Fünf Reptilienarten {Lacerta agilis, Anguis fragilis, Lacerta vivipara, Natrix natrix, Vipera berus) sind für das Spätquartär des Untersuchungsgebietes anhand von Fossilbelegen nachgewiesen. Die neuzeitliche Herpetofauna des Urals begann sich im späteren Pliozän herauszubilden. Die gegenwärtige Reptilfauna entwickelte sich im mitt- leren Holozän, mit der Rückkehr der Reptilien aus den eiszeitlichen Refugialräumen. Die Gebirgsketten des Urals sowie die Tätigkeit des Menschen hatten auf die Ausbildung der gegenwärtigen Kriechtierfauna der Region keinen bedeutenden Einfluß. ABSTRACT The history of the Quaternary reptilian fauna of Bashkortostan (South Urals, Russia) is described and the development of climate, landscapes and vegetation are briefly reviewed. Five late Quaternary fossil reptile species {Lacerta agilis, Anguis fragilis, Lacerta vivipara, Natrix natrix, Vipera berus) had been identified for the region. When I discussed this with your government, it offered to facilitate such an investigation. Earlier, your government had requested me to investigate the situation of Russian language education in Ukraine. In the summer of last year I have studied the situation of Ukrainian language education in your country, assisted by two experts, Prof. Bowring from the United Kingdom and Mr. Zhekov from Bulgaria. My conclusions are based on visits to Moscow, St. Petersburg and Tyumen, where conversations took place with local and regional authorities and with representatives of Ukrainian organisations. Smolina* Siberian Federal University 79 Svobodny, Krasnoyarsk, 660041, Russia Received 15.07.2014, received in revised form 10.10.2014, accepted 01.12.2014 The subject of this article is the reflection of the Siberian indigenous people, the Kets (or so called “the Ostyaks”) in works by D.I. Karatanov. The aim of the research is achieved by analysis of individual features of these works – portraits, landscapes and many-figured scenes of everyday life. In this research were used such methods as structural and semantic analysis of art works, revelation and analysis of main compositional patterns, consideration of immanation and emanation parts of an artistic image. Following the results of the research, work plays the role of a fore-praying to the nature in the life of Kets fishermen. The result can be used in art sphere of the Krasnoyarsk Territory, history and culture of the Siberian Region and in researches dedicated to national and cultural identity. Reconstructing Proto-Ugric and Proto-Uralic Object Marking Katalin É. Kiss ([email protected]) Research Institute for Linguistics of the Hungarian Academy and Pázmány P. University Abstract This paper demonstrates that syntactic changes in the feature specifications of functional heads can be traced back to undocumented stages of languages. It reconstructs the object–verb relation in Proto-Uralic – by means of the comparative method adapted to syntax. Present-day Uralic languages display differential object–verb agreement and/or differential accusative marking. In double-marking languages, the head licensing object–verb agreement may be different from that licensing accusative-marking. The licensing conditions of object marking are also different across languages. It is argued that the Uralic parent language had both object-verb agreement and accusative assignment licensed by a TP-external functional head with a [topic] feature. The [topic] feature of this head has been reanalyzed as [specific] in Udmurt, and as [definite] in Hungarian – via a natural extention of the content of the notion of topicality. In languages with generalized accusative assignment, i.e., in Hungarian and Tundra Nenets, the licensing of object agreement and accusative marking have been divorced; the latter has come to be associated with v. ? chapter seven Cities of the Russian North in the Context of Climate Change Oleg Anisimov and Vasily Kokorev Introduction In addressing Arctic urban sustainability, one has to deal with the com- plex interplay of multiple factors, such as governance and economic development, demography and migration, environmental changes and land use, changes in the ecosystems and their services, and climate change.1 While climate change can be seen as a factor that exacerbates existing vulnerabilities to other stressors, changes in temperatures, precipitation, snow accumulation, river and lake ice, and hydrological conditions also have direct implications for Northern cities. Climate change leads to a reduction in the demand for heating energy, on one hand, and heightens concerns about the fate of the infrastruc- ture built upon thawing permafrost, on the other. Changes in snowfall are particularly important and have direct implications for the urban economy, because, together with heating costs, expenses for snow removal from streets, airport runways, roofs, and ventilation spaces underneath buildings standing on pile foundations built upon perma- frost constitute the bulk of a city’s maintenance budget during the long cold period of the year. Many cities are located in river valleys and are prone to fl oods that lead to enormous economic losses, inju- ries, and in some cases human deaths. The severity of the northern climate has a direct impact on the regional migration of labor. Climate could thus potentially be viewed as an inexhaustible public resource that creates opportunities for sustainable urban development (Simp- 142 | Oleg Anisimov and Vasily Kokorev son 2009). Long-term trends show that climate as a resource is, in fact, becoming more readily available in the Russian North, notwith- standing the general perception that globally climate change is one of the greatest challenges facing humanity in the twenty-fi rst century. -

