It develops a theory called Cultural Subjectivism to explore the PRC’s preferred world order. Specifically, it analyzes the characteristics of Chinese subjectivity and how Beijing shapes the roles of the self and others through the othering and altercating processes in order to justify the country’s overseas expansion. The international order that Beijing espouses reflects a realistic assessment of world politics. This realpolitik, however, is denied in the narratives for public consumption. Several idealistic principles that China claims are guiding its foreign policy (and devoid of strategic calculations) create a false impression that Beijing is an altruistic actor occupying the moral high ground. Anchoring Chinese behavior to the inherent benevolence of the PRC underpins an unfalsifiable self-justifying logic that, regardless of shifts in policies, Beijing’s behavior is always defensive, peaceful, non-expansionist and non-hegemonic. In accord with Beijing’s assessments of the post-Cold War peace, its narratives have grown more inclusive in that the opposing roles (the othering) between the self and others becomes less salient while the role congruence (the altercasting) that indicates shared interests gets more prevalent. This is tailored to meet China’s strategic needs of the attainment of material strength and international status in the era of post-Cold War globalization through engagement with countries around the world. Paralleling the increasing usage of inclusive rhetoric to rationalize Beijing’s overseas expansion is the growing discursive assertiveness of a China- espoused world order in which Chinese institutions and Chinese culture are said, due to their innate benevolence compared to hegemonic capitalism, to bring the world peace and prosperity. After all, the inclusive narratives and the role (re)construction spin around the concept of Chinese socialism, an embodiment of the PRC’s self-centeredness, and how it is good for both domestic development and international community. Beijing’s role construction operates within a quasi-world-like “Asia Pacific” that includes the Pacific and Indian Oceans and the Eurasian continent. Within this expansive geographical scope, China adopts the grand strategy of “winning without fighting” which consists of the strategies of “cooperation” and limited provocations. The purpose is to amass resources through the land to cope with the challenges from the sea. As the strategic logic of winning without fighting dictates, the PRC intends to achieve its political goals during peacetime while, through disarming enemies and strengthening itself in its overseas expansion, preparing for a possible future war if non-war solutions prove impossible for obtaining its goals. Accordingly, “active defense” needs to be understood as a strategic guideline that directs the generation of resources and abilities for both non-war and war solutions. From a Chinese perspective, regardless of the means adopted, China’s behavior is always defensive and for the sake of peace wherever the activities occur. This unfalsifiable rationalization that relies on the benevolent nature of the self, rather than an admission of realistic calculations, to explain its own behavior functions on a global level and characterizes active defense. From the perspective of discursive rationalization, China exhibits the height of imperialism. Compared to Japan and the US, Beijing shows an unprecedented degree and scale in claiming itself moral in that it is altruistic and inclusive, while firmly believing in its own claims. It is the gulf between complicated realities and the extent of the PRC’s willingness to systematically deny such or cover up what happens on the ground and a lower degree of transparency in its strategic calculations for self-interests that make Chinese imperialism different from others. Copyright © 2010 Printed in Norway – all rights reserved ACTA ORIENTALIA ISSN 0001-6438 The Towers of Yue Olivia Rovsing Milburn Seoul National University Abstract This paper concerns the architectural history of eastern and southern China, in particular the towers constructed within the borders of the ancient non-Chinese Bai Yue kingdoms found in present-day southern Jiangsu, Zhejiang, Fujian and Guangdong provinces. The skills required to build such structures were first developed by Huaxia people, and hence the presence of these imposing buildings might be seen as a sign of assimilation. In fact however these towers seem to have acquired distinct meanings for the ancient Bai Yue peoples, particularly in marking a strong division between those groups whose ruling houses claimed descent from King Goujian of Yue and those that did not. These towers thus formed an important marker of identity in many ancient independent southern kingdoms. Keywords: Bai Yue, towers, architectural history, identity, King Goujian of Yue Introduction This paper concerns the architectural history of eastern and southern China, in particular the relics of the ancient non-Chinese kingdoms found in present-day southern Jiangsu, Zhejiang, Fujian and 160 OLIVIA ROVSING MILBURN Guangdong provinces. In the late Spring and Autumn period, Warring States era, and early Han dynasty these lands formed the kingdoms of Wu 吳, Yue 越, Minyue 閩越, Donghai 東海 and Nanyue 南越, in addition to the much less well recorded Ximin 西閩, Xiyue 西越 and Ouluo 甌駱.1 The peoples of these different kingdoms were all non- Chinese, though in the case of Nanyue (and possibly also Wu) the royal house was of Chinese origin.2 This paper focuses on one single aspect of the architecture of these kingdoms: the construction of towers.

