THE REGENTS OF THE UNIVERSITY OF NEW MEXICO

March 8, 1971

The Regents of the University met at 1:30 p.m. on Monday, March 8, 1971, in the Council Room of the New Mexico Union.

Present: Mr. Arturo G. Ortega, President Mrs. Frank A. Mapel, Secretary-Treasurer Mr. Calvin Horn Mr. Austin E. Roberts Mr. walter F. wolf, Jr. Mr. Leonard J. DeLayo, Superintendent of Public Instruction, ex officio

Hart i ;:School of: Law. ** *', * -* * Mr. Ortega welcomed and introduced as new Introduction of Regents, Mr. Calvin Horn of Albuquerque and Mr. New Regents; Oaths Austin E. Roberts of Farmington, both recently of Office appointed by the-Gover.nor'and confirmed-by the Senate for six-year terms. Following Mr.- :,Ortega I S introduction, Mr. Horn and Mr. Roberts executed oaths of office signifying the inception oftheir:responsibilities as Regents.

Minutes of Meeting IMr.Ortega asked if there were any changes of February 8, in the minutes of the meeting of February 8, 1971 1971. It was moved by Mr. Wolf, seconded by Mrs. 'Mapel, that the minutes be approved as submitted. Carried. ******

Election of Mr. Ortega stated his conviction, as he did Officers a year ago, that "it is well and it is healthy" to have rotation in the presidency of the Regents and expressed his feeling that a two-year term is desirable. He noted that he had remained as president for a third year because he had!been asked by the other Regents to so serve, though he stated at that time that it would be his last year as president. Requesttng the indulgence of the Regents relative to rules of order, he requested the opportunity to nominate Mr. Horn as president. Mr. Horn was then elected by acclamation, as were Mr. Wolf as vice president and Mrs. Mapel as secretary-treasurer.

Mrs. Mapel, on behalf of the other Regents, extended a welcome to Mr. Horn as prestdent and expressed thanks to Mr. Ortega for "wise and courageous leadership, complete dedication to duty, and deep concern for all members of the University community in the pursuance of our go~l to maintain the University of New Mexico as an institution of higher learning of excellence."

Mr. Horn expressed his appreciation for the opportunity of serving the University and the state as president of the Board and said that he wolild welcome the counsel and guidance of the other Regents in common efforts to move the University forward. ****** Authorization for It was moved by Mr. wolf, seconded by Mr. Officers to Execute Roberts, that the newly elected officers be Documents Including authorized to sign checks, drafts, and other Stock Certificates docu~ents on the Regents' behalf; also that the viceipresident be authorized to sign for the president or the secretary-treasurer in the absence of either; also that the president or the vice president be specifically authorized to execute (buy, sell, assign, or en­ dorse for transfer) certificates representing stocks, bonds, or other securities now registered or hereafter registered in the name of the University of New Mexico. Carried. ******

Candidates for A list of candidates who completed their Degrees, degr~e requirements at the close of Semester I, Semester I 1970T7l, was presented to the Regents, the respective college faculties and the University Faculty having earlier approved 'the list. It was noted that Mr. ~urrie had polled the Regents earlier -- it being necessary to mail the diplomas -- and that all members of the Board had given their approval. ------

Accordingly, ... the item was re-introduced, with Professor Prouse .' (chairman of the Faculty Policy Committee), Professor Davis (chair- man of the Academic Freedom and Tenure Committe~, and Mr. Hansen (president of the Graduate Stuqent Association) on hand to assist in the presentation and ,to answer questions. President Heady explained that the role of assistants has experienced considerable growth at institutions of higher learning and that very little has been done, in comparison with faculty members, to protect their rights as teachers. He noted that the A.A.U.P. has done little in this regard thus far, so the present proposal by the University is'a pioneering venture. Pointing out that the case two years ago involving two teaching assistants found the University with no guidelines, he emphasized the need 'for a policy and recommended adoption of the proposal presently before the Board. It was noted further that the University Faculty gave its approval on January 12, 1971.

After considerable discussion, a need for more time to study the proposal was expressed by Mr. Roberts and Mr. Horn, and it was moved by Mr. Wolf, seconded by Mr. Ortega, that the matter be tabled,until the next meeting. Carried. It Prospects has been the University's practice, he said, to accommodate all eligible persons who have been ad~ mitted and who register. In recent years there'have been serious problems of overcrowding because of unexpectedly large enrollments. The President told the Board that, the 'long-range en­ rollment projections made by the Board of Educational F.inance for the State's institutions of higher learning had been extremely accurate but that the year-to-year projections had not been so correct for certain individual institutions, UNM among them. In this connection-he said that' actual' student enrol'lment increases at UNM for the last two years have'been double the levels projected by the BEF and budgeted by the State~ He noted that this year the University had enrolled approximately '1, 000 more students than had been anticipated, with the budget falling about $850,000 short of meeting educiational costs at the planned level of appropriations per student. For 1971-72, he added, the BEF has projected a gain of 6.8 per cent, while the University is estimating 10 per cent.

The President indicated that his concern for the coming year has been greater since the reported recommendation of the Depart­ ment of Finance and Administration for $2,500,000 less in appro­ priations for the universities, ,plus another shortage of $1,000,000 if tuition increases are not allowed.

Vice President Travelstead reiterated the President's concern over present problems of overcrowding and described conditions tpis, year as chaotic, with the University unable to provide proper educational services for those presently enrolled.

President Heady, in summarizing the situation, said that if UNM does not receive appropriations next year at the BEF-recommended level plus additional tuition revenue, we will either face a drastic decline in quality and standards, affecting all of our students, or we may have to turn away large numbers of otherwise qualified applicants.

The President outlined' four specific steps which are presently being considered in an effort to curtail enrollment this fall: (1) limitation of graduate enrollment, as far as possible, to this year's level; (2) possible reinstatement of the 2.5 entrance require­ ment for non-residents; (3) 'rigorous enforcement of the published deadline -- July 1 -~ for filing applications for admission; (4) if the situation becomes' extreme; the possibility of imposing an ~ embargo on the enrollment of qualified applicants, resident and - non-resident, to prevent an actual enrollment beyond the approximate total estimated by the BEF. In asking the Regents to consider these'various possibilities, President Heady said that the var­ iables, of course, were the appropriation figure voted by the Legislature and the number of applicants for admission. His aim, he said, was to seek protection for the University against the enrollment of many more students than had been estimated by the BEF, assuming that this number is funded by the Legislature.

After considerable discussion about the various alternatives, it was moved by Mr. wolf, seconded by Mr. Roberts, that the Regents urgently recommend to the Legislature that appropriations to the institutions of higher learning be no lower than those recommended by the Board of Educational Finance. Carried. It was also under­ stood that the Administration would proceed with planning and possible solutions relative to the problems of overenrollment. ****** The meeting adjourned at 5:00 p.m.
