• Developable land is in shorter supply than has been putforward; The "Broadhectare Study" used by council to support their request to have this area removed from the plan does not take into account the significant further restrictions in the form of habitat and other overlays that resulted when the Redland Planning Scheme was introduced in 2006 following the release ofthe "Broadhectare Study".

• Developable land is accommodating less growth in terms oflots per hectare than has been proposed; The structure plan submitted by Council for the South East Thornlands area reduced the usable area from 60% under the existing overlays ofthe 2006 planning scheme to 40% under the revised plan accommodating only 2900 persons rather than the 3600 persons originally put forward. At 8.6 dwellings per hectare this falls well short of the target dwelling yield of 12 per hectare and the intended 15 per hectare detailed in the regional plan. Discussion within the media by Mayor Hobson have projected further reductions ofat least 10% to the only remaining area to be structure planned and developed, Kinross Rd. The proposal to accommodate all required growth in Redland city within the existing urban footprint cannot be achieved due to availability and dwelling yield allowed.

• Quality infill sites are in limited supply and are not cost effectivefor affordable housing Availability of existing infill sites within Redland city is very limited. The expense ofbuying and developing these areas makes them incapable of accommodating affordable housing. This has resulted in a number of builders and developers leaving the area. This worsens affordability by decreasing competition and end price discounting.

• Many infill sites act as habitat to the endilngered urban koala population. RTIResultant medium RELEASEto high density development of these sites will result in the removal of all usable habitats on these sites. The Southern Redland Bay proposal would revegetate largely cleared areas with little habitat value and provide wide corridors for fauna movement to the neighbouring bushland.

Part A - Introduction The requirement for a revised regional plan is not in doubt with the existing issues arising around areas of housing affordability and the conflicting requirements of high population growth and environmental management.

Part B - Regional vision and strategic directions The regional vision and strategic directions give a balanced vision ofthe future. The plan recognises the need for diverse employment opportunities and sustainable and well designed development.

Part C- Regional land use pattern The inclusion ofidentified growth areas within the plan is applauded. The plan recognises the importance ofthe Southern Redland Bay Identified Growth Area (subject to detailed investigation) in ensuring Redland City does not run short of developable land within the remaining 22 year timeframe ofthis plan as is probable given review ofthe Local Growth Management Strategy and the current policies of Redland City Council.

Part D - Regionalpolicies

Section 1 - Natural Environment Recognition ofthe importance ofthe urban koala population in the plan is supported. Concern arises as to the capacity of the existing "infill capable area" to accommodate the level ofgrowth identified without having a significant further detrimental effect on the urban koala population. Growth would be better managed in greenfield locations where master planning of communities allows for functional habitat linkages and open space provision as provided for within the identified Southern Redland Bay growth area. Further benefits are possible by linking the identified koala habitat area to the south to the urban koala area to the north by dedicating parkland along the ocean frontage. This added to the additional strain on existing road and built infrastructure by high order infill development makes master planned greenfieldRTI sites a better option.RELEASE

Section 6 - Strong Communities The plan recognises the importance of strong communities. The draft LGMS and further planning decisions of the Redland City Council are failing to recognise the ageing nature of the Redlands population and the resultant change this will cause in the social demographics ofthe community. By restricting development to the extent foreshadowed and requiring a large portion of the development allowed to be housed as infill the council is supporting exiting homeowners at the expense of those yet to enter the home market. This is the result of the added cost associated with infill development and the resultant false elevation of house prices in the area. This results in the younger members ofthe community leaving the area for more affordable area which has significant flow on effects to the local economy.

Section 8 - Smart Growth The recognition ofthe importance ofhousing choice and affordability is crucial to the development of a strong community in Redland city. To minimise the availability ofGreenfield land by favouring infill development results in a false land price elevation and lack of choice due to the heightened cost and small number of infill sites still available. This when added to the local councils continued drive to decreased densities on land within the urban footprint paints a bleak picture for affordability within the Redland city district. Further to this the initial "Broadheetare Study" on which council has based its LGMS pre dated the restrictive overlays ofthe Redlands Planning Scheme 2006 and the further moves by council to zone large area with the structure planned areas as open space. This is evident in the recent South East Thornlands structure plan prepared by Redland City Council requiring 60% ofthe site to be dedicated as open space, up from the original 40% provided by the 2006 Planning Scheme overlays. The resultant reduction in population accommodated from 3600 persons to 2900 persons is evidence ofthe councils drive to reduce development and population growth by any means. The question arises as to the actual area of land remaining and capacity to accommodate the PIFD projected population once these restrictions are applied. The stakeholders in the Redland Bay South area have proposed a development that is cost neutral by way of infrastructure provision and would include a range of cost effective housing measures. Ensuring adequate land is made available within the remaining timeframe ofthe plan is required to ensure affordability does not become an even bigger issue in the Redlands than already exists.

Section 9 - Economic Development As a resident of the Redlands it would seem that the capacity for growth until 2031 is likely to be hampered by the lack of residential land to be released before 2031. It would seem that this will result in a deterioration of economic conditions in the area as growth slows. This coupled with the inevitable increase in prices of existing housesRTI and land will result RELEASE in the younger first home buyer being forced out ofthe area creating separation offamilies and further strain on local business.

