SITUATION OVERVIEW A. BACKGROUND The northeast monsoon (Amihan) that prevailed over Northern and Central Luzon and the tail-end of a cold front affecting Southern Luzon, Visayas and Mindanao which started last December 29, 2010, triggered the occurrence of moderate to heavy rains and subsequent floodings and series of landslide incidents affecting 25 provinces in Regions IV-B, V, VI, VII, VIII, X, XI, XII, CARAGA and ARMM ( Listing of areas affected by landslides, flooding & storm surge is on Tab A) . From January 15 to 18, 2011, another flooding and maritime incident occurred in same regions like Regions IV-A, IV-B, X, XI and ARMM with additional provinces affected. Regional Situation Update as of January 18, 2011 Region VIII All roads and bridges in Region VIII are already passable Flood-prone municipalities in Eastern Samar have been experiencing brownout since 17 January until today Brgy. Hindag-an in St. Bernard, Southern Leyte incurred road slip on 17 January 2011. Clearing operations has been undertaken by DPWH Water level of Binahaan watershed in Leyte is on Alert Level 2 (1.0 meter) affecting the municipalities of Pastrana, Dagami, Tanauan and Palo Region V Fishing activities in Camarines Sur are interrupted due to strong winds Region IV Fishing Boat MB JENER with seven (7) fishermen on board was reported missing on January 18, 2011. Said fishing boat left Burdeous, Quezon on January 15, 2011 bound for Polilio. Inagawan, Puerto Princesa, Palawan affecting families. Road in the area is not passable to light vehicles due to floodwaters Region X Lanao del Norte: One protection dike in Looc, Catarman. Camiguin was damaged; Two (2) seawall dikes (cracked and scoured); gravel based road (washed-out) and earth road (eroded) in Poblacion Tubod due to flooding; Copra dryer, poultry cage and sari-sari store in Tubod were washed out Misamis Occidental: One footbridge in Ozamiz City was totally destroyed and 1 sea wall in Aloran was damaged Region XI Davao City: Flooding incident occurred on January 16, 2011 affecting barangays Maparangi and Lizada in Toril District; Brgys. Talomo River, Calinan and Crossing Likanan; and Brgy. Lasang, Bunawan District due to continuous rains that caused the overflowing of Lipada River. Highway along these areas was submerged with water. Approach of Calinga-Wangan and Alcantara Bridges were damaged connecting Brgy. Wangan to Alcantara and Sitio Balite Calinan District, Davao City were damaged. Access of people is done through the use of improvised bridges Davao del Sur: Flash flood occurred early morning January 18, 2011 at Brgy. Darong, Sta. Cruz due to heavy downpour and high tide which triggered the overflowing of Sibulan River. As of reporting time, water level is gradually subsiding. Eighty (80) families are still housed at Darong Brgy. Hall, Chapel and Almendras Gymnasium B. SUMMARY OF EFFECTS 1. AFFECTED POPULATION (Details on Tab B) The total number of population affected is 313,639 families / 1,603,204 persons in 1,805 barangays of 160 municipalities and 17 cities of 25 provinces in Regions IV-B, V, VI, VII, VIII, X, XI, XII, CARAGA and ARMM Among the ten (10) affected regions, CARAGA had the highest number of affected population with 112,096 families / 601,804 persons, followed by Region VIII with 107,360 families / 530,182 persons , while Region V ranked 3rd with 46,628 families / 237,348 persons To date, a total of 124,111 families / 612,294 persons have been served both inside and outside evacuation centers from the combined sources of DSWD and LGUs: Inside 71 Evacuation Centers = 11,731 families / 57,094 persons Outside Evacuation Centers = 112,380 families / 555,200 persons 2. EXECUTIVE SUMMARY OF EMERGENCY MANAGEMENT A. NDRRMC ACTIONS On January 14, 2011, His Excellency President Benigno C. Aquino III together with Voltaire Gazmin, National Defense Secretary/Chairperson, NDRRMC; Dinky Soliman, DSWD Secretary; Proceso Alcala, DA Secretary; Enrique Ona, DOH Secretary; Rogelio Singson, Secretary DPWH; Jesus Robredo, DILG Secretary; Edwin Lacierda, Presidential Spokesperson; and USEC Benito Ramos, Executive Director, NDRRMC and Administrator, OCD, visited three (3) regions that were heavily affected by landslides and floods namely: CARAGA, Region V and Region VIII to oversee the extent of damages and personally check the status of the on- going relief operations being conducted by local agencies in the ground. Upon arrival of the President, respective RDRRMCs in afore-said regions conducted conferences/briefings participated by respective member agencies, selected LGUs and media. Highlights of the President’s visit in the following regions : CARAGA Chairperson, RDRRMC CARAGA briefed the President on the effects focused on background, impact, response action, post-disaster requirements and future plans The President commented that post disaster requirements should be prioritized and rehabilitation of damaged infrastructure has to be referred to the DPWH and further emphasized that the national government will do its part in supporting the LGUs but initiatives should be done first at the LGU level; turned over certified rice seeds, water pump engines and assorted medicines to the affected areas through the Chairpersons of the provincial and city DRRMCs After the turn-over of resources, media interview followed on the issue of illegal logging Region V PAGASA V reported that La Niña peak is expected to affect the Bicol Region for the next 3 months 4 PDRRMC Catanduanes / MDRRMC Pandan requested for augmentation in the search and rescue operations from PN, TOG5, PCG and PNP for the missing fishermen in Catanduanes who went fishing on 12 midnight 15 January 2011. SAR operation conducted by barangay residents were suspended due to strong waves and winds. RDRRMC Region 5 reported 5 banca with 14 fishermen returned back safe and 3 banca with 7 fishermen remained missing in Pandan, Catanduanes PDRRMC Albay Chairman and Governor requested for augmentation from the national government to support provincial government’s evacuation efforts for projected vulnerable communities The LGUs likewise appealed for support to their rehabilitation and immediate repair of damaged roads; alternative livelihood for economically displaced fishermen from coastal and inland municipalities; food for work programs; and wider coverage of national support for PHILHEALTH beneficiaries President Aquino re-assured that the DPWH has already been instructed to prioritize list of infrastructures for immediate repair/rehabilitation using the NCF and that the Administration is looking to provide the immediate needs of affected communities to include livelihood support like cash-for-work programs Region VIII The President directed concerned agencies to assist /help Saint Bernard in the acquisition of lot for relocation sites RDRRMC/OCD Region VIII to ensure that LGUs must strictly observe the stockpiling procedure of basic necessities of the evacuees RDRRMC report must show and or project the total clear picture of the region based on the reported data 1.
