Yet for some the empire has not died. Whether it is the Islamist’s dream of a com- passionate theocracy, a Balkan nationalist’s vow to avenge a medieval defeat, or an American president’s blueprint for the “new” Iraq, there is reason to question those who seek to remake its past. Rather than braving this unsettled history alone, I have invited a more seasoned traveler to join me. Alexis de Tocqueville’s specter lends this project a comparative slant while furnishing a conceptual anchor to an inherently unmanageable topic. Those familiar with my dissertation, “Measures of State: Tax Farmers and the Ottoman Ancien Régime, (1695–1807) (Columbia University, 1995) will rec- ognize themes and sources. However, the aims of the present work are quite different. From a study on the political economy of tax farming, it has become an inquiry into the origins of government under the old regime. This essay trespasses across many disciplinary boundaries. Courses in sociology, language and history at Binghamton and Columbia uni- versities with Ca[lar Keyder, Rhoads Murphey, and Kathleen Burrill introduced me to the Ottoman Empire. Richard Bulliet, Donald Quataert, John Mundy, and Charles Tilly shaped my historical method and tolerated my eclecticism. In proseminars, conferences, workshops, and over coffee in New York City and Cincinnati, many colleagues have patiently considered my ideas; my students have inspired me. The following chapter will be divided into several subsections, each dealing with a particular element of the complex geopolitical puzzle that the Pontic region from the first decades of the eighteenth century resembled. Firstly, the focus will be on Russia’s chief adversary – the Ottoman Empire, a foe as determined and as ambitious as the tsarist state itself. Then the main features of the Crimean Khanate, as an element of the overall Ottoman military system, will be defined. However, the Khanate was a player in its own right and pursued its own interests which will also be presented in the current chapter. Next the dissertation will outline the development and the downfall of Safavid’s military and political power, followed by the establishment of a new force under the ambitious and talented Nadir Shah. The subchapter “At the Edge of Empires - the Pontic Frontier and its People” will examine the soldiers of the steppe – Cossacks, Kalmyks, and Nogais, who were an essential element of the social and military ethos of the Pontic frontier and played crucial role in the events, which will be analyzed in detail in the second part of the research.

ABSTRACT The main focus of this study is to examine the modernization of the Ottoman navy during the reign of Sultan Abdülaziz, exploring naval administration, education, and technology. Giving a summary of the transformation of shipbuilding technologies and bureaucratic institutions of the Ottoman naval forces between 1808 and 1861, it analyses the structure of the Ottoman navy, its level of development in comparison to previous periods of time, and the condition of the vessels making up the naval fleet from 1861 to 1876. It also intends to evaluate the character of existing administrative structures at the outset of Abdülaziz’s reign in 1861 and the nature of subsequent changes, including structural reorganization of the Imperial Naval Arsenal, the Ministry of Marine, and the Naval Academy, as well as advancements in military training and seafaring; all within the context of the impact of these changes on the military, political, and economic condition of the Empire during the reign of Sultan Abdülaziz.

Çalışmanın amacı iki devlet arasındaki kırılgan siyasî, askerî ve diplomatik ilişkilerin bir Doğu Akdeniz adası olan Kıbrıs üzerindeki ticarî tesirlerini tespit etmektir. Bunun için konsolosluk faaliyetleri ve ticarî ilişkilerin incelenmesi tercihen seçildi. Konu, Osmanlı Arşivi vesikaları ile Kıbrıs arşivlerindeki Şer’iyye Sicilleri’nde yer alan belgelere istinaden incelendi. Çalışmanın sonunda; Rusya tüccarlarının Kıbrıs’ta iki devlet arasındaki anlaşmalar çerçevesinde ticaret yaptıkları, yüzyılın başındaki savaşların Osmanlı Devleti tarafından üretilen resmî evrakın yazım üslubuna olumsuz ifadelerle yansıdığı ve sıcak savaş dönemlerinde Kıbrıs’ta fiyat dalgalanmaları olduğu görüldü. 1821 yılında başlayan Mora isyanında Rusya Konsolosluğu'nun Rumlara destek vermesi sebebiyle ilişkiler dondurulmuştur. Barış dönemlerinde ise Rusya tüccarları ve konsolosları Kıbrıs’ın taşra köylerindeki yerli halk ile de temasta bulunmuştur. Tanzimat devri başlarından itibaren konsolosların adadaki muhassıllarla işbirliği yaptıkları, bu vesileyle iltizam işlerinin işleyişine müdahale imkânı kazandıkları ve mültezimler aleyhinde ada yöneticileri üzerinde baskı kurdukları görülmektedir.

Outline of the contents: The article deals with correspondence between the Polish independ- ence party headed by Adam Czartoryski and imam Shamil and his naibs. The main source base I relied on was archival documents now held at the Czartoryski Princes Library in Kraków, as well as the memoirs of Michał Czajkowski, who was Czartoryski’s agent in Istanbul in the 1840s. Until contempo- rary times, the best book discussing this subject was Sprawy kaukaskie w polityce europejskiej w 1831–1863 (Caucasian Questions in European Policy from 1831 to 1863) by Ludwik Widerszal, published before the Second World War, in 1934 (and again in 2011), even though it does not deal specifically with the relations between Polish leaders and the Caucasus.

Gelvin, Chair This dissertation traces the establishment of a binary between work and laziness from 1839 to 1920, the last century of the Ottoman Empire. Over this period, Ottoman society experienced an epochal shift in the discourses and practices of work. This study examines this shift, first, by exploring how concepts of work and productivity were moralized, socially practiced, militarized and politicized in a non-European modernity project, and second, by demonstrating how this emergent discourse, formulated as an issue of ‘national’ importance, became a constitutive element of the general nation-formation process within the last Ottoman century. I examine the configuration and development of the moralistic discourse of an ‘Islamic work ethic’ as an integral part of creating productive citizens. To do this, I consult an underutilized source, morality books, which display the connection between the mobilization for productivity, modern ii conceptualizations of body and time, and nation formation. Emphasizing the role of social practice in emergent discourses, I investigate how the bureaucratic reforms of the state in the last Ottoman century played a pivotal role in the transformation of concepts and practices of work.

As an attempt to break away from a strictly territorial understanding of sovereignty as a fixed legal construct, it explores shifting definitions of sovereignty within and across the boundaries of the Ottoman Empire as well as its semi-autonomous provinces. It argues that Ottoman sovereignty was constantly re-defined by inter-imperial rivalries, jurisdictional politics and the formation of modern subjecthood and citizenship in the emerging arena of international law during the period in question. Exploring what it meant to be an Ottoman and a foreigner in the Ottoman Empire during this period, I argue that subjecthood; nationality and citizenship often appear as instrumental categories incidentally utilized by ordinary individuals when deemed necessary. A careful examination of the Ottoman passport regime, on the other hand, proves that there already existed a prolonged process of experimentation on individual documentation and movement controls during the second half of the nineteenth history. Studying a collection of identity cards and passports, I argue that individual documentation was more important for some subjects than others, who needed to maintain and negotiate their identities under overlapping structures of multiple sovereignties.