Summary The draft South East Queensland regional plan strikes a balance between providing for the inevitable population growth within the Redland City area and preserving the lifestyle and regional benefits of the area. The apparent shortfall of land within the current urban footprint will result in a continued elevation ofland prices resulting in a large section ofthe existing community being "priced oue ofthe area. The existing infilliand available for development is already limited and when the further restrictions of Redland City Overlays are applied many parcels are not viable to develop even for sale to the top end ofthe residential market. The actions of Redland City Council in its recent structure plan for the South East Thornlands area give every indication ofthe forward thinking ofcouncil as it relates to land availability and provision. Council are yet to make public their structure plan for the Kinross Rd area but again are discussing reductions of 10% in the population to be housed in this area. These policy decisions are resulting in a significant restriction of land availability and this wi}) result in further issues around land affordability and availability and consequent economic development. We support the inclusion ofthe Southern Redland Bay Identified growth area in the document to ensure a developable option is available when inevitably the need arises.

We recently took the time to inspect the proposed development at the southern end of Redland Bay. What a wonderful concept this appears to be, we see this area as the potential gateway to the Redlands but at the moment it seems to be the forgotten, neglected part ofthe region.

Most of the land is already cleared and a lot of the farming has ceased. This beautiful part ofthe world is locked up in the hands ofa few people, many ofwhich no longer live in the area.

The proposed plan will give rise to park lands and foreshore access to many instead of the few giving yet another piece ofthe Bay back to the people.

We have lived in the area for Forty years and in that time we have only sighted one Koala. However we believe the plan includes approximately 700 acres which will remain as native vegetation in the form ofan environmental park.

Because ofthe position ofthe proposed development we believe a large percentage of new commuters would use the MI or Logan Toll Road thus only having a small impact on the existing infrastructure.

We see the project as a win win for the Redlands District, Community and Wildlife.

Preamble:

This submission is evidence based. It relies on facts and the analysis and conclusion drawn, are based on objective data, which is presented as statistical tables, Quotations, etc. Some is presented in the Appendixes.

Executive SummarY of Findings and Conclusions:

• The Commonwealth Government (Treasury, Reserve Bank and the National Housing Supply Council) agree, that, throughout Australia, underlying housing demand is higher than supply, creating a demand-supply gap and that this gap will widen in future - during the 2009-2031 time currency of the Draft SEQ Regional Plan.

This housing shortage will adversely affect availability, affordability and housing choice in south east Queensland, including Redland City.

There are several compelling reasons why the Identified Growth Area in Southern Redland Bay should be included in the Urban Footprint. These reasons are:

• Quantitative. In Redland City, three reports, including PIFU's latest Broadhectare Study contain similar findings - that the stock of (measured) broadhectare land available for residential development in the City will be totally exhausted during the term of the draft SEQ Regional Plan 2009-2031. This is likely between 2020-2025. Given the long lead times involved, especially with structure planning, commitment to bring this land into the Urban Footprint, sooner rather than later, is needed. Other statistics point to impending shortages.

• Considering affordability, median land prices in Redland City are the highest in South East Queensland (at $295,000 per lot June 2008), making them the least affordable of any Council area. At this level of prices, first home buyers, with low to medium affordability capability, are priced out of the Redlands submarket.

• In recent years, most of the output of new housing - addition to the dwelling stock, in the Redlands, has been houses. These represent 78% of housing output in the last five years. This is an approximate indication of housing preferences.

The targets for total dwelling stock additions set by Department of Infrastructure and Planning for Redlands City in the Draft Plan, have been exceeded in recent years because ofthe level of house bUilding on greenfield broadhectare land. The targets for infill housing have only been half met by actual building.

• We consider Council's reliance on infilVredevelopment as the major source and form of urban development, because of a range of constraints, cannot be achieved. ThereRTI would need to be a RELEASEdoubling of 'other dwelling' building activity in the City. Even doubling of total activity will not contribute towards easing problems of affordability, especially from first time buyers, if 'other dwellings' building means construction of medium or high rise buildings which target the higher price market

RTI Document No. 481 segments. More broadhectare land stock needs to be designated in the Urban Footprint to replace the 'raw' land being consumed.

• A substantial proportion of future home buyers within this City are the offspring of today's residents. Balanced policies of development would consider intergenerationaJ equity and consider the welfare of future residents - as households and dwelling purchasers. Future generations as (future) participants in the housing market, are not being adequately catered for.

• From an environmental point of view, the consequences of climate change, with adverse effects, particularly on lower lying land, require adoption of a worst case scenario approach with a land banking approach, indicate more land is reqUired in the Urban Footprint.

• Redland City Council is wanting to constrain development in greenfield areas and redirect that growth into infilllredevelopment. Reducing the output of houses will mean Redland City cannot and will not meet it's Regional Plan targets.

• The consequences of these restrictive policies have economic and social consequences, and unintended effects. The Laws of Demand and Supply indicate if supply is not increased to meet future demand, the predictable (obvious) outcome is higher housing prices with reduced trading volumes.

• We also advocate that a new updating Broadhectare Study be undertaken by PIFU for Redland City mainland.

Hence this submission has two objectives:

1. To demonstrate need for additional residential broadhectare land be inclUded in the the Urban Footprint. The obvious candidate is the designated Investigation Area in South Redland Bay presented in the Draft SEQ Regional Plan 2009-2031.

2. In recognition of: • The looming housing shortage - the demand-supply gap and • The long lead times taken to bring undeveloped land into production. Further Structure Planning (building on that done to date), should commence as early as possible.

RTI Document No. 482 Background:

In February 2006, the Planning Information Forecasting Unit (PIFU) of Department of Infrastructure and Planning (DIP), released the Broadhectare Study for Redland Shire' and this showed in South Redland Bay. a Further Investigation Area (of 310 hectares). It was included with the support of the then CounCil. This Southern Redland Bay area is included in the current South East Queensland Regional Plan 2005-2026, as an Investigation Area (pps 19 & 20).

