PART I.—RECOMMENDATIONS. RECOMMENDATION I: Education Estimates of Capital Expenditure for the Year 1953/54. Your Committee has considered, and is in agreement with, recommendation I of the report of its General Purposes and Finance Sub-Committee of 4th December, 1952, relating to capital expenditure for the financial year 1953/54, details of which are set out in paragraph 61 (2nd December, 1952) of the report of the (Education) Sites and Buildings Sub-Committee. Resolved to RECOMMEND: That a resolution in the following terms be passed by the Council: That the items included in the estimates of capital expenditure, amounting to £52,365, for the financial year 1953/54, in accordance with the details now submitted, be approved and submitted to the Council. RECOMMENDATION II: Education Estimates on Revenue Account for the Years 1952/53 and 1953/54. Your Committee has considered, and is in agreement with, recommendation II of the report of its General Purposes and Finance Sub-Committee of 4th December, 1952, relating to the approval of estimates of income and expendi­ ture on revenue account for the financial year 1953/54, and revised estimates for 1952/53. These estimates show a net expenditure for the financial year 1953/54 of £1,248,375, as compared with the revised estimate for the current year of £1,176,470. Your Committee recommends that the estimates be approved and submitted to the . Resolved to RECOMMEND: That a resolution in the following terms be passed by the Council: (1) That the Education estimates of income and expenditure for the year 1953/54, totalling £1,248,375, be approved, and submitted to the Middle­ sex County Council. (2) That the revised estimates of income and expenditure for the year 1952/53, totalling £1,176,470, be approved, and submitted to the County Council. EDUCATION 986

