TERMS OF REFERENCE “Deficiencies in infrastructure which currently impede development in Australia’s regional areas.” Comments - - university courses are still inadequate in Albury-Wodonga, even though two major universities are present. Our per capita student enrolments are still lower than for other major regional centres; - the regular withdrawal of public services can mean significant travel times for users and consequent higher costs. It also means loss of income from often-skilled employees leaving the area; - the tendency by Commonwealth, NSW and Victorian governments to locate regional offices away from state border areas (the “360 degrees syndrome”) - even if Albury-Wodonga is a more appropriate and larger location; - this heading could be taken to also include situations where regional areas’ infrastructure lags behind that in capital cities.

(b) Insert new clauses 3 (1A) and 3 (1B) after clause 3(1) in Schedules A to G in said Proclamation: (1A) Any matters before the new Council with respect to the local development process or any other matter in which the Administrator has a pecuniary interest within the meaning of the Local Government Act 1993 is to be determined by a substitute Administrator appointed by the Minister for that limited purpose. These types of creeks are the natural habitat of upland galaxiids in the Mountain Galaxias (Galaxias olidus) species complex, with some species widespread and others confined to single, small catch - ments. This type of waterfall is often the key reason why the species survive, as their main predators, Brown Trout and Rainbow Trout, are unable to move further upstream. In particular, Tarmo has a long involvement with the compilation and management of aquatic fauna survey data, undertaking the first compilation of Victorian data in 1986, which he then continued while at the Department of Ichthyology, Museum Victoria, and later when he joined the Arthur Rylah Institute. This data compilation became the basis the new Victorian Biodiversity Atlas (VBA). Tarmo holds the roles of Taxon Manager and Data Expert Reviewer for Aquatic Fauna (fish, freshwater decapod crus - tacea and molluscs) for the VBA, and is relied upon by ARI staff and external clients for his knowledge of current tax - onomy and historical and contemporary aquatic fauna dis - tributions.
