SITUATION OVERVIEW A. BACKGROUND The northeast monsoon (Amihan) that prevailed over Northern and Central Luzon and the tail-end of a cold front affecting Southern Luzon, Visayas and Mindanao which started last December 29, 2010, triggered the occurrence of moderate to heavy rains and subsequent floodings and series of landslide incidents affecting Regions, IV-A, IV-B, V, VI, VII, VIII, X, XI, XII, CARAGA and ARMM (Listing of areas affected by landslides, flooding & storm surge is on Tab A). From January 15 to 19, 2011, another flooding, landslide and maritime incidents occurred in same regions like Regions IV-A, IV-B, X, XI and ARMM with additional provinces affected. REGIONAL SITUATION UPDATE as of 19 January 2011 Region II On 181740H January 2011, MV Lucky V, (Hong Kong registered general cargo vessel loaded with iron ore) with 10 crew was listing 25 degrees to starboard and at the brink of capsizing while battered by strong winds and big waves at vicinity 1.5 NM off the coast of Aparri, Cagayan. Latest info received states that said vessel is already upright, trimmed and out of danger. The ten (10) crew members who abandoned the vessel were rescued by CG station Aparri, Cagayan. Region IV-A Fishing Boat MB JENER with seven (7) fishermen on board was reported missing on January 18, 2011. Said fishing boat left Burdeous, Quezon on January 15, 2011 bound for Polilio. Tinaguiban, El Nido with 29 fishermen on board (survivors) Barge Big Move with 4 passengers on board was reported missing on 17 January 2011. Said vessel drifted towards Palawan area after her anchor broke off when the barge was battered with big waves and strong winds while anchored in Semirara Island Region V Due to prolonged adverse weather and sea conditions, many fishermen risks their lives by venturing out to sea, despite warnings and advisories issued by authorities. As a result, there is an increase in the number of missing fishermen particularly at the eastern seaboard of the Bicol Region Region VII Siquijor: 21 diarrhea cases were reported in the municipality of San Enrique from January 13-18, 2011 due to contaminated water source caused by heavy rains Cebu: Flooding incident occurred in Brgy. Poblacion II and III, Carcar with 50 families affected. One (1) identified as Sherwin Tejada was reported missing in Brgy. in Poblacion II, believed to be drowned and 9 road sections in Mactan were flooded which either incurred washed-out surfacing materials and with massive debris along the roadway and potholes Boho l: Water was released from Ewon Hydro Dam in Brgy. Ewon and the Hanopol Hydro Dam in Brgy. Hanopol, all in Sevilla. Brgys Bugang and Cambangay, Brgys. Napo and Camba in Alicia and Brgys. Canawa and Cambani in Candijay were heavily flooded Region VIII Southern Leyte: Landslide occurred in Brgys. Camang, Pinut-an, Esperanza, Bila- tan, Looc and Kinachawa in San Ricardo which prevented motorized vehicles to pass through and thus said barangays were declared isolated. According to Mayor Yu of San Ricardo, the landslide area is already passable as of reporting time A wooden bridge in Brgy. Pinut-an was washed-out while Bila-tan Bridge was partially damaged Flood-prone municipalities in Eastern Samar have been experiencing brownout since 17 January Brgy. Hindag-an in St. Bernard, Southern Leyte incurred road slip on 17 January 2011. Clearing operations has been undertaken by DPWH Water level of Binahaan watershed in Leyte is on Alert Level 2 (1.0 meter) affecting the municipalities of Pastrana, Dagami, Tanauan and Palo Region X Lanao del Norte: One protection dike in Looc, Catarman. Camiguin was damaged; Two (2) seawall dikes (cracked and scoured); gravel based road (washed-out) and earth road (eroded) in Poblacion Tubod due to flooding; Copra dryer, poultry cage and sari-sari store in Tubod were washed out Misamis Occidental: One footbridge in Ozamiz City was totally destroyed and 1 sea wall in Aloran was damaged Misamis Occidental – fifteen (15) barangays in Jimenez: namely: Butuay, Corrales, Dicoloc, Gata, Guintomoyan, Matugas Bajo, Nacional, Naga, Palilan, Rizal, San Isidro, Sta Cruz, Sebaroc, Tabo-o and Taraka were affected by water outage caused by heavy rains due to damaged water system (pumping station) 2 Region XI Davao City: Flooding incident occurred on January 17, 2011 affecting barangays Maparangi and Lizada in Toril District; Brgys. Talomo River, Calinan and Crossing Likanan; and Brgy. Lasang, Bunawan District due to continuous rains that caused the overflowing of Lipada River. Highway along these areas was submerged with water. Approach of Calinga-Wangan and Alcantara Bridges were damaged connecting Brgy. Wangan to Alcantara and Sitio Balite Calinan District, Davao City were damaged. Access of people is done through the use of improvised bridges. As of this time, floodwater is gradually subsiding and the traffic is now under control Davao del