PART I.—RECOMMENDATIONS. RECOMMENDATION I: Grammar School Accommodation. Councillor MacRae, having moved a motion in the terms of recommendation I of the report of the Sites and Buildings Sub-Committee of 2nd December, 1952 (printed in the appendix of this report), Councillor Gange, J.P., moved and Councillor Bailey seconded, the following amendment, which was negatived:— That recommendation I (Grammar School Accommodation) of the report of the Sites and Buildings Sub-Committee of 2nd December, 1952, be referred back to the Sub-Committee for further consideration. Whereupon it was Resolved to RECOMMEND: That a resolution in the following terms be passed by the Council: (1) That the report be received; (2) That the Middlesex County Council be asked to approve the re­ organisation of the Downer Grammar School as a three-form entry Boys' Grammar School on the opening of the new Secondary Grammar School for Girls at Clamp Hill; and (3) That the Education Development Plan be amended accordingly. RECOMMENDATION II: Harrow Young Women's Christian Association: Grant Aid. Your Committee has considered and is in agreement with recommendation III of the report of its General Purposes and Finance Sub-Committee of 4th December, 1952 (printed in the appendix of this report), relating to a proposal that a supplementary grant of £100 be granted to the Harrow Young Women's Christian Association during the financial year 1952/53. 987 EDUCATION Resolved to RECOMMEND: That a resolution in the following terms be passed by the Council: That the Middlesex County Council be recommended to approve the following supplementary estimate:— Amount: £100. Purpose for which payment is required: A supplementary grant to the Harrow Young Women's Christian Association for the year 1952/53. RECOMMENDATION III: Old Weald Special School. Your Sub-Committee has considered and is in agreement with recommenda­ tion IV of the report of its General Purposes and Finance Sub-Committee of 4th December, 1952 (printed in the appendix of this report), relating to the proposed renovation of the former Harrow Weald Junior Mixed School to enable the building to be used as a school for sub-normal children. Resolved to RECOMMEND: That a resolution in the following terms be passed by the Council : That Middlesex County Council be recommended to approve the following supplementary estimate:— Amount: £800. Purpose for which payment is required: To meet the cost of repairs and redecorations at the former Harrow Weald Junior Mixed School to make it usable as a school for educationally sub-normal pupils. RECOMMENDATION IV: Membership of Youth Sub-Committee. Your Sub-Committee has considered and is in agreement with recom­ mendation VI of the report of its General Purposes and Finance Sub-Com­ mittee of 4th December, 1952 (printed in the appendix of this report), relating to the appointment of a representative of the civic life of the District (suitable by reason of special knowledge of the Youth Service) to serve in place of Mr. R. S. Alien, who has resigned for health reasons. Resolved to RECOMMEND: That a resolution in the following terms be passed by the Council: That Mrs. D. H. Tupper be hereby appointed a member of the Youth Sub- Committee to serve thereon as a representative of the civic life of the District, until reappointment or the appointment of her successor. RECOMMENDATION V: Middlesex Borough and District Education Officers: Salary Scales. Councillor Bishop moved in private session a motion in the terms of recom­ mendation I of the report of the General Purposes and Finance Sub-Com­ mittee of 31st December, 1952 (printed in the appendix of this report), relating to salary scales of Middlesex Borough and District Education Officers, which was carried. Whereupon, the Committee having resumed in open session, it was upon substantive motion Resolved to RECOMMEND: That a resolution in the following terms be passed by the Council: That it be recommended to the General Purposes and Finance Com­ mittee of the District Council that the Middlesex County Council and the Executive Committee of the Middlesex Excepted Districts Association be informed that the District Council, as the Divisional Executive for Education for Harrow, do not regard as satisfactory the proposed revised salary scale EDUCATION 988 applicable to the District Education Officer (namely £l,350x£50 to £1,600 per annum inclusive) but considers a salary scale in the region of £1,450 to £1,750 per annum to be more appropriate; and that the Council, as Divi­ sional Executive, should support, in principle, the Executive Committee of the Excepted Districts Association in its endeavours to secure more appropriate salary scales for Borough and District Education Officers in Middlesex. {Note: Councillor Gauge, J.P., voted against this recommendation.) Minutes: RESOLVED: That the minutes of the meeting held on the 28th October, 1952, having been circulated, be taken as read and signed as a true record. 32. Business Arising out of the Minutes: Resignation of Mr. R. S. Alien (Item 29): RESOLVED: That the General Purposes and Finance Sub-Committee be informed that Mrs. D. Tupper of the Marriage Guidance Council is recommended to serve on the Youth Sub-Committee as a representative of civic life to replace Mr. R. S. Alien. 33. Estimates of Expenditure and Income for 1952/53 and for 1953/54: RESOLVED: That the revised estimates of income and expenditure for 1952/53 and the estimates of income and expenditure for 1953/54 as submitted in respect of those items within the order of reference of this Committee, be recommended to the General Purposes and Finance Sub-Committee. 34. Reports of Sub-Committee: (a) Accounts Sub-Committee: Harrow Y.W.C.A.: Grant Aid: It was reported that the Accounts Sub-Committee had considered an application from the Harrow Y.W.C.A. for a supplemental grant for the year 1952/53. A grant of £250 has already been approved for this year, but in view of the rising prices the Club is finding it increasingly difficult to manage and the estimated deficit for this year is £415. During the year 1951/52 the Club members raised £538 by their own efforts and up to date this year they have raised £400 and are continuing to make every effort to raise more money, but this, together with the grant already approved is not sufficient to enable the Club to continue to function. The Sub-Committee recommended that application be made for a supplemental grant of £100 to the Harrow Y.W.C.A. RESOLVED: That the General Purposes and Finance Sub-Committee be recom­ mended to approve a supplemental grant of £100 to the Harrow Y.W.C.A. for the year 1952/53. (b) Drama Sub-Committee: RESOLVED: That the report of the Drama Sub-Com­ mittee, printed as appendix I to this report, be received. 35. Report of the Youth Council: RESOLVED: That the report of the Youth Council, printed as appendix II to this report, be received. 36. Report of the Youth Officer: RESOLVED: That the report of the Youth Officer, as set out in the Minute Book, be received. 37. Chandos Youth Club: RESOLVED: That Mr. H. Wilson be appointed as repre­ sentative of the Youth Sub-Committee to serve on the Management Committee of the Chandos Youth Club. 38. Coronation Celebrations: It was reported that a letter has been received from the Deputy Clerk of the Council requesting the co-operation of the Youth Sub- Committee in the organisation of a programme of local Coronation celebrations. 39. Marriage Guidance Council: RESOLVED : That the General Purposes and Finance Sub-Committee be informed that Mr. F. Telfer is recommended for appointment as a representative of the Youth Sub-Committee to serve on the Marriage Guidance Council. 40. County Athletics Meetings, 1953: It was reported that a letter had been received from the Chief Education Officer requesting whether the Youth Sub-Committee would be prepared to contribute towards a central fund to provide medals, trophies and hospitality in connection with the County and Regional Athletics Meetings. RESOLVED: (a) That the Chief Education Officer be advised that the Youth Sub-Committee is unable to make a contribution from local funds to provide medals, trophies and hospitality in connection with the County and Regional Athletics Meetings. (b) That the County Council be recommended to inaugurate a County fund from which these expenses may be met. 41. Resignation of Miss R. E. Moody: Your Sub-Committee received a letter, dated 29th November, 1952, from Miss R. E. Moody, tendering her resignation as a member of the Youth Sub-Committee owing to other commitments. RESOLVED: (a) That a letter be sent to Miss Moody accepting her resignation with regret. (6) That the Standing Conference of Youth Leaders be asked to nominate a suc­ cessor to Miss Moody to serve on the Youth Sub-Committee.

APPENDIX I. REPORT OF THE DRAMA SUB-COMMITTEE. The Drama Sub-Committee met on Wednesday, the 26th November, 1952, at the Harrow Y.W.C.A. A report was given on the Producers' Course, the first two sessions of which have been most successful and helpful to those taking part. The next session of the course will be on Thursday, the 4th December, when the subject will be " Movement, Manners and Costume." The remaining sessions on Lighting, Stage Management and Production were also planned. The Committee was informed that Mr. Purton of the Old Gaytonians Dramatic Society had again agreed to be adjudicator at the Drama Festival, which will be held during the week beginning the llth May, 1953. Rules and entry forms for the Festival were approved by the Committee.

APPENDIX II. REPORT OF THE YOUTH COUNCIL. MEETING HELD ON THE 13iH OCTOBER, 1952. Correspondence. A letter was received from the Chairman of the Council, thanking the Youth Council for its donation to the Lynmouth Appeal Fund. A letter was received from the Rotary Club informing the Youth Council that they are prepared to organise the Speech Contest again this season. The contest is expected to start early in the New Year. 991 EDUCATION

Business of the Meeting. The Youth Council Annual Dance will be held in conjunction with the T.A. at the Elmgrove Drill Hall on the 7th March, 1953. At a recent meeting of the Community Dance Committee it was decided to run a Square Dancing Competition in the near future. The first round of the Top of the Form Quiz Competition has been completed and the second round is due to start in the week commencing Monday, the 27th October. The Indoor Games evening mentioned in the previous report, has been held, and was well attended. Ten members of the Youth Council have already placed their names forward for the Battle of Britain House Week-end to be held on the 16th and 17th November. A suggestion was made by a member of the Youth Council that a donation should be forwarded to the fund opened by the Chairman of the Council for the train disaster at Harrow and Wealdstone. It was agreed that such a donation should be made. Future Club Events. Future club events were then announced by the members present.

