The mission of the Bureau of Reclamation is to manage, develop, and protect water and related resources in an environmentally and economically sound manner in the interest of the American public. Preface The purpose of the Annual Report for the Colorado-Big Thompson Project (C-BT) is to inform interested parties of the coordinated operation of the project. The report has two main parts. The first describes the actual operation of the project during the previous water year and the plan of operation for the upcoming water year. The second presents the hydropower operations for the previously completed water year and the forecast for the next. This report in part fulfills requirements included within decree stipulations. These include the Stipulation dated October 5, 1955, as amended October 12, 1955, and filed with the United States District Court for the District of Colorado in Civil Action Nos. 2782, 5016, and 5017 for an annual report of the Green Mountain Reservoir Operations and the Agreements in the Stipulation and Agreement of the Orchard Mesa Check Case (Colo. Water Div. 5, 91CW247) dated September 6, 1996, to produce a Historic Users Pool (HUP) Annual Operating Plan (AOP). Executive Summary Collection System and East Slope Reservoirs started Water Year 2019 (WY 2019) with average storages and ended WY 2019 with greater than average storage. Snowpack was generally greater than average for the water year and runoff mirrored snowpack. Peak runoff, although not exceptionally large in magnitude, was later than typical. Daily air temperatures were generally average throughout the water year, except for the July – September period, when temperatures were higher than average. Precipitation was marginally above average for the water year, except for May and June 2019 which were slightly higher than average. Colorado – Big Thompson (C-BT) Project diversions totaled 288,724 acre-feet (AF) through Adams Tunnel for water year 2019. Deliveries of C-BT water totaled 191,792 acre-feet. Green Mountain Reservoir delivered a total of 60,844 acre-feet from storage in WY 2019. The natural inflow to Lake Estes reached its WY 2019 peak flow with a daily average flow of 955 cubic feet per second (cfs) on July 1. The maximum mean daily release from Olympus Dam was 709 cfs, occurring on June 8. Green Mountain Reservoir achieved a physical fill in WY 2019. Granby Reservoir achieved a fill in WY 2019. Horsetooth Reservoir and Carter Lake achieved a fill in WY 2019. Carter Lake was filled a total of three times in WY 2019. Sufficient storage in Horsetooth Reservoir and Carter Lake existed to satisfy all demands for WY 2019. Grand Lake clarity goals were met for the 2019 clarity season. At Shadow Mountain Reservoir during the final week of the clarity season, diel pH values oscillated above and below the adaptive management threshold of 8.0 but no operational action was taken, because the clarity goal qualifiers were being met and there was no concurrent indications of any increase in algal production. i Contents Preface     Lake Granby Fishery Management Report Jon Ewert, Aquatic Biologist, Colorado Parks and Wildlife February 2019 Introduction Lake Granby, approximately 7,250 surface acres when full, is one of the largest coldwater reservoirs in the state. It is the main storage reservoir in the west slope portion of the Colorado-Big Thompson Project which supplies water to the northern Front Range through the Adams Tunnel at Grand Lake. It is a focal point of the Grand County tour- ism economy and offers many amenities. Recreational access is managed by the U.S. Forest Service as part of the Arapaho National Recreation Area. The recreational fishery of Granby is dominated by lake trout (aka mackinaw) and hosts the highest density of the species that has been documented in Colorado. Kokan- ee salmon have been stocked in Granby since 1951 to pro- vide recreational opportunity, a prey base to produce tro- phy lake trout, and spawning adults are captured annually to provide eggs for restocking. ABSTRACT Most of the dams built by the Bureau of Reclamation were completed before environmental regulations such as the Clean Water Act, National Environmental Protection Act, or Toxic Substances Control Act existed. The management and operation of dams was instituted under conditions where the ecology of the downstream habitat was unknown and largely ignored. Changing or modifying structures, flow regimes, and land use patterns are some of the efforts being pursued by the Bureau to reconcile or mitigate the effects of impoundment to comply with these environmental policies and to maximize the potential for recreation, fisheries, and water quality in tailwater habitats for the water resource users. The purpose of this report is to provide a reference document intended to aid in the management, compliance, and problem solving processes necessary to accomplish these goals in Bureau tailwater habitats.

Abstract This paper deals with downstream riverine ecosystem effects of damming the Colorado River. The construction and operation of dams in the Colorado River have multiple benefits that include having increased water for irrigation and domestic supply, generation of hydroelectric power energy, providing improved aquatic recreation and wildlife habitat, and flood control. Damming the river has also some drawbacks. The storage of water behind dams has inundated and buried under invaluable cultural and historical artifacts. The damming and the extensive stream flow diversions for irrigation and water supply have also prevented the river water from reaching the delta area for months and sometimes for an entire year. In addition, damming the river has resulted in decreased sediment accumulation, especially in the Grand Canyon, and high level salinity and other chemical accumulations in the lower irrigated parts of the basin. Some efforts being made to ameliorate the negative effects of damming include periodic high flow experiments at Glen Canyon Dam to improve sediment dynamics, fish and wildlife habitat and the overall ecosystem along the Colorado River within the Grand Canyon. Another improvement effort being made is desalination of irrigation effluents in the lower Colorado River to improve the quality of water going to Mexico. WHEREAS, the proposed Windy Gap Firming Project, which will transport water from the Colorado River through the west slope features of the C-BT Project for delivery to the front range of Colorado is subject to a permit from Grand County memorialized in Grand County Resolution No.2021 PA- 1 2-1 ("20 12 Permit"). Condition 7 of the 201 2 Permit provides in pertinent part that "the 201 2 Permit shall not be effective until the Clarity MOU ... [has] been executed;" J. WHEREAS, for the purposes of this MOU, the Three Lakes System includes Grand Lake, Shadow Mountain Reservoir, Granby Reservoir, and the Colorado River between Shadow Mountain Reservoir and Granby Reservoir. K. WHEREAS, the Water Quality Control Commission ("Commission") adopted a narrative clarity standard and numeric clarity standard (with a delayed effective date) for Grand Lake in 2008. The Commission amended both standards in 2014. L. WHEREAS, the Commission's current clarity standard is: "The highest level of clarity attainable, consistent with the exercise of established water rights, the protection of aquatic life, and protection of water quality throughout the Three Lakes system." 5 CCR 1002-33, Numeric Standards Table, at p. 13 (June 30, 2015).
