The first volume was issued by the National Bureau of Standards In 1933; and other volume® annually thereafter until 1942, when publication was discontinued because of the war. It Is expected that in the future it will be issued annually. As heretofore, the information contained in this bulletin is compiled with the cooperation of the various hydraulic and hydrologic laboratories in the United States. It contains, so far as it has been possible to collect it, a summary of research now in progress in these laboratories, as well as research which has been completed sinoe the last bulletin was Issued. Because of the lapse of time sinoe the last issue and the great amount of material received for this edition, it has seemed desirable to classify informa¬ tion somewhat differently than previously. The first section of the bulletin 18 devoted, as usual, to reports on ourrent projeots. Following that, the section dealing with abstracts of completed projects and references to publica¬ tions has been enlarged and now Includes full reports, where available, of projects which have been completed during the past five years. A new section. Laboratory Notes, has been added, in order to present up-to-date information about laboratory activities. A new numbering system has been started, and in this edition the new project number is given first, followed by the project number formerly assigned in the case of old projects. This old number will be dropped in subsequent Issues and only the new number will appear. In the section devoted to reports on completed projects, no new numbers have been assigned, but the old number, when one has previously been assigned, is given for purposes of identification. It is emphasised again that the National Bureau of Standards does not have in its files reports or detailed information regarding the research projects reported by other organizations. Suoh information may be obtained from the correspondent listed under (d) or immediately following the title of the organiza¬ tion. Copies of this bulletin are supplied to interested persons and organizations without charge and may be obtained by writing to the Chief, National Hydraulic Laboratory, National Bureau of Standards, Washington 25» D. C. A mailing list is maintained which includes the names of persons who have requested this service in writing. Because of the disruption of laboratory work generally during the war, the mailing list needs oomplete revision, and changes, corrections, and additions are solicited.     Lake Granby Fishery Management Report Jon Ewert, Aquatic Biologist, Colorado Parks and Wildlife February 2019 Introduction Lake Granby, approximately 7,250 surface acres when full, is one of the largest coldwater reservoirs in the state. It is the main storage reservoir in the west slope portion of the Colorado-Big Thompson Project which supplies water to the northern Front Range through the Adams Tunnel at Grand Lake. It is a focal point of the Grand County tour- ism economy and offers many amenities. Recreational access is managed by the U.S. Forest Service as part of the Arapaho National Recreation Area. The recreational fishery of Granby is dominated by lake trout (aka mackinaw) and hosts the highest density of the species that has been documented in Colorado. Kokan- ee salmon have been stocked in Granby since 1951 to pro- vide recreational opportunity, a prey base to produce tro- phy lake trout, and spawning adults are captured annually to provide eggs for restocking. ABSTRACT Most of the dams built by the Bureau of Reclamation were completed before environmental regulations such as the Clean Water Act, National Environmental Protection Act, or Toxic Substances Control Act existed. The management and operation of dams was instituted under conditions where the ecology of the downstream habitat was unknown and largely ignored. Changing or modifying structures, flow regimes, and land use patterns are some of the efforts being pursued by the Bureau to reconcile or mitigate the effects of impoundment to comply with these environmental policies and to maximize the potential for recreation, fisheries, and water quality in tailwater habitats for the water resource users. The purpose of this report is to provide a reference document intended to aid in the management, compliance, and problem solving processes necessary to accomplish these goals in Bureau tailwater habitats.

Abstract This paper deals with downstream riverine ecosystem effects of damming the Colorado River. The construction and operation of dams in the Colorado River have multiple benefits that include having increased water for irrigation and domestic supply, generation of hydroelectric power energy, providing improved aquatic recreation and wildlife habitat, and flood control. Damming the river has also some drawbacks. The storage of water behind dams has inundated and buried under invaluable cultural and historical artifacts. The damming and the extensive stream flow diversions for irrigation and water supply have also prevented the river water from reaching the delta area for months and sometimes for an entire year. In addition, damming the river has resulted in decreased sediment accumulation, especially in the Grand Canyon, and high level salinity and other chemical accumulations in the lower irrigated parts of the basin. Some efforts being made to ameliorate the negative effects of damming include periodic high flow experiments at Glen Canyon Dam to improve sediment dynamics, fish and wildlife habitat and the overall ecosystem along the Colorado River within the Grand Canyon. Another improvement effort being made is desalination of irrigation effluents in the lower Colorado River to improve the quality of water going to Mexico. This report summarizes and interprets information that was collected as part of the study. Results of this study will be used to support the development of appropriate management and control measures to improve transparency in Grand Lake and Shadow Mountain Reservoir. This study included three main components: routine monitoring, mapping studies, and watershed studies. Routine monitoring included field measurements, sampling, and analyses for locations on Shadow Mountain Reservoir, Grand lake, and their tributaries at points near the lakes.

WHEREAS, the proposed Windy Gap Firming Project, which will transport water from the Colorado River through the west slope features of the C-BT Project for delivery to the front range of Colorado is subject to a permit from Grand County memorialized in Grand County Resolution No.2021 PA- 1 2-1 ("20 12 Permit"). Condition 7 of the 201 2 Permit provides in pertinent part that "the 201 2 Permit shall not be effective until the Clarity MOU ... [has] been executed;" J. WHEREAS, for the purposes of this MOU, the Three Lakes System includes Grand Lake, Shadow Mountain Reservoir, Granby Reservoir, and the Colorado River between Shadow Mountain Reservoir and Granby Reservoir. K. WHEREAS, the Water Quality Control Commission ("Commission") adopted a narrative clarity standard and numeric clarity standard (with a delayed effective date) for Grand Lake in 2008. The Commission amended both standards in 2014. L. WHEREAS, the Commission's current clarity standard is: "The highest level of clarity attainable, consistent with the exercise of established water rights, the protection of aquatic life, and protection of water quality throughout the Three Lakes system." 5 CCR 1002-33, Numeric Standards Table, at p. 13 (June 30, 2015). M. WHEREAS, the Commission stated in 2014 that: "sufficient effort has not yet been focused on determining an "attainable" level of cia rity that is consistent with the constraints identified in the narrative standard", and that "the Commission expects and anticipates a cooperative effort that will focus on identifying an attainable and protective Grand Lake clarity standard".