MEETING HELD ON THE lOra NOVEMBER, 1952. Correspondence. A letter was received from the Chairman of the Council thanking the Youth Council for its donation to the rail disaster fund at Harrow and Wealdstone. Mr. Mead of the Rotary Club wrote to the Youth Council saying that six subjects had been chosen for the Speech Contest, they are:— (1) Parental Control (2) Family Budget (3) Speed (4) International Visiting (5) Holidays (6) English Newspapers A letter was received from the Civil Defence Committee requesting that a member of the Youth Council should attend its meetings. Business of the Meeting. A member was elected to attend the Civil Defence Committee meetings. The semi-finals of the Top of the Form Quiz Competition have been played off, and the finals were fixed for the end of November. The Community Dance Committee are making arrangements for their Square Dancing Competition. The Committee have received a letter from the Folk Dancing Committee saying that Patrick Shuldam Shaw will be able to adjudicate for the competition. The Dance Committee decided not to hold a dancing competition owing to the lack of interest. Members of the Youth Council suggested places of interest which their Clubs had visited when a discussion was held on " An Exchange of Ideas." Several sources of obtaining film shows were also suggested by members of the Youth Council who had already taken advantage of this scheme. Future Club Events. SITES AND BUILDINGS SUB-COMMITTEE: 2nd December, 1952. Present: Councillor A. E. MacRae (in the Chair); County Councillor Barrow; Councillors Bailey, Jordan and Mrs. Potts.

PART I.—RECOMMENDATIONS. RECOMMENDATION I: Grammar School Accommodation. Your Sub-Committee considered a detailed report upon the distribution of grammar school places in Harrow for boys and girls respectively which will obtain on the completion of the new Girls' Grammar School at Clamp Hill which will be commenced next year. At its meeting on the 17th July, 1951, your Sub-Committee considered a recom­ mendation of the Joint Consultative Committee to the following effect:— " That the Sites and Buildings Sub-Committee be requested to reconsider the question of classroom accommodation at the Downer Grammar School." After due consideration and taking into account the shortage of classrooms as compared with practical accommodation at the Downer Grammar School, together with the needs of the District for grammar school places in the future, the Sub-Com­ mittee recommended:— (a) That the County Council be asked to approve the reduction of the Downer Grammar School from a 4-form to a 3-form entry school. (6) That the County Council be asked to include in the 1952/53 Building Programme a 3-form entry grammar school for Harrow. The Divisional Executive recommended accordingly and as a consequence of its submission the girls' grammar school was included in the 1953/54 building programme. With regard to the first resolution, the County Council asked that a final decision be deferred until the Downer Grammar School was nearer completion and has now asked for the recommendation of the Divisional Executive in the matter. No additional classrooms can be provided at the Downer Grammar School and your Sub-Committee adhered to its previous decision of the 17th July, 1951, to recommend that the school should be one of 3-form entry. With regard to the question of parental demand for single sex and mixed grammar schools, the Education Developments Sub-Committee at its meeting on the 27th September, 1949, resolved as follows:— " That the wishes of the parents regarding single sex and co-educational schools be borne in mind when considering the development of the various secondary schools." Mixed Schools Places required Places available Harrow ...... i Wembley ...... \ 526 753 North-West Middlesex] Surplus to meet in part deficiency shown at A ...... 227 This table indicates that requests for single sex schools are considerably heavier than for mixed schools and although part of this demand is met by the allocation of places in independent and direct grant schools, nevertheless, the balance of the requests remains substantially in favour of single sex schools. Moreover parents frequently complain strongly if their child is offered a place in a mixed grammar school when their preferences are for single sex schools. If the balance of places in Harrow is to be corrected to meet the wishes of the parents it will be necessary either to build yet another grammar school, or to change one of the mixed schools to a single sex school; otherwise, although the demand for boys' places is slightly higher than for girls' places there would be available more girls' than boys' places. Your Sub-Committee came to the conclusion that in view of the great reduction in the Middlesex Building Programme in recent years the provision of yet another grammar school in Harrow was unlikely for many years to come. It therefore examined the possibility of reorganising the Downer Grammar School as a boys' school. It was noted that the plan of the building would make this relatively easy— much easier for example than altering one of the two existing mixed schools in that whilst the building was originally planned on a grammar-technical basis and the accommodation for boys' technical work is good, there are no commercial rooms and only two domestic science rooms for girls, which could readily be transformed to laboratories. After giving careful consideration to all aspects of the problem, your Sub-Committee came to the conclusion that if a change has to be made it would probably be better to make it in a school which has not yet fully established itself as a mixed school, than to attempt to interfere with a well-established school. The provision of the girls' grammar school on the Clamp Hill site will help to rectify the position as regards girls' places but, if Downer Grammar School remains a mixed school the position as regards boys' places will remain seriously unbalanced. 61. Revised Estimates of Income and Expenditure for 1952/53 and Estimates of Income and Expenditure for 1953/54: RESOLVED: That the revised estimates of income and expenditure for 1952/53 as amended, and the estimates of income and expenditure for 1953/54 as submitted in respect of those items within the Sub-Com­ mittee's order of reference, be recommended to the General Purposes and Finance Sub-Committee.