In Xinjiang the international lingua franca English, the national official language Mandarin Chinese, and major Turkic languages such as Uyghur and Kazakh interact and compete for linguistic prestige in different social scenarios. The power relations between the Turkic languages, including the Uyghur language, and Mandarin Chinese is one in which minority languages are surrounded by a dominant state language supported through various institutions such as school and mass media. The much greater symbolic capital that the “legitimate language” Mandarin Chinese carries enables its native speakers to have easier access than the native Turkic speakers to jobs in the labor market. Therefore, many Uyghur parents face the dilemma of choosing between maintaining their cultural and linguistic identity and making their children more socioeconomically mobile. The entry of the global language English and the recent capitalist development in China has led to English education becoming market-oriented and commodified, which has further complicated the linguistic picture in Xinjiang.

Perry Introduction In the spring of 1967 China’s former First Lady Wang Guangmei was paraded onto a stage before a jeering crowd of half a million people to suffer public humiliation for her “bourgeois” crimes. Despite her repeated protestations, Wang was forced for the occasion to don a form- fitting dress festooned with a garland of ping-pong balls to mock the elegant silk qipao and pearl necklace ensemble that she had worn only a few years earlier while accompanying her husband, now disgraced President Liu Shaoqi, on a state visit to Indonesia. William Hinton (1972, pp. 103-105) describes the dramatic scene at Tsinghua University in Beijing, where the struggle session took place: A sound truck had crisscrossed the city announcing the confrontation, posters had been distributed far and wide, and over three hundred organizations, including schools and factories, had been invited. Some had sent delegations, others had simply declared a holiday, closed their doors, and sent everyone out to the campus. Buses blocked the roads for miles and the sea of people overflowed the University grounds so that loudspeakers had to be set up beyond the campus gates . At the meeting Wang [G]uangmei was asked to stand on a platform made of four chairs. She stood high enough so that tens of thousands could see her. On her head she wore a ridiculous, wide-brimmed straw hat of the kind worn by English aristocrats at garden parties. Around her neck hung a string of ping- pong balls . A tight-fitting formal gown clung to her plump body and sharp- pointed high-heeled shoes adorned her feet.

Dynamics of Disintegration: The Later Han Empire (25-220CE) & Its Northwestern Frontier Abstract As a frontier region of the Qin-Han (221BCE-220CE) empire, the northwest was a new territory to the Chinese realm. Until the Later Han (25-220CE) times, some portions of the northwestern region had only been part of imperial soil for one hundred years. Its coalescence into the Chinese empire was a product of long-term expansion and conquest, which arguably defined the egionr 's military nature. Furthermore, in the harsh natural environment of the region, only tough people could survive, and unsurprisingly, the region fostered vigorous warriors. Mixed culture and multi-ethnicity featured prominently in this highly militarized frontier society, which contrasted sharply with the imperial center that promoted unified cultural values and stood in the way of a greater degree of transregional integration. As this project shows, it was the northwesterners who went through a process of political peripheralization during the Later Han times played a harbinger role of the disintegration of the empire and eventually led to the breakdown of the early imperial system in Chinese history.

We particularly appeal to the international communities and request investigation of this systematic, ongoing, egregious violation of human rights committed by the Government of the People’s Republic of China against Falun Gong. Falun Gong, also called Falun Dafa, is a traditional Chinese spiritual practice that includes exercise and meditation. Its principles are based on the values of truthfulness, compassion, and tolerance. The practice began in China in 1992 and quickly spread throughout China and then beyond. By the end of 1998, by the Chinese government's own estimate, there were 70 - 100 million people in China who had taken up the practice, outnumbering Communist Party member. Despite the fact that it was good for the people and for the stability of the country, former President JIANG Zemin launched in July 1999 an unprecedented persecution of Faun Gong out of fears of losing control. Today the persecution of Falun Gong still continues in China. As of the end of March 2004, 918 Falun Gong practitioners have been confirmed to die from persecution.
