  • The Familiar Senate
CongressWatch Report No. 175 Report No. 175 11 April 2013 Part 2 of the 2013 Election Series of CongressWatch The familiar Senate The political dynamics in the Senate often differs from the House of Representatives, particularly on the issues of the national budget and on the proposed amendments to the Constitution. They also have a different take on key measures—the reproductive health law and the law restructur- ing excise taxes of alcohol and tobacco products, based on their vote records (yes-no-abstain): Responsible Parenthood Restructuring the excise taxes of and Reproductive Health alcohol and tobacco products Act House of Representatives HB 4244: 133-79-7 HB 5727: 210-21-5 Senate SB 2865: 13-8-0 SB 3299: 10-9-0 The Senate is also different in the elections since only 12 of the 24 slots are up for grabs every na- tional election. Each senator has a six-year term and is eligible for re-election, not exceeding two consecutive terms. Unlike in the House of Representatives, the Senate, as an institution, is not completely dissolved in-between elections. According to the Senate website, “the purpose of the continuity of the life of the Senate is intended to encourage the maintenance of policies as well as guarantee that there will be experienced members who can help and train newcomers in the discharge of their duties.” However, at least in the last two elections, veterans and familiar faces made up the Senate roll. This is where the senatorial contest runs similar to those in the legislative districts or even in other elective posts—incumbent and returning officials have had the upper hand.

  • The 17Th Congress: an Overview
CongressWatch Report No. 191 Report No. 191 13 June 2016 The 17th Congress: An overview The 2016 Philippine Election proved to be successful in terms of voter turnout, with over 44.3 million Filipinos (84% of total registered voters) participating, resulting to a substantially higher turnout rate than those of previous election years. And with the conclusion of the canvassing of votes by the COMELEC and the National Board of Canvassers (NBOC), we now have an overview of the incoming 17th Congress. The Senate Of the 24 senators serving in the 17th Congress for the next three years, six are from the Liberal Party (LP), five are Independent, four are from the United Nationalist Alliance (UNA), three each from both the Nacionalista Party (NP) and the Nationalist People’s Coalition (NPC), and one each from Laban ng Demokratikong Pilipino (LDP), PDP-Laban, and Akbayan. Out of the 12 incoming senators in 2016, only three are incumbents and majority (9 out of 12) are first-term senators, though four of them have already served previously in the Senate. Of the remaining 12 who started their terms in 2013, five will be finishing their second terms by 2019. From the 16th Congress, six senators are ending their second terms; out of the six, one will be serving in a lower position (Sen. Pia Cayetano won as the Representative of the 2nd District of Taguig), two others ran for higher and lower offices but lost, while the remaining three opted not to seek any other elective position. Shortly after the results of the elections were released to the public, Lakas-Christian Muslim Democrats (Lakas- CMD), NP, and NPC signed a coalition agreement with PDP-Laban, incoming President Rodrigo Duterte’s political party, thereby, comprising the presumptive majority bloc in the Senate.

  • Paris, Le 19 Novembre 2007 Reporters Sans Frontières Contact : Jean

  • Header & SWEA Speech for Directory 2021
2021 Philippine Government Directory of Agencies and Ocials Republic of the Philippines Department of Budget and Management Note from the Publisher: The contents of this publication, including the names and positions of the government officials, and contact details, are based on data available as of October 30, 2020 as validated by the agencies, except when updated before the actual publication date. Message Never before has transparency in governance been more critical than it is today, as our way of life, our society, and even how our government operates have been altered by the Coronavirus Disease 2019 (COVID-19) pandemic. In these days of uncertainty, how the government communicates information to address the concerns of the citizenry is crucial in building trust in its policies and responses to the global health crisis. This present reality underscores more than ever why the Department of Budget and Management (DBM) continues to publish the Philippine Government Directory of Agencies and Officials. For over three decades, the Directory has served as the people’s gateway to government information and services—from the National, Legislative, and Judicial branches to the local government units and international organizations. With the prevailing health and safety protocols, particularly the observance of physical distancing, the Directory allows for easy, contactless transactions as it provides consolidated and up-to-date contact details of all agencies and officials of the government. An electronic copy of the Directory is available on the DBM website so that the people have freer access to it. We hope that our readers and stakeholders find this latest issue of the Directory to be truly an informative and reliable resource, especially in these trying times.