62. Stanmore Church of (Infant) School : Repairs and Renovations to Roof: Arising out of resolution 35 (b) (23rd September, 1952), it was reported that the Council has requested that further consideration be given to the type of roof to be provided at the Stanmore Church of England Infants' School. The District Surveyor reported that estimates are being obtained for an alterna­ tive type of roof. RESOLVED: That further consideration be given to the repairs and renovations to the roof of the Stanmore Church of England Infants' School when alternative estimates have been obtained. 63. West Lodge Site: Oak Tree: The District Education Officer reported that his attention had been drawn to the fact that an oak tree standing in the grounds of West Lodge was of great antiquity. The District Surveyor reported that the tree had been inspected and that in his opinion it is dangerous and beyond preservation. RESOLVED: That the old oak tree standing in the grounds of West Lodge be removed.

64. Stanmore Church of England School: Strip of Land Adjoining Site: The District Education Officer reported that a request has been received from the occupier of number 86, Elm Park Road, adjoining the proposed site of 3-3 acres for the new Stanmore Church of England School, that the County Council convey to him a small strip of land (approximately 700 square feet) for the improvement of his property. The Chief Education Officer has asked for the recommendation of the Divisional Executive as to whether this strip of land should be conveyed to the occupier on the completion of the purchase of the site by the Council. The County Architect is of the opinion that the conveyance of this strip will make no difference to the usefulness of the land for educational purposes. RESOLVED: That the Chief Education Officer be advised that the Divisional Executive raises no objection to the sale of the strip of land of approximately 700 square feet, comprising part of the site of 3-3 acres for the new Stanmore Church of England School, to the occupier of number 86, Elm Park Road. 65. Harrow County School for Boys: Stage Lighting: Arising out of resolution 34 (b) (23rd September, 1952), the District Education Officer reported that he had been in communication with the Treasurer of the Old Gaytonians Dramatic Club concerning the installation of stage lighting at the Harrow County School for Boys, and that the members of the Club appreciated that the stage lighting will be available for use by any outside bodies hiring the hall. In view of the complicated nature of the switchboard and lighting installation generally, it will be necessary for the services of a qualified electrician to be available throughout any public performance. RESOLVED: That the report be received.

66. Oxhey Lane (East) Playing Field: The District Education Officer reported that the County Sites and Buildings Sub-Committee had decided that the area formerly taken up by the huts of the prisoners-of-war camp on the Oxhey Lane (East) Playing Field should be cleared and the whole area, with the exception of that part allocated for Civil Defence purposes, prepared for use as playing fields. 67. Belmont Community Association : Land in Kenton Lane: In June, 1951, the Committee agreed to support the application of the Belmont Community Associa­ tion for permission to erect a temporary hut on the site in Kenton Lane, which has been designated for the erection of a Community Centre, for use as headquarters until the Centre is built. It was reported that the Clerk of the County Council has now asked what term of occupation of this land should be granted to the Community Association. RESOLVED: That the Community Association be given tenure on an annual basis determinable by six months' notice, the tenancy, in the first instance, con­ tinuing for two years and unless determined, continuing thereafter for successive periods of one year.

68. Girls' Grammar School on Clamp Hill Site: RESOLVED: That the Management Sub-Committee be recommended to name the proposed Grammar School on Clamp Hill Site " Heriot's Wood County Grammar School for Girls."

69. Pinner Park Primary School: Infant Building: The District Education Officer reported that he has been advised by the Chief Education Officer that the Minister of Education has now agreed that accommodation for the schoolkeeper shall be included in the first phase of the Infant Building of the Pinner Park Primary School. RESOLVED: (a) That the report be received. (b) That the thanks of the Committee be conveyed to the County Council for their efforts with the Ministry of Education in this matter.

70. Old Weald Special School: The District Education Officer reported that the use of the former Harrow Weald Junior School as a school for educationally subnormal pupils, which was approved by the Divisional Executive on the 19th November, 1952, is at present under consideration by the County Council. This temporary use has been recommended by the Committee until such time as the schemes for the adaptation of the Pinner National School and the Harrow Weald Primary School for use by educationally subnormal and maladjusted pupils respec­ tively can be put into effect. Before the building can be used some repairs and redecorations will be necessary and there is no provision in the current revenue estimates for this work. Your Sub-Committee has been advised that in order that work may commence as soon as possible after the decision of the County Council a request should now be made for a supplemental estimate. The District Surveyor reported that an expenditure of £800 will restore the building to a usable condition. RESOLVED: That the General Purposes and Finance Sub-Committee be recom­ mended to ask the County Council to approve a supplemental estimate of £800 to enable minor repairs to be carried out at the Old Weald Special School.