In the Draft South East Queensland Regional Plan 2009-2031, the Southern Redland Bay area is designated as an Identified Growth Area.(p16}.

In March 2008, the current Council was elected and it is lobbying to have all references to South Redland Bay as an Identified Growth Area, removed. This is apparent in a recent newspaper advertisement (attached as Appendix A). It appeared in the Bayside Bulletin 24 March 2009.

We believe the present Council has and is implementing a policy of population, growth and urban development constraint. In support of this contention, we rely upon articles posted on Council's planning website and local newspaper reports. These point to a .consistent pattern of constraining urban growth in the City.. This trend is apparent when the following published2 Council policy changes are considered together:­

1. The removal of the Southern Redland Bay Investigation Area from the Urban Footprint and requests to include it in the Regional Landscape and Rural Production Area. 2. A reduction in the draft LGMS dwelling estimates for South East Thomlands and Kinross Road Major Development Areas (MDA). 3. The removal of dwelling estimates for the Point Lookout Emerging Urban Community (EUC) zoned lands. 4. A reduction in the draft LGMS dwelling estimates for mainland infill development; and 5. The identification of the Double Jump Road Area (inclUded in the Urban Footprint) as a future land bank to accommodate medium to long-term growth.

Newspaper reports reflect Council's continUing policy of reducing development potential In the Redlands, as the following extracts from a local newspaper show for the South East Thomlands and Kinross Rd Structure Plan areas: Level of development reduced by 10% - ·Council cuts back housing numbers" Bayside Bulletin 4 July 2008. Area allocated as green space, increased from 40% to 60%. Population numbers reduced from 3600 residents to 2900 "Thornlands housing plans scaled back" Bavside Bulletin 20 November 2008.

Also included in Appendix B are the full text of these newspaper articles. It is acknowledged that whilst lGMS studies are no longer required, it is a centralized source of this Council's policies.

RTI Document No. 483 In a Media Release of Red/and City Council of 21 November 2008, 'More Open Space in Amended South-east Thorn/ands Structure Plan', Mayor Hobson is quoted as follows;

'We have increased open space from 47ha to 59ha, turning, at 60/40 urban/open space ratio, to a 40/60 ratio, and also increased environment protection on private land from 16.5ha to 20.5ha".

·Our waterways are also protected under this structure plan - beyond contemporary practice recommendations - and the document stipulates all development must meet water sensitive urban design principles'.

"The plan sets the future for this area so it is not left to the vagaries of future councils or the Planning and Environment Court".

We can provide overlay maps showing the successive shrinkage of the permissible area of development in South East Thomlands, Kinross Road and Double Jump Road areas. In the case of S.E. Thornlands, 'Successive' reduction refers to the areas first identified and measured by PIFU in the Broadhectares Study Edition 5 then reduced by the previous Council which introduced the 40% open space plan then followed by the increase of open space reqUirement to 60% of the site3 by the incumbent Council. These moves by Council have private and public sector consequences. From the private sector's viewpoint, development projects will trend towards being unviable and from the community's point of view, expansion of dwelling supply is reduced and delayed.

In the light of these developments, we believe the Broadhectare Study should be updated and call for this to be done. Broadhectare type studies use a GIS approach which involves successive filtering or sieving using constraint layers. Some of these reflect Council policies, and have an important bearing on the output measurements. This is justified because the constraint layers relied upon in Broadhectare Study Five appear to be obsolete.

Most recently, advertisements, one sponsored by Redland City Council and the other by CARP - Redlands (and others) appeared in the Bayside Bulletin of 24 March. These advertisements (on pages 22 & 24 respectively), each contained a proforma submission designed for readers/residents to lodge as their submission to the Draft South East Queensland Regional Plan Review. This action might be viewed as the organization of a petition.4 The advertisement sponsored by CARP and others, is also included in AppendiX A.

Redland City Council advertisement shows it is continuing ifs opposition to the South Redland Bay area being regarded as an Identified Growth Area in the Draft SEQ RegionalRTI Plan. RELEASE

RTI Document No. 484 The Draft SEQ Regional Plan, Targets and the Need for Additional Broadhectare Land.

The Draft SEa Regional Plan outlines the following targets for RedJand City:5

Averaged over the life of the Draft Plan, these targets for Redland City translate into an average annual figure of 780 dwellings including 400 inflll dwellings. The Draft Plan sets out a target for all local governments to raise their infilVredevelopment target to 45% of the total (p86). Based on the above figures, Redland City Council has set a target of 51.3%

Table 1 shows building approval statistics in recent years and this enables a comparison of 'realised' bUilding activity with the targets.8

Averaged over the latest five years. dwelling approvals are equal to 989 a year - well above the target of 780 pa; and the 'other dwellings' component averaged 220 a year ­ well below compared with the target of 400. RTI Document No. 485 From a quantitative point of view, three fairly recent reports7 measured the broadhectare land stock; each has· similar findings that the City will exhaust its broadhectare land stock/supply capability in about fourteen years (or more precisely, the equivalent of fourteen years) during the time trajectory of the Draft SEQ Regional Plan. This finding - a measure of need, is reason itself to expand the broadhectare land stock within the Urban Footprint.

Obviously, with this type of forecasted interaction, measurement at a point in time is not feasible because of the uncertain rate of demand (land consumption). It is qUite clear from these reports, that these findings are not marginal, rather broadhectare land will be exhausted between about 2020 and 2022 which is just over half way through the 2009­ 2031 time frame envisaged by the Draft SEQ Regional Plan.

