All provinces (changwats) are connected to this network and most long-distance (inter-province) traffic uses these roads. Currently, the government has provisionally approved an investment of about 180 billion baht (US$5.8 billion) in SRT to develop rail by upgrading the existing infrastructure; these plans include the Track and Bridge Rehabilitation Project, Track Doubling Project, Electric Diesel Locomotive Purchasing Project, Installing Signalling and Level Crossing Project, etc. In addition, SRT has implemented a Restructuring Plan by establishing three business units: Traffic, Property, and Rolling Stock Maintenance, as well as one subsidiary to operate the Airport Rail Link Project. -

Of those who die on Thailand’s roads, 73% are motorcyclists. Despite a legal mandate, less than half of motorcyclists, and only 7% of children, wear helmets. To identify possible models to increase child helmet use, the Asia Injury Prevention (AIP) Foundation conducted four small- scale trials: (1) a helmet bank, (2) police enforcement, (3) petrol station retail, and (4) taxi stands. Trials 1, 2, and 4 resulted in increased child helmet use, but each had instructive challenges and strengths. Trial 3 presented a number of challenges leading to the conclusion that child helmet retail at petrol stations is not viable. Chapter 12 ROAD TRANSPORT IN THAILAND Narong Pomlaktong, Rattana Jongwilaiwan, Prakai Theerawattanakul and Rapee Pholpanich 1 Regulatory constraints on regular bus prices encouraged the entry of new competitors in a less regulated part of the market, offering more choice to consumers. Relaxation of quotas as well as infrastructure improvements led to lower prices and higher volumes of cross border road freight. Road transport reform raises significant issues of coordination across agencies. 12.1 INTRODUCTION There are many challenges in road transport policy development in Thailand. Many of the important issues are related to the population in Bangkok. Its size has made it difficult to create a well-designed urban public transportation system that meets the needs of the entire population. Other current domestic road transport issues include too great a focus on mega- projects in urban areas and their associated infrastructure without considering the development of secondary roads, regulation in the market for passenger vans and price distortions such as lack of congestion and pollution charges. Thailand is also working with other economies in the South East Asian region to liberalise cross-border transport and to improve the transportation corridors which link their markets. Transport policy in Thailand has developed in concert with urban development planning. The first four development plans by the National Economic and Social Development Board (NESDB plans) from 1963 to 1981 aimed at accelerating economic growth by emphasising utility infrastructure development, including electricity, water, transport, educational institutions and public health. Besides this, the plans focused on export-led and import- substitution industrialisation. The government, therefore, allocated a large amount of its budget to transport, energy and irrigation. -

Thailand Transport Sector Assessment, Strategy, and Road Map The Asian Development Bank (ADB) is preparing sector assessments, strategies, and road maps (ASRs) to help align future ADB support with the needs and strategies of developing member countries and other development partners. ASRs are a working document that help inform the development of country partnership strategies. This transport sector ASR highlights development issues, needs, and strategic assistance priorities of the Government of Thailand and ADB, with a focus on roads and railways. It highlights sector performance, priority development constraints, the government’s strategy and plans, other development partner support, lessons learned from past ADB support, and possible future ADB assistance, including knowledge support and investments. The product serves as a basis for further dialogue on how ADB and the government can work together to tackle the challenges of managing transport sector development in Thailand in the coming years. Its mission is to help its developing member countries reduce poverty and improve the quality of life of their people.