71. Northwick Park Playing Fields: Arising out of resolution 55 (28th October, 1952), the District Education Officer gave a verbal report on the meeting of the Special Sub-Committee held on the 25th November, 1952, when consideration was given to a proposal for the development of part of the Central Playing Field at Northwick Park, and stated that a further report would be submitted to the next meeting. 53. Draft Estimates for the Years 1952/53 and 1953/54: Your Sub-Committee con­ sidered the revised estimates and the estimates of income and expenditure within its order of reference for the years 1952/53 and 1953/54 respectively, together with the joint report of the District Treasurer and the District Education Officer thereon, as circulated to all members of the Committee. Consideration was also given to certain recommendations from the Sites and Buildings Sub-Committee in regard to items affecting that Sub-Committee. RESOLVED: That the General Purposes and Finance Sub-Committee be recom­ mended to adopt the revised estimates for the year 1952/53 and the estimates of income and expenditure for the year 1953/54, as amended.

54. To Confirm Action Taken by the Chairman since the Last Meeting: RESOLVED: That the action of the Chairman of the Sub-Committee in giving approval to the matters arising since the last meeting of the Sub-Committee, as now submitted and set out in the Minute Book, be confirmed.

55. Report of the District Education Officer: RESOLVED: That the report of the District Education Officer, as circulated to all members of the Committee and now submitted, be received.

56. X-ray Examination of Teachers : The District Education Officer reported that in accordance with resolution 25 (16th July, 1952), the question of the X-ray examination of existing teaching staff had been referred to the Joint Consultative Committee for consideration at its meeting on the 18th November, 1952. The teacher representatives had stated that they had no doubt that teachers generally would take advantage voluntarily of the facilities offered by the X-ray unit when it is available but, at the same time, were of the opinion that there would be oppo­ sition if such examinations were compulsory. Your Sub-Committee was informed that, in accordance with resolution 46 (29th October, 1952), the Area Medical Officer had made enquiries as to the possibility of an early visit to Harrow of one of the miniature mass X-ray Units and had been informed that it is not expected that the Unit can be in the Harrow district before the autumn of 1953. RESOLVED: That the report be received.

57. Allocation of Pupils to Secondary Schools: The District Education Officer reported that in accordance with resolution 35 (24th September, 1952), the Joint Consultative Committee had given careful consideration to the matter and resolved that in view of the many and varying contributory factors which can bring about an apparent discrepancy in results, it would in their opinion be unwise to draw any comparison between one school and another. RESOLVED: That the report be received. EDUCATION 1000

58. Entrance Examination for Grammar School Places: The District Education Officer reported that at its meeting on the 18th November, 1952, the Joint Con­ sultative Committee considered the two resolutions submitted by the Harrow Joint Committee of the Four Secondary Associations (reference resolution 47, 29th October, 1952). The Consultative Committee had resolved (1) that further consideration should be given by the Joint Consultative Committee to the question of a review of progress being introduced for the consideration of reallocation between secondary schools, at a future meeting of the Committee, and (2) that this Sub-Committee be recommended to give its support to the suggestion that a test in consecutive English should be included in the Entrance Test; and to submit a recommendation to the County Council accordingly. RESOLVED: That the report be received and that a recommendation be sub­ mitted to the County Council that enquiries should be made into the possibility of including a test in consecutive English in the Entrance Test. 59. Cancellation of Head Teachers' Interviews: RESOLVED: That the interviews with Head Teachers prior to the meeting of the Committee on the 31st December, 1952, be cancelled as this date falls within the schools' Christmas vacation period. 60. Recreational Evening Institutes: RESOLVED: That the details submitted giving the enrolments and the numbers of the classes held at the Recreational Evening Institutes and at afternoon classes, be received. 61. Glebe Avenue Primary School: The District Education Officer reported that a new school in the area of the North-West Division of Middlesex had been named Glebe School and that as a result a certain amount of confusion had arisen be­ tween that school and Glebe Avenue Primary School in the Harrow area. The Chief Education Officer had stated that the attention of the North-West Middlesex Divisional Executive had been drawn to the fact that confusion might arise between the names of the two schools but it was decided nevertheless to proceed. At the same time it is suggested that if the Divisional Executive feels strongly about the matter, a recommendation should be forwarded for the considera­ tion of the County Council. RESOLVED: That the report be received; and that in order to avoid confusion, the County Council be requested to consider the possibility of renaming the new school in the North-West area. 62. Teaching Staff Appointments, Resignations, etc.: RESOLVED: That the details relating to staff appointments, resignations, transfers, etc., as now submitted and set out in the Minute Book, be received, and where necessary, confirmed. 63. Pinner County Secondary Grammar School: A letter dated the 26th November, 1952, was submitted from the Head Master of the Pinner County Secondary Grammar School stating that an old scholar, Vivian Singh, had been awarded a Cambridge Blue for cross-country running. RESOLVED: That the letter be received; and that the Sub-Committee's congratu­ lations be conveyed to the school and to the scholar concerned.