As the City's broadhectare land stock dwindles, and development potential of South East Thom/ands and Kinross Road vicinities are constrained, it will become increasingly difficult to meet the 'greenfields' broadhectare based dwelling stock expansion targets (ie 19,500 - 10,000 =9500 or an average 380 units p.a). In some Redland 'suburbs' (SLAs), broadhectare land is nearly exhausted reflecting their suburb life cycle. This puts emphasis on the suburbs which do have the potential for larger scale development. These are Thomlands, Redland Bay, Sheldon - Mt Cotton and Victoria Point respectively as table 2 shows.

RTI Document No. 486 Another indicator of looming land scarcity is Redland City's capacity to produce allotments is the Uncompleted Lots stock (statistics compiled by PIFU) as part of the Residential Land Activity Monitor. Uncompleted lots refers to the number of approved or in-pipeline allotments. The most recent statistics indicate Redland City has a stock of 2,478 residential lots with approval to develop. Based on the latest fIVe years of average house approvals - 769 per annum, this stock of approved lots would only support building for (an equivalent) 3.2 years, which we think reflects a very low level of supply capability.

Redland City does not have large master planned estates or stage development projects unlike some other Councils areas. Yet it is obvious, candidates for development are SE Thornlands, Kinross Road and Bunker Road/Double Jump Road ­ and South Redland Bay. As the first three are already contained in PIFUs Broadhectare StUdy measurement - and the Broadhectare Study indicates depletion of broadhectare land in about fourteen years (from 2006) - there is a need for additional broadhectare land to be brought into the Urban Footprint dUring the currency of the Draft SEQ Regional Plan.

The logical conclusion is additional broadhectare land needs to be brought into the Urban Footprint and the obvious additional area should be the Identified Growth Area at South Redland Bay.

Infill/Redevelopment:

The targets for infill development set by/for Redland City, will require almost a dOUbling of 'other dwellings' output from current levels during the life ofthe Draft Plan. This will be difficult to achieve and is probably not achievable in the long term, for these reasons:

1. Government can induce development, but cannot force it - unless it becomes involved itself (eg the Urban Development Task Force) or sponsors housing programs (as it does with welfare housing).

2. The logistics - supply chain of housing - requiring input of land, approvals, developers, builders, material and equipment suppliers and financiers, needs time to expand productive capacity. Capacity can only expand as fast as the slowest or weakest link in the chain.

3. It does not contribute to affordability and housing first time buyers if the infill dwellings being added to the stock are upmarket, in the high price market segments,RTI such as medium RELEASE rise and high rise buildings.

RTI Document No. 487 A gleaning of 'other dwelling' statistics for Redlahd City indicates the largest source locality for other dwellings is Cleveland - the location of most apartment building construction in the City. These apartment bUildings are not marketed towards the low price market segment where affordability is crucial.

In any case, the uncertainty of infill redevelopment (given the constraints) in terms of scale and timing should not be relied upon as the major component of future growth. Emphasis should be placed on greenfield broadhectare land where this is an available alternative. RedJand City has a goal of 51 % infill development.

It is documented that infill development faces a number of constraints, some are economic - high asking prices for land, the lack of economies of scale and a range of other barriers, referred to below.8

"A stUdy prepared for the Residential Development Council and Property Council, recently reviewed intill dwelling targets in Sydney, Melbourne, , Perth and Adelaide. It looked at historical development trends and identified the need to increase histoncal levels of multi-unit dwelling supply if intill dwelling targets are to be achieved, noUng barriers such as the commercial viability of intill development, feasibl7ity of site aggregation, community opposition and market preference."

Included in these barriers are town planning reasons such as the content of objector representation and the disposition of Council. It is worth noting in Redland City Council recently, an (inti") development application for six small lots, recommended for approval by Council officers, was refused by the Development Assessment Committee. In moving the motion, the local Councillor said:9

a1. The application is totally unacceptable to the community who was expecting Council to provide the best result and enforce its own policies; and

2. The impacts on Pistachio Court Bre unacceptable. II

Underlying theory would hold governance in urban development matters reqUire that three components of the community need to be considered and protected.

These are: • existing residents; • non-resident visitors; • future generations.

The last group are 'weak bargainers' because they do not have representation. They are the most vulnerable group where housing affordability is concerned - and they need to be considered. The typeRTI of prodUcts produced RELEASE by the land development industries is directed towards the market they anticipate. Whilst not an exact measure of housing preferences, the modal split of "houses· and "other dwellings" is a first apprOXimation. That 77% of dwellings produced in the last five years within the Redlands are houses, is a fairly good representation of housing preferences.

RTI Document No. 488 Council is wanting three and four storey apartment buildings in South East Thomlands area. Apartment building living in a greenfields area does not accord with existing household preferences. Buyer resistance is one factor, industry resistance is another. If developer builders are unwilling to construct these apartment bUildings, - for whatever reasons, the infill /targets set by Council will fall below those set by the (Draft) Regional Plan. It's fair to say Council controls the chessboard but not the players.

It would seem Council is overly reliant on infill development (because of its perceived no growth - no development mandate).

Affordabilitv Considerations:

Table 3 presents median land prices, for comparable Councils in SEQ. These are either adjoining - such as Logan or Brisbane City or are coastal, such as Gold Coast, Moreton Bay or Sunshine Coast.

