with any of the conditions set forth herein may wartant the imposition of fines andlor cancellation or suspension of the Certificate of Public Convenience or provisional Authority of the concerned operator as the Board may determine and as provided under Joint Administrative Circular (JAO) No. 2014-001.