PART I.—RECOMMENDATIONS. RECOMMENDATION I: Estimates of Minor Capital Investment Projects 1953/54. Your Sub-Committee considered the recommendation of the Sites and Buildings Sub-Committee that the estimate of expenditure in capital account as amended, be adopted together with the report of the District Education Officer as circulated to all members of the Committee. Resolved to RECOMMEND: That the items included in the Estimates of Minor Capital Investment Projects amounting to £52,365 for the year ending 31st March, 1954, in accordance with the details now submitted, be approved. RECOMMENDATION II: Education Estimates for the Years 1952/53 and 1953/54. Your Sub-Committee considered and approved its estimate of expenditure and income in revenue account, within its order of reference for the year 1953/54 together with the revised estimates of income and expenditure for 1952/53. Your Sub-Committee also received the estimates of expenditure and income in Revenue Account for 1953/54 together with the revised estimates for 1952/53 from the Youth, Sites and Buildings, and Management Sub-Committees together with their amendments and recommendations thereon. Resolved to RECOMMEND: (1) That the Education Estimates of income and expenditure for the year 1953/54 totalling £1,248,375 be approved. (2) That the revised estimates of income and expenditure for the year 1952/53 totalling £1,176,470 be approved. (Note: These recommendations were submitted to a special meeting of the Education Committee on the 4th December, 1952, and to Council at its meeting on the \2th December, 1952, and were approved.) RECOMMENDATION III: Harrow Young Women's Christian Association: Grant Aid. Your Sub-Committee was informed that at its meeting on the 2nd December, 1952, the Youth Sub-Committee had considered an application from the Harrow Young Women's Christian Association for a supplementary grant for the year 1952/53. A grant of £250 had already been approved for this year, but in view of the rising prices the Association is finding it increasingly difficult to manage financially. Every effort is being made by the Association to raise money but this, together with the grant already approved, is not sufficient to enable the Association to continue to function. The Youth Sub-Committee has requested, therefore, that the County Council be recom­ mended to approve a supplementary grant of £100 to this Association for the year 1952/53. Resolved to RECOMMEND: That the County Council be recommended to approve the following supple­ mentary estimate:— Amount: £100. Purpose for which payment is required: A supplementary grant to the Harrow Young Women's Christian Association for the year 1952/53. EDUCATION 1002

RECOMMENDATION IV: Old Weald Special School. The District Education Officer reported that the Sites and Buildings Sub-Com­ mittee had been informed at its meeting on the 2nd December, 1952, that the suggested use of the former Harrow Weald Junior Mixed School temporarily as a school for educationally sub-normal pupils, approved by the Committee on the 19th November, 1952, is under consideration by the County Council, but that before the building can be used certain repairs and redecorations will be necessary. The Sub-Committee was, therefore, advised that in order that work may commence immediately the County Council's decision is received, a request should be made for a supplemental estimate to cover the cost of the work. The District Surveyor has reported that an expenditure of £800 will restore the building to a usable condition. It is requested, therefore, that the County Council be recommended to approve a supplementary estimate of £800 to cover the cost of this work. Resolved to RECOMMEND: That the County Council be recommended to approve the following supple­ mentary estimate:— Amount: £800. Purpose for which payment is required: To meet the cost of repairs and re- decorations at the former Harrow Weald Junior Mixed School to make it usable as a school for educationally sub-normal pupils. RECOMMENDATION V: Conference on Grammar Schools and the Middlesex Development Plan. With reference to resolution 78 (30th October, 1952), the District Education Officer reported that it is estimated that the cost of meeting necessary expenses for the Conference which is being held in January, 1953, including the provision of hospitality to speakers and distinguished visitors, is £20. Resolved to RECOMMEND: That the County Council be recommended to approve the following supple­ mentary estimate:— Amount: £20. Purpose for which payment is required: To meet necessary expenses for the Conference on Grammar Schools and the Development Plan to be held in January, 1953. RECOMMENDATION VI: Membership of Youth Sub-Committee. The District Education Officer reported that the Youth Sub-Committee had recom­ mended that Mrs. D. Tupper be appointed to the Youth Sub-Committee, as repre­ sentative of the civic life of the district, suitable by reason of her special knowledge of the Youth Service, vice Mr. R. S. Alien, who resigned for health reasons. Resolved to RECOMMEND: That Mrs. D. Tupper be appointed to the Youth Sub-Committee as a repre­ sentative of the civic life of the district, suitable by reason of her special knowledge of the Youth Service, until the appointment of her successor in 1953. Swimming Instruction and Expenditure: The District Education Officer reported that the County Council had adopted the following recommendations of the General Purposes and Finance Sub-Committee of the County Education Committee:— " That notwithstanding the County Council's decision of 30th November, 1949, that expenditure on swimming instruction be limited to ' beginners' in cases where both entrance fees and travelling expenses to swimming baths are involved, the Harrow Divisional Executive be granted discretion to spend up to 15 per cent, of the estimates approved under these heads on the entrance fees and transport of swimmers other than ' beginners '." This was reported to the Harrow Education Committee and Teachers' Joint Consultative Committee at its meeting on the 18th November, 1952, when the teacher representatives expressed their appreciation of the efforts made by the Deputation of members of the Committee which led to this decision by the County Council. RESOLVED: That the report be received.

91. Coronation, 1953: The District Education Officer reported that in accordance with resolution 74 (30th October, 1952), a letter had been circulated to the Head Teachers of Independent Schools informing them of the decisions of the Com­ mittee in regard to Coronation celebrations and souvenirs. Details were sub­ mitted of the suggestions received to date in respect of secondary age pupils. After careful consideration, your Sub-Committee is of the opinion that four of the schools concerned should be requested to reconsider their decision with a view to selecting an individual gift for presentation to the pupils with part of the per capita grant. RESOLVED: (1) That the report be received. (2) That with the exception of the four schools where no individual gift is requested for the pupils, the suggestions submitted from the Independent Schools be approved. (3) That any additional requests received from Independent Schools be submitted to the Chairman for approval.