Sur: Flash flood occurred early morning January 18, 2011 at Brgy. Darong, Sta. Cruz due to heavy downpour and high tide which triggered the overflowing of Sibulan River. Eighty (80) families are still housed at Darong Brgy. Hall, Chapel and Almendras Gymnasium. Said barangay is experiencing power blackout Davao Oriental: Landslide occurred in Boston on January 17, 2011 due to heavy rains Davao del Norte: Four barangays (4) in Panabo City were affected by flooding which occurred on January 16 and 17, 2011 due to heavy rains caused by the overflowing of Bunawan River; 300 trunks of Cavendish bananas and vegetable crops were damaged; Tagactac bridge and a foot bridge in Barangay San Nicolas were partially damaged ARMM Maguindanao: 10 barangays were affected in Sultan Kudarat due to flooding with 9,388 families affected CARAGA In view of the prevailing rains, RDRRMC CARAGA raised Alert Level I (READY) for CARAGA Region; PDRRMCs of Surigao del Norte and Dinagat Islands raised Alert Level 2 Department of Education issued memo on the suspension of classes in pre-school and elementary levels in Butuan City, Surigao City and Surigao del Norte B. SUMMARY OF EFFECTS 1. AFFECTED POPULATION (Details on Tab B) The total number of population affected is 367,666 families / 1,869,066 persons in 2,072 barangays of 180 municipalities and 17 cities of 25 provinces in Regions IV-B, V, VI, VII, VIII, X, XI, XII, CARAGA and ARMM Among the ten (10) affected regions, CARAGA had the highest number of affected population with 113,732 families / 609,247 persons , followed by Region VIII with 127,282 families / 625,917 persons , while Region V ranked 3rd with 69,265 families / 350,533 persons To date, a total of 165,471 families / 816,456 persons have been served both inside and outside evacuation centers from the combined sources of DSWD and LGUs: Inside 50 Evacuation Centers = 10,512 families / 52,236 persons Outside Evacuation Centers = 154,959 families / 764,220 persons 3 2.     How HERO did it. Now it can be told. HERO is the Ham Emergency Radio Operations formally launched upon the unveiling of the logo design contest winner during the 82nd Anniversary of the Philippine Amateur Radio Association (PARA) Inc. – the Philippine national association for the amateur radio service. Preparations HERO was activated on December 4, 2015 when it became imminent that typhoon Hagupit (local name Ruby) will make landfall somewhere in the Visayas region. It was to be a live test for HERO with Super Typhoon Yolanda in mind. Upon its activation, a lot of traffic was devoted to trying to muster hams on the 40-meter band (the PARA center of frequency on 40 meter is at 7.095 MHz). Members were advised to start building up on their redundant power supplies such as generators, solar panels, batteries and other imaginable means available as power sources. Owing to the large swathe of typhoon Ruby, it was expected to be almost like Haiyan/Yolanda. There were striking similarities. Initially, Districts 4, 5 and 9 as well as Districts 6, 7 and 8 were alerted. Both Ruby and Yolanda came from the lower quadrant of the typhoon belt. Both were packing winds more than 200 kph near the center. Both had huge footprint or diameter, with Ruby estimated to be around 600 kilometers. Both were expected to generate 3 to 6 meters storm surges and were definitely considered dangerous to lives and properties. Government was not leaving anything to chance and there were plans to forcibly evacuate people along the typhoon track especially those in the coastal area.

BACKGROUND The northeast monsoon (Amihan) that prevailed over Northern and Central Luzon and the tail-end of a cold front affecting Southern Luzon, Visayas and Mindanao which started last December 29, 2010, triggered the occurrence of moderate to heavy rains and subsequent floodings and series of landslide incidents affecting 25 provinces in Regions IV-B, V, VI, VII, VIII, X, XI, XII, CARAGA and ARMM ( Listing of areas affected by landslides, flooding & storm surge is on Tab A) . From January 15 to 18, 2011, another flooding and maritime incident occurred in same regions like Regions IV-A, IV-B, X, XI and ARMM with additional provinces affected. Calaguimit, Oas, Albay on January 20, 2011 with 5 houses affected and no casualty reported as per report of Mayor Gregorio Ricarte Region VII Brgys Poblacion II and III, Carcar, Cebu were affected by flooding with 50 families affected and one (1) missing identified as Sherwin Tejada in Poblacion II. Ewon Hydro Dam in Brgy. Ewon and the Hanopol Hydro Dam in Brgy. Hanopol all in Sevilla, Bohol released water. Brgys Bugang and Cambangay, Brgys. Napo and Camba in Alicia and Brgys. Canawa and Cambani in Candijay were heavily flooded Region VIII Brgys. Camang, Pinut-an, Esperanza, Bila-tan, Looc and Kinachawa in San Ricardo, Southern Leyte were declared isolated on January 18, 2011 due to landslide.
