Toen hij goed zes maanden later plotseling overleed, was dit deel 15 inderdaad samengesteld. Voor de opgenomen teksten was hij, als naar gewoonte, uitgegaan van het verslag van het voorbereidend gesprek, eventueel aangevuld met een markant detail uit de filmopname. Hier en daar hebben ook de geïnterviewden zelf nog een precisering aangebracht, want allen hebben hun tekst nog eens na willen lezen. Het gesprek met Albert Westerlinck is wel een unicum in de reeks: het is niet eerder door de BRT uitgezonden en het bestaat ook niet op film, aangezien de opname ervan eerst voor begin september was gepland. Herman Vanderpoorten van zijn kant heeft er prijs op gesteld dat de tekst van de TV-uitzending werd gepubliceerd. Achterin vindt de lezer weer een volledige, bijgewerkte lijst van alle gasten in ‘Ten huize van’, met opgave van het boekdeel waarin de reeds gepubliceerde interviews zijn verschenen. Dat maakt het opzoeken van een en ander wat gemakkelijker. Wie iets naders wil vernemen over de opvatting en de stijl van ‘Ten huize van’ of over de keuze van de prominenten, verwijzen we graag naar de ‘titels’ van de vorige veertien boeken. Bij het lezen van die voorberichten zal men overigens ontdekken met hoeveel plezier, genoegen, enthousiasme en zelfs passie Joos Florquin zijn programma steeds heeft gemaakt, hoe boeiend hij dit TV-werk vond en hoe ‘blij en dankbaar’ hij was dat hij het kon doen. -

PAR SES INTELLECTUELS ? * Atterré, le peuple congolais s’interroge sur l’asservissement des intelligences de certains universitaires qui rivalisent d'esbroufe et de raisonnement spécieux pour élaborer des arguties justifiant une violation constitutionnelle afin que le Chef de l’Etat brigue un troisième mandat pour qu'eux continuent de fructifier des rentes de situation… Cette consternation est à la mesure de l’immense espoir qu’avaient suscité au Congo pendant des décennies, les engagements intellectuels des étudiants. Les qualifications scientifiques des universitaires constituent certains de ressorts des dynamiques internes qui relayent et amplifient les sordides convoitises étrangères qui alimentent la tragédie du peuple congolais. La tragédie du Congo résulte à la fois de ces convoitises et d’un énorme déficit d’intelligence du politique, d’une extrême carence d’intelligence politique et d’un pitoyable asservissement des intelligences universitaires cooptées dans les sphères politiques. En dépit de la présence massive des universitaires dans différents secteurs de la vie administrative, politique, économique et judiciaire, force est de constater un énorme paradoxe entre l’aboulie intellectuelle des universitaires et la vigueur de pensée des intellectuels des groupes de « Conscience Africaine et l’Abako » en 1953-1958. Stupéfait, le peuple congolais s’interroge sur cette atonie intellectuelle et cette défaillance des universitaires dans l’exercice des responsabilités qui leur sont confiées : le mouvement étudiant s’est voulu un creuset de formation d’une intellingestia dont les compétences scientifiques fourniraient aux Congolais des instruments afin qu’ils élaborent des stratégies de développement pour s’assurer un mieux-être social collectif et individuel épanouissant. -

CONFIDENTIAL Biographic Data for use by Secretary Snyder and Members of his Party. I. His Royal Highness, Charles Theodore, Prince Regent of Belgium. Charles speaks English, having studied in England and served at one time in the British Navy. In 1931 he visited the United States incognito. He is unmarried. Although re- tiring, so far as publicity is concerned, he is quite popular in Belgium and is considered intelligent and competent. Charles was appointed Prince Regent of Belgium in September 1944, by virtue of a law voted by Parliament. The background of this law, which has prevented the return, since liberation, of King Leopold III to his country, is extremely complex. The chief element, however, was the fact that Leopold surrendered to the Germans in 1940, remained in the country during the occupation (under not uncomfortable cir- cumstances), and, at least at one point, believed that the Germans would win the war. The "Royal Question" (i.e., how to solve the problem of King Leopold III, who has not abdicated but who does not rule) has been one of the most important single domestic political issues in Belgium since the liberation. In general, the PSC (the Social Christian or Catholic Party), the largest party, has been pro-Leopoldist, while the Socialist and Liberal parties, the second and third in importance, have been anti-Leopoldist. There have, however, been may internal divisions within parties on this issue. The "Royal Question", an issue involving intense popular feelings and even religious aspects, has now probably become a question to which no clear-cut and generally satisfactory answer can be found. -

The Trust Fund for the benefit of victims of crimes within the jurisdiction of the Court, and of the families of such victims, was established by the Assembly of States Parties in its resolution ICC-ASP/1/Res.6 of 9 September 2002. The terms of reference of the Board of Directors are set out in the annex to the resolution. 2. The procedure for the nomination and election of the five members of the Board of Directors was set out by the Assembly of States Parties in its resolution ICC-ASP/1/Res.7 of 9 September 2002. In accordance with paragraph 6 of that resolution, each nomination shall specify how the candidate fulfils the requirements laid down in paragraph 1 of the same resolution, i.e., to be of high moral character, impartiality and integrity and to have competence in the assistance to victims of serious crimes. 3. In accordance with paragraph 8 of resolution ICC-ASP/1/Res.7, each regional group shall have one seat. 4. In accordance with paragraph 10 of resolution ICC-ASP/1/Res.7, every effort shall be made to elect the members of the Board by consensus. In the absence of consensus, the election shall be by secret ballot. This requirement may be dispensed with if the number of candidates corresponds to the number of seats to be filled, or in respect of candidates endorsed by the respective regional groups, unless a delegation specifically requests a vote on a given election. -