National Association of Divisional Executives for Education: Annual Conference: Your Sub-Committee considered the report of the Annual Conference of the National Association of Divisional Executives for Education together with the report of the District Education Officer on the tabling of an amendment to the resolution submitted on behalf of the Executive in regard to Local Administration and the procedure adopted at the Conference of dealing with such amendments. RESOLVED : That the report of the Annual Conference of the National Associa­ tion of Divisional Executives for Education be received; and that a protest be registered with regard to the procedure adopted in dealing with the agenda at the Conference.

95. Request to Appear before Committee: The District Education Officer reported that the District Official of the National Union of General and Municipal Workers had submitted a request to appear before the Committee with a member of the School Cleaning Staff. 1005 EDUCATION

RESOLVED: That the National Union of General and Municipal Workers be informed that the Sub-Committee will give further consideration to the request on their being informed in greater detail of the employee's reasons for desiring an interview. 96. Harrow Marriage Guidance Council: The District Education Officer reported that at the last meeting of the Committee a letter dated the 1st November, 1952, was submitted from the Harrow and District Marriage Guidance Council inviting the Education Committee and the Youth Sub-Committee each to appoint a representative to serve upon the Joint Committee being set up to plan and carry out a scheme of group preparation for marriage in the District. It was thought that the Sub-Committee might wish to recommend the appoint­ ment of two representatives to serve upon the proposed Joint Committee, one of whom might be a member of the Youth Sub-Committee and with this in view, the Youth Sub-Committee, at its meeting on the 2nd December, 1952, had nominated Mr. F. Telfer. RESOLVED: That Councillor A. C. L. Bishop and Mr. F. Telfer be appointed as the two Education Committee representatives to serve upon the Joint Committee being set up by the Harrow Marriage Guidance Council to plan and carry out a scheme of group preparation for marriage in the District. 97. Harrow Local Archives Committee: The District Education Officer reported that in accordance with resolution 70 (b) (30th October, 1952), the County Council had given further consideration to the award of a grant to the Harrow Local Archives Committee and had decided to confirm its previous decision that no grant be made. RESOLVED: That the report be received. 98. R.A.C./A.C.U. Training Scheme for Learner Motor-Cyclists: The District Education Officer reported that in accordance with resolution 77 (30th October, 1952), the Sunbeam Motor Cycle Club was informed that permission could not be given for the use of a school playground for training courses for learner motor­ cyclists. The suggestion was, however, made that part of the former prisoner-of- war camp site at Oxhey Lane might be suitable for this purpose. The Deputy Clerk of the Council has now forwarded a copy of a further letter from the Club stating that whilst thanking the Sub-Committee for the suggestion the site at Oxhey Lane is unsuitable. Further details were also submitted as to the form in which instruction is given and particulars of the precautions which would be taken to obviate any danger to children who might possibly stray on to the school playground during the course of instruction. RESOLVED: That further consideration of this application be deferred pending the result of enquiries as to the procedure adopted by neighbouring executives who have received similar requests and the submission of a report from the District Education Officer as to the school which would be most suitable should approval be given to such user. 99. Education Department: Status: Post of Chief Assistant: RESOLVED: That no action be taken at this stage in connection with a letter received from the Acton Divisional Executive relating to the status and salary of Chief Assistants in Education Departments.

PART L—RECOMMENDATIONS. RECOMMENDATION I: Borough and District Education Officers: Salary Scales. Your Sub-Committee has considered a letter (5th December, 1952), from Middle­ sex County Council inviting the observations of the District Council upon a suggestion that the following revised salary scales should be adopted, in respect of Borough and District Education Officers in Middlesex: Group I £1,350 x £50—£1,600 inclusive. Group II £1,050 x £50—£1,250 inclusive. Your Sub-Committee has also considered a letter (10th December, 1952), from the Middlesex Excepted Districts' Association, asking for the Divisional Executive's observations in the matter and stating that the Executive Committee of the Associa­ tion is unanimous in suggesting that the local authority members of the Association should inform the Middlesex County Council that the proposed scales are unsatis­ factory, and reminding the District Council that, in 1946, the Association submitted proposals for revised scales for Borough and District Education Officers which were considerably in excess of those now proposed to be put into effect by the County Council. Your Sub-Committee has considered a joint report of the Clerk and Treasurer in regard to the history of this matter, and submits the following recommendation. Resolved to RECOMMEND: That the Education Committee recommends to the General Purposes and Finance Committee of the District Council that the Middlesex County Council and the Executive Committee of the Middlesex Excepted Districts' Association be informed that the District Council, as the Divisional Executive for Education for Harrow, do not regard as satisfactory the proposed revised salary scale applicable to the District Education Officer (namely £l,350x£50 to £1,600 per annum inclusive) but considers a salary scale in the region of £1,450 to £1,750 per annum to be more appropriate; and that the Council, as Divisional Executive, should support, in principle, the Executive Committee of the Excepted Districts' Association in its endeavours to secure more appropriate salary scales for Borough and District Education Officers in Middlesex.

