Uses of Community-Based Management System (CBMS) In the Province of Camarines Norte ∗ INTRODUCTION I am honored to be with you in this 5th Community – Based Monitoring System (CBMS) National Conference. May task today is to present the Uses of CBMS in the Province of Camarines Norte. First, allow me to make a brief profile of the province. Found on the northwestern coast of the Bicol Peninsula which forms the southeastern section of Luzon, Camarines Norte is bounded on the north by the Pacific Ocean, on the east by the Pacific Ocean and San Miguel Bay, on the west by Lamon Bay and in the south by the adjoining provinces of Camarines Sur and Quezon. It is one of the six (6) provinces that constitute the Bicol Region and is composed of 12 municipalities and 282 barangays. Its capital, Daet, is 365 kms. southeast of the City of Manila, a 7-hour travel by land or a 45-minute trip by plane. It has a projected population for CY 2008 of 533,173 with a growth rate of 1.5% per annum. 60.46% of the population can be found in rural areas while the remaining 39.54% in urban areas. In terms of physical characteristics, it has a total land area of about 232,007 hectares roughly 13.00% of the region’s total area and 0.077% of the country’s total land area. The province’s topography is generally rugged, characterized by rolling hills and mountains in the interior, and fertile plains and valleys along the coast. -

SITUATION OVERVIEW A. BACKGROUND The northeast monsoon (Amihan) that prevailed over Northern and Central Luzon and the tail-end of a cold front affecting Southern Luzon, Visayas and Mindanao which started last December 29, 2010, triggered the occurrence of moderate to heavy rains and subsequent floodings and series of landslide incidents affecting 25 provinces in Regions IV-B, V, VI, VII, VIII, X, XI, XII, CARAGA and ARMM ( Listing of areas affected by landslides, flooding & storm surge is on Tab A) . From January 15 to 18, 2011, another flooding and maritime incident occurred in same regions like Regions IV-A, IV-B, X, XI and ARMM with additional provinces affected. Regional Situation Update as of January 18, 2011 Region VIII All roads and bridges in Region VIII are already passable Flood-prone municipalities in Eastern Samar have been experiencing brownout since 17 January until today Brgy. Hindag-an in St. Bernard, Southern Leyte incurred road slip on 17 January 2011. -

Alegre and future Senator and Vice President Arturo M. Tolentino, he founded the “Young Philippines Party,” a political party, which advocated the grant of Philippine independence from American rule; WHEREAS, while studying at the University of the Philippines, he was elected President of the student council and editor-in-chief of the Philippine Collegian; WHEREAS, at the age of 24, he was the youngest delegate to the 1934 Constitutional Convention tasked to draft the 1935 Philippine Constitution and was instrumental in prescribing Tagalog as the official language of the Philippines; WHEREAS, he was elected governor of Camarines Norte in 1940 and the province’s representative to the National Assembly; WHEREAS, his service as legislator was interrupted by the Japanese invasion of the Philippines in December 1941; WHEREAS, he organized armed resistance in the Bicol region against the invading Japanese army, commandeered all the rice warehouses in his province, and ordered the confiscation of explosives used in the province’s gold mines for use against the Japanese army. -

Reyes (MAEd)3 E-ISSN 2350-8442 1College of Business and Public Administration, 2,3College of Arts and www.apjmr.com Sciences, Camarines Norte State College, Philippines [email protected] , [email protected] , [email protected] Date Received: July 8, 2016; Date Revised: September 5, 2016 Abstract - The Ecological Solid Waste Management Act of 2000 or RA 9003 mandates the local government units to take initiatives in managing their daunting problems on ecological solid waste disposal. Consequently, compliance of Camarines Norte, Philippines on this mandate needs assessment to determine the existing solid waste management (SWM) strategies, the effectiveness and the possibility of adoption in each municipality. This study utilized the descriptive method using questionnaire as the main tool supplemented by interview. Results showed that the existing SWM strategies with the highest percentages of existence in the twelve (12) municipalities were provision of number of trucks in transporting solid wastes and knowledge on waste segregation conducted at every household/establishment. Varying levels were observed. However, high level of effectiveness is still required for significant impact, seeing that from the six areas assessed only four municipalities were identified to have more and highly effective SWM strategies. Generally, only availability of technology for composting was considered more effective and can be adopted in all municipalities. -