Measured at June 2008, Redland is now the least affordable - the most expensive, Council area for allotment purchase in SE Queensland (and by a considerable margin above the next highest, [$28,400 or 10.6% above Brisbane City]. In 2000, median land prices in Gold Coast City ($89,300) were slightly higher than Redlands ($88,500).

With median prices and allotment sales volumes being determined by the interaction of demand RTIwith supply. Council's RELEASE supply constraining policies will increase land prices and widen the relativity of prices with other Council areas. The laws of demand and supply dictate. that to stabilise or reduce the rate of increase of prices and increase volumes traded, there must be an increase in supply of product (or resource). In land policy

RTI Document No. 489 matters the only way to contribute towards assisting affordability is to increase land supply. A bulk release from several supply points would be ideal. Urban development constraint policies can only work against improving affordability with the inevitable consequence of excluding first time buyers from the Redlands submarket. Most of the first time buyers will be locals, reflecting the short distance movers. As the First Home Ownership report stated: 10

Even so, addressing any bottlenecks in the conversion of greenfields land would moderate growth in prices at the urban fringe of first (and other) home buyers and this would have some follow on effects on the general

The recently released National Housing Supply Council State of Supply Report" commissioned by the Federal Government, found the Nation's housing crisis is expected to worsen.'2

"But without significant government and industry intervention the nation's housing crisis could increase tenfold by 2028, the report said .

In three years time, the number was expected to reach 203,000 and hit 431,000 by 2028 .

Queensland, NSWand Victoria were set to face the highest increase in demand, the report showed.

And people from lower socio-economic backgrounds were going to be hardest hit as rents and housing prices lifted.. ...

'The absence of a very significant industry response and a very significant response from government will actually lead to a deterioration ofhousing supply (and) affordability,' Dr Donald said.

Housing Minister Tanya Plibersek said the bleak outlook should not be seen as a sign the Australian dream of home ownership was no longer achievable.

'No this report shows that with government action and with industry responses we can begin to close the gap between housing demand and housing supply' Ms Plibersek said. ~ .

The Report went on to say:13

"Council is especially concerned about lower income households in terms of access, affordability and choice of housing. Many lower income households that cannot access either home ownership or social housing are likely to become RTIlong-term tenants in theRELEASE private rental market. •

In the newspaper article "Thornlands housing plans scaled back" (presented in Appendix B). Mayor Hobson is quoted as saying: "the Council has taken account ofpotential sea level and storm surge rises, and the [Structure] plan prOVided buffers to watetways of between 200m and 300m. ~ Bayside Bulletin November 20 2008.

In this way, buffering seems to be used to constrain development, however, the same basic features of climate change - rises in sea level and an increase in storm surge, should be the basis of landbanking which at least, should include the existing Identified Growth Area at South Redland Bay. Lower lying developed areas do exist in Redland City, examples like the canal estates of Cleveland and Birkdale.'4

In the recently convened preliminary meeting of the Intergovernmental Panel on Climate Change, the Chairman urged politicians to adopt worst case scenarios of climate change in their decision making.

Mrs Hobson, who will become the Redlands' first female mayor, said the voters had sent II clear message they were worried about growth and she would urgently discuss the issue with the State Government.

"We want to know what we can and can't do before we go ahead and do it," she said.

The bed and breakfast owner and former public servant has been celebrating her crushing victory over mllY0ral rival Paul Clauson after attracting 59 per cent of the overaU vote and gaining mlljority support in all city council divisions.

In a major sbake-up, voters appear to have tossed out three counCIllors who were aligned with retiring mayor Don Seecombe on development policies­ Alan Barker (Div. I), JobD Burns (Div. 5) and Alan Beard (Div. 8) - and elected opponents who campaigned with a sustainable development message.

"It's II green whitewash and I accept the community's decision,~ Cr Beard said.

"'They've got a huge IIUlIIdate to implement their green agenda~'

The number of female councillors has doubled since the last polL with women likely to secure eight out of I I positions on council.

Mrs Hobson is planning to begin a series of "conversations" with the community as she comes to tenos with her new role.

Asked about her first priorities, Mrs Hobson said she would urgently speak. to the State Government about growth, meet Redland City Council staff members and begin discussions with the community.

She would talk to various groups and convene a series ofpublic forums on the future ofthe city.

Mrs Hobson, who campaigned for more openness and community consultation, said she also planned to host a wecldy meet-and-greet at council chambers to enable reside~ to talk to elected representatives.

She also wanted to set up a "high-level taskforce" as soon as possible to discuss the environmental constraints to population growth and detennine sustainable growth levels.

Mrs Hobson said she would ensure the State Office ofUrban Management was involved in the task force as it was crucial to the discussions.

Reflecting on her victory, Mrs Hobson said she believed voters had elected her because the alternative represented "more ofthe same" on the issues of growth and development

"The community have been saying for a long time, they are not happy with the direction things are going, and they're not being heard," she said.

The Wellington Point resident said she and husband John would sell their bed and breakfast facility and she would relinquish her role as deputy chair of Redlands Tourism.

The couple owns a house on Macleay Island but Mrs Hobson said she would probably rent a unit in southern Redlands.

Council chiefexecutive officer Susan Rankin was due to meet with Mrs Hobson at Wellington Point House on Monday afternoon.

First and foremost I wish to thank all the residents ofWellington Point and Ormiston that voted for me in the recent Council Election and for the support rve received over the past 4 years as Division I Councillor.