10. Minutes: RESOLVED: That the minutes of the meeting held on the 7th July, 1952, having been circulated, be taken as read and signed as a true record. 11. Resignation of Mr. D. F. Bergin: It was reported that Mr. D. F. Bergin had resigned from the Honorary Secretaryship of the Harrow Teachers' Consultative Committee. RESOLVED : That the Committee places on record its appreciation of the services carried out by Mr. Bergin during the five years in which he has acted as Secretary of the Harrow Teachers' Consultative Committee. 12. Allocation of Pupils to Secondary Schools: The Committee gave careful con­ sideration to a question relating to the allocation of pupils to secondary schools referred by the Management Sub-Committee. RESOLVED: That in view of the many and varying contributory factors in this matter, which can bring about an apparent discrepancy in results, it is considered by this Committee to be unwise to draw any comparison between one school and another. 13. Entrance Examination for Grammar School Places: The District Education Officer reported that at its meeting on the 29th October, 1952, the Management Sub-Committee had received correspondence from the Harrow Joint Committee of the Four Secondary Associations in regard to the allocation of pupils to secondary schools and had referred the matter to this Committee for consideration. The Harrow Joint Committee of the Four Secondary Associations passed the following two resolutions:— (1) That in the opinion of this meeting (of the Harrow Joint Four Committee), at the end of the first year after the selective examination there should be, by Heads of the Schools, a review of progress for the consideration of reallocation as between Grammar and Modern Schools. (2) That as soon as possible a test in consecutive English be incorporated in the selective examination. In regard to the first resolution submitted, the Committee was informed of the existing opportunities for the later transfer from one type of secondary school to another of pupils who are found to be in a school unsuitable to their aptitudes and agreed that Head Teachers might profitably make fuller use of existing pro­ cedures in recommending the transfer of such pupils. The Committee considered that the introduction of a probationary year does not offer a satisfactory solution of the problem as it would result in a feeling of insecurity to all pupils and might well require the introduction of a further probationary year in some instances. The Committee agreed, however, that further consideration might profitably be given to this subject at a later date. The second resolution submitted by the Harrow Joint Committee of the Four Secondary Associations was also considered and it is thought that if a method of standardising a test in consecutive English could be evolved this would improve the present entrance test. RESOLVED: (1) That the report of the District Education Officer and the corre­ spondence be received. (2) That further consideration be given to the question of a review of progress for the consideration of reallocation between secondary schools being introduced at a future meeting of the Committee. (3) That the Management Sub-Committee be recommended to give its support to the suggestion that a test in consecutive English should be included in the Entrance Test; and to submit a recommendation to the County Council accordingly.

14. Teaching of Sex Hygiene with Aid of Films: With reference to resolution 4 (7th July, 1952), a report of the Conference held at the County Film Library in February last on the " Teaching of Sex Hygiene with the Aid of Films " was submitted to­ gether with reports from the two representatives of the teaching staff of Harrow. The Committee was informed that another conference had been arranged for this month at which further films would be shown and at which the two representatives of the teaching staff would be present. RESOLVED: That the reports be received; and that a report on the Conference to be held this month be submitted to a future meeting of the Committee.

15. Swimming Instruction and Expenditure: With reference to resolution 8 (7th July, 1952), the District Education Officer reported that at its meeting on the 17th July, 1952, the General Purposes and Finance Sub-Committee received the report of the General Purposes and Finance Sub-Committee of the County Education Committee that further consideration had been given to the request of the Divisional Executive that it be allowed discretion to use up to 15 per cent, of the money allowed in the estimates for transport to swimming baths in respect of pupils who are not " beginners " and that it had decided to adhere to its previous decision. The General Purposes and Finance Sub-Committee had resolved that the County Council be requested to receive a deputation in regard thereto. The General Purposes and Finance Sub-Committee of the County Education Committee received the Deputation on the 16th October, 1952, and as a result of this meeting, the County Council had adopted the following recommendation:— " That notwithstanding the County Council's decision of 30th November, 1949, that expenditure on swimming instruction be limited to ' beginners' in cases where both entrance fees and travelling expenses to swimming baths are involved, the Harrow Divisional Executive be granted discretion to spend up to 15 per cent, of the estimates approved under these heads on the entrance fees and transport of swimmers other than ' beginners '." The teacher representatives expressed their appreciation of the efforts made by the members of the Education Committee which led to this decision by the County Council. RESOLVED: That the report be received.

16. Maintenance of School Fields: With reference to resolution 7 (7th July, 1952), a report was submitted of a conference held on the 8th October, 1952, between representatives of the teachers, the District Surveyor and the District Education Officer. RESOLVED: That the report, as submitted, be received.

17. X-ray of Teachers: The District Education Officer reported that at its meeting on the 16th July, 1952, the Management Sub-Committee considered the following suggestion which was made at the District Council's Eighth Delegate Conference:— " Teachers to have an X-ray examination once per year." 1009 EDUCATION

The Management Sub-Committee has been exploring the possibility of arranging an early X-ray examination on a voluntary basis of teachers entering the service for the first time as qualified or temporary teachers pending the introduction of the Ministry of Education's Scheme for compulsory examination in the summer of next year but resolved that the question of the X-ray examination of existing teaching staff be referred to this Committee for consideration. The teacher representatives reported that they are of the opinion that teachers generally would voluntarily take advantage of the facilities offered by the X-ray unit when it is available. They are also of the opinion, however, that teachers already in the employ of the Authority would be opposed to any idea of such examination being compulsory. The District Education Officer reported that the Area Medical Officer had been informed it is not expected that arrangements can be made for the Mass Radio­ graphy Unit to visit this district before autumn, 1953. RESOLVED: That the reports be received and noted.