Some sug- gest Putin has been merely reacting to NATO and EU enlarge- Wment. Others suggest the Russian leader has succumbed to a bout of irrationality, spawned by a desire to return to the “good old days” of the Soviet Union. After all, according to historian Stephen Kotkin, traditional Soviet geopolitical thinking always assumed that Western capitalism would eventually disintegrate. Princeton Professor Harold James suggests Putin’s actions are based on the rational assumption that in the wake of the global financial crisis and subsequent eurozone debt crisis, the West would lack the ability to take decisive action. This would provide Russia with a window to pursue a strategy of expanding its influence. Putin’s bet was that Western policymakers and politicians would stumble in the effort to repair their economic and financial sys- tems in the wake of the crisis. By deliberately exacerbating geo- political tensions, Putin reasoned, the preoccupied West would look even more indecisive and weak. Of course, the Russian leader’s actions have already risked a recession back home with the plummeting of the global price of oil, not to men- tion the economic bite of Western sanctions. On a scale of one to ten—with one suggesting Putin is merely a delirious fool and ten a serious threat—how dangerous is Vladimir Putin to the West? More than thirty noted observers offer their assessment on a scale of one to ten. -

Crime Threats There is minimal risk from crime in Yekaterinburg. With an estimated population of 1.5 million people, the city experiences moderate levels of crime compared to other major Russian metropolitan areas. The police are able to deter many serious crimes, but petty crimes still occur with some frequency and remain a common problem. Pickpockets are active, although to a lesser degree than in Moscow or St. Petersburg. Pickpocketing occurs mainly on public transportation, at shopping areas, and at tourist sites. -

Religion, State & Society, Vo!. 25, No. 3, 1997 Religion, Power and Nationhood in Sovereign Bashkortostan SERGEI FILATOV Relations between the nation-state and religion are always paradoxical, an effort to square the circle. Spiritual life, the search for the absolute and worship belong to a sphere which is by nature free and not susceptible to control by authority. How can a president, a police officer or an ordinary patriot decide for an individual what consti tutes truth, goodness or personal salvation from sin and death? On the other hand, faith forms the national character, moral norms and the concept of duty, and so a sense of national identity and social order depend upon it. Understanding this, states and national leaders throughout human history have used God for the benefit of Caesar. Even priests themselves often forget whom it is they serve. In all historical circumstances, however, religious faith shows that it stands outside state, nation and society, and consistently betrays the plans and expectations of monarchs, presidents, secret police, collaborators and patriots. It changes regardless of any orders from those in authority. Peoples, states, empires and civilisations change fundamentally or vanish completely because the basic ideas which supported them also vanish. Sometimes it is the rulers themselves, striving to preserve their kingdoms, who are unaware that their faith and view of the world are changing and themselves turn out to be the medium of the changes which destroy them. In the countries of the former USSR, indeed in all the former socialist camp, constant attempts to 'tame the spirit' were in themselves nothing new, but the histor ical situation, the level of public awareness and the character of religiosity were unique; and the use of religion for national and state purposes therefore acquired distinctive and somewhat grotesque characteristics. -