Since I was elected in 2004 I believe that I have, to the best ofmy ability represented both the interests ofmy Division and me residents ofRedlands. I responded to every genuine phone call and email from residents and local groups. My attendance at Council McetinlP and functions was almost 100%. I was neither pro-development nor anti-development but instead a person whQ was prepared to consider matters on merit and in the interests ofthe community. Ofoomse you can't please all the people all the time lIS the saying goes, but in representative govc/ll/l1ent it is the ml!:iority interest that must be served and not a vocal minority.

The matter ofthe Barto Group Quarry Application received wide publicity prior to and during the election campaign. What wasn't so well reported was that the Council's officers' (who independently assessed and reported to me Councillors) recommended the granting ofa pennil Further, four (4) State agencies supported the applieation. My decision to vote for the quarry was made on the basis that the evidence supported the application. Because of the refusal, the persons concerned will now take this to Court and Council will have to defend it, using ratepayer's money that could have been better spent elsewhere. The likelihood is that the Court will grant the Appeal and the losers will be the ratepayers ofRedlands. My vote for the quarry was a vote based upon the evidence and not a philosophical opposition to all development This is not "pro" development but rather responsible governmenl

The reality is that all people have rights and that not all development is bad fur the region or the environmenl Finding the balance to ensure that responsible development is encounged and irresponsible developmCD1 rejected is essential to ensure that the fulllre we are creating for our children and the gcoeTlltions to come is one that combines both economic prosperity and environmental care.

The events in the lead up to the election dismayed me. Rather than focusing on the interests ofthe Redlands eommooity, the campaign ran against me, other sitting CounciUors and candidates by the Community Alliance Responsible Planning (CARP) activist group. CARP ran a "smear" ClIJJlpaign designed to discredit with lies and balftruths. This anti-development lobby group does not have the interests ofthe community at heart. It supports one cause only: oppose all developmenllfyou believe that opposing all development is good for the community I honestly and sincerely hope that in doing so you not only consider your liJture but the future of your children and their children.

This negative campaign was felt by all for weeks prior to Election Day. Ouring the Pre-Poll conducted in the two weeks prior to Election Day there were constant personal attacks on a DlBDber of current sitting councillors and those candidates who were campaigning for their position in Council for the first time. nus was ron by CAR.P as a "dirty" campaign. In addition to this, stickers of a slandering and discriminatory nature were placed around the polling booths on election day. This behaviour was reported to tbe Electoral Commission for investigation. I believe it is a sad day for Redland City when a process as important as the election ofa new Mayor and Council is "high jacked" with shabby inaccurate persOnal attacks, false election promises and behaviour that would not be tolerated in a school yard.

I am disappointed that the successful mayoral candidate repeatedly rejected and denied claims that she was aligned with CARP. The troth of the matter is perhaps reflected in an email sent by Melva Hobson to the leader ofCARP prior to the election: "Hi Lavinia RTI RELEASE I'm seeking assistance from the community on'Election Day 15th March. It would be most appRciated ifyou could kindly ask your members ifthey could spare 2 hrs or so on election day handing out how to vote cards for me at one ofthe many booths across the shire. lfthey are interested and have time they can cont!ICt me ... I will discuss with them the booths that need covering and the timing.

It is very easy during election time for promises to be thrown aroimd that will realistically never be able to be met Onc example oflhis was the . platform ofone of the successful candidates which advocaIed the sewering ofthe Islands. Whilst no doubt a wonhy issue the reality is that the cost involved to progress and undertake this project w~uld be in excess ofapproximately S500M. To give false hope and promise on a subject, which has no prospect ofsuccess, is misleading. It is simply lI1lJ'ealistic and it will be residents who will be disappointed and disillusioned when promises such as these cannot be met.

I have enjoyed my time as Councillor for Division One and believe that I have acted fairly and professionally at all times. I would also urge any residents who have ever thought about serving in lo~ council to give it a go. It is challenging and difficult at times but also very rewarding to know that you are helping b\liId your community into a better place to live. Also remember that your vote is a valuable thing. I would urge voters to always investigate your candidates and ask questiollS rather than simply believing everything that is printed in the papers and around the community.

Once again, thanks to the people who voted for and supported me. While 1am upset by the negative and slanderous campaign conducted by CARP, I am proud to have served as your Councillor and I know that I can hold my bead high. I would like to thank all my supporters who helped out on .Election Day not just for their assis!lIlIce but also for continuing to smile despite suffering rudeness and derogatory comments repeatedly directed to them by both volunteers for and supporters ofsome ofthe other campaigners. YOID' ability to ignore these comments and maintain your dignity enabled me to continue to conduct a dignified campaign, in line with my campaign in 2004 when I was first elected, and where there was no muck slinging or personal attacks.

Believing everything that is printed is a trap that can easily overwhelm one's thinking. The stark real ity ofany public office is that we put our name, our face, our address and telephone numbers to the test ofthe law and more importantly, public scrutiny, in absolutely everything we write, say or do.

It is laughable for CARP and others to pretend they are representing Redlaods when they have not the courage to openly Sland for public office. CARP also put forward candidates who also did nDt have the courage to publicly declare their alliances to CARP prior to Election Day. It makes a mockery of the democratic process.

UPSET was another faceless acronYJJl trying to infect the democratic process by allegedly "surveying" all candidates with a SPAM-like email and then printing and distributing a "Report Card". They did not even have the courage or professionalism to attach their name or telephone number to their email questionnaire.

Obviously UPSET were trying to influence some candidates who would not have had the time or opportunity to understand the complexities ofthe questions posed under the threat to their chaoces ofelection, should they oot subscribe to UPSET's way ofthinking.

On March 15th. Division Nine residents obviously asked themselves the questions:

Who are CARP and UPSET andwhat do they IICtually represent?

But property developers that own land in the area have urged the new council to support the draft structure plan for Soudt East Thomlands, saying land needs to be released for housing.

The public has one more month to COmment on the development plan, which suggests allowing more dense housing including four-storey buildings on several sites. .

The plan deals with 150 hectares ofland marked as a major development area south ofPinldands Sporting Complex including large properties on either side ofCleveland-Redland Bay Road and sites around Beveridge Road and the eastern end ofBoundary Road.

The structure plan will be one ofthe first major growth-related issues to confront the new coWlcil, with a majority ofoolUleilloIli belicved to oppose the proposal in its current form.

The plan eannarks areas for green space and parldand, but action group residents opposed to Unsustainable Planning in South East ThomJands (lJPSEl) said environmental measures in the plan were inadequll1e and the document was "fundamentally flawed".

UPSET members Lynn Roberts, Ross Franks and Mary-Jane Turk said the proposed development would create traffic gridlock, hann local wildlife and damage creek systems.

The group members seized on fonnal feedback from the Environmental Protection Agency which said the plan did not pay enough attention to the impact ofurban development on environmentally sensitive areas.

"This structure plan needs to be take.n offthe table and given a proper review," Mr Franks said, raising concerns over a lack ofcommuDity involvement

But developers AusBuild and Hi£ritage Pacific said the process to draft the plan over the last few years had been "elrtensive" and the release of more land was important to address housing affordability issues.

AusBuild chiefexecutive officer Ron Loney said he hoped the new colUlcii would thoroughly read all submissions on the plan including those made by the development industry.

"The science speaks for itself," he said, warning the Redlands could run out ofland for !lousing.

Heritage Pacific managing director Paul Barrett said he looked forward to.providing homes to families wanting to mOve to the areL

Mayor-elect Melva Hobson, who opposes the plan, said she was leaning towards allowing the public consultation period to continue as planned to anow the community to have its say.

The newly elected council bas slashed the number ofnew dwellings expected to be built over the next 20 y=to 17,800 in the urban footprint through changes to the draft Local Growth Management Strategy.

(The previous council had been planning for 22,800 dwellings, but this figure included dwellings outside the urban footprint)

A third ofme homes would be built in currently undeveloped areas • including two semi-rural sites in Thoml8l1ds in the short term, and the Double Jump Road area in Victoria Point in the long term.

More than halfofthe new dwellings would be built in already established suburbs where redevelopment can occur, while the remaining 10 per cent of growth would take place on the Southern Moreton Bay Islands.

The council plans to accommodate about 43,000 new residents by 2026 - which is lower than the 55,000 figure adopted by the former council.

The reduced numbers arc largely due 10 the council withdrawing its support for a major new urban village in southern Redland Bay, where 310 hectares were marked as a possible future site for bousing.

A planning study conducted by the former council suggested the farmland could be developed to a.ccommodate up to 10,000 new residents.

However, councillors argued infrastructure wasn't in place to support such a development and have called on the State Government not to open up the land for housing when it reviews the South East Queensland Regional Plan.

In other changes, the level ofdevelopment proposed in South East Thoml8llds and Kinross Road has been reduced by 10 per cent pending expected changes to draft structure plans.

The council maintains its support for an integrated employment area south ofBoundary Road at Thoml8llds.

The revised growth strategy will be senl to the State Govemmentas part ofits upcoming regional plan review. The number ofnew dwellings - 17,800· is 300 more than the original regional plan target for the Redlands.

Fiery debate

FIERY scenes erupted at council chambers on Wednesday night during an hour-long debate on the new growth strategy.

Division 4 Councillor Peter Dowling and Division 9 Councillor Karen Williams both voted against the plan, warning koalas would be harmed by more development in established suburbs.

But Division 7 CounciUor Murray Elliott accused the pair ofhypocrisy, saying they had both supported the previous council's high-growth plan. Cr Elliott said the new plan was a realistic compromise.

Developer Fox and Ben, which owns land in southern Redland Bay, had earlier urged councillors to support a proposed new urban village in the area.

Director Garry Hargrave said the council could avoid excessive development in already established areas by backing the southern Redland Bay development, which would be accompanied by infrastructure.

Division 2 Councillor Craig Ogilvie, meanwhile, voted against the new growth strategy because he believed it should have also focused on the fuhlre of the Commonwealth-owned land at BirkdaIe.

Mayor Melva Hobson says the draft new plan for south-east Thomlands strikes the right balance between development and enviroomental protection, with about 60 per cent of the land now earmarked as green space - up from 40 per cent .

But the collDcil still faced criticism this week from conservationists, who supported the changes but wanted even less development to be allowed, and landowners who were unhappy that less oftheir land would now be developable.

The structure plan will guide development on 145 hectares ofland south ofthe PinlcIands Sporting Complex. The area includes properties on both sides ofCleveland-Redland Bay Road and stetches south-west to BO\Dld.ary Road.

The plan also includes bloclcs on Beveridge Road near Faith Lutheran College and properties between Boundary Road and Eprapah Creek.

The release ofthe new document this week comes eight months after the previous council unveiled plans to accommodate about 3600 residents in the area.

The draft new plan still includes medium-dc:n!ity zones where three or four-storey apartment blocks would be allowed. It also includes sites for attached and detached houses.

Changes have been made to some ofthe locations where urban development was earmarked, with the council citing environmental reasons. It is now planning 10 accommodate about 2900 residents in 1400 dwellings.

Cr Hobson said the council had taken account ofpotential sea level and stonn surge rises, and the plan provided buffers to walcrways ofbetween 200m and 300m.

She said the plan was "not perfect" but would include tree-lined boulevards and ample open space.

"I think the community that's created here is a community we can be proud or." Cr Hobson said.

Thomlands resident and conservationist Lynn Roberts, who has actively campaigned agairult the plan over the past two years, urged councillors not to be "fooled by soothing words" about the plan's features.

"The basic premise - cramming 3000 people into the area - is still wrong." she said.

Town planning consultant Craig Lambert spoke to councillors on behalf oflandowner John May, who will have a smaller part oChis land available for urban development under th.e revised plan.

"My client is shattered (at the reduction)," he said.

The co~ncil received 769 submissions in the public consulation phase. The plan will now be sent to the State Goveroment for approval before it is fonnally adopted.

All co\Dlcillors voted in favour of the final resolution, except Division 4 Councillor Peter Dowling who declared a conflict ofinterest because ofan election gift and vote"d against the last-minute changes. Division 9 Councillor Karen Williams was absent and Division 8 Councillor Kathy Reimers was out oflbe room when the vote was taken.

Council sends message on infrastructure

REDLAND City Council has a message for the State Government· development in Tbomlands must be accompanied by the provision ofadequate infrastructure. RTI RELEASE The State Govenunent anno\Dlced in June it wanted to fast-track development in 17 South East Queensland sites including in south-east 1ll0mlands and Kinross Road in Thornlands to improve housing atTordability.

But motorists and commuters face a lengthy wait for road and transport upgrades to be completed.

The State Government has said the $62 million widening ofCleveland-Redland Bay Road to four lanes between South and Boundary Road is not due for completion until 2021. This road goes directly through the south-east Thornlands development site.

In addition, the final stages of the between Carindale and Capalaba are not due for completion until about 2026, and duplication of the Cleveland railway line is scheduled to take place between 2019 and 2026.

Cr Hobson also lOOk. a swipe at the government's housing affordability strateBY. which aims to increase the supply ofland in South East Queensland.

She said it was a "very poor" strategy and the government should commit to an annual public inquiry into its effectiveness.

The development application, involving 204 hectares ofland on both sides ofSpringacre Road, was voted down !ly COllllC:iIIors last week after council assessment.Qfficers and several State Government departments voiced their strong opposition.

Andiw.orth. a joint venture ofdevelopers Ausbuild and BMO Group, had sought support for a concept master plan to introduce amix ofresidential and light industrial uses just south ofBoundary Road.

An employment precinct providing up to 1170 jobs would have been established on the eastern side ofSpringaere Road ifthe project went ahead, while urban areas were planned on the western side ofthe road.

The developers wanted to build 1669 dwellings as part ofthe development. enough to house more than 4100 people - and childcare facilities, retail outlets and a koala hospital and research centre.

But the project came unstuck because most ofthe development site is currently zoned for rural non-Ul"ban uses, along with environmental protection and conservation, in the council planning scheme, and because the State Department ofMain Roads o~d the council to refuse the development over traffic concerns.

Although southern Thomlands is within the State Government's urban development footprint, Redland City Council has not yet drawn up its structure plan for the area.

The council wants to use the area for business. educational and recreational facilities but is reluctant to open it up to more bousing.

Division 3 Councillor Debra Henry told her colleagues at last week's development assessment meeting that the developers were "suffering from a severe case ofpremature speculation".

Development assessment services manager Tim Donovan said the council was legally re(juired to reject the application because the Department of Main Roads had power as a concurrence agency to force a refusal.

The Wildlife Preservation Society, Community Alliance for Responsible Planning and Koala Action Group were among those who wrote to the council opposing the development on environmental and planning grounds.

Developer Fox and Bell also lodged a submission saying the proposal breached !he town plan.

However the plan won support from local identities such as Darwa1la Group general manager Albert Benfer, whose company runs the Golden Cockerel chicken processing factory at Mount Cotton, anti fonner Redland Shire Council chairman Merv Genrich.

Both men said the proposal would create desperately needed local job~ and encourage people to live near their workplaces.

The Bayside Bulletin sought comment from Ausbuild, which was part of!he Andiw.orth joint venture, but the developer did not return calls by press deadline. .

Redland Bay ~ousing site 'still off limits'

Redland City Council this month lashed out at the government's decision to keep its options open by leaving the semi.rural site as an investigation area in a draft new regional plan for South East Queensland.

This "identified growth area" • which is located south ofthe existing Redland Bay township and is divided in two by Serpentine Creek Road - could be developed in the future following the completion ofdetailed investigations and planning.

Deputy Mayor Toni Bowler has accused the government ofignoring the wishes ofRedland City Council and the community by failing to take more urban sprawl "completely offthe agenda".

But Acting Minister for Infrastructure and Planning John Mickel said the draft new regional plan actually prevented the southern Redland Bay area from being developed at present.

"Council wanted us to keep this land out ofthe urban footprint and that's where it remains," he said in a statement

"We are committed to working hand in hand with council to fully assess 1he future ofthis area."

Mr Mickel agreed with the council's comment that there was already enough land in the urban footprint to accommodate Redland City's population growth 10 2031, but said it was important to work together 10 determine regional needs.

The Minister did not spell out what timeframes or process the governmenl would follow to decide wbether to develop the southern Redland Bay area.

A planning report touled by the former council said the land could support an urban village for up to 10,000 residents.